6.3
Equipment and Facilities
Identify and describe the intended use of all structures or facilities to be used in connection with or to
facilitate underground coal mining activities. (Common existing structures include buildings, sheds, hoist
equipment, load out areas, front loader, impoundments, stream crossing facilities, water obstructions, etc.)
(Show these facilities on the Operations Map, Module 14)
6.4
Existing Structures
a. The application shall include a description of each existing structure proposed to be used in connection
with or to facilitate the anthracite coal surface mining activities, including the following:
i.
The location.
ii.
The plans of the structure which describe its existing condition.
iii. A demonstration of evidence, indicating whether the structure meets the performance standards or
the design requirements (relating to surface anthracite coal mines: minimum environmental
protection performance standards; anthracite bank removal and reclamation: minimum
environmental protection performance standards; and anthracite refuse disposal: minimum
environmental protection performance standards).
b. The application shall include a compliance plan for each existing structure to be modified or
reconstructed for use in connection with or to facilitate the surface mining activities.
The compliance plan shall include:
Design specifications for the modification or reconstruction of the structure to meet the design and
performance standards of this chapter.
i.
A construction schedule which shows dates for beginning and completing interim steps and final
reconstruction.
ii.
Provisions for monitoring the structure during and after modification or reconstruction to ensure that
the performance standards are met.
iii. A showing that the risk of harm to the environment or to public health or safety is not significant
during the period of modification or reconstruction.
6.5
Air Quality Permit Requirement and Facility Description
Note: Facilities with thermal dryers or facilities that exceed emissions limits of the BAQ-GPA/GP-12 General
Permit must obtain an Air Quality Permit through the Department’s Regional Air Quality Office.
a.
If coal will be crushed, screened, blended, or beneficiated as part of this operation and/or stationary
diesel fired internal combustion (IC) engines will be used, indicate the appropriate permitting category
for the facility.
Air Quality Permit not required for the following:
i.
Facilities directly associated with a mining activity where only loading, conveying, and/or
non-vibratory screening equipment is employed.

ii.
Stationary diesel fired IC engines <100 hp, or stationary diesel fired IC engines regardless of
size, with combined NOx emissions less than 100 lbs/hr, 1000 lbs/day, 2.75 tons per ozone
season (period beginning May 1st of each year and ending September 30th of the same year,
inclusive) and 6.6 tons/yr on a 12-month rolling basis for all exempt engines used as the
primary power source for equipment.
iii. Coal handling facilities processing <200 tons/day, assuming none of the following: thermal
dryers, pneumatic coal cleaning devices, or diesel fired IC engines >100hp.

District Mining Operations for this facility. Permit #
Application for Authorization to Use General Permit BAQ-GPA/GP-12 (2700-PM-AQ0212) has
been submitted for this facility since the operation incorporates (regardless of throughput)
pneumatic coal cleaning devices and/or diesel fired IC engines >100 hp, or the operation has
throughput >200 tons/day and includes any one or more of the following devices: aboveground
vibratory screens, crushers, grinders, or breakers.
Application for Authorization to Use General Permit BAQ-GPA/GP-12 (2700-PM-AQ0212) has
been submitted for this facility to address operational changes, modifications to existing
equipment, and/or the addition of equipment not covered under an existing Air Quality Permit or
General Permit.
Application for an Air Quality Permit has been made to the Department’s Regional Air Quality
Office.

Describe the operation, processing equipment used, and all point and fugitive emissions sources.

Describe the means of coal extraction, timing, and sequence of the operation.
6.7
Mine Openings
List the type of mine openings and how they will be used in the operation (e.g. tunnels and slopes for
haulage or ventilation). Indicate openings that already exist and identify those with discharges.
(Note: all mine openings must have a “Mine Opening Plan” approved by the Department prior to
commencing work.)

b. If aboveground fixed fuel or chemical storage tanks will be on site, identify the location on the Operations

A plan for routine maintenance and record keeping.
iv.
Practices to avoid spills and overfilling.
v.
Labeling or marking the components of the tank system.
