I. General
Interministerial and Cabinet level
 Supreme Council of Energy (SCE)
Ministerial Committee of the Prime Ministers Cabinet, guiding and overseeing the
energy sector in Egypt. Established in 1979 under Prime Ministerial decree No. 1093,
and reformed in 2006 with decree No. 1395. Current Members are 11: Minister of
Defense, Minister of Intelligence, Minister of Finance, Minister of Electricity and Energy ,
Minister of Petroleum, Minister of Economic Development, Minister of State for
Environmental Affairs, Minister of Trade and Industry, Minister of Transport, Minister of
Housing, Infrastructure and Utilities, Minister of Foreign Affairs, chaired by the Prime
Minister.

Energy efficiency committee
SCE has no specific support structure, since the Organization of Energy Planning (OEP)
was closed down. A program (financed by Spanish MDG) supports a small team, which
deals in particular with energy efficiency. A Prime Minister’s Decree of May 2009
created an energy efficiency committee on working level, Headed by the General
Secretary of the Cabinet. Main focus is to coordinate all efforts related to Energy
Efficiency for the Government. Membership includes ministries representing the
consuming sectors, energy producers and other stakeholders such as Environment and
Finance
