1. Aims & Objectives.
Panposh ITDA started functioning with effect from 1977-78 as an independent unit after
separation from Bonai ITDP. It was converted to ITDA and registered under the Society Registration Act,
1960 bearing Regn. No. 15059/1903 of 78-79.
This ITDA aims at Socio-economic development of the Tribals through implementation of
various income generating schemes in Agriculture, Horticulture, Animal Husbandry and Cottage Industry
and vocational trades for skill development of educated unemployed tribal youths. Employment oriented
training programme are also imparted for providing employment avenues for self employment, wage
employment and job opportunities in different business and public sectors.
The objectives of this ITDA is to make the different schemes operational for providing basic
infrastructure facilities like improvement of land, water, power, communication and credit institute.
Keeping in view the urgent need of community irrigation projects, such as diversion weir, check dams,
water harvesting structures, community LI points for providing irrigation facilities to small and marginal
ST farmers, Pani Panchayats have been formed to implement the programmes. Periodic monitoring and
evaluation of the schemes are done for the programme to be successful.
2. Mission/Vision
Considering the importance of the all round development of the tribals, strategic points are taken
care of and critical social gaps are linued through

up gradation of earning capacity.

Execution of irrigation system in the field.

Improvement of socio –economic status of tribal community with optimal utilization of Agricultural
products and, locally available resources through the Pani Panchayats and SHGs.

Greater access in I.G. Scheme opportunities and focus on Community participation.

Affordable and simple technological solutions to increase the potential of natural resources.

Scientific management of land, rain water soil texture, depth and slope erosion etc.

Educate the students by facilitating their economic standard by providing pre-matric scholarship,
Modern Hostel infrastructure and Mess facilities.

Back-ward-forward linkages of social groups for greater social-mobility.

Extension of urban facilities in the rural area adjacent to urban areas,
Rourkela municipality/ Biramitrapur municipality of Panposh project area:
a. To provide power supply, basic telephone communication, installation D.W. schemes/projects
and popularization of sanitary facilities in the nearby local areas within 10 Km radius of
town.
b. To provide certain basic facilities like, quality education, health services, communication
facilities, improved roads, telecommunication, Safe Drinking water supply, Power supply (3
phase ), to improve the standard of life in the local rural area. This will also create new
avenues for income generation and prevent migration of people from rural to urban area.
c.
To take up improvement of connecting roads to Urban hd.qrs. like Rourkela/
Biramitrapur upgradation of existing Health centres, upgradation of existing
Educational Institutions etc.
3.
Brief History and back ground for its establishment
Panposh ITDA is functioning at Uditnagar, Rourkela-12 since 1979, covering an area of 1940.2 sq.
km. comprising of 4 CD Blocks and 2 Urban local bodies of Panposh Sub-division in Sundargarh district.
It covers all the 71 GPs comprising 391 villages. As per 1991 census, Population of Panposh ITDA is
7,02,857 out of which the ST Population is 2,66,479 which comes to 37.91 %.
The main tribes are Munda, Kisan,Oran, Khadia and Bhuyan and their main occupation is
cultivation. To protect their land from illegal alienation is became vital responsibility of the administration.
The prevailing Acts and Rules of OLR Act and Reg-2 of 1956 as amended recently and the present set up
of administration in the schedule areas (ITDA,Panposh) has been made operational for implementation of
the different provisions of the Reg-2 of 1956 and OLR Act. To enforce prevention of illegal alienation of
the land of the Tribals for prevention exploitation and to promote education and awareness of the tribals,.

Sundargarh district is situated in the North-western part of Orissa. The district is surrounded by
Ranchi district, capital of Jharkhand state in the north. Raigarh district of Chhatishgarh state in the West
and North west , Sambalpur and Anugul district in South and Singhbhum district in east.
The district has an area of 9712 Sq.Km. situated in the latitude between 21 degree North and
35 degree North and 22 degree, 32 degree North and 83 degree 32'’East and 84 degree 32'’East
longitude.

Sundargarh district has been declared as scheduled area and Panposh Sub-division is one of
the Sub-divisions and declared T.S.P. area of the district.
LOCATION :
The Panposh Integrated Tribal Development Project was grounded during the year 1976, with its
head quarters at Uditnagar, Rourkela-12 in the district of Sundargarh. It was converted into Integrated
Tribal Development Agency in the year 1979 and was registered under the Society Registration Act vide
Registration No. 15059/1903 of 1978-79. The office is located adjacent to Sub-Collector’s office,Panposh.
AREA :
The area of this ITDA is co-terminus with the Panposh Revenue Sub-division consisting of 4
blocks namely, Bisra, Kuarmunda, Lathikata and Nuagaon, being rural area. The Steel city, Civil township
and Biramitrapur with two Urban Local Bodies i.e. Rourkela Municipality and Biramitrapur Municipality
also comes under ITDA, Panposh area. Panposh ITDA has been bordered by Ranchi and Singhbhum
districts of Jharkhand state in the North and the East, Bonai Sub-division and Sundargarh ITDA’s in the
South and West respectively. Thus Panposh ITDA is surrounded by Tribal areas only. The geographical
area of this ITDA is 2947 Kms. Spread over 391 Revenue Villages.
TOPOGRAPHY :
The Project area is a large undulating surface with an average height of 700’ from the sea level.
Hill ranges encircle the project area from all sides and stray hills dot the area extensively. The HowrahBombay railway line running from east to west almost divides the Project area into two dissimilar tracks.
The area to the north, formed by the broad valleys of the river Sankha, Koel and Deo is generally plain
though, interspersed with isolated hills but the track to the south is comparatively more hilly and wooded
excepting the valley of Brahmani river.
NATURAL RESOURCES :
a) SOIL :
The soil of this ITDA area is mostly sandy loam and laterite type.
b) MINERALS :
The sub-division is endowed with significant mineral deposits like dolomite, and lime stone etc.

c) CLIMATE :
The climate of the project area is very peculiar characterised by a very hot dry summer and
very cold in winter. The monsoon breaks during middle part of June and continues till end of October.
d) RAINFALL :
As it is revealed from the rainfall data of the Sub-division about 75 % to 80 % rainfall is
received during monsoon. The average rainfall is 1570 mm.
e) TEMPARATURE :
Due to changing climatic situation, the temperature of the Project area was 5 degree Celsius
to 40 degree Celsius. But now the minimum temperature is 7 degree Celsius and maximum goes up to 48
degree Celsius.

MAIN TRIBES:
The ITDA Panposh project area covers the main tribes i.e. 1. Munda, 2. Kisan, 3. Oram,
4.Kharia and 5 Bhuyan. The main occupation of the tribes is agro-horticulture. Some of the literate tribals
are employed in Industries i.e. Rourkela Steel Plant, Orissa Cement Ltd., L & T, ORIND, OTTO INDIA
and other ancillary industries in and around the project area.
LABOURFORCE:
The working age group in the project area constitutes about 49 % of the total population of the
Sub-division.
5. Allocation of business
The ITDA is usually implementing two schemes namely (1) Income Generating
Schemes (2) Infrastructure Development Scheme, for socio-economic and all round development of the
tribals of this ITDA area as per Annual action plan of the year.
1.Income Generating Schemes: This scheme is designed as sectoral programmes to create
or generate income of the tribals. The basic schemes are (a) Bankable I.G.Schemes (b) Non Bankable
I.G.Schemes :
Under Bankable I.G.schemes as per the IRD pattern read with SGSY style and with the
approved unit cost schemes were contemplated by the NABARD guidelines. Most of the schemes are
Bullock finance, Vegetable cultivation, Diesel pump sets, Dug wells, Dairy unit, Poultry unit, Net and Boat
and ISB ( Industry service and Business )schemes. In this scheme, subsidy and loan is fifty percent each
financed by Financial Institution. However, this scheme is now not operational as Bankable IGS benefits
the individual families. The group finance has taken its place.
Similarly under Non-bankable schemes like Agriculture and Horticulture, Soil Conservation,
Pisciculture, Minor Irrigation, Training and Animal husbandry are implemented. The schemes are fully
subsidized with maximum of Rs.10,000/- per beneficiary.
2. Infrastructure Development Scheme: Under this item, all developmental works such as
construction of School and Hostel building, repair of educational institutions, CD work etc. which are
incidental to IG schemes are taken up.
6. Duties to be performed to achieve the mission
Agriculture :
The Economy of Sundargarh district is predominantly agricultural and more than 60 % to 70
% population depends on cultivation. The principal Khariff crop of the district is paddy, wheat, mustard,
potato etc. in Rabi. Average Rain fall to the tune of 1570 mm is received in the district. But 90 % of the
precipitation is received during June 2nd week to September 2nd week covering an average period of 80 to
90 days. In spite of various factors like erratic rainfall and uneven precipitation and hailstorm, successful
efforts have been made in the past to improve the agricultural infrastructure and production.
It is also seen that as small and marginal farmers many are not able to adopt modern
agricultural implements, plough bullocks are used traditionally and very well accepted by the tribals, which
saves labour and cost of cultivation. Also under Irrigation Sector, Community Lift Points, Community
Dug Wells, supply of Sprinklers with D.P. sets etc. have been taken up for better productivity. Along with
bullocks the target has been fixed for land development which is a crucial factor to irrigate the land.
Horticulture :
Sundargarh district as a whole and Panposh ITDA in particular is endowed with wide
possibility of Horticulture growth with its 1,86,000 hector of high land that is cultivated mostly with short
duration crop like high land paddy, pulses with marginal returns. Unfortunately in this project area has
only 4.03 % out of cultivated area under Horticulture crop, where as it can be raised to 25 % for a sustained
economic growth and better utilization of cultivated land. Besides, there is wide scope of vegetables,
spices, mushroom and floriculture, etc. To support this endeavour ITDA has encouraged Tribal youth in 42
GP’s to raise G.P. level nurseries in recent past. The main Horticultural activities are for STs.

IRRIGATION :
A portion of the cultivated land is irrigated. Out of the total cultivated area of 91092
hectars, 12.28 % are irrigated during Kharif and 7.85 % during Rabi. There is only one medium irrigation
project at Pitamahal of Lathikata Block for irrigation purpose. There a re also 10 more small and minor
irrigation projects available in the four blocks of ITDA, Panposh Project area.
To provide assured
irrigation, this ITDA has set up 111 nos. of community Lift points . Besides, supply of Sprinklers with DP
sets to group and WHS, MIPs, Check dam provisions have also been made
SOIL CONSERVATION :
Scope- The Soil Conservation measures are taken up by the ASCO, Panposh and SCO
Panposh grounded at Panposh head quarters. They use to take up the programmes like WHS development
maintenance of WHS, Plantation and maintenance, NCRF scheme etc. development with gully control
measures by earth and loose boulders at required planes. Accordingly provisions have been kept in Annual
Action Plans of this ITDA project area.
FINANCIAL INSTITUTION
In addition to the district central co-operative Banks & CARD Bank, there are a good
number of commercial Banks ( schedule ) with rural branches which contributes in development and
growth of income of Tribals of the ITDA area. The different Branches are as follows :

Besides these rural branches, all most all the Nationalised Banks have their branches at
Rourkela. The benefit extended by the Government is reaching to the tribals as and when required.
TRAINING OF TRIBALS :
Self employment to the educated unemployed tribal youth through different trainings
such as Skill Development for women and tribal youth , Electrician and Electronics training, Training in
Driving , Training in Computer, Bamboo Craft training, Soft toys training is necessary in the area to
disseminate the knowledge and ideas in the rural areas. The above said training programmes have been
taken up by the ITDA during the last few years.
RURAL WATER SUPPLY AND SANITATION :
Water supply and sanitation is one of most important item of the schemes implemented in
ITDA Project area. This ITDA is taking up drinking water supply in project are both in rural and urban
area as part of basic amenities to tribals. The ITDA has taken up drinking water supply in rural areas at
almost all PSHs and Institution which cater to the needs of the educational institutions and the villagers.
Similarly drinking water scarcity areas of tribal pockets of urban areas like Rourkela Municipality and
Biramitrapur Municipality, where drinking water facilities were provided by this ITDA through PHD
Rourkela, for rural area, through RWSS Deptt. ( Tube wells and sanitary wells have been provided ) .
COMMUNICATION
Sundargarh district as a whole and Panposh project area as a particular is updated in respect
of Road transport. Panposh is connected by road to important major towns like, Bhubaneswar, Cuttack,
Jaypore, Raipur, Gaya, Tatanagar, Calcutta, Ranchi, Brahmapur, Sambalpur, Bolangir, Bhawanipatra etc.
Development of communication facilities is as per requisite economic development of an area.
TRIBAL WOMEN
The tribal women constitute about 40 % of the total population. In tribal society the women are mostly
engaged in different agriculture activities like collection of forest produce, rearing of cattle, collection of fire woods
and marketing of surplus agriculture and forest produces. They work more than men in every socio-economic
sphere. However, educationally they are more backward.
For offering better standard of living and to generate substantial income, plan has been prepared and
special emphasis has been given for tribal women.

7. Details of Service rendered :
Since inception of ITDA all out efforts have been made for the over all development of the tribal
people of this ITDA in general and the poverty stricken ST families in particular.
1. Thousands of ST families have been assisted under the Poverty elevation Bankable schme and
more than 2,000 ST families under non-bankable scheme. Besides this, Dug wells, Power tiller,
Bullock carts etc. have also been provided to BPL families to help them to improve their
agricultural income.

50 Primary School Hostels have been functioning rendering Hostel facilities to 2000 boarders
each year. Their fooding ,lodging, dress, toiletries, sanitation are taken care of by the ITDA.
3. Each year repairing work of school & Hostel buildings (both boys and girls ) are taken up for
the safety, security and comfort of the students. New school buildings and Hostel buildings
have been constructed. Hostel building in Andali Jamabahal Ashram School, Ranto Birkera
Kanyashram, Lohanda Ashram School, Dalki High School, Nuagaon Girls High School,
Bhalulata High School etc are to mention a few, water supplies have been made in several
schools and Hostels.
4. Several Big projects have been completed under Irrigation, Road & Communications Sectors.
The Irrigation sector comprises of Check Dam, Diversion Weir, Water Harvesting structures
and Sprinkler Irrigation System. As many as 45 Sprinkler Irrigation system, 111 nos. of
Community Lift Irrigation Points have been installed in the ITDA area.
5. Under the SCA to TSP scheme, training programmes have been undertaken and hundreds of
ST youth both Boys and Girls ) have been trained under different trades like, typing,
Computer, Sewing /Dress making, Driving –cum-Mechanic/Auto-electricals and Electronics
etc. These youth have been trained in several institutes like, ITI, Rourkela/ Cuttack/Puri/
Phulbani, ITC, Nimapara/ ITC,Chhend,SKDAVWomen’s Polytechnic, Rourkela etc. Some of
these trained youth have already got employment both in private and public sectors. Similarly
hundreds of ST women were trained in Banaraj Poultry farming/Bamboo crafts/Soft toy making
to enhance their income. At present as many as 600 – 700 ST youth/SHG members are in the
process of training which will be over after 6 months.
6. A no. of villages have been electrified through WESCO during the past few years and
several villages are earmarked for electrification for the coming years.
7. Under Agriculture & Horticulture sector, a number of new and improved varieties of seeds
have been introduced through demonstration, seed multiplication programme and improving
quality of seeds to raise the production and productivity.
8. For promoting the trading of Minor Forest Produce and improve the Forestry, the SHG s are
financed. This has contributed them grow their traditional economy and house hold earning.
9. Art, Culture and Celebration of tribal functions are promoted by sponsoring them to participate
in several state/National level programmes.
10. The works and assets created since inception of this ITDA is registered in the Asset Register
Chronologically and shall be made available on proper application.
8. Citizens interaction :
The office of the Project Administrator, ITDA,Panposh is accessible to all the
Indian citizens and
especially
for those who
derive socio-economic benefits through different
programmes implemented in this office. A Meeting –cum-Training hall is constructed near this office for
conducting meetings with the beneficiaries and for making direct interaction with the tribal people. All
Saturday morning hours are earmarked for hearing public grivance by the P.A. ITDA.

This is a public office and people interact freely with staff & officers for obtaining information.
The member of the Project level Committee interact with the staff & Officers as and when required.
However, the PLC meeting is the actual form to take decisions as regards different developmental
activities. All information are given to the members for review, discussion and for taking definitive
action.
13. Grievance redress mechanism.
Any person with correct identification may put forth ask his /her grivance in black and white to the
competent authority i.e. Special Officer or P.A. ITDA or Chairperson, ITDA(Collector,Sundargarh).

Procedure followed in decision-making

The procedure can be described both in narrative form and through Flow Process Chart. In
narrative form the stages through which a proposal passes, the levels at which it gets examined and the
final authority to which it has to go for approval may be explained.
The Flow Process Charts can give a comprehensive process as may be seen from the
