Defense offsets are "industrial and commercial compensation practices provided to foreign
governments and firms as inducements or conditions for the purchase of military goods and
services," according to the General Accounting Office.

Presidential Commission on Offsets in International Trade - established by Public Law 106113, is responsible for reviewing and reporting to Congress on the impact of offsets on the
