Boston University Questrom School of Business Undergraduate Student Government Charter THIS IS THE OFFICIAL CHARTER OF THE BOSTON UNIVERSITY QUESTROM SCHOOL OF BUSINESS UNDERGRADUATE STUDENT GOVERNMENT AND SUPERSEDES ALL PRIOR DRAFTS THE ORGANIZATION MUST ADHERE TO ALL GUIDELINES OUTLINED IN THE PROGRAMMING HANDBOOK PUBLISHED BY THE BOSTON UNIVERSITY STUDENT ACTIVITIES OFFICE Article I: Mission Statement As members of the Boston University Questrom School of Business Undergraduate Student Government, our primary responsibility is to the Undergraduate Students in the Questrom School of Business to ensure that we are creating an environment that enhances the Questrom undergraduate community and student life. This includes: 1. Enhancing students’ academic, career, and social experiences, 2. Advocating on behalf of the undergraduate population, and 3. Facilitating communication between Questrom students, faculty, administration, alumni, as well as the greater BU community. 1 We create programming for the Questrom undergraduate community that are educational, professionally driven, or social in nature. We encourage student involvement in giving back to the greater Boston community through Questrom Government’s community service initiatives. This aligns with Questrom’s mission to “prepare innovative and ethical leaders who understand the impact of business on society and create value for the world.”1 We facilitate, through our semi-semester All-Questrom Conference, a forum for student feedback and advocacy initiatives. We actively seek students’ feedback on the quality of life at Questrom and work with administrators to address and resolve any concerns, while fostering mutually beneficial relationships. We actively work to connect Questrom undergraduate students with alumni as learning and networking opportunities We foster collaboration between Questrom affiliated organizations through the AllQuestrom Conference as well as through encouraging partnerships between organizations on their events. We actively work with other BU college governments and support their initiatives to enhance the overall BU student experience. We design and market programs, spend government money, and represent student interests, always on behalf of all students, and not in our self-interest. We, while participating as members and officers of Questrom Government, respect each other’s strengths and weaknesses, communicate openly, create a fun and collaborative environment that allows for personal growth and friendships. http://management.bu.edu/about-the-school/dean/mission/ Last Amended on 09/05/2015 1 Article II: Organizational Structure Section I: Executive Board The Executive Board is the governing body that oversees the entire Student Government for an entire academic year. They must embody everything the Mission Statement of the organization stands for. The Executive Board will have a weekly, closed meeting to communicate updates on position specific tasks as well as make strategic plans for the year. All duties stated below represent the minimum requirement of an Executive Board officer. Each officer is not limited to these duties, rather highly encouraged to further enhance his or her scope of responsibilities. Any Executive Board member with more than two unexcused absences will be immediately considered for dismissal (see Article V, Section 1 of the Questrom Student Government Charter). The following officers will comprise the Executive Board: Please note, the Executive Board should collectively oversee the following: Senate Representatives, Casino Night Chair, Community Service Chairs (2), Social Media Chair, Head Designers (2), Administrative Assistant, and All-Questrom Director All-Questrom Conference, Freshmen Elections process, Day of Service We have made some recommendations as to who should be responsible for overseeing these positions below, however please understand that there is flexibility. The person who is most passionate or interested may choose to oversee any particular initiatives or positions. 1. President: i. ii. iii. iv. v. vi. vii. viii. Vice President of Internal Affairs (VPIA): i. Reports to the President ii. Responsible for facilitating weekly Questrom Government general meetings iii. Prepare weekly Questrom Government general meeting presentation and consolidate updates from officers and members iv. Show enthusiasm and engender excitement during weekly Questrom Government general meetings v. Understand all SAO policies and procedures for effective event and budget planning 5. Vice President of Communications (VPC): i. Reports to the President ii. Oversees the following positions: Social Media Chair, Photo Journalist, and Head Designer iii. Seek ways to create a community within Questrom Government by organizing social or bonding events iv. Seek and develop public relations for the organization (i.e., Daily Free Press, Builders and Leaders Magazine, Questromazette, Boston Globe, Boston Herald, etc.) v. Ensure that all promotions adhere to Student Activities Guidelines; upon proof of adherence, present all promotions for the organization be officially approved by SAO vi. Understand all SAO policies and procedures for effective event and budget planning Last Amended on 09/05/2015 3 Section II: Class Officers The class officers will represent the class of their graduation year. It is the responsibility of the class officers to interpret Questrom Student Government’s Mission Statement and tailor it to their class’ needs. The Executive Board encourages each class to hold regular officer meetings. Class officers may choose to appoint class representatives on a cabinet. The application process for the cabinet members and their main function will be determined by the class officers after approval of the Executive Board. (The Executive Board should approve the application process). If closed officer meetings are needed, those should be held in addition to the class representative meetings. Class officers are expected to enhance their class’ experience through advocacy initiatives, community building and professionally geared events. All duties stated below represent the minimum requirements expected of a class officer. Each officer should not be limited by these duties. The class officers should present an action plan due shortly after the first Questrom Student Government meeting of each semester. These plans should outline, at minimum, three events or initiatives (academic, community, and social) that the slate plans to undertake for the semester. Details should include an estimate of costs and budgetary considerations, date and time, location, and any additional information. Failure to provide an action plan could result in an immediate recall of all class officers (see Article V, Section 1 of the Questrom Student Government Charter). Any class officer with more than two unexcused absences will be immediately considered for dismissal (see Article V, Section 1 of the Questrom Student Government Charter). Unexcused absence is defined as not appearing at any government meeting without prior notification to any Executive Board member of an intended absence at least 24 hours in advance. The following officers will comprise each slate of class officers: a) President: i. Reports to designated Executive Board member ii. Organize and facilitate all respective class government meetings iii. Oversee all events and activities pertaining to his/her class iv. Represent and motivate his/her class by encouraging involvement within the Questrom School of Business and the Boston University community v. Meet regularly with their respective class advisor while maintaining a strong relationship with the Undergraduate Program Office vi. Communicate regularly with designated Executive Board member about class updates and events b) Vice President of Operations (VPO): i. Reports to class president ii. Coordinate all administrative matters concerning all events and activities put on by the class iii. Responsible for proper handling of all paperwork for the class including proposals that are to be sent to the Executive Board three days before the weekly officer meeting iv. Responsible for all budget-issues pertaining to his/her class v. Presentation of the class’ budget to the Executive Board Vice President of Financial Affairs for his/her approval; this should take place during functional team meetings vi. Understanding all SAO policies and paperwork for efficient event and budget planning c) Vice President of Student Affairs (VPSA): i. Reports to class president ii. Maintain a direct link with students in his/her respective class iii. Seek out class concerns and ideas Last Amended on 09/05/2015 4 iv. v. vi. Handle questions students may have regarding government proceedings Serve as a liaison between active government members and non-government students in his/her respective class Communicate regularly with the Executive Board Vice President of Internal Affairs d) Vice President of Marketing (VPM): i. Reports to class president ii. Responsible for all publicity and promotion of respective class activities and events iii. Utilize communication outlets that include, but are not limited to, posters, emails and fliers iv. Seek the approval of the Executive Board Vice President of Communication prior to executing any promotional materials Section IV: Elected Student Positions The Elected Student Positions exist to maintain specific areas of Questrom Government that require specialized focus. All individuals running for an Elected Position must be self or peer nominated, may present a 2-minute speech, and must be elected by a majority vote. Any Questrom Government Elected Officials with 3 or more unexcused absences from either Questrom Student Government General Assembly meetings will be eligible for dismissal from their position as determined by the Executive Board. Certain positions are subject to application if deemed fit by Executive Board. Questrom Government Senate Representatives The Senate Representatives are responsible for attending all Student Union and Questrom Government general meetings. Two or three (depending on yearly enrollment2) representatives will serve as liaison between Student Union and Questrom Student Government by representing the interests of the Questrom student body on university-wide issues. The Representatives will be responsible for informing Questrom Government members and officers of all updates from BU Senate meetings. A more detailed description of the Student Union Representative’s duties can be found in the Boston University Student Union’s governing documents. Community Service Directors The Community Service Directors are responsible for planning Questrom Government’s Community Service Initiatives. These include the winter Toys for Tots Drive, aiding in the section of the organization to support for Casino Night, and organizing Questrom’s Month of Service. A maximum of two directors may be selected. Social Media Manager The Social Media Manager is primarily responsible for overseeing and increasing Questrom Government’s social media presence. This includes but is not limited to Facebook: www.facebook.com/BUQuestromGovernment, Instagram: @QuestromGov, and Twitter: @QuestromGov. The social media manager’s role will include social media marketing for all Questrom Government events. Finally the Social Media Manager is primarily responsible for routine maintenance and updates to the Questrom Government website: http://Questromworld.bu.edu/Questromgov. Head Designer The Head Designer is responsible for Questrom Government poster creation and general Design. This can include creating logos, images, or designs for multi-purpose use. The Head Designer is also responsible for designing and publishing all printed publications created by 2 The number of representatives are determined by one representative per 1000 students (e.g., if student population for the current year is 2478, then SMG Government will elect two senate representatives) Last Amended on 09/05/2015 5 Questrom Government. This includes creating the monthly “Stall Street Journal”, a promotional and informational article that is posted in the restroom stalls. Administrative Assistant The Administrative Assistant is responsible for maintaining Questrom Government’s email account, Questromgov@bu.edu, by checking the account regularly, sending out meeting reminders, and meeting minutes. The Administrative Assistant also takes minutes at the weekly government meetings and is responsible for posting them to the Questrom Government designated QuestromTools folder and website. Section V: Appointed Student Positions The Appointed Student Positions exist to maintain specific areas of Questrom Government that require specialized focus. All individuals running for an appointed position must be interviewed and appointed by Questrom Government executive board. The executive board must decide upon appointees unanimously. Any Questrom Government Appointed Officials with 3 or more unexcused absences from either Questrom Student Government General Assembly meetings will be eligible for dismissal from their position as determined by the Executive Board. Casino Night Director The Casino Night Director is responsible for organizing all of the elements of Questrom Government’s annual Casino Night. This includes but is not limited to: Selecting a theme, reserving a venue, hiring catering, renting the casino tables, hiring a photographer, facilitating donation requests for raffle prizes, managing a decorations committee. The Casino Night Director may selection at most two Casino Night Managers who can assist with the various planning aspects. The Casino Night Director oversees the casino night committee, which is responsible for decorations, marketing, set up, and clean up. Alumni Relations Director The Alumni Relations Director is responsible for maintaining the database of all Questrom Student Government Alumni. Each semester the Alumni Relations Director is expected to plan at least one event to engage past Questrom Government members with present members. All Questrom Director The All Questrom Director is responsible for planning and overseeing the All Questrom Conference. This includes facilitating meeting discussions, sending updates, and being the liaison between Questrom Government and the Questrom affiliate organizations. Section IV: Advisors a) Executive Board Advisor: i. May overturn any decision made by the organization if it is against policy ii. Voice concerns if he or she feels a decision made by the organization could potentially hurt or put Questrom Government at risk iii. Responsible for meeting with the Executive Board and separately, with the Executive Board President and Vice President of Finance on a regular basis v. Communicate with Questrom Government UPO Class Advisors to inform them of responsibilities, policies, and expectations vi. Attend all Questrom Government general meetings b) Class Advisors: i. Responsible for meeting with Class Officers on a regular basis ii. Responsible for discussing updates and goals with class officers during their meetings iii. Offer advice and constructive input for class events Last Amended on 09/05/2015 6 Section VI: Questrom Student Government General Meeting Questrom Student Government General Meetings must be on a weekly basis open to all Questrom undergraduates. The first meeting of each semester should happen no later than the second full week of classes. General meetings should consist of updates from officers, senate representatives, and committees; discussions on Questrom-related initiatives or ideas, advocacy initiatives; guest speakers; and breakout sessions for committee planning. All meetings will always end with an open forum for all Questrom students. Last Amended on 09/05/2015 7 Article III: Membership Section I: Description Any full-time student of the Boston University’s Questrom School of Business may become a member of Questrom Government as long as they are in good academic, financial, and disciplinary standing with Boston University. Section II: Voting Power All full-time undergraduate students of the BU Questrom School of Business may participate in any and all votes during Questrom Student Government Meetings and elections as long as they are in good academic, financial, and disciplinary standing with Boston University. If an officer or proposing member from another organization coerces or uses material incentives (money, gifts, etc.) to entice individuals to vote for a proposal then this proposal will be immediately dismissed. If the vote on the proposal has already occurred then the voting results will be considered void. If such a case occurs then the Executive Board will determine the appropriate way to proceed. Last Amended on 09/05/2015 8 Article IV: Election of Officers and Election Procedures Section I: Candidate Requirements a) Candidates for all elections must be full-time students in good academic, financial, and disciplinary standing with both the Questrom School of Business and Boston University. b) Candidates for all elections must be full time students in the Questrom School of Business. All class slates (with the exception of junior class slates) must be certain all members will be present for the entire academic year. Candidates who will not be students in Questrom for part of the year (including study abroad, graduation and transferring out of Questrom) may not run for any positions. All Executive Board candidates must know they will be present for the entire academic year with no exceptions. c) Two candidates may not split one officer position. d) One person cannot hold more than one Questrom Government Officer position. e) Each candidate must have 4:00 p.m. to 6:00 p.m. on Wednesdays free from any scheduled engagements (including class and work). The elected Freshman Class Officers must have 4:00 p.m. to 6:00 p.m. on Wednesdays free from any scheduled engagements (including class and work) in the spring semester. Any known conflicts must be pre-approved by the Executive Board Advisor. f) Seniors graduating in May and September are allowed to vote in the Executive Board Elections g) If you are Executive President or an Executive Vice President of Questrom Government you cannot be President of another SAO registered organization (during the academic year serving in Questrom Government) h) If you are Executive President or an Executive Vice President of another SAO organization, you cannot be President of Questrom Government Section II: Executive Board Elections a.) Executive Board Elections should take place after Spring Break and must be completed by the 2nd week of April. The date should be determined by the Executive Board advisor and the Election Coordinator. b.) Election packets are due on the Friday after the first Questrom Student Government meeting in April at 5:00 p.m. to the Questrom Government Advisor located in the Undergraduate Program Office. There will be a brief meeting to discuss the rules and regulations of the election for the eligible candidates. At least three members of each slate must attend. Campaigning will begin on, but no earlier than the Monday of the second week of April at 8:00 a.m. EST. Setup for 8:00 a.m. EST start time may not being earlier than 7:00 a.m. on the first day of campaigning. All active campaigning must end on the Wednesday of that second week of April at 5:00 p.m. Elections will be held on QuestromTools on the Thursday and the Friday of the second week of April, with the results being announced soon after. The Executive Board will be voted in by a vote of all BU Questrom School of Business students, including seniors graduating in January. Last Amended on 09/05/2015 9 c.) All individuals running for an Executive Board position must have served at least 1 full year as an active member. d.) Only candidates who have served in an elected position for two years are eligible to run for the position of Executive President. That being said, all Executive Board slates must consist of at least one member who will not be graduating in the spring of that academic year. e.) Publicity for Executive Board elections should be, at a minimum, one poster in the Questrom Student Government Office (Room SM206) windows and announcements during the General Assembly Meetings. f.) The election will be supervised and coordinated by the Executive Board President and Questrom Government Advisor. They will have responsibility and final say over all matters pertaining to the election process and candidate eligibility. Section III: Class Officers and Student Position Elections / Appointments a.) Freshman Class Officers Election: Election packets are due on the Friday after the third Questrom Student Government meeting in November at 5:00 p.m. in room SM206 (Questrom Student Government Office) to the Questrom Student Government Executive Board for approval. There will be a brief meeting to discuss the rules and regulations of the election for the eligible candidates during this time. At least three members of each slate must attend. Campaigning will being on, but no earlier than the Monday of the first week of December at 8:00 a.m. EST. Setup for 8:00 a.m. EST start time may not being earlier than 7:00 a.m. on the first day of campaigning. All active campaigning must end on the Wednesday of that first week of December at 5:00 p.m. Elections will be held on QuestromTools on the Thursday and the Friday of the first week of December, with the results being announced soon after. Details of the Freshmen election are to be determined by the Executive Board and Freshman Class advisor in terms of slate requirements and event timelines. g.) Class Officers Election: Class Officer elections should take place after Spring Break and must be completed by the 3rd week of April. The date should be determined by the Executive Board advisor and the Election Coordinator. Election packets are due on the Friday after the second Questrom Student Government meeting in April at 5:00 p.m. in room SM206 (Questrom Student Government Office) to the Questrom Student Government Executive Board for approval. There will be a brief meeting to discuss the rules and regulations of the election for the eligible candidates during this time. At least three members of each slate must attend. Campaigning will being on, but no earlier than the Monday of the third week of April at 8:00 a.m. EST. Setup for 8:00 a.m. EST start time may not being earlier than 7:00 a.m. on the first day of campaigning. All active campaigning must end on the Wednesday of that third week of April at 5:00 p.m. Elections will be held on QuestromTools on the Thursday and the Friday of the third week of April, with the results being announced soon after. The election will be supervised and coordinated by the outgoing Executive Board President and Advisor. They will have sole responsibility and say over all matters pertaining to the election process and candidate eligibility. b.) Student Position Elections: Election packets are due on the Friday after the second Questrom Student Government meeting of the semester in September at 5:00 p.m. in room SM206 (Questrom Student Government Office) to the Questrom Student Government Executive Board for approval. There will be a brief meeting to Last Amended on 09/05/2015 10 discuss the rules and regulations of the election for the eligible candidates during this time. Each candidate must attend to be eligible to run for the position. All eligible candidates will deliver a speech no longer than two minutes in length during the third Questrom Student Government general meeting of the fall semester. Each candidate will deliver their speeches in alphabetical order based on the order of the candidates’ last names. After all speeches are delivered, questions from the general assembly will be fielded to each of the candidates for a maximum of ten minutes and each candidate will be afforded a maximum of two minutes for a response for each question. Voting will be held immediately after all questions are answered from the general assembly. All candidates will then leave the room and not cast any ballots. Opinions, comments, or anything regarding any of the candidates may be discussed prior to voting. After all of the votes are cast, they will be counted, and the candidates with majority votes for their position are elected. In the event of a tie, the executive president will serve as tiebreaker. c.) Student Position Appointments: Election packets are due on the Friday after the second Questrom Student Government meeting of the semester in September at 5:00 p.m. in room SM206 (Questrom Student Government Office) to the Questrom Student Government Executive Board for approval. There will be a brief meeting to discuss the rules and regulations of the election for the eligible candidates during this time. Each candidate must attend to be eligible to run for the position. The executive board will schedule and conduct an interview with prospective candidates. Following all candidate interviews, the Executive Board must discuss and unanimously decide on the candidate to appoint. In the event there is a failure to reach a unanimous decision, the Executive Board Advisor should mediate discussion of the position needing appointment. If following mediation there is still no consensus, the candidate with 4/5 majority shall be appointed. d.) Publicity for Class Officers and Student Union Representative elections should be, at a minimum, one poster in the Questrom Student Government Office (Room SM206) windows and announcements during the General Assembly Meetings Last Amended on 09/05/2015 11 Article V: Resignation/Dismissal of an Officer and Replacement Procedures Section I: Dismissal of an Officer All elected Questrom Student Government officials (Executive Board members, Class Officers, and Elected or Appointed Student Positions) are required to fulfill all duties that are stated in this Charter. If any member of the organization or school community feels as though an officer is not fulfilling his/her duty (including but not limited to missing general assembly meetings or specific meetings) and/or is in direct violation of the aforementioned obligations of attendance and memorandum submission then he/she is to bring this to the attention of the Executive Board President. The Executive Board President will meet with the officer to discuss the matter and look for ways to improve his/her performance. If no action to improve is taken on behalf of the said officer, then the Executive Board President will call an Executive board meeting to discuss and vote on the officer’s termination. The vote must be unanimous. If any member feels that the Executive Board President is not fulfilling his/her duty, then the Executive Board President should be notified and should meet with the executive board and executive board advisor to look for ways to improve his/her performance. If no action to improve is taken upon the Executive Board President, then the Executive board and the executive advisor must unanimously decide to revoke the officer’s title. The Executive Board President will submit a letter outlining the offense and date of dismissal to the entire Questrom undergraduate student body. Section II: Transfer of Responsibility In the event that any officer of Student Government (Executive Board members, Class Officers, and Elected or Appointed Student Positions) cannot fulfill his/her position or is dismissed in accordance with Article V, Section I, then the following process will occur: a) The officer vacating his/her position must submit a letter of resignation to the Executive Board with a date on which the resignation is effective. In the instance of the dismissal, the Executive Board President must submit a letter outlining why the officer was removed and the date on which the dismissal in accordance with Article V, Section I is effective b) The Executive Board President will supervise the replacement election process, which officially begins by announcing the open position at the next weekly General Meeting (hereafter Meeting #1) and officially ends two weeks later at the next originally planned weekly General Meeting (hereafter Meeting #2). The Executive Board President will then further supervisor the Board of Directors in marketing efforts to the Questrom undergraduate community through, at the minimum, fliers, emails, and posters at the discretion of the Executive Board President c) In the event that an Executive Board position is vacated the following process will take place: i. ii. If the Executive Board President cannot fulfill his or her duties, then the Executive Vice President will automatically become the Executive Board President If the Executive Vice President cannot fulfill his/her duties or must assume the role of Executive Board President, then the remaining Executive Board officers will choose the Executive Vice President internally. The two officers Last Amended on 09/05/2015 12 iii. iv. not chosen as Executive Vice President may not change positions. The remaining open position becomes open for a replacement election If the Executive Board Vice President of Financial Affairs, Executive Board Vice President of Internal Affairs, or Executive Board Vice President of Communication cannot fulfill his/her position, then that position becomes open for a replacement election A Class Officer or Union Representative may not resign his/her position to run for an open Executive Board position d) In the event that the Class President cannot fulfill his or her duties, then the new President is chosen internally among the remaining three officers. The two officers not chosen as President may not change their positions. The open position becomes open for a replacement election e) Anyone interested in running for an open position submit an election packet only completing the relevant sections at the discretion of the Executive Board f) The Official Government Body (body being defined as the Executive Board as one, Class Officers as one together, and Union Representative as the third) that is now short an officer will nominate one replacement candidate for the position prior to Meeting #2. The nominee will be due to the Executive Board President 72 hours prior to the beginning of Meeting #2. The President will specifically announce this nominee at Meeting #2 as that group’s nominee g) All nominees must be chosen from the pool of applicants. Any applicant not selected as a nominee may nominate themselves at the Meeting #2 h) Any full-time undergraduate Questrom School of Business student may apply for the open position. The nominees for the Class Officers must come from this application pool. Applicants not nominated by the Class Officers may nominate themselves at Meeting #2. The Executive Board President is responsible for the application process i) j) At Meeting #2, each nominee will have two minutes to present his/her qualifications. After the completion of all nominees’ speeches, a discussion about the nominees will occur, closed to all nominees. General questions and concerns will be answered at the discretion of the Executive Board President with all specific concerns being brought up during Meeting #2. All Government members with voting power will vote by secret ballot. The Executive Board President will abstain from voting. The Executive Board President and the Executive Board Advisor will count the votes and a one-half (1/2) majority vote will elect the new officer i. In the event that there is not a one-half majority, the top two nominees will be voted on again. The count will remain confidential between the Executive Board President and the Executive Board Advisor The nominee who wins will become the new officer at the close of Meeting #2 Last Amended on 09/05/2015 13 Article VI: Proposals and Voting Section I: Proposals All internal proposals must fill out the official internal proposal form, plus additional guidelines set forth by each year’s Executive Board. External proposals must fill out a separate official external proposal form. No more than $500 of the Questrom Student Government semester budget can be allocated to external programs and is rationed on a first-come, first-serve basis. All student organizations submitting external proposals must transfer all funds, if and when approved, entirely into that group’s account. No group shall share an account with Questrom Student Government and must operate financially independently using an entirely different account from that of Questrom Student Government. Section II: Voting Procedures Proposals will be presented to the members and representatives at the weekly Questrom Student Government General Assembly meetings. In order for a proposal to be formally tabled the organization must have a quorum of its officers. Passage of the proposal will only be granted when at least two-thirds (2/3) majority vote in favor of the proposal. If after three consecutive votes over a span of several Questrom Student Government General Assembly Meetings or during several alterations of a proposal during the same or multiple Questrom Student Government General Assembly meetings a two-thirds (2/3) majority vote is not achieved, then the proposal will not pass and cannot be proposed again. Under special circumstances the Executive Board can approve any proposal. The Executive Board can only approve a proposal unanimously and must inform the organization as soon as possible of their decision with the rationale for their approval. Last Amended on 09/05/2015 14 Article VII: Charter Amendments Any amendments to this Charter must be made in writing by a Questrom Student Government member and proposed during the weekly Questrom Student Government General Assembly meeting. The amendment will only be approved with a two-thirds (2/3) majority vote in favor of the amendment. Unanimous support of the Executive Board is also required for approval of the amendment and will be required before presentation before the entire Questrom Student Government General Assembly. Last Amended on 09/05/2015 15 Article VIII: Reaffirmation of the Charter The reaffirmation of the Charter is to ensure that the Charter is relevant, useful, and properly functioning for the current government year. Reaffirmation will occur every year during the first semester. The following process will occur: a) In order for a proposal to be formally tabled the organization must have a quorum of its officers. By the second meeting of first semester of the current academic year, the Charter must be reaffirmed by a two-thirds (2/3) majority. Unanimous support of the Executive Board is also required for reaffirmation b) Prior to the second meeting, changes may be made to the Charter and unanimous Executive Board approval must be achieved to be able to bring the change or correction in front of the Questrom Student Government General Assembly c) The proposed Charter must be made available to all members one week one week prior to the reaffirmation d) If the changes or corrections cannot achieve reaffirmation approval, then no changes will be made for the year except individual amendments and the prior Charter will remain the official Charter of Questrom Student Government Last Amended on 09/05/2015 16 Last Amended on 09/05/2015 17 Appendix I: Election Packets The Election Packets for Executive Board and Class Officer elections are considered an Appendix of this Charter and are subject to the same voting rules for the approval of changes to the election packets.
