Bell Canada Contribution re: TIF 77 Implementation Notification for N11 Codes 211, 311, 511 & 811 The comments in this contribution address the issue of implementation notification and planning for the following N11 code assignments in Canada: 211 311 511 811 Community Information and Referral Services Access to non-emergency municipal government services Access to weather and traveller information Access to health triage information The purpose of this TIF is to address the issue of industry notification when an N11 Call Center Operator desires to implement a service approved by the CRTC using a 211, 311, 511 or 811 Access Code. It is important that the N11 Call Center Operator notifies all Telecommunications Service Providers (TSP), not just their local service provider, in order to ensure that all TSPs are informed and can make the necessary call routing arrangements by the agreed launch date. It is also important that the N11 Call Center Operator issues such notification well in advance of their desired target launch date in order to allow all TSPs to engage in discussions with the N11 Call Center Operator regarding key issues including geographic service coverage area, routing arrangements, launch dates, etc. and to ensure that all TSPs can implement the requested routing arrangements by the desired or otherwise agreed launch date. Accordingly, Bell Canada supports the establishment of a documented notification and implementation process to guide N11 Call Center Operators. Bell Canada submits the following N11 Notification and Implementation Process that identifies key activities for notifying TSPs and implementing an N11 Service Code for CSCN consideration. The N11 Implementation Plan provides key milestones and completion dates for telecommunications service providers for use in developing their individual Network Implementation Plans. The N11 Implementation Plan addresses service description, desired geographic service area, call routing arrangements, calling volume estimates, evidence of approvals as necessary based on CRTC Decision allocating the N11 Service Code, schedule for provisioning the N11 abbreviated dialing capability in all TSPs’ networks, the establishment of N11 Application Service Provider’s information and operational support systems, the formulation of a system test plan (if necessary) prior to public launch of the N11 service access code, and a consumer awareness program to be implemented by the N11 Application Service Provider. Telecommunications Service Providers Provisioning the N11 abbreviated dialing capability in all TSPs’ networks in accordance with this N11 Implementation Plan o TSPs are required to permit callers to dial the N11 Service Access Code on their network and then route the calls N11 to the appropriate terminating point using standard local and long distance routing and rating methodologies Importance of Participation o All TSPs operating in the affected region are required to implement the necessary network changes to route traffic to the new N11 Service Access Code.
