The Department also works with local regulators and government bodies in influencing and shaping future requirements to protect investors. Purpose of your role To provide Compliance advice with respect to compliance matters in PRC and to conduct assurance review on the Dalian operations. Your key accountabilities To develop partnership with the Business and offer value added services Provide compliance input to business and operation initiatives (ad hoc and project participation) Respond to routine and ad-hoc requests from internal and external parties Independently conduct regular training sessions on key internal and regulatory compliance requirements Oversee licensing applications and ensure that employees hold appropriate licenses Complete (or coordinate the completion) of regulatory filings Work closely with relevant Business channels, exercising oversight and formulate appropriate workflows with sufficient checks-and-balances to facilitate the launch of new initiatives Offer value-added advice to the business on oversight issues, and lead oversight projects Oversee the process for monitoring fund-related documentation and client communication materials to appropriately manage potential regulatory, AML, Privacy, security and reputation risks To act as the compliance monitoring specialist, and design assurance programmes to ensure compliance with regulations and Fidelity internal policies Design and execute risk-based assurance monitoring to ensure compliance with Fidelity internal policies and regulations Develop and implement oversight processes to ensure operational effectiveness and produce metrics for management information and control Identify improvement areas and put forward practical and compliant solutions Provide full support to regional oversight initiatives Assist Ethics Office to promote Fidelity’s Code of Ethics program To oversee implementation of the relevant AML requirements at a working level and respond to enquiries on internal AML and account opening policies Review AML related policies and liaise with regional AML office to ensure that the policies comply with relevant regulatory requirements Answer ad-hoc queries in relation to account opening, account maintenance and fund dealing matters in consultation with the local MLRO To enhance the oversight and assurance framework to ensure oversight controls are appropriately applied Formulate appropriate action plans to address anomalies and strengthen compliance and oversight controls where necessary Identify current gaps and/or weaknesses and propose rectification measures To educate, influence and lead on key oversight risk and control issues Proactively identify, resolve and communicate oversight issues and trends Assess implications of regulatory and oversight developments Conduct training on oversight related matters to reinforce oversight principles To work closely with third parties in ensuring the integrity of Fidelity Liaise with Head of Business Compliance, HK and other Local Compliance Officers and regional functions as required to assist regulatory enquiries (e.g. HK SFC / MPFA/ CSRC/Japan FSA) Independently respond to routine and ad-hoc requests from internal and external sources Liaise with trustees, external and internal auditors as necessary Your skills and experience Undergraduate degree (preferably finance, law or accounting) with at least 5 years’ of working experience with international accounting firm, financial organisation or regulatory body Background in compliance / audit / regulation would be an asset Understanding of PRC regulations and the investment funds industry would be an asset Excellent command of English / Chinese, knowledge of Japanese has an added advantage Strong analytical skills, problem-solving ability and attention to detail Team player who is sensitive to the needs of the functional business units Good inter-personal skills Ability to work in a fast-paced environment Good PC skills to include Microsoft Word and Excel Fidelity Values Think like an entrepreneur Earn the client’s trust Act with integrity Make it happen * Assets and Resources as at 30.06.11
