This SOP establishes the minimum requirements for the standardized selection, training, licensing, and continuing evaluation of all personnel who operate tactical vehicles within the company. 2. SCOPE. This SOP is applicable to all soldiers assigned to XXX Company. 3. REFERENCES. SEE ANNEX A 4. OBJECTIVE. a. Establish high standards for the selection, training, knowledge, ability, judgment, and discipline of drivers. b. Ensure vehicle drivers are trained and fully qualified prior to licensing. c. Improve driver performance with increased emphasis on safe operations. d. Establish continuing programs of driver training beyond initial licensing that emphasizes driver safety and test retention of skills and knowledge. e. Provide guidance for remedial driver training programs. f. Improve material readiness by improving driver knowledge of procedures, technical information, and responsibilities. -1- OFFICE SYMBOL SUBJECT: Drivers Training Program, SOP 5. DRIVERS TRAINING PROGRAM. a. General: 1) Driver’s training is very important as it emphasizes safety and proper care of military equipment. 2) Appointed Drivers Training NCOs must AMVI (Army Motor Vehicle Instructor) certified by the XXX driver’s academy. They will ensure drivers are well trained before a license is issued. This SOP adheres the standards of the Battalion’s SOP, but also outlines additional standards to meet the company’s requirements. 3) The Driver’s Training Program will use classroom instruction and hands on performance-oriented training. Students will be evaluated on classroom instruction and performance ability in Phases I and II through a series of hands on and written tests. 4) The evaluation/testing of drivers is a firm procedure that assures high standards of knowledge from the initial road test to the annual check ride. b. Concept: The company’s drivers training program has been designed to ensure that the unit maintains its operational readiness. The program consist of six phases: 1. PHASE I: – -Commander’s interview – -Administrative data – -Unit introduction to driving military vehicles 2. PHASE II: -Dispatching procedures -Risk management -Accident avoidance training -Vehicle characteristics -PMCS -Vehicle operations -2- OFFICE SYMBOL SUBJECT: Company Drivers Training Program, SOP -Shotgun miles M998 – 50 miles M35A3 – 50 miles M931 – 50 miles M984 – 150 miles M1074/M1075 - 100 miles M1074/M1075 w/trailer - 150 miles M916 – 100 miles M916 w/trailer – 150 miles -Written test -Completion of this phase will result in the operator receiving an Army learner’s permit. 3. PHASE III: -Driving hours/miles M998 – 300 miles M35A3 – 300 miles M931 – 300 miles M984 – 500 miles M1074/M1075 500 miles M1074/M1075 w/trailer – 1000 M916 – 500 miles M916 w/trailer - 1000 -Ground guide procedures -Backing procedures -Night vision goggle operations -Night driving -Required trailer training 4. PHASE IV: -Written test -Check ride -Road test 5. PHASE V: Sustainment training is conducted annually. This eight-hour course will include PHASE II and PHASE IV, which are the requirements outlined in applicable Army and installation regulations required to issue a soldier a license who has a DA 5983-E/DA 348 from a previous unit. Sustainment -3- OFFICE SYMBOL SUBJECT: Company Drivers Training Program, SOP training is preventive and helps drivers stay well informed. It also encourages skill improvement. This program is managed and scheduled on training schedules like other training events in the unit. ANNEX I list the minimum subjects to be included. 6. PHASE VI: Remedial Drivers Training will be conducted for soldiers who have accidents, abuse equipment, or have demonstrated a need for additional training. This training will not be punitive in nature and will be directed towards identified weaknesses. A remedial course of instruction cannot be uniform. The subject matter presented will be developed to fit the requirements of the individual soldier. The commander and the safety officer may provide instruction with brief summaries of violations and accidents in which the attendees have been involved. Remedial drivers training will be scheduled through the Drivers Training NCO. 6. COORDINATING INSTRUCTIONS. a. Drivers Screening: Before being enrolled in the drivers training program, soldiers will be interviewed by the company commander. Candidates must have a mature attitude, good judgment, and discipline. The commander must sign the Commanders Interview before the soldier can be enrolled in Phase I. Acting commander may sign when on assumption of command orders. The personnel administrative clerk (PAC) NCO will check the soldier’s personnel records and report undesirable incidents before the soldier is interviewed. Squad leaders will prepare candidates to take and pass the USAREUR driver’s test. Soldiers must have their USAREUR driver’s license before receiving any type of driver’s training. b. Performance Training: Before a student can advance to the next phase he/she must meet all the requirements in the current phase. When a student fails he/she must retrain. Students who fail the same test twice in two weeks must wait two weeks before retesting. A student who fails three times must wait 60 days. c. Instructor requirements: Driver’s training instructors are required by AR 600-55 to be certified in writing by the Battalion Commander. -4- OFFICE SYMBOL SUBJECT: Company Drivers Training Program, SOP d. Driving instructors: The instructors will follow a prescribed program of instruction. Instructors will be certified in writing to ensure proper knowledge of subject material and teaching ability prior to training and evaluating students. The company commander is the certifying officer. e. Supervision: A licensed NCO will supervise newly licensed drivers until they have gained necessary experience to operate vehicles safely on the road, and they should not be placed in situations which may be above their skill level. 7. DRIVER AND ASSISTANT DRIVER REQUIRED. All dispatched vehicles will have a driver and assistant driver. Soldiers who are assistant drivers must have been trained by the COSCOM Drivers Academy. The assistant driver will be qualified and licensed on the vehicle. Exceptions to this requirement will be cleared by the Company Commander and Executive Officer only. 8. RESPONSIBILITIES. a. Company Drivers Training NCOIC 1) Establish and administer the unit level drivers training program. 2) Track unlicensed soldiers 3) Conduct the initial commander’s interview and complete checklist. 4) Enroll soldiers into the COSCOM Driver’s Academy 5) Administer road test and written test (Appointed License Examiner) 6) Provide official learner’s permits and DA Form 348s 7) Maintain driver’s packet for all licensed soldiers in the unit 8) Ensure appointed driver’s training NCOs are training according to programs approved guidelines. -5- OFFICE SYMBOL SUBJECT: Company Drivers Training Program, SOP 9) Ensure an annual two hour winter driving orientation course is conducted, scheduled, and recorded between 01 October and 30 November on the DA Form 348 on the DA Form 348 and driver’s permit. 10) Ensure individuals in each platoon are designated to conduct an annual driver’s check ride. 11) Maintain a driver’s training packet until soldier departs from the unit. 12) Ensure drivers training packets are updated properly during training and before granting an Army license. 13) Review DA Form 348s annually for the following information: Safety awards Expiration of permits (Permits are good for 90 days) Accidents and moving traffic violations for civilian and military vehicles Remedial, required, and sustainment training Re-examination License suspension 14) Ensure that the DA Form 348-1R (continuation sheet) is used b. Company Commander 1) Ensure all potential drivers are screened, interviewed, and selected IAW AR 600-55, ANNEX C - Drivers Interview checklist. 2) Ensure soldiers are scheduled for annual sustainment training and refresher training. 3) Ensure all licensed drivers attend the annual winter driver training during October or November. 4) Complete accident reports (SF-91) and forwards through command channels. 5) Enroll soldiers who have had accidents, failed inspections, or abused equipment in remedial training. -6- OFFICE SYMBOL SUBJECT: Company Drivers Training Program, SOP 6) Ensure all soldiers are enrolled in the Drivers Awards Program. d. Certified instructors: 1) Will train unlicensed soldiers on the M998, M984, M916, M35A3, M931, PLS, forklifts, and RTCH 2) Will train to standard; not time. Failure to do so will result in disciplinary actions. 3) Arrange written and road test for all assigned soldiers 4) Train in accordance with the company’s drivers training program of instructions 5) Conduct check rides (DA Form 6125-R) PMCS Test Services Test Vehicle Control Test Phases will be conducted in that order; if a soldier fails a test he/she will not move on to the next phase until he/she passes the previous phase. If a driver fails any phase the entire road test will be terminated, annotated on DA Form 6125-R, and conduct an after action review with the driver. 6) Properly update soldiers training packets. 7) Ensure that all paperwork is completed properly. 8) License Examiner Only – conduct road test. The test consist of three phases: PMCS Test Services Test Vehicle Control Test Phases will be conducted in that order; if a soldier fails a test he/she will not move on to the next phase until he/she passes the previous phase. -7- OFFICE SYMBOL SUBJECT: Company Drivers Training Program, SOP If a driver fails any phase the entire road test will be terminated, annotated on DA Form 6125-R, and conduct an after action review with the driver. c. Platoon Leaders/Platoon Sergeants 1) Ensure senior occupants/assistant drivers are aware of their responsibilities (ANNEX L). 2) Inform company driver’s training NCOIC of new arrivals e. Squad Leaders (First Line Supervisors) 1) Prepare assigned soldiers to take and pass the USAREUR driver’s test. Soldiers must have their USAREUR driver’s license before receiving any type of driver’s training. 2) Ensure drivers have adequate rest before being assigned to drive a tactical vehicle for more than eight hours in a 24-hour period normal driving condition (i.e. over improved roads), or six hours in adverse conditions (i.e. over unimproved roads). Time for rest breaks and meals taken en-route are excluded. f. Drivers: Will comply with the Drivers Pledge as prescribed in ANNEX E. 9. MILITARY VEHICLE ACCIDENT INVESTIGATIONS. a. Driver Fault Accident – Any accident that could have been prevented by the unit operator. b. Non Driver Fault Accident – Any accident not preventable by the operator. c. Recordable Driver Fault – Estimated Cost of Damage (ECOD) of $1000 or greater. d. Initiate a new Drivers Incentive Awards Record (automatic with ULLS system). e. Turn in a copy of state and USAREUR drivers license. f. Forward all paperwork to the commander for his review and approval/disapproval based on the information in the interview checklist. 2. Motor Officer/Drivers Training NCOIC will: a. Conduct a preliminary screening of all previous DA Form 348s and make recommendations to the commander for accelerated driver’s waivers if applicable. b. Input soldier’s information into the ULLS program. 3. Squad Leaders will: a. Prepare their soldier for the USAREUR drivers test. b. Winter Driver’s Training must be conducted October/November of each year, all personnel licensed to operate military vehicles will receive instructions on winter driving hazards and safe winter driving practices. Each individual’s OF 346/DA 5984-E and DA Form 348 will be annotated to indicate training was received. Night Vision Goggle training must be conducted every six months. This training may be conducted at first line supervision level, but it must be conducted according AR 600-55 training standards. Training that is not conducted according to standard will not be annotated on the soldier’s DA Form 348. PHASE VI Remedial Drivers Training will be conducted for soldiers who have accidents, abuse equipment, or have demonstrated a need for additional training. This program is designed for soldiers who have misused equipment, received excessive traffic violations, or been involved in motor vehicle accidents. - 15 - ANNEX D (continuation) UNIT LEVEL REQUIRED TRAINING FOR PHASES There is no prescribed program or designated time in the duration for this training. All efforts will be employed to provide needed reinforcement of subjects previously taught in initial and refresher training. 4. The commander will refer soldiers for remedial training to the local safety office. 5. Remedial driver’s training instruction will be a combination of lecture, conference and applicable training films, which relate to the student situation and provide for a meaningful retraining process. The student will be required to take a performance test. - 16 - ANNEX E DRIVER’S PLEDGE 1. I will not operate any Army Motor Vehicle until I am properly trained and licensed to operate that vehicle. 2. I will not operate a government vehicle unless it is properly dispatched to me on a completed DD 1970 or ULLS generated form. 3. I will perform before, during, and after operational checks on my vehicle. 4. I will operate my assigned vehicle in compliance with all post traffic and safety regulations and in compliance with applicable federal and local civilian laws. I will familiarize myself thoroughly with all such regulations and laws. 5. I will be directly responsible for proper loading of my vehicle as applicable. 6. I will use the government vehicle dispatched to me for official use only. I understand that any person who uses or authorizes the use of government vehicles for other than official use may be punished under UCMJ. I also understand that unofficial use include travel between quarters and work areas, travel to and from banks, credit union, post exchanges, restaurants, or dry cleaning shops. 7. I will not leave my vehicle unattended without engaging all manufacturers or locally fabricated locking devices installed on the vehicle. 8. If involved in an accident, I will fill out DD form 518 and present it to the party involved with the accident; I will report to my chain of command, local authorities, Military Police, and the motor pool with full details of the accident. 9. If the vehicle I am to operate is found damaged (cause unknown), I will notify the motor pool before moving the vehicle. 10. I will never backup my vehicle without a guide. Instead of backing my vehicle I will drive forward in every possible occasion. 11. I will not idle my vehicle unnecessarily, such as unattended parking or idling for the purpose of warming up or cooling the engine compartment. 12. I pledge myself to drive carefully and defensively at all times, and to make every possible effort to avoid accidents. I will always yield to the right of way of other vehicles whenever there is any doubt. I will strive for an accident free driving record. Be appointed in writing to train or instruct on an authorized type of vehicle. 2. Be licensed to operate the vehicle or equipment. 3. Have technical knowledge and experience as outlined in appendix F. 4. Instructors must be AMVI (Army Motor Vehicle Instructor) certified by the ___ COSCOM Driver’s Academy. Packets must be submitted to the ___ COSCOM Driver’s Academy through the 71st Corps Support Battalion Commander. The packet consist of the following information: a. Letter of Recommendation from Company Commander b. Additional Duty Appointment Orders c. Wavier for Mileage under 10,000 miles d. Request for Experienced Driver’s Wavier 5. Instructors will use available training materials. 6. Instructors will follow the driver’s training schedule. 7. Instructors will know and understand the company’s SOP, AR 600-55, USAREUR Supplement 1 to AR 600-55, V Corps Policy, and COSCOM Policy. ANNEX L RESPONSIBILITIES OF THE SENIOR OCCUPANT/ASSISTANT DRIVER - 24 - 1. The senior occupant of a military vehicle is the ranking individual present who may be the vehicle operator, assistant driver or as a passenger. Whether an individual is designated as the senior occupant or assistant driver, he/she will: a. Ensure that the driver does not exceed the maximum operating hours established without a rest break. (Time for rest breaks and meals taken enroute is excluded.) b. Do not permit a driver who appears fatigued or physically, mentally, or emotionally impaired to operate a vehicle. c. Ensure the authorized seating capacity of the vehicle is not exceeded. d. Ensure vehicle occupants wear seat belts, whenever provided. e. Assist the driver in recognizing unsafe mechanical conditions of the vehicle. f. Assist the driver in backing or executing other difficult maneuvers. g. Ensure the driver complies with road signs and speed limits as dictated by road conditions. h. Ensure highway-warning devices are properly displayed when the vehicle is stopped on or beside the traveled part of the road, street, or highway. i. Post personnel or warning devices, if applicable, to warn approaching traffic when the vehicle is halted or disabled in a location that may obstruct traffic. j. When traveling in convoy, relay to the rear information received from the convoy commander and ensure compliance with march discipline when at a halt. k. Ensure tire chains are used when needed. l. Ensure the driver maintains the proper interval between vehicles. m. Ensure the driver does not smoke in the vehicle or eat while the vehicle is in motion. n. Ensure ice, snow, dirt, personal radios, and any other items in the vehicle do not obstruct driver’s vision. - 25 - ANNEX M AWARDS PROGRAM/DRIVERS BADGE 1. A soldier qualified to drive an army Motor Vehicle or performing duties as a qualified driver instructor/examiner may earn the Drivers Badge to signify a high degree of professionalism in the operation of his/her motor vehicle. 2. The Drivers Badge will include component bars for the type of vehicle. Component bars will be attached to the bottom portion of the badge. A soldier may earn a Drivers Badge Component Bar for one or more types of vehicles. Component Bars for vehicles are indicated below: a. Driver – W (for wheeled vehicles) b. Driver – T (for tracked vehicles) c. Driver – A (for amphibious vehicles) 3. Eligibility requirements for drivers or qualified driver instructor/examiners are: a. Qualified for and possess a current U.S. Government Motor Vehicle and Operators Identification Card (OF346 or ULLS equivalent), issued and prescribed by AR 600-55. b. Performed duties as an assigned driver or assistant driver of an Army vehicle for a minimum of 12 consecutive months, or during at least 8,000 miles and had not Army Motor Vehicle accident or traffic violation recorded on his/her equipment Operator’s qualification Record (DA Form 348). c. Performed satisfactorily for a minimum period of one year as an active qualified driver instructor or motor vehicle examiner. 4. Coordinating instructions: a. The driver has a responsibility to turn in the dispatch with the last odometer reading annotated on the dispatch. b. All driving records will be kept in a central location and maintained by the unit drivers training NCOIC. c. The supervisor has the responsibility to nominate the driver for the award through the chain of command. d. Award will be forwarded to the Battalion for approval. - 26 -
