UNCLASSIFIED EXERCISE-EXERCISE-EXERCISE Copy No______of______copies Task Force (TF) ADAZI KNIGHTS Opord No 1 “ADAZI FREEDOM” OPERATION ORDER No 1 (OPERATION “ADAZI FREEDOM”) References: Multinational Task Force (MNTF) OPORD NO 7 (Stabilisation operation “NOW ZAD”). Map: Ādaži 1:50 000. Time Zone used throughout the Order: BRAVO Task Organization: see Annex A. 1. SITUATION a. Enemy Forces. 1) General: Within ADAZI province (AP) three main groups with extreme Islamic ideologies cooperate with each other in varying ways to achieve the shared objective of forcing ISAF and United Nations Assistance Mission Afghanistan (UNAMA) authorities out of province and destroying the Government of Islamic Republic of Afghanistan (GIRoA) legitimate local authorities. Synchronized operations between the groups can be coincidental or the result of careful planning. It is likely that these groups are being periodically coordinated by Taleban operational level shuras (shadow government authorities), however personal struggle for local power between leaders of the groups till now have limited their ability to conduct coordinated operations. 2) Anti-Afghanistan Forces (AAF). AAF is the term used to describe each of the three groups individually or as a group. The AAF consists of the Taliban (TB), Criminal Elements (CE) and Al Qaeda (AQ). AAF forces conduct operations in Area of Operations (AO) to influence the populace by discrediting the ISAF´s continued presence and destabilizing the GIRoA through propaganda, intimidation, coercion and armed conflict. (a) TB will attempt to disrupt operations by using Small Arms Fire (SAF), Rocket Propelled Grenades (RPG), Indirect Fire (IDF) and Improvised Explosive Devices (IED) attacks. The TB may mass forces and conduct sustained engagements. TB’s goal is the removal of ISAF forces from Afghanistan, and to reestablish a more fundamentally Islamic state, Taliban-controlled state. (b) AQ will conduct complex attacks, attacks using IED´s combined with mortars, attacks utilizing Vehicle Borne IED (VBIED) and suicide attacks throughout the Area of Operation (AO). The AQ´s objective in AP is to destroy ISAF and AFGHANISTAN National Security Forces (ANSF) and/or negate security gains made by those forces and to eventually replace the incumbent GIRoA with a more fundamentally Islamic regime. (c) CE will attempt to deny ISAF intervention into criminal operations. They will employ illegal Traffic Control Points (TCP), SAF attacks and IEDs. They will conduct standoff attacks and ambushes against targets of opportunity within their operational area to build prestige and influence within the community. UNCLASSIFIED EXERCISE-EXERCISE-EXERCISE UNCLASSIFIED EXERCISE-EXERCISE-EXERCISE 3) Due to the economic state of the country, heavy criminal activity occurs throughout the AO. This sometimes is done by civilians to support their families and clans. Criminal activity closely tied to AAF includes narcotics and weapons trafficking. 4) Enemy Course of Action (ECOA). (a) Most Likely ECOA 1. AAFs will conduct attacks against ISAF forces in order to disrupt, deny and destroy the ISAF, and to destabilize the GIRoA. In this ECOA all three AAF elements mostly operate independently, however they can cooperate on case to case bases. This will be achieved through three methods: (1) Some AAF elements will initiate small arms contact to inflict casualties, but will break contact to avoid decisive engagement and use the local population to mask their egress routes. This method will be used to influence target areas thereby preventing UNAMA, GIRoA and ISAF programs from taking hold and bolstering GIRoA popularity. (2) More organized AAF will use shock tactics against ISAF and pro-ISAF populations. These tactics may include rocket and mortar attacks against key population centers, Forward Operating Bases (FOB), Combat Outposts (COP) and Civil Military Cooperation (CIMIC) activities. They are also capable to sustain major engagements against COY plus size units. (3) Some AAF insurgents use IEDs to inflict casualties while avoiding decisive engagement IOT control territory, deny freedom of movement and disrupt ISAF operations. IEDs are also used by criminal elements in operations to steal from supply convoys or military groups as a means of income. (b) Most dangerous ECOA 2. AAF will overcome internal struggle between groups and achieve improved integrity for common operations. These operations will include direct action and indirect fire attacks, coupled with a coordinated Information Operations (IO) campaign, which will highlight GIRoA’s inability to provide safe and secure environment and basic necessities. The end state of this campaign will be decreased (or none) support to GIRoA from local population simultaneously highly decreasing its ability to project power and by that providing the chance of emplacement of a TB-led government. b. Friendly Forces. ISAF MNTF. 1) Mission. MNTF, as Entry Force, deploys to AP and conducts Counter Insurgency (COIN) operations in partnership with ANSF, if possible, and in coordination with the rest of GIRoA, United Nations (UN) and the International Community (IC), in order to (IOT) establish a secure environment, freedom of movement, the extension of good governance and the delivery of socioeconomic development, therefore improving the lives of the Afghan people and strengthening GIRoA positive influence. 2) Purpose: In support of developing GIRoA and ANSF capacity and capability, increase the secure environment across the province, better promote security for the population, reduce insurgent influence over the population and extend UNCLASSIFIED EXERCISE-EXERCISE-EXERCISE 2 from 7 UNCLASSIFIED EXERCISE-EXERCISE-EXERCISE the legitimacy of GIRoA, by increasing its influence and authority with the people of AFGHANISTAN. 3) Method: The mission will be accomplished by deploying BN (+) size multinational TF, with persistent Air support, to create save and secure environment (SASE) in ADAZI province, be prepared to (BPT) facilitate ANSF build up and assist the GIRoA in exercising and extending its´ authority and influence across the AOR, paving the way for reconstruction and effective governance. 4) Key Tasks: (a) NLT 10 JUN 2012 deploy to AP. (b) Gain situational awareness of AP. (c) Conduct joint and combined situational awareness training between elements of MNTF. (d) Conduct Security and Stability Operations (SO) to disrupt AAF in AOR. (e) Train and support ANSF, wherever possible, to conduct joint and independent operations. (f) Disarm Illegally Armed Groups (IAG) persons and provide oversight for weapons and ammunition decommissioning. (g) Conduct Information operations (IO) IOT attain support from the population for GIRoA. 5) End State: (a) Short term: - Security situation in AOR shows a positive trend; - AP under GIRoA and legitimate local authorities’ control; - Civilian projects ongoing in predominated areas; (b) Long term: - ANSF is capable of ensuring Safe and Secure Environment (SASE); - ISAF and ANSF operates jointly; - Disrupt and reduce AAF influence due to operations and capacity in ADAZI province; - The standard of living in province; is above the UN established minimum standard of living. (c) ME: Support of GIRoA, ANSF and the UN mission. c. Other Friendly Forces in the AOR. 1) AIR FORCES provide Airborne Early Warning (AEW), Counter-Air (CA), Air Interdiction (AI), Close Air Support (CAS), Suppression of Enemy Air Defense (SEAD), strategic attack, theater airlift, Electronic Warfare (EW), reconnaissance and surveillance and Search and Rescue (SAR) support throughout ADAZI province. 2) AFGHAN National Army (ANA) units are currently not deployed in ADAZI province. 3) AFGHAN National Police (ANP). ANP platoon (-) is deployed in AP. d. Environment. 1) Terrain. Refer to Annex B (Intelligence). UNCLASSIFIED EXERCISE-EXERCISE-EXERCISE 3 from 7 UNCLASSIFIED EXERCISE-EXERCISE-EXERCISE 2) Weather. Refer to Annex B (Intelligence). 3) Civil considerations. (a) The area is a primarily rural with small-sized villages scattered throughout the AOR. The AOR contains many large forested areas and small stands of trees adjacent to cultivated areas. The AOR is a mixed area with extreme poverty and lower middle class sub-areas. (b) The majority of structures in the AOR consist of mud huts, expanded two story solid structures and temporary tent or frame structures. (c) The area has antiquated infrastructure with poor sewage treatment, sporadic power and a mix of hardtop and dirt road networks. Garbage collection is sporadic. Health services are improving but still poor. Services are better in the more affluent areas. Schools have few supplies but are improving. (d) Major organizations are rooted in tribal and family relations, religion (mostly Sunni Muslim), government and NGOs. (e) The population in the AOR where ground forces operate is predominantly Pashtun with Tajiks in the northwest portion of the AOR and a very small portion of the population being Hazara. These ethnic groups are also influenced by deep religious ties, with Sunni Muslim being the dominant religion, but most Hazaras are Shia Muslim. The ADAZI Province people have a close ties to their tribes which follow ethnic lines. e. Attachments and Detachments. (See Annex A.) 2. MISSION TF “ADAZI KNIGHTS” from 10 JUN 2012 conducts Full Spectrum Operations with emphasis on Stability Operations (SO) within ADAZI province IOT disrupt and interdict the Anti-AFGANISTAN Forces (AAF), create a secure environment, regain and maintain control, promote GIRoA institutions, Police forces (ANP) and facilitate economic development. 3. EXECUTION a. Commander´s Intent: My intent is to deploy all forces into 5 AORs keeping one COY as QRF to enforce SASE in ADAZI province therefore creating favorable preconditions for GIRoA. 1) Key tasks: - Conduct COIN OPS within ADAZI province (AP); Reduce AAF FOM and freedom of action; Interdict storing and trafficking illegal weapons and explosives; Secure main supply roads (MSR) within AOR; Maintain freedom of movement (FOM) in ADAZI province; Advise and assists, where possible, GIRoA leadership in providing safety, security and stability to the population; - Set preconditions to re-establish rule-of-law within the region; - Set preconditions for shaping and training Afghanistan security forces. UNCLASSIFIED EXERCISE-EXERCISE-EXERCISE 4 from 7 UNCLASSIFIED EXERCISE-EXERCISE-EXERCISE 2) End State: - Threat of AAF forces to the GIRoA in ADAZI province is minimized; - Security tasks within ADAZI province can be taken over by local police and Afghanistan security forces; - A secure and stable environment is established that allows for transition of reconstruction, humanitarian and civil administrative functions to GIRoA control. b. Concept of operation: 1) Phase 1 - preparation: NLT 10JUN12 TF ADAZI KNIGHTS occupy LSA, then familiarize with own Techniques Tactics and Procedures (TTPs), capabilities and conduct interoperability training. Gain situational awareness (SA) of ADAZI province. All companies operate from LSA. No designated reserve (RES). 2) Phase 2 – OPS: NLT 18JUN12 companies take over control of designated AORs and conduct security OPS, without ANSF, to ensure FOM. One COY as TF RES (QRF). BPT change AORs. 3) Main effort (ME): SASE AOR 5. c. (f) AOR6: (1) Conduct Quick reaction force (QRF) responsibilities: - BPT conduct Cordon & search OPS; - BPT conduct convoy escort; - BPT reinforce AORs 1- 5. (2) Secure LSA. d. Coordinating Instructions. 1) This order is effective upon receipt. 2) FRAGO 01 to OPORD 01 will be issued 170800JUNZ12 at TF ADAZI KNIGHTS CP. 3) Reporting (See Annex X for details). 4) BPT Back brief TF commander on FRAGO 01 (20min. per COY, template according Annex X), 1 copy of OPS overlay submit to TF TOC. 5) Commander´s Critical Information Requirements (CCIR). (a) Priority Intelligence Requirements (PIR): (1) PIR#1 What is local population's attitude towards presence of ISAF in ADAZI Province? (2) PIR#2 What is AAF structure in ADAZI province? (3) PIR#3 What infrastructure / areas are used in ADAZI Province by AAF? (4) PIR#4 What are social-economical threats in ADAZI Province? (b) Friendly Forces Information Requirements (FFIR): (1) WIA, KIA and MIA ISAF soldiers. (2) Loses of sensitive military equipment. (3) Collateral damages. (4) Breach of ROE. (5) Actions related to High Value Targets (HVT). 6) TF ADAZI KNIGHTS subunits request Unmanned aerial system (UAS) support through TF S-2 24HRS prior planned employment. UAS support is provided on priority bases according to PIRs. 7) Afghanistan national police (ANP) support has to be requested via TF TOC. 8) PSYOPS support has to be requested via TF TOC. 9) EOD support has to be requested via TF TOC. 10) Risk Reduction Control Measures: UNCLASSIFIED EXERCISE-EXERCISE-EXERCISE 6 from 7 UNCLASSIFIED EXERCISE-EXERCISE-EXERCISE (a) Mark and report all AAF obstacles, IEDs, UXOs, fortifications and minefields IAW unit TACSOP. (b) Units leaving their AOs, entering or departing AOR, must report movement plans to TF ADAZI KNIGHTS TOC. Any adjustment in AOR boundaries must be reported and approved to/by the TF ADAZI KNIGHTS S-3. (c) Detainees/EPWs. The TF ADAZI KNIGHTS TOC must be notified within 1 hour of any individuals apprehended. COYs will pick up the individual at the company FOBs for transport to TF ADAZI KNIGHTS. (d) Rules of Engagement (ROE). Refer to Annex E (Rules of Engagement). (e) Force Protection. Refer to Annex F. 11) Liaison. COYs (nations) will provide one liaison officer to TF ADAZI KNIGHTS CP. 12) Movement. Refer to Annex F. Convoy movement outside AOR boundaries will be coordinated through TF ADAZI KNIGHTS S-3. Speed limits will be strictly observed. Under ideal road conditions: 40 km/h (25 mph) on the improved roads; 30 km/h (20 mph) cross country; and 10 km/h (5 mph) in towns. Drivers will slow their speed to safely control their vehicle if conditions are less than ideal. 4. ADMINISTRATION/ LOGISTICS Logistic is national responsibility. All logistical requirements are coordinated via a separate order by national support element (NSE). NSE located in TF HQ. a. Medical Evacuation and Hospitalization. All MEDEVAC support by using 9-liner – format (see Annex X) has to be requested via TOC. b. Personnel reporting according Annex X. 5. COMMAND AND SIGNALS a.
