INVITATION TO BID 071I1300226 ARMED SECURITY GUARDS - DMVA Q-1 Page 62, 3.023 (b): “Evaluation of price proposals includes consideration for a Qualified Disabled Veteran Preference. 1984 PA 431, as amended, establishes a preference of up to 10% for businesses owned by qualified disabled veterans meeting the minimum point threshold for passing.” Does this mean that if I am not considered a Qualified Disabled Veteran Company, and I have the lowest bid submitted that I could not be Awarded the contract/s, and another company that is considered a Qualified Disabled Veteran Company, whose bid submission was higher, could be awarded the contract/s? A-1 Yes, if they are not greater than 10% higher than the lowest bidder. Q-2 During the pre-bid meetings for Lansing JFRC and AASF Grand Ledge it was discussed that these two locations would become a package deal and would call for 1 Site Supervisor to oversee both locations. Yes, the Site Supervisor will oversee both locations. 1. Would this be a “working supervisor”? or would this be an added 40 hour manager position working various hours above and beyond the specified hours of coverage? Please clarify. The supervisor position will serve for both the Lansing JFRC and the Grand Ledge AASF, and will be designated as one (1) regional manager/supervisor armed guard who shall be appointed by the Contractor to possess the responsibility as floating regional manager/supervisor armed guard, as necessary, for each location for on-site floating supervision. This position will service in a dual role capacity (or as stated in the above question, a “working supervisor”) as an armed guard and site manager/supervisor. The dual role capacity comes into play when an additional armed guard is required due to a more robust security posture based on immediate higher headquarters requirements, the implementation of random antiterrorism measures, or upon written or oral instructions from the Site Administrator. 2. It was my understanding that the contractor would not be required to provide a vehicle at either location however it would be up to each company if they decided to either provide the supervisor with a vehicle to run to and from each location or reimburse the supervisor for mileage. Is this correct? YES. It was my understanding that the contractor would not be required to provide communications equipment. Radios would be provided by the military for the contractors use. Is this correct? For the AASF #1 that is not correct. What are the current pay rates for the officers currently working these facilities? This can be obtained through the FOIA process Battle Creek ANG Base It was my understanding that the contractor would not be required to provide communications equipment. Radios would be provided by the military for the contractors use. Is this correct? 1. One Remington 870 shotgun to be provided for each Contactor Provided Vehicle. Is this correct? 2. What are the current pay rates for the officers currently working this facility? This can be obtained through the FOIA process Fort Custer Army Training Center It was my understanding that the contractor would not be required to provide communications equipment. Radios would be provided by the military for the contractors use. Is this correct? FCTC provides radios to the security force. 1. Bidders should also note that mileage may increase if force protection levels increase. BATTLE CREEK ANGB SELFRIDGE ANGB SANGB approximately 90 miles per day. The base perimeter is approximately 12 miles around. There are two vehicles required at SANGB. Bidders may choose to utilize one vehicle as roving and one to post out at gate to reduce mileage. ALPENA CRTC An estimated 54,750 miles annually or 150 miles per day, to include mileage driving to and from for fuel, oil changes, etc. CAMP GRAYLING An estimated 100,000 miles annually FORT CUSTER An estimated 32,400 miles annually JFRC AND GRAND LEDGE AASF It is an estimated 12 miles to Grand Ledge AASF from JFRC (24 miles round trip). The perimeter around JFRC is approximately 1 mile. Q-4 Alpena CRTC, Battle Creek ANG, and Selfridge ANG all require binoculars. The cost of binoculars varies greatly. Can the State provide an equivalent model of binoculars which would meet the needs of these sites? A-25 The only concern I can raise is that you need to plan for increased roving patrols and searches with increases in Force Protection Conditions Q-26 What is the current Budget for each of the locations within the RFP for the next 5 years? Q-27 Are the drug test specifications listed on page 187 paragraph K that same as required for all location within the RFP? Also does it cover the requirements of the DOD? A-27 Q-28 Please Clarify the uniform specifications for each location within the RFP? A-28 Army Regulation 190-56, The Army Civilian Police and Security Guard Program, 15 October 2009, Effective date: 15 November 2009 Chapter 6 Uniform Specifications for the JFRC Installation and Grand Ledge AASF: Contract guards shall wear a consistent uniform comprised of a navy blue BDU style (poly/cotton twill) Fatigue. Employees regularly scheduled 24 hours and less be issued one (1) long sleeve and one (1) short sleeve, Employees regularly scheduled for 24-32 hours be issued two (2) long sleeve and one (1) short sleeve, Employees regularly scheduled for 32-40 hours be issued two (2) long sleeve and two (2) short sleeve shirts. When uniforms become faded, the uniform will be replaced by the Contractor at no cost to the employee. T-Shirts shall be dark in color. No ornamentation; specifically, political buttons, tags, union badges, etc., which are not related to the performance of security work shall be worn by guard personnel. Badge and all insignias shall be cloth. Hats shall be navy blue baseball caps for summer and a black watchman caps (black knit hat) for winter. Garments shall be worn buttoned, shoes polished, caps or hats straight on head. The uniform and related equipment of all security guards shall be kept neat, clean, and in good repair. During warm temperatures, indoors or outdoors, security guards shall not roll up long-sleeve shirts. Short-sleeve shirts in warmer temperatures and removal of the cap or hat when seated are optional. Shoes shall be an eight (8) inch black boot which is “combat style” and bloused. The contractor shall supply navy blue water-resistant all season jackets to each guard. The Contractor shall supply all weather gear (raincoat and overcoat) to each location for the use of the security guards for exterior patrolling. Guards shall not be required to pay for their uniforms including winter weight coats or incur a payroll deduction for their issued uniforms. Note: Contractor may obtain a 100% reimbursement for new uniforms from guards who leave their employment within 30 INVITATION TO BID 071I1300226 ARMED SECURITY GUARDS - DMVA days of hire. In addition, Contractor may obtain a 50% reimbursement for new uniforms for guards who leave their employment within 60 days of hire. Contractor will be required to provide guards boots; however, the Contractor may create a voucher or reimbursement program so that guards may locally purchase boots accordingly. Any deviations from uniform requirements listed above, must be requested to the State by the Contractor in writing. The Contractor must present the request to the Michigan DMVA for approval prior to implementation of any changes to this Contract. Q-29 For Selfridge. Has the base experienced any local, county, state, or federal public police involvement for persons or situations at Selfridge? If so will we be afforded the protocols for their involvement, their desire to enter the base for any other jurisdictional questions? A-29 Upon initiation of contract, all procedures/protocols will be afforded to contractor Q-30 What rules, as requested , should we abide by in their desire for our officer to “Detain”? A-30 Our Officers can detain in order to turn over to appropriate military or civilian authorities, depending on the situation. Detention could also result in escorting offender from post. Q-31 Which facilities require Shotguns to be carried? A-31 SANGB will not require shotguns; Fort Custer will not require shotguns. Q-32 Could you clarify the requirements of turning in the Pricing Proposal? Do you require, not only an electronic format response, but do you also require paper responses, sealed separately, for each location quoted? A-32 Yes. Each location will require a response from the Bidder along with pricing.
