CONTINUING NURSING EDUCATION FY 2001 (July 1,2000 - June 30,2001) The Kansas State Board of Nursing (KSBN) recognizes nurses as adult learners with continuing education needs as professionals and licensees. KSBN requires 30 contact hours of continuing nursing education (CNE) for relicensure in accordance with K.S.A. 65-1117. To facilitate the learning needs of licensees, KSBN has established the following options for acquisition of CNE: Kansas State Board Approved Long-Term CNE Providers and Single-Program Providers Individual Offering Approval (IOA) College Course Credit Providers approved by other state boards of nursing or national nursing organizations/associations I. LONG-TERM CNE PROVIDERS A. Definition - Long-Term Providers are persons, organizations or institutions approved by the Board to implement multiple offerings for CNE credit towards RN, LPN and LMHT relicensure. B. The state was divided into nine (9) geographic regions to identify and compare CNE contact hours provided within each region. G. Instructors of Continuing Nursing Education KSBN recommends that Long-Term CNE Providers design offerings so that at least 50% of the CNE offerings are presented by nurses. This expectation has been consistently exceeded. Contact hours presented by nurses for FY 2001 was 59% (16,358). H. FY 2000: 4,428 Offerings – 69,681 participants -- 26,427 contact hours. FY 1999: 4,347 Offerings – 66,960 participants -- 23,620 contact hours. FY 1998: 5,320 Offerings – 89,035 participants -- 26,424 contact hours. FY 1997: 4,848 Offerings – 88,687 participants -- 23,836 contact hours. The average participants per offering were 14.7. When looking at 5 year participation, there is an overall decrease in participants of 17% at Kansas Long-Term Provider CNE offerings since 1997. RN participants decreased 17%; LPN participants 14%; and LMHT participants 27%. J. Definition - Independent study means self-paced learning activity managed by an approved or accredited provider recognized by Kansas and may include research, professional papers and other authorship. In April of 2001 the regulations were changed to allow all 30 contact hours for relicensure through independent study. Previously, there was a 15 contact hour limit on independent study credit. Approximately 40% of the Long Term Providers offer independent study. III. SINGLE-PROGRAM PROVIDERS A. Definition - Single-Program providers are persons, organizations or institutions approved by the Board for a two-year period to implement a single topic CNE offering. Single Program Providers are not required to submit an annual report; therefore, accurate data is not available for total contact hours provided by Single Program Providers. Definition - Individual Offering Approval is a request for approval of an education offering meeting the definition of CNE but not presented by an approved provider or other acceptable approving body. The individual licensee is required to complete and send to KSBN an Individual Offering Approval form and attach copies of the offering objectives, agenda/schedule, and a certificate of completion (if requesting approval for a past offering). Five years ago, there were 30% more IOA’s submitted, but they only represented 3% more in total contact hours. COLLEGE COURSE CREDIT Definition - Continuing nursing education credit is granted for college courses successfully completed within the renewal period. Each college credit hour is equivalent to 15 contact hours. College courses must meet the definition of continuing nursing education, i.e. be part of a program leading to a nursing degree or have a demonstrated relationship to the practice of nursing. College courses taken which are not part of a nursing degree program must be submitted on an IOA to verify they meet the definition of continuing nursing education. Since college credit is accepted by either the renewal form or by submission of an IOA, no accurate means of calculating college credit used for license renewal is available V. PROVIDERS APPROVED BY OTHER STATE BOARDS OF NURSING OR NATIONAL NURSING ORGANIZATIONS/ASSOCIATIONS In 1997, a statute change allowed the board to accept offerings as approved continuing nursing education if presented by: Colleges that are approved by a state or the National Department of Education, providers approved by other state boards of nursing, the National League for Nursing, the National Federation of Licensed Practical Nurses, the American Nurses Credentialing Center or other such national organizations as listed in rules and regulations adopted by the board. Currently, it is not possible to retrieve contact hours for continuing nursing education offerings attended by Kansas licensees from these accepted providers. VII. CNE SUMMARY: TOTAL CNE CONTACT HOURS The total FY 2001 KSBN approved continuing nursing education is listed below. Table 6 reflects participant contact hours from Long-Term Providers (interactive and independent study) and IOA's. The estimated contact hours required for FY 2001 renewals was 533,160 (each renewal equaling 30 contact hours). The total FY 2001 KSBN contact hours offered by Long-Term Providers and those from IOA's amounted to 552,077. Unfortunately, the data regarding number of contact hours obtained from accepted providers (those not approved by KSBN), college courses and single program providers that were utilized for license renewal cannot be retrieved for calculation.
