 RACKET OF ERUDITE FRAUDSTERS SMASHED
 3 ACCUSED ARRESTED WHO WERE INVOLVED IN ADMISSION AT REPUTED
MEDICAL COLLEGE OF INDIA BY IMPERSONATING GENUINE CANDIDATE
With the arrest of three persons namely Pawan Kumar (age 22 years) s/o Dara Singh
r/o Village Barsi, Tehsil Bawani Khera, District Bhiwani, Haryana, Vikas Kaushik (age 26
years) s/o Murari Lal Kaushik r/o H. No 894/29, Kamal Colony, Rohtak, Haryana and
Sukhbeer Yadav (24 years) s/o Shiv Lal Yadav r/o Village Patikari, Tehsil Narhul, District
Mehenda Garh, Haryana, the staff of PS S.J. Enclave, South District has busted a racket of
fraudsters who were involved in getting / providing admission at reputed medical colleges in
India by impersonating genuine candidates in the entrance test of AIPVT.
BRIEF FACTS :
A complaint of Dr. Anup Bhaumik, Secretary, Veterinary Council of India, ‘A’ Wing, 2nd
Floor, August Kranti Bhawan, Bhikaji Cama Place, New Delhi was received at PS S.J. Enclave
wherein it was stated that, Veterinary Council of India had conducted All India Pre-Veterinary
Test (AIPVT)-2011 on 14th May, 2011 across the country for admission of students under
15% quota in different Veterinary Colleges. The counseling of the successful candidates
(Merit and Wait Listed) was held on 21-22nd July, 2011, 8th to 11th August, 2011 and on 26th
August, 2011 at the Council Office. During counseling, verification of the identity of
candidates was done to rule out any possibility of impersonation during the examination.
This process was carried out by hiring the services of Forensic Expert on the aforesaid dates.
The identities of the candidates had been verified by the aforesaid expert on the basis of their
handwriting, signatures and thumb impressions obtained during the examination on the OMR
sheets (answer sheets) and the Attendance Sheets with that of the during counseling.
During this process, the identity of one Pawan Kumar s/o Dhara Singh r/o VPO Barsi, Tehsil
Bawani Khera, District Bhiwani, Haryana couldn’t be established. The forensic expert
opinioned that Pawan Kumar is not the same candidate who had appeared in the examination
held on 14.5.12.
In this regard, a case vide FIR No. 214/12 u/s 419/420/34 IPC was
registered at PS Safdarjung Enclave and investigation was taken up.
INVESTIGATION :
In the recent there has been increase in the cases of frauds by impersonating as
genuine candidates were reported to get the exams clear to get admission in reputed
institutions due to which the deserving candidates had suffered a lot. In order to nab the
culprits involved such activities, a team consisting of Inspr. Sunjay Sharma, SI Jainender, HC
Vinod Kumar, HC Dinesh, HC Ram Het, Ct Ram Niwas and Ct Pop Singh was constituted
under the supervision of Inspr. Sandeep Ghai, SHO/Safdarjung Enclave and overall
supervision of Sh. Mohinder Singh, ACP/Safdarjung Enclave.
During the course of investigation, the team was dispatched at the address of alleged
Pawan Kumar at Bhiwani and zeroed on the movements of alleged Pawan Kumar. Surprise
raids were conducted at his address at Bhiwani, Haryana and other possible hideouts but the
alleged Pawan Kumar was found absconding. The team made continuous efforts to locate
absconding Pawan Kumar and enquiries made from a large number of local people to get any
clue about the accused person. The untiring and painstaking efforts of team yielded results
and finally on receipt of secret information, alleged Pawan Kumar was apprehended from
Bhiwani. During enquiry, initially he tried to mislead the police team but late he broke down
and confessed his involvement in the commission of crime. On the instance of accused
Pawan Kumar, his associates Vikas Kaushik and Sukhbeer Yadav were also arrested in the
case.
INTEROGATION :
During interrogation, it revealed that Pawan Kumar is studying in B.Sc. (2nd
year - Botany Hons) in a reputed college in Delhi. He is not sharp in studies but he
wants to clear All India Pre-Veterinary Test (AIPVT) by all means. He discussed
the same with his close friend Vikas Kaushik who is pursuing his BAMS (final year)
from a prestigious college inn Haryana. Vikas Kaushik told Pawan Kumar that he
has contacts with one Sukhbeer Yadav who is pursuing MBBS (IInd Year) from a
prestigious medical college in Ambala, who is very sharp in studies. Vikas Kaushik
demanded Rs. 4 lacs for appearing in the examination in place of Pawan Kumar, to
be paid after getting good merit in the examination. Accordingly, Pawan Kumar
paid Rs 50,000/- in advance to Vikas Kaushik. On the day of examination held on
14.5.12 in Delhi, Vikas Kaushik arranged one Sukhbeer Yadav to appear in the
examination by impersonating himself as Pawan Kumar. But, later on during
counseling, the act of accused persons was caught by the Council Administration.
PROFILE OF ACCUSED PERSONS :
1. Pawan Kumar (age 22 years) s/o Dara Singh r/o Village Barsi, Tehsil Bawani Khera,
District Bhiwani, Haryana has studied up to 12th class. Presently, he is pursuing his
BSc (2nd year) from a reputed college in Delhi. He is unmarried. His father is retired
from Army and presenting doing farming in his native village.
2. Vikas Kaushik (age 26 years) s/o Murari Lal Kaushik r/o H. No 894/29, Kamal Colony,
Rohtak, Haryana is pursuing BAMS (final year) from a reputed medical college in
Haryana. He is unmarried. His father is in the business of transport.
3. Sukhbeer Yadav (24 years) s/o Shiv Lal Yadav r/o Village Patikari, Tehsil Narhul,
District Mehenda Garh, Haryana is pursuing MBBS, (2nd year) from a reputed medical
college in Ambala. He is unmarried. His father is Junior Engineer in Electric Board,
Haryana.

arrested.

3 cars, one country made pistol with 2 live cartridges and 2 mobile
phones recovered.
A team of Special Unit Crime Branch led by Insp. Arvind Kumar and consisting
of SI Parveen Kumar, SI Sunil Kumar, ASI Rakesh, ASI Kuldeep, HC hanuman, HC
Santraj, Ct Ajay, Ct Sanjeev and Ct Mohit under supervision of ACP Udaivir Singh
Rathi and overall supervision of Addl. DCP/Crime Sanjay Bhatia have apprehended
two desperate gang members of Neetu Dabodha gang and have recovered 3 cars, one
country made pistol with 2 live cartridges, 2 mobile phones. A case of kidnapping
cum extortion of PS Najafgarh and a case of car jacking of PS Sadar Bahadurgarh,
Haryana have been worked out.
Incident
On 21.5.12, one Pradeep @ Neetu r/o Najafgarh Delhi was called outside his
home and then kidnapped in a white Verna Car by 4/5 persons. Surrender Malik @
Neetu Dabodha was also present with kidnappers and was leading the gang. The
kidnappers demanded Rs 15 lacs as the extortion amount. A deal was struck as the
victim agreed to give cash from Bank locker of a Bank in Najafgarh. The victim went
to the Bank but did not come out from the bank. Surrender malik @ Neetu Dabodha
himself went inside the bank to get the victim out but the victim managed to remain
inside and being a public place, the kidnappers could not use their firearms/force.
Meanwhile the victim managed to call his brother who informed police. Sensing the
danger, kidnapers fled away leaving the victim behind in the bank. On this a case
vide FIR No. 170/12 dated 21.05.12 u/s 365/386/34 IPC was registered at PS
Najafgarh.
Operation and investigation
Keeping in view the daylight kidnapping and involvement of the gang of
Surrender Malik @ Neetu Dabodha for a long time in and around Bank, that too on a
busy congested main Najafgarh Road, Delhi, several teams were formed. Crime
Branch also swung into action. The information was developed and with systematic
efforts and painstaking efforts, finally on 28.06.12, HC Hanuman received specific
information that 2 gang members with illegal weapons in a Ritz car would come near
Mahipal Pur, Vasant Kunj Road. A trap was laid near Ryan International School on
the main road and a silver colour Ritz car was intercepted. The 2 occupants of the
car did not open the door despite warnings, so the front right side door glass was
broken and both the occupants were overpowered. They were identified as i)
Inderjeet @ Shokad (aged 25 years) s/o Ram Kanwar and ii) Kapil Sharma @
Ganji (aged 24 years) s/o Satish both r/o Village Dadodha, Bahadurgarh,
Haryana. The Ritz car was seized. On the search of Inderjeet @ Shokad, one loaded
country made pistol of .315 bore with one spare live cartridges were recovered. A case
under appropriate sections of law was registered at PS Crime Branch.
Both the accused persons were subjected to intensive examination. Both have
been arrested first time. Inderjeet @ Shokad disclosed that being from the same
village, he came into contact of Surrender Malik @ Neetu Dabodha and when
Surrender Malik @ Neetu Dabodha escaped from custody in Dwarka area in April
2012 with Sandeep Chitania, he asked his gang members to search the persons from
whom money can be extorted easily. Pradeep @ Bhola r/o Kair, Najafgarh informed
the gang that one Pradeep @ Neetu who belongs to Kair Village and presently resides
in Roshanpura area is having sound financial condition and travels in big luxury
vehicles and he could be a soft target. The gang performed their homework before
action and on 21.5.12, Pradeep @ Bhola, Surender Malik @ Neetu, Inderjeet @
Shokad, Kapil Sharma @ Ganji, Tony, with 3-4 other gang members kidnapped
Pradeep @ Neetu and demanded Rs 15 lacs as extortion amount but he managed his
escape from the bank. Kapil Sharma is from same community as that of Inderjeet @
Shokad and was trapped by Inderjeet to indulge in crime. The Optra car used for
kidnapping cum extortion was being driven by him, belongs to him. The car used in
committing offence has been recovered. Another Verna car, which was used in the
kidnapping cum extortion case, was also recovered on their instance from
Bahadurgarh area. Pradeep @ Bhola has already been confined in Jail in a case of
murder of PS Bawana. Other gang members are still at large.
Inderjeet @ Shokad also disclosed that despite the fact that he was active gang
member with Surender Malik @ Neetu Dabhodha, he used to lodge complaints with
Bahadurgarh Police against alleged threats from Surrender Malik @ Neetu Dabodha
to make his alibi.
Inderjeet @ Shokad also disclosed that on 25.6.12 he alongwith Surrender
Malik @ Neetu Dabodha, Anil @ Bagdi and Pahalwan intercepted a XUV on Badli
Bupania Road in Bahadurgarh area with his Ritz car and managed to overpower the
occupant of XUV on gunpoint and then fled away with his XUV, 2 mobile phones and
ATM cards. His licensee pistol was also lying in dashboard which was taken by the
gang members with XUV. All the robbed articles were taken away by Surrender Malik
@ Neetu Dabodha. On this case vide FIR No 240/12 u/s 392/34 IPC 25 Arms Act
was registered at PS Sadar Bahadurgarh, Haryana.
Profile

Inderjeet @ Shokad has studied upto class 12th and initially he worked at a
Shoe shop in Sampla Haryana and later shifted his base to Bahadurgarh and
started property dealing in name of Neelkanth Assosoates at Jharoda Border.
2.
Kapil Sharma @ Ganji was involved in kidnapping cum extortion case hence he
was also booked under appropriate section of law. He has studied upto B. Tech
from a University of Delhi and passed out in 2009. Apart from this he also
worked in hero Honda in Haridwar from 2009 to December - 2010. He worked
in private firm in Manesar till Oct. 2011. After this he started his own business
in Bahadurgarh, Haryana.
Concerned police stations have been informed about their arrest and efforts are
being made to arrest the absconding accused persons.

Two Burglars arrested.
Both burglars have previous history of committing burglary. Both have
been convicted and out from Jail recently

Three cases of house theft and burglary of Delhi worked out.
A team of officers of crime branch led by Insp. Ashok Kumar and consisting of SI
Vineet Kumar, ASI Surender Pal, HC Balwant, Ct. Jogender, Ct. Vivek, Ct. Manoj, Ct.
Ranjeet and Ct. Sushil under the supervision of Addl. DCP/Crime Dr. Joy Tirkey have
busted a gang of burglars and apprehended two desperate burglars. Three cases of
house theft and burglary of Delhi have been worked out. Gold and Silver Jewellery, 3
wrist watches and house breaking implements have been recovered.
Information was received on 28.06.2012 by Ct. Ranjeet that a gang of burglars
active in the area of Gandhi Nagar, Delhi could near Geeta Colony Fly over near CNG,
Pump On this information a trap was laid and two persons were apprehended. They
were identified as i) Mohd. Asif @ Salim (aged 28 years) s/o Mohmmad Shamim r/o
Mohlla Sheikh Sarai Kasba-Nagina, PS Nagina, District Bijnour, U.P. and ii) Vijay
Kumar s/o Sh. Mulak Raj r/o Nand Gram, Ghaziabad, U.P. The apprehension of the
accused persons has led to working out the following three cases:1.

Both the accused persons were subjected to intensive examination. It was
revealed that Mohd. Asif @ Salim is kingpin of the gang. Mohd. Asif @ Salim and Vijay
Kumar live and operate in the area of Gandhi Nagar, Delhi. They used a thick curved
end lever to break open the locks at day and night. They preferred to take cash,
jewellery, watches, mobile phones and electronic items. They sold all the looted goods to
Pramod who runs a auto rickshaw garage in the area of Geeta colony, Delhi. Mohd. Asif
@ Salim and Vijay Kumar have disclosed to commit three cases of house theft and
burglary in the area of Gandhi Nagar and Shakarpur, Delhi.
Recovery
1. 7 mobile phone of different companies.
2. Jewellery – gold and silver (4 gold mangal sutra,4 Bangles, I kara, 4 rings silver, 7
bichhuwe, 2 sfatic mala, 2 ear rings ,about 200 grams of silver, pajeb)

1. Mohm. Asif @ Salim is illiterate. He was convicted in case FIR No. 234/2010 u/s 457
IPC PS Jagatpuri Delhi for 18 months. 4 months ago he was released from jail and
again started committed crime. He is Proclaimed offender in a case of burglary of
mobile shop of Clock Tower in the area of PS PS Clock Tower, District Ajmer,
Rajasthan.
2. Vijay Kumar has studied up to 8th standard. He was convicted in a case of burglary of
police station Gandhi Nagar vide FIR No. 05/11 dated 21/1/2011 u/s 457/380/411
IPC and remained judicial custody for 9 months. 6 months ago he was released
from jail and again started committed crime.
Further investigation is in progress.

NOTORIOUS PICKPOCKETER /SNATCHER ARRESTED
The Staff of Police Station Paschim Vihar, West District has arrested a
pickpocketer/Snatcher namely Tanvir Alam S/o Baddruddin r/o D-4/88 Sultan Puri Delhi in
case F.I.R No 144/12 u/s 379/411 I.P.C. P.S. Paschim Vihar and recovered the case property
i.e Wallet containing ATM Card, cash etc. During sustain interrogation it is revealed that the
accused Tanvir Alam is a History Sheeter of P.S. Sultan Puri and running absent from given
address.

MODUS OPERANDI AND INTERROGATION
A team under the supervision of S.I. Sumit, ASI Srikrishan and Ct. Mahabir No.
1080/W was constituted to interrogate and unearth his other involvements. On sustained
interrogation, accused broke down and confessed that he falls in bad company. To live
lavish life he used to indulge pick pocketing/snatching etc. It is also revealed that the
accused is a history sheeter of P.S. Sultan Puri Delhi and is absent from his given address.
