MINUTES OF 134TH MEETING OF STATE LEVEL BANKERS’ COMMITTEE, PUNJAB Held on 04.11.2015 AT HOTEL MOUNT VIEW, CHANDIGARH CONVENER: PUNJAB NATIONAL BANK STATE LEVEL BANKERS’ COMMITTEE PUNJAB, CHANDIGARH Minutes 134th SLBC Meeting of Punjab 1 134TH MEETING OF SLBC PUNJAB The 134TH Meeting of the State Level Bankers’ Committee, Punjab was held on 04.11.2015 at Hotel Mount View, Sector-17, Chandigarh to review the performance of banking system in the State of Punjab for the period ended September 2015. Madam Monika Thind, IES, Deputy Director, (Finance) Govt. of Punjab was the Chief Guest. Shri Gauri Shankar, Executive Director of Punjab National Bank presided over the meeting. The list of participants is as per Annexure. Shri Ashok Gupta, Field General Manager, PNB & Convener, SLBC extended a warm & hearty welcome to Madam Monika Thind, IES, Deputy Director, (Finance) Govt. of Punjab, Shri Gauri Shankar, Executive Director, Punjab National Bank and Chairman of the meeting, Madam Rashmi Fauzdar, Regional Director, RBI, Chandigarh and Dr. P. M. Ghole, CGM, NABARD Regional Office, Punjab. Shri Ashok Gupta, Field General Manager-PNB & Convener (SLBC) also extended a warm & hearty welcome to Senior Officers from State Government, Banks, Financial Institutions, various Corporations members from press & media. Shri Ashok Gupta in his welcome address, thanked Madam Monika Thind, IES, Deputy Director, (Finance) Govt. of Punjab for his benign presence in the meeting. Shri Gupta further apprised the house that Punjab State has not only taken a lead in implementing all the schemes of Govt. of India i.e. PMJDY, PMSBY, PMJJY & APY but also implemented dream project of Electronic Benefit Transfer for Government Schemes of Hon’ble Chief Minister, Punjab. With the active support and guidance of the State Government, Banks have been able to make payment to 97% beneficiaries under social security schemes under EBT. Minutes 134th SLBC Meeting of Punjab 2 Shri Gupta conveyed on behalf of himself and all member banks his sincere thanks to the State Govt. for their active support and guidance for implementation of the EBT programme in the State. Shri Gupta requested all the member banks to keep up the momentum and ensure not only to maintain these mile stones but to surpass them too. Shri Gupta further informed the house that during the meeting, the performance of banks in the State of Punjab under key parameters for the period ended September 2015 would be reviewed besides other important issues listed in the agenda. He further mentioned that timely submission of correct SLBC data by stakeholders is a pre-requisite for adhering to the schedule of meetings. He requested that SLBC data duly checked/ compared with previous data be made available to SLBC Secretariat by 15th of the close of each quarter. Shri Gupta thanked the bankers and LDMs and urged upon them to continue with the same spirit in future as well. Shri Gauri Shankar, Executive Director, Punjab National Bank and Chairman of the meeting in his address apprised the house about the initiatives taken by RBI On 29th September, 2015 in the fourth Bi-Monthly Monetary Policy Statement 2015-2016 as under : Reduction in the policy repo rate under the liquidity adjustment facility (LAF) by 50 basis points from 7.25 per cent to 6.75 per cent with immediate effect; Cash reserve ratio (CRR) of scheduled banks kept unchanged at 4.0 per cent of net demand and time liability (NDTL); continue to provide liquidity under overnight repos at 0.25 per cent of bank-wise NDTL at the LAF repo rate and liquidity under 14-day term repos as well as longer term repos of up to 0.75 per cent of NDTL of the banking system through auctions; and continue with daily variable rate repos and reverse repos to smooth liquidity. Minutes 134th SLBC Meeting of Punjab 3 Consequently, the reverse repo rate under the LAF stands adjusted to 5.75 per cent, and the marginal standing facility (MSF) rate and the Bank Rate to 7.75 per cent. Shri Shanker further apprised the house background of the Financial Inclusion on the basis of Prime Minister Jan Dhan Yojana a flagship programme was launched by Govt. of India in which Banking Fraternity created history by opening “ 1,80,96,130 bank accounts in one week as part of the Financial Inclusion Campaign from 23rd to 29th August 2014”. This achievement has found its way in Guinness Book of World records. Shri Shanker on behalf of himself and all member banks conveyed his sincere thanks to the State Govt. for their active support and guidance for implementation of the Prime Minister Jan Dhan Yojana. Touching upon the announcement of the two insurance schemes pertaining to the insurance sector namely Pradhan Mantri Suraksha Bima Yojana (PMSBY) and Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), Shri Shanker apprised that these schemes were launched for creating a universal social security system for all Indians especially the poor and the under-privileged. Shri Shanker further informed that though a large number of persons have enrolled yet a significant pool of eligible bank account holders remain untapped due to inadequate awareness and outreach. Ministry of Finance has already extended date for enrolment under both these schemes up to 30.11.2015. He requested all the banks, Insurance Companies and government officials to mobilize their staff in the state for covering maximum number of population under both these social security schemes during this period. Shri Gauri Shanker further briefed the house about the basic ingredients of Atal Pension Yojna and MUDRA schemes of Govt. of India and requested Minutes 134th SLBC Meeting of Punjab 4 member banks to ensure meticulous compliance of the instructions of Ministry of Finance for successful implementation of these schemes. Shri Shanker expressed satisfaction over the achievements of banking system in the State of Punjab and assured the State Government, Ministry of Finance, Govt. of India, RBI and other stakeholders, of full cooperation on behalf of Bankers towards strengthening and uplifting the socioeconomic conditions of the people of the State. Madam Rashmi Fauzdar, Regional Director, RBI in her address congratulated all the member banks for achieving National Goals under all the parameters. Further in her address she mentioned that: As per the revised guidelines of Govt of India vide which crop loss from 50% to 33% for providing input subsidy has been reduced, she advised SLBC/DLCC/banks to take a view on rescheduling of loans if the crop loss is 33% or more as per the revised guidelines. The banks which have not covered the villages having population below 2000 were advised to complete their targets at the earliest as 100% targets were required to be achieved by the banks by August, 2015. She advised all the controlling heads of banks having FLCs in the State to ensure holding of one camp per month as per RBI guidelines. Financial Inclusion Fund (FIF) the objectives of which is to support “developmental and promotional activities” including creating of FI infrastructure across the country, capacity building of stakeholders, creation of awareness to address demand side issues, enhanced investment in Green Information and Communication Technology Minutes 134th SLBC Meeting of Punjab 5 (ICT) solution, research and transfer of technology, increased technological absorption capacity of financial service providers/users with a view to securing greater financial inclusion. She informed that the fund shall not be utilized for normal business/banking activities. She advised the member banks to extend support to micro and small units by reviewing lending policies so that adequate credit to viable MSE borrowers is available especially during unforeseen circumstances. She advised the member banks to disburse loans to the tribal /dalit / women entrepreneurs for start-ups as per the ‘Start up India’ programme launched on independence day by Hon’ble Prime Minister of India through bank branches, in alignment with and complementary to our existing instructions to increase credit flow to the Micro sector and our PSL guidelines and send the progress to Reserve Bank of India. Dr. P M Ghole, CGM, NABARD in his address congratulated the banks for achieving 91% targets under Priority Sector. Touching on the data of Term Loan in Agriculture provided by banks, Shri Ghole informed the house that the share of Term Loan in Agriculture is short of the target fixed by Govt. of India. He requested the member banks/LDMs to popularize the Area Development scheme on Dairy of NABARD and lend liberally under the scheme for increasing share of Term loan component under Agriculture. Shri Ghole, showed his concern for non linkage of more than 10000 SHG groups. He requested LDMs for giving the bankwise targets for credit linkage of Self Help Groups and review the same in DLCC/DCC Minutes 134th SLBC Meeting of Punjab 6 meeting. Shri Ghole further requested all the member banks for lodging the claims under FLCCs latest by 31st January 2016. Madam Monika Thind, IES, Deputy Director, (Finance), representative of Govt. of Punjab in her address mentioned that the role being played by this forum for coordinating between State Govt. and banks is really appreciable and she is immensely satisfied for the role being played by the banks for development of the State. She exhorted Banks to improve the CD ratio of Semi Urban and rural areas. Touching upon the recent Progressive Punjab summit recently held at Mohali, she informed that 378 MOUs worth of Rs.1.15 lac crore has been signed in the summit and banks will have ample opportunities for making advance to the prospective borrowers. She informed that around 53% of rural debt is on account of non institutional finance and rural people take loans from local Arhtias for consumption purposes. In order to curb the Farmers suicide she desired that suitable policies for stressed farmers be framed. After that she touched the important achievements of banking sector i.e. PMJDY, social security schemes, collateral fee loans etc and assured full support from the State Government to the Banking fraternity for the development of the State. Thereafter agenda for the meeting was taken for discussion and following Action points emerged:Item No.1 Confirmation of minutes of 133rd Meeting of State Level Bankers' Committee (Punjab) held on 13.08.2015. The House confirmed the e-mailed/circulated minutes of above said meeting. Item No. 2 Pradhan Mantri Jan Dhan Yojana- Progress in opening of accounts, Issuance of Rupay Card Appointment of Bank Mitras & Aadhaar Seeding. Minutes 134th SLBC Meeting of Punjab 7 The progress in opening of accounts under PMJDY and issue of Rupay card was reviewed and found to be satisfactory. However while reviewing the progress in appointment of Bank Mitras, the representative of Allahabad Bank, UCo Bank & IDBI Bank were requested to appoint the Bank Mitras immediately as success of the scheme will depend on appointment of Bank Mitras. Action: Concerned Banks. Item No. 3 Launch of Pradhan Mantri Suraksha Bima Yojana(PMSBY)and Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) & Atal Pension Yojana (APY) The house was apprised of the basic ingredients of the schemes and how the awareness is being created across the state by imparting training to each officer of the banks by PFRDA. Member banks were requested to give adequate publicity to the scheme so that more people can get the benefit of these social security schemes. In respect to the low progress in APY, Chairman of the meeting desired that the reasons for low progress be discussed in next “Steering Committee to SLBC” meeting. Action: Member Bank/Convener Bank. Item No. 3(i) Suggestion to cover KCC borrowers under Pradhan Mantri Suraksha Bima Scheme(PMSBY) Minutes 134th SLBC Meeting of Punjab 8 The house was informed that Punjab National Bank has already issued the circular to cover the KCC holders under PMSBY scheme as the premium under the scheme is less with more coverage. Member banks were requested to implement the same as it is beneficial to the KCC borrowers. Action: Member Banks. Item No. 4 Pradhan Mantri MUDRA Yojana (PMMY). While reviewing the progress, it was observed that the progress under the scheme is not up to the mark. It was resolved that all the member banks will finance minimum 25 cases per branch by 30th November 2015 and send the progress to the Convener Bank. Action: Member Banks/ Convener Bank. Item No. 5 Pradhan Mantri Kaushal Vikas Yojana (PMKVY) The house was apprised of the basic ingredients of the scheme.Member banks were advised to sensitize the field functionaries for successful implementation of the scheme of Govt. of India. Action: Member banks. Item No. 5(i) Minutes 134th SLBC Meeting of Punjab Spread of Financial Literacy in Government approved Industrial Training Institutes (ITIs)9 Mapping of FLCs to it is. The house was apprised that the Lead District Managers have already mapped the ITI s with FLCs operating in the district. Controlling heads of banks operating Financial Literacy Centres were advised to send the progress of Financial Literacy being imparted to trainees at ITIs directly to the Ministry of Finance under copy to Convener Bank for placing the same in the forthcoming Steering Committee meeting/SLBC meeting. Action: Member Bank Item No. 6 Opening of accounts of Unorganized workers. The representative of DIF&B was requested for coordinating with labour department for organizing camps for opening of accounts of unorganized workers. LDMs were also requested to get in touch with the District Labour officer for opening of accounts of unorganized workers. Action: DIF&B/ LDMs. Item No. 7 Telephone Connectivity- Issues faced by Banks/ Bank Mitras. The house was apprised of the regular meetings being held with DOT and TSPs of Punjab for resolving the issues of connectivity if any. Member banks/LDMs were requested to send the connectivity problem if any to the Convener Bank for resolving the same. Action: Member Banks/LDMs. Minutes 134th SLBC Meeting of Punjab 10 Item No. 8 Issues of Unique Identification Authority of India (UIDAI) The bank-wise/district-wise pendency in PMJDY, DBT in scholarship scheme, MGNEREGA as well as State Pension scheme was reviewed and representative of OBC,P&SB, IDBI, Indusind Bank, Federal Bank whose %age seeding is low were advised to take steps for increasing the seeding of Aadhaar number immediately. Action: Member Banks. Item No. 9 Status report of issues flagged in the 133rd meeting of SLBC held on 13.08.2015 Issues raised & latest Status Item No. 9(i) Roadmap-Provision of banking Services in Villages having Population below 2000 The position was reviewed and representative of SBI and Canara Bank confirmed that the pending villages i.e. 17 in respect of SBI and 23 of Canara Bank stands covered. Controlling heads Allahabad bank, BOI, CBI, Uco Bank & Satluj Gramin Bank who have not still covered the villages were advised to cover the same immediately as the same was to be covered by March 2015. Action: Concerned banks. Minutes 134th SLBC Meeting of Punjab 11 Item No. 10 Progress Report of Financial Literacy Centres (FLCs) The progress was reviewed and found to be satisfactory. No action point emerged. Item No.10(i) Opening of Financial Literacy Centres (FLCs) at block level. While reviewing the progress in opening of FLC at block level and the problem being faced in appointment of FLC councilors, it was resolved that all the banks will open the Financial Literacy Centers by 31st December 2015 as per the allocation to their bank and send the progress to respective LDM and Convener bank in this respect. Action: Member Banks. Item No. 11 Setting up of Rural Self Employment Training Institutes (RSETIs) While reviewing the progress of RSETIs, the house was informed that land has not been allotted in 5 districts. The representative of department was advised to allocate the land immediately for setting up of RSETI at these centers. Action: Rural Dev. Deptt. Shri Rakesh Gupta, GM, PNB, apprised the house that MoRD has recently decided that they will not provide any grant to new RSETIs. Banks must take prior approval from MoRD before opening new RSETI. Action: Member Banks Minutes 134th SLBC Meeting of Punjab 12 Item No. 12 Electronic Benefit Transfer (EBT) for Government Schemes While deliberating on issue, it was desired that every bank should ensure 100% Aadhar seeding of EBT beneficiaries. Action: Member Banks. Item No.13 Guidance on the orders received from Police Authorities. During the deliberations Regional Director, RBI informed the house that she has written a DO letter to Chief Secretary Punjab in this respect. The representative of Department of Institutional Finance and Banking was requested to take up the matter with the concerned Department, for settling the issue amicably and apprise the position to convener bank. Action: DIF&B. Item No. 14 Reimbursement of Excess pension paid to the dependents of deceased pensioners - Pending issue of Sub-Committee meeting. While deliberating on the issue, the representative of Institutional Finance and Banking informed the house that some more information is required for settling the issue. He was requested to inform the convener bank the information required so that the same can be submitted for settling the issue. Action: Convener Bank/Deptt. of IF&B. Minutes 134th SLBC Meeting of Punjab 13 Item No. 15 Measures to computerized Land Records by State Government. The house was apprised of the anomaly being committed while computerizing land records in the state. The charge created in the revenue records was deleted while computerizing revenue records and some unscrupulous elements took advantage of the situation leading to fraud/double financing as reported by Axis Bank and Canara Bank. Describing the issue as very serious, Shri Gauri Shanker, Executive Director, PNB & chairman of the meeting advised to take up the matter with the Revenue Department after procuring complete details from respective Banks. The representative of Axis and Canara Bank were requested to send the complete detail to Convener bank for urgent necessary action in the matter. Action: AXIS and Canara Bank/ Revenue Department/ Deptt. of IF&B/ Convener Bank. Item No.16 Clarification in respect of Lien/noting on TS-1 record. The representative of Department of Institutional Finance and Banking informed the house that the reply from Local Bodies department is still awaited. He was requested to take up the matter again and apprise the decision taken to the Convener bank. Action: DIF&B Minutes 134th SLBC Meeting of Punjab 14 Item No.17 Revision of income limit for SC beneficiaries living below the poverty line-Notification of new income limits for rural/urban areas. The item was for information of the house and no action point emerged. Progress under Debt Swap Scheme. Item No.18 It was observed that the performance under scheme was not satisfactory and it was desired that banks should lend liberally under the scheme to achieve the allocated targets. The performance of Pvt. Sector Banks and Cooperative Banks needs improvement. Member banks were advised to lend liberally under the scheme. Action: All Banks / Convener Bank/Pvt. Sector Banks. Item No. 19 Review of Performance of Banks (excluding Coop. Banks) in key areas relating to Deposits, Advances & Priority Sector Advances. The performance under key parameters was reviewed and found to be satisfactory. No action point emerged. Minutes 134th SLBC Meeting of Punjab 15 Item No.19.(iv) Credit Deposit Ratio – Implementation of the Recommendations of Expert Group on CD Ratio LDMs of four districts i.e Kapurthala, Hoshiarpur, Nawan Shahar and Jalandhar were advised to continue with their efforts to increase their CD Ratios. Action: LDM Jalandhar /Concerned LDMs. Item No. 19 iv (i) Overall CD Ratio Lead District Managers/Banks were requested to take steps for further improvement of overall CD ratio as also of branches in rural and semiurban areas. Action: LDMs/Banks. Item No. 20 Review of National Goals The Chairman of the meeting advised all the Member Banks to ensure not only achieving the national goals but surpass them convincingly. Item No 21,21(i) Education Loan Scheme targets& Monthly progress of education loans. The performance under education loan scheme was reviewed and Shri Gauri Shanker, Executive Director and Chairman of the meeting Minutes 134th SLBC Meeting of Punjab 16 advised banks to lend liberally under the scheme so that no student is deprived of the education for want of finances. Action: All Banks. Item No. 21(ii) , (iii)&(iv) -Education Loan achievements. -Progress of Education loans to Women Students. -Collateral Free Education Loans & Position of NPA. The progress was reviewed and no action point emerged. Item No. 22 Advances to Minority Communities. The performance under the parameter was reviewed and as there is negative YoY growth in Muslim and Christians it was desired that the reasons for the negative growth be ascertained and steps be taken for improvement in the same. Action: Member Banks/Convener Bank. Item No. 22(i) Advances to Women Beneficiaries The position was reviewed and found to be satisfactory. No action point emerged. Item No. 22(ii) Advances to SC Beneficiaries Minutes 134th SLBC Meeting of Punjab 17 The position was reviewed and found to be satisfactory. No action point emerged. REVIEW OF GOVT. SPONSORED SCHEMES & PROGRAMMES Item No.23 Review of Govt. Programmes Sponsored Schemes & Item No.23(i) National Rural Livelihood Mission (NRLM)Implementation in the State of Punjab The performance under the scheme was reviewed and found to be satisfactory. The representative of the department informed the house that they are facing problem in credit linkage of SHG groups formed under the scheme and to sensitize the field functionaries they are conducting workshop in two districts shortly. For ensuring effective implementation of the scheme at the grass root leve, Shri Rakesh Gupta, GM, PNB, requested the department concerned to call the branch managers of banks for participation in the said programme. Action: Rural Development department/ Member bank. Item No.23(ii) Prime Minister Employment Programme (PMEGP). Generation The performance under the parameter was reviewed and representative of KVIC informed the house that many applications sponsored by their department are pending for more than 2 months in the branches. Member Banks were requested to dispose of the pending application on merits expeditiously. Banks were advised not to keep the application pending and Minutes 134th SLBC Meeting of Punjab 18 dispose off all the sponsored application as per RBI guidelines. Further member banks were requested to lodge the pending claim of the previous years if any, immediately. Action: Member Banks. Item No.23 (iv) National Urban Livelihoods Mission (NULM) The house was informed that the present SJSRY scheme is replaced by National Livelihood Mission (NULM) scheme. The representative of State Urban Development Authority informed that they have formed 206 self help groups and now the bank accounts of the groups will be opened. He requested the member banks to facilitate in opening accounts of self help groups. Action: Member Banks. Item No.24 Micro Financing – Self Help Groups The representative of NABARD apprised the house that 10643 SHGs are not credit linked. He requested that LDMs should allocate bank wise targets for credit linkage of SHG groups and review the same in DCC/BLBC meetings. Action: Lead District Managers. Item No.24(i) Minutes 134th SLBC Meeting of Punjab Joint Liability Groups- Financing of Joint 19 Farming Groups of ‘Bhoomi Heen Kissan’. The progress under the scheme was reviewed and no action point emerged. Item No. 25 Annual Credit Plan 2015-16 Item No. 25(i) Annual Credit Plan 2015-16 Achievements up to 30.09.2015 The achievement under ACP was reviewed and found to be satisfactory. Member bank/LDMs were advised to keep up the momentum for not only achieving the targets but to surpass them convincingly. Action: Banks/LDMs. Item No. 25(ii) NPA in Agriculture Sector The performance under the parameter was reviewed and found to be satisfactory. No action point emerged. Item No. 26 Ground level Credit data The performance under the parameter was reviewed and representative of NABARD desired to provide them the district wise GLC data for critical analysis of the same. Action: Convener Bank. Minutes 134th SLBC Meeting of Punjab 20 Item No.28 Farmers’ Club Programme The progress under the scheme was reviewed and no action point emerged. Item No.29 National Horticulture Board & National Horticulture Mission The progress under the scheme was reviewed and no action point emerged. Item No30 Advances to Industrial Sector Item No. 30(i) Credit to Micro, Small & Medium Enterprises (MSME) The progress under the scheme was reviewed and member banks were requested to lend liberally under the scheme for achieving all the targets under this parameters. Action: Banks. Item No. 30.i (a) Financing of New Units The progress was reviewed and no action point emerged. Item No. 30.i (b) Collateral Free Loans to MSME Minutes 134th SLBC Meeting of Punjab 21 The performance of the banks was reviewed and observed that some of the banks have not provided 100%collateral free advances. These Banks were advised to analyze reasons for the same and exhorted to provide the collateral free advances as per RBI guidelines. Action: Member Banks. Item No. 30.i (c) Position of NPA in MSME advances The position was reviewed and Chairman of the meeting desired that recovery efforts to be put in place and steps should be taken by the member banks to reduce the NPA level in collateral free advances made to MSME Action: Banks Item No. 30.i (d) Review of Growth in MSE Accounts The progress was reviewed and no action point emerged. Item No. 30.i (e) Position of Sick MSEs. The progress was reviewed and the house observed that there are 1125 units where decision about viability is yet to be taken. Chairman of the meeting advised that decision be taken latest by 31.12.2015. Action:Concerned Banks Item No. 30.i (f) Credit Guarantee Fund Scheme for Micro & Small Enterprises Progress was placed before the house and the same was found satisfactory, no action point emerged during discussions. Item No. 31 Recovery of Banks' Dues Item No. 31(i) Recovery Under Key Parameter of Priority Sector The progress was reviewed and no action point emerged. Item No. 31(ii) Recovery Under Government Sponsored Programmes The progress was reviewed and no action point emerged. Item No. 32 Minutes 134th SLBC Meeting of Punjab Recovery of Banks' Dues- Pending Recovery Certificates under State Recovery Act. 23 The Controlling Heads/LDMs were requested to use the mechanism of BRICS for effecting recovery under the certificates filed under State recovery Acts. The State Government was also requested to issue instructions to Sponsoring Agencies/Revenue Department to help bankers in recovering their dues. Action: Member banks/LDMs/ Revenue Deptt. Item No. 33 Delay in taking possession of assets by Chief Metropolitan Magistrates/District Magistrates under section 14 of SARFAESI Act, 2002. The house resolved that the full details of the cases be sent to the DIF&B and representative of DIF&B was requested to take up the matter with the concerned DCs in the matter. Member banks were requested to send the complete detail to Convener Bank for taking necessary action in the matter. Action: Member Banks/DIF&B/Convener Bank. Item NO. 34 Housing Finance- Direct Loans The progress was reviewed and no action point emerged. Item No 35. Yearly Calendar of holding SLBC Meetings. The house was informed that the next meeting is scheduled for 12th Feburary 2015. Member Banks/departments were requested to ensures to compare the data with the previous quarter/ relevant period before submitting the same to SLBC secretariate. Action: Member Banks/LDMs. Minutes 134th SLBC Meeting of Punjab 24 Any other issue with the permission of the Chair. Item No. 36 to 50 All the above items were for information of the house and no discussion took place.
