2012-2013 GUIDELINES FOR THE SELECTION PROCESS OF THE SHORT-TERM INVITATION PROGRAMME UNDER THE EXCHANGE PROJECT WITH ASIA-OCEANIA AND NORTH AMERICA (KIZUNA (BOND)) PROJECT I. CONCERNED AGENCIES JAPAN INFORMATION AND CULTURE CENTER (JICC) of the Embassy of Japan – 2627 Roxas Blvd., Pasay City 1300, Philippines NATIONAL YOUTH COMMISSION (NYC) – 4th Floor Bookman Building, 373 Quezon Ave., Quezon City, Philippines JAPAN INTERNATIONAL COOPERATION CENTER (JICE) – Nishishinjuku KF Bldg., 3rd Floor, 8-14-24, Nishi-shinjuku, Shinjuku-ku, Tokyo, Japan II. QUALIFICATIONS AND OBLIGATIONS OF STUDENTS 1. Filipino, single, 18 years old to 24 years old as of August 1, 2012, must be college/university-level students. Freshmen to senior college/university students are qualified to apply; 2. Of good moral character; 3. Must be currently enrolled in a college or a university with a Graded Weight Average (GWA) of 2.25 or 85% equivalent, with no failing marks in the preceding semester; 4. Physically and mentally fit to travel; 5. Preferably a first time traveler to Japan and must not have been a grantee or recipient of any NYC-coordinated international invitation to Japan. Those who have visited Japan on various schemes (i.e. privately-funded vacation, other Japanese Government youth exchange schemes, etc.) shall be allowed to participate provided that their most recent stay in Japan did not exceed three (3) months. Former JENESYS Programme Student Ambassadors are NOT qualified to join; 6. Must be knowledgeable of the history, geography, culture and arts, and the current issues on the Philippines, and fairly knowledgeable in those of Japan and other countries in East Asia; 7. Preference shall be given to applicants who are currently studying/have studied Japanese language and culture subject or courses; 8. Must be an officer or an active member of a youth organization for at least one (1) year immediately preceding the date of application; 9. Area representation shall be based on the place of the college or university enrolled in; 10. Must be willing to be an active NYC and JICC volunteer after the program to continue to promote the learnings about Japan and the Japanese culture gained from the Kizuna Project; 11. The students are required to write a post-program report/essay (maximum of 300 words); and 1 12. All students are encouraged to take a more active role in promoting the various Japanese Government youth exchange programs and Japanese Government Scholarship programs and share their experiences through social media (facebook, twitter) after the project. III. APPLICATION REQUIREMENTS FOR STUDENTS 1. One (1) copy of the Entry Form for Kizuna (Bond) Project; 2. One (1) copy of Letter of Consent with Medical Certificate issued by a medical institution if the applicant has any chronic disease; 3. Two (2) photocopies of passport, if there is a passport already (page of face photo and personal information. If expired but extended, with a page that states extension as well); 4. Two (2) copies of short essay which states the student’s: a) Main reason/s for applying; b) Expectations from the project; and c) What can he/she contribute to recovery after disasters like the recent Great East Japan Earthquake?; d) After returning to the Philippines, how can he/she put to use the lessons learned from this project? (Maximum of 100 words, per question); 5. One (1) copy of the NYC application form with passport-sized picture with white background attached to the application form (no scanned picture); 6. One (1) photocopy of Birth Certificate (from the National Statistics OfficeNSO); 7. One (1) copy of a resume, not more than three (3) pages; 8. One (1) copy of Certificate of Good Moral, issued by the college or university and stating that the applicant has a Graded Weight Average (GWA) of 2.25% or 85% equivalent, with no failing marks in the preceding semester; 9. One (1) copy of completed NYC Volunteer form; and 10. One (1) original copy of certification from school or organization that the applicant is an officer or active member. IV. QUALIFICATIONS AND OBLIGATIONS FOR SUPERVISORS 1. Filipino, must be between 30 to 55 years old as of August 1, 2012, must be of good moral character; 2. Physically and mentally fit to travel; 3. Experienced in handling, managing, or supervising groups of youngsters; 4. Knowledgeable in ASEAN, Japan, and other international concerns; 5. Preferably has experience or background in journalism, media practice and blogging; 6. Preferably one who has traveled already to Japan. However; former JENESYS Programme Supervisors are NOT qualified to join; 7. Preferably speaks the Japanese language; 8. The supervisors shall consolidate the post-program reports/essays of the students under his/her charge and ensure a good written output; and 9. Supervisors are encouraged to take an active role in promoting the various Japanese Government youth exchange programs and Japanese Government 2 Scholarship programs and share their experiences through the social media (facebook, twitter) after the project. V. APPLICATION REQUIREMENTS FOR SUPERVISORS 1. One (1)copy of Entry Form for Kizuna (Bond) Project; 2. One (1) copy of Letter of Consent with Medical Certificate if the applicant has any chronic disease 3. Two (2) photocopies of passport, if there is a passport already (page of face photo and personal information; if expired but extended, with a page that states extension, as well; 4. Two (2) copies of short essay which states the supervisor’s: a) Main reason/s for applying; b) What can he/she contribute to recovery after disasters like the recent Great East Japan Earthquake; and c) After returning to the Philippines, how can he/she put to use the lessons learned from this project? (Maximum of 100 words, per question); 5. One (1) copy of NYC application form, with white background passport sized picture attached to the application form (no scanned picture); 6. One (1) photocopy of Birth Certificate (from the National Statistics OfficeNSO); 7. One (1) copy of a resume, not more than three (3) pages; 8. One (1) original copy of a certification from his/her immediate supervisor of a VS rating for two (2) consecutive rating periods prior to travel and permitting him/her to participate in the Kizuna (Bond) Proect (for government employees); 9. One (1) original copy of a certification from the Chief of the Administration and Finance Division that he/she has no pending unliquidated cash advances (for government employees); and 10. One (1) original copy of valid Police or NBI clearance. VI. SUBMISSION OF APPLICATION FORMS: 1. For hand-carried application forms, applicants must submit the complete requirements to Ms Marielou Chua of the Social Marketing Division of the National Youth Commission, 4th Floor, Bookman Building, 373 Quezon Avenue, Quezon City or the NYC Area Offices not later than 5:00 p.m. on or before September 28, 2012; 2. For submission through mail, the Social Marketing Division of the National Youth Commission shall receive the requirements post marked on or before September 28, 2012, including those submitted at the NYC Area Offices; and 3. Application forms with incomplete requirements shall automatically be disqualified. VII. ORIENTATION 1. All members of the delegation are required to participate in the general orientation/group orientation in Japan to be conducted by the JICE. 3 2. All selected supervisors shall report to the NYC a day prior to the departure for a Supervisors’ Orientation to be conducted by the Commission. Food and overnight accommodation shall be shouldered by the Commission. 3. All Supervisors shall have a regular communication with their group members or students after nomination to assist students’ preparation. VIII. VOLUNTARY WORK 1. All NYC recipients or grantees of international programs, including the Kizuna (Bond) Project, are expected to render not less than forty (40) hours of voluntary work upon return to the Philippines, to be coordinated with the NYC Regional Coordinators or Area Officers; and 2. All participants are encouraged to promote the learnings about Japan and Japanese Culture by sharing their respective experiences from the Kizuna (Bond) Project in their schools, communities and organizations as well as through social media. 4
