NOTICE INVITING TENDER FOR COMPREHENSIVE ANNUAL
MAINTENANCE CONTRACT OF COMPUTERS & ITS PERIPHERALS
Sealed Tenders under two bid systems [(1) a Technical Bid
containing information relating to all aspects other than the price quoted
and (2) a Financial Bid containing the price quoted, both to be provided
separately in sealed covers] are invited from eligible parties, for the
Maintenance of computer hardware items for the period from 8/10/2011 to
7/10/2012 installed at Central Excise Bhavan. The eligibility criteria, the
conditions governing the Maintenance Contract, list of items and details for
Technical Bid are mentioned in the Annexure I, II, III and IV respectively.
The Tender Applications of only those who satisfy the eligibility
criteria (as laid down in Annexure-I) will alone be considered. The covers
containing the sealed tenders shall be super scribed as “TECHNICAL”,
“FINANCIAL” and be addressed to the “Commissioner, Central Excise,
Ahmedabad-I may be submitted to the Headquarters, Administration
Section of the Commissionerate on or before 27.09.2011 up to 17.00 hrs.
The bids will be opened on 28.09.2011 at 15.30hrs, in the
presence of departmental committee. The bidders whose bid is lowest will
be awarded the contract. The Committee’s decision will be final. The

ANNEXURE-I
Eligibility criteria for Comprehensive Annual Maintenance
Contract of Computers & its peripherals
1.
The Company/firm/enterprise intending to submit the tender
(hereinafter called the Company) shall be a reputed organization
in the field of Hardware and Software maintenance for the last 3
years.
2.
The Company should have undertaken AMC for at least one
Central Government Department/Public Sector Unit (PSU), in any
of the previous three years in Ahmedabad and should have
provided support from their local offices at the designated
customer sites.
3.
The Company’s contract should not have been terminated before
the expiry of the full term, in any of the previous years or current
year.
4.
The Company must also appoint one person in the
Department for full time of office hours who is qualified
and skilled expertise in the following fields and the said
service engineer must be knowledgeable enough to troubleshoot
any hardware related problems.
(a)
Good knowledge in MS-Office suite.
(b)
Management of Local Area Network and Internet mailing
systems.

Conditions governing Comprehensive AMC
1.
This office does not bind itself to accept the lowest tender and
reserves the right to reject any or all the tenders received without
assigning any reason whatsoever. Tenders in which any of the
particulars and prescribed information are inadequate or
incomplete in any respect of the prescribed conditions are not
fulfilled are liable to be rejected.
2.
The maintenance service by the company shall include monthly
preventive service and breakdown maintenance of all computer
hardware items in this Commissionerate.
3.
Where the parts/components have failed/damaged or gone into
disuse due to any reason, replacement of those parts/components
including hard disk, wires, cables, chords, cards, circuit board,
mouse & key board etc. shall be provided free of cost by the
company within 24 hours of attending to the call.
4.
Where any items/parts/components need replacement, the same
shall be replaced with the same make, specification and brand of
item/component/part. In case the brand/model has become
obsolete, the same shall be replaced with equivalent of the
items/parts/components.
5.
Where replacement of parts or support could not be obtained due
to obsolescence, the entire spares of system (such as server,
printer, scanner etc.) shall be replaced by the Company with a
branded equivalent or higher system, with at least existing
configuration of the failed system.
6.
Where the replacement of the entire system with a new one has
been necessitated, the replacement of the entire system shall be
provided within one week and in any case not later than 10
working days from the date of the failure of the old system.
7.
In the case of Unixware or Redhat 8/9 Linux Server failure due to
any reason, the server shall be made up and running immediately
so that the downtime shall not exceed eight hours.
8.
In case of failure of windows OS based PCs due to any reason; the
system shall be restored/rectified so that the down line shall not
exceed eight hours.
9.
In case of failure of printers, the same shall be restored / rectified
so that the down line shall not exceed 24 hours.
10.
In all cases of replacement of spares including hard disk
replacement for items mentioned in Sl.No.4 to 9 above, it must be
done within 24 hours including the necessary software like
operating system installation.

11.
Penalty will be charged for downtime more than 72 hours in the
individual case of PCs and 48 hours in the case of breakdown of
servers.
12.
In case of an additional day of downtime a penalty of 0.5% of the
total Hardware/System value will be deducted.
13.
This maintenance contract shall remain in force for one year from
the date of acceptance of contract.
14.
The charges will be paid quarterly
completion, at the end of each quarter.
15.
Qualified expert resident engineer must be stationed permanently
in Commissionerate Headquarters’ office at Ahmedabad. He/She
shall attend to all the calls during the day from all the formations
of the Central Excise, Commissionerate, Ahmedabad-I including
Divisional Offices of Division-I to Division-IV. He/She shall also
make himself/herself available on all days at any of the formations
of this office for such reasons as the visit to dignitaries, Union
Budget Presentation in the Parliament, etc. regardless of the
holidays. These days shall be notified by this office from time to
time in advance.
16.
If any hardware is disposed off during the period of Maintenance
Contract for one of more reason, the proportionate charges alone
will be paid. If charges have been paid before the disposal for the
system, then the proportionate amount is to be adjusted against
the charges payable on remaining machines.
17.
Cost shall be quoted for each type, brand and configuration of the
hardware and also as aggregate of all the hardware put together
based on the list of machines, so that some items can be either
included additionally during the period of contact or withdrawn
before its commencement. Further break up like taxes etc. should
also be shown. Total aggregate amount should be given.
18.
Whenever during the period of the Maintenance Contract, the
service of the company is found to be not satisfactory or if the
company is found to be violating any of the conditions governing
the Maintenance Contract, this office has the right to terminate
the contract immediately without any compensation.
