This collection consists of several discrete datasets; the two major files are United States Historical Election Returns, 1788-1968 (ICPSR 0001) and General Election Data for the United States, 1788-1990 (ICPSR 0013). United States Historical Election Returns, 1788-1968 (ICPSR 0001) contains county-level returns for over ninety percent of all elections to the offices of president, governor, United States representative from 1824-1968, and United States Senator from 1912-1968. Returns for approximately two-thirds of all elections to the offices of president, governor, and United States representative in the 1788-1823 period also are included. The collection of historical election returns by ICPSR was facilitated by grants from the National Science Foundation and the National Endowment for the Humanities. General Election Data for the United States, 1788-1990 (ICPSR 0013) contains county-level returns for all elections to the same national and state offices, plus one additional state-wide office (usually attorney general or secretary of state). A third data file, Candidate Name and Constituency Totals, 1788-1990 (ICPSR 0002), contains summary information about each of the candidates contesting elections in the United States over this period of nearly nearly two centuries, while more detailed information about the candidates and contests can be found in a fourth file, Candidate and Constituency Statistics of Elections in the United States, 1788-1990 (ICPSR 7757). The file described below, Candidate and Constituency Statistics of Elections in the United States, 1788-1990 (ICPSR 7757), was prepared from the Candidate Name and Constituency Totals dataset (ICPSR 0002). It contains, in addition to the candidate-specific information found in the candidate name file, a set of derived measures describing the candidate's vote and the pattern of contest in each single-seat election contained in the file. These include ii the total number of votes cast for all candidates in the election, each candidate's percentage of the vote received, and several measures of the pattern of contest (the number of candidates, percentage of vote received by the election victor and runner-up, and margin of victory). Each of these contest-oriented variables has been appended to the individual records of every candidate in each election, to permit the widest array of analyses of electoral contest over time. This file contains returns for all parties and candidates (as well as scattering vote) contesting general elections and special elections anywhere in the nation. Information also is included on elections for which returns are available only at the constituency level and therefore not found in the county-level files of election returns described above. Original returns obtained from each state were keyed by ICPSR staff using special software, and checked extensively for error. NEW ENTRY: WASHINGTON, D.C. In this release of ICPSR 7757, CANDIDATE NAME AND CONSTITUENCY STATISTICS 1788-1990, ICPSR has included for the first time data from the District of Columbia concerning the offices of United States Senator and Representative. The significance of these new positions may not be fully known yet but are of high potential value. The offices of two United States Senators an one United States Representative were created by the "District of Columbia Statehood Constitutional Convention Initiative," which was approved by D.C. voters in 1980. This initiative measure called for a convention to draft a constitution for the proposed state of New Columbia. The two Senators and one Representative, in accordance with the initiative and later amendments, are local D.C. offices which have the same titles as the federal offices that will exist if the District becomes a state. Elections for these positions have been postponed by legislation several times in the past. The November, 1990 general election was the first time that D.C. voters were able to cast ballots for these offices. The concept of electing "Senators" and "Representatives" as part of an effort to achieve statehood originated in the "Tennessee Plan" of 1796. Since then, seven states-Tennessee, Michigan, Iowa, California, Oregon, Kansas, and Alaska--have used the procedure in the course of gaining admission to the union. iii As in the federal law, District law sets the term of office for the Representative at two years and the term for the Senators at six years. In the first election for U.S. Senator, however, the candidate receiving the highest number of votes will receive a six-year term and the candidate receiving the second highest number of votes will receive a four-year term. This procedure will result in staggered terms for the two Senators in subsequent elections. Terms for all three officials will begin on January 2, 1991. Note that V23, Election outcome, will show two winners for the office of U.S. Senator in this first election. These offices are defined as partisan, which means that a primary election is held to nominate candidates from the major political parties (Democratic, Republican, and D.C. Statehood) to the general election ballot. In the general election, each party nominee will appear on the ballot, along with any independent and minor party candidates who qualify for the ballot directly by obtaining the required number of voter signatures on nominating petitions. To hold the office of United States Senator and United States Representative, an individual must meet the qualifications defined in Article 1 of the U.S. Constitution. The filing deadlines and signature requirements for candidates running for Senator or Representative are the same as those for candidates for other citywide offices-such as Delegate to the House, Mayor, Council Chairman, and At-Large Member of the Council. To have appeared on the ballot in a primary election, a candidate for Senator or Representative needed to collect the signatures of one percent of the voters registered within his or her party, or 2,000 signatures, whichever is less. To have appeared on the ballot in the general election (as an independent or minor party candidate), the candidate needed to collect signatures of 3,000 registered voters. Under D.C. law the duties of the Senators and Representatives are: to inform Congress that D.C. residents meet the traditional standards for achieving statehood; to monitor the progress of the District's petition to gain statehood; and to advise the District of Columbia on public policy matters that bear on achieving statehood. Salaries and expenses for these statehood officials do not come from the D.C. budget.
