Message from the
Executive Board
Every year, AFSCME publishes a report card detailing the accomplishments and progress of AFSCME’s legislative
advocacy efforts. Reflected in this report are the positions that Legislators have taken on our sponsored bills, as well
as their positions on the bills AFSCME has strongly opposed. Based on the data found in our 2013 Report Card, we
are able to provide a fair and honest assessment of how well Legislators supported the needs and rights of public
employees, working families, and the communities where our members reside. Please
review this report card and utilize it as an accountability tool for candidate meetings,
as well as a resource in meetings with incumbent legislators.
The elections in November 2012 were very successful for AFSCME and Labor as a
whole. We worked with many organizations to pass Proposition 30 and defeat
Proposition 32, helping bridge the gap between the 1% and the 99% and allowing
working families to maintain their voice in the political process. However, our work
did not end after the polls closed. AFSCME spent the majority of 2013 holding
elected officials to their word and reminding them of the promises they made. By working closely with their offices,
we were able to introduce a legislative packet that shores up collective bargaining rights, protects against privatization,
and increases transparency over the use of taxpayer dollars.
Despite this year’s success, there is still much left to do. This is only the beginning of
the AFSCME family’s march toward the November 2014 elections. We have a lot at
stake, like ensuring California’s economic growth trajectory, but we have even more
to protect, including jobs that are under the threat of unnecessary privatization and
fair wages that improve the lives of our members. Our success is dependent on each
and every one of us. We must actively work to ensure at least 90% of our members
are registered to vote and exercising their civic responsibility. We must grow our
PEOPLE program with 10% member participation at the $8.35/month MVP
contribution level so we have the resources to elect pro-Labor candidates to all levels of government and to defeat
anti-Labor ballot initiatives such as pension reform. We must increase the activism of our members, families and
communities to speak out for our needs and rights. This is our power to protect the gains we fought so hard to
obtain. This is our Power to Win!

process, activism, and support, all of which we will continue to need from one another to build a better future for all
Californians.

compensation insurance if they have been injured in California.
