Creations Proposal For CCSD RFP P3014 3 3/9/16 Understanding of the Project Overview The Charleston County School District (“CCSD”) is currently is seeking to establish a pool of vendors who can provide contracted IT personnel services for both bull-time placement and for temporary placement for selected projects. Software Creations (“SC”) is an Internet Development and Electronic Publishing firm located in the Los Angeles area. SC has been involved in Software Development for over 20 years. It has provided both application development and Internet/Intranet consulting services to various Los Angeles Unified School District (“LAUSD”) offices for the past 4 years. General Proposal Software Creations (“SC”) proposes to provide short-term and long-term IT Personnel Contracted Services to the Charleston County School District (“CCSD”) in the following area: Web Developers SC has the ability to comply with the requirements of this proposal as demonstrated in its above-satisfactory performance record with the Los Angeles Unified School District (“LAUSD“) over the past 4 years. Please see the “Specialized Experience of the Contractor” section of this proposal for a list of SC’s most recent LAUSD projects and contacts. SC further proposes to provide Web Development services to CCSD using current, generally accepted technologies such as phone, fax, e-mail, U.S. Mail, Internet, teleconferencing and web conferencing. As SC currently provides web development services for a variety of organizations around the world, SC is fully capable of performing CCSD web development projects economically and on a timely basis. SC is able to work on remote Windows systems using Timbuktu (http://www.netopia.com) remote control technology, and remote Unix / Linux systems using SSH services. SC can also provide written documentation as well as online videos for training and tutorials on completed web projects. In short, SC maintains all software and hardware required to provide web development services remotely and efficiently. SC was amongst the first firms in the City of Los Angeles to install a full time Internet connection back in 1994. SC has specialized not just in web site design and development, but particularly in the development of web-based databases and applications. SC feels that it is this expertise that will lend itself to CCSD’s stated requirements for Web Developers. Beaudry Ave, Los Angeles CA, 90017 213-241-1070 Year : 2002 Project Amt : $40,000 Contact : Vickie Frederick The Information Technology Department (ITD) of the Los Angeles Unified School District (LAUSD) Web Site contracted SC to develop a tracking database of all ITDrelated items in the District. This was a very large-scale project involving 6 separate offices within ITD and a database with some 30-plus tables and over 400 data elements. The type of information tracked included all networks, routers, circuits and phone lines for all schools and offices in the District. SC followed a standard systems analysis methodology: studied the requirements, interviewed all parties involved, identified data elements, and drew up a Study Plan followed by a Development Plan. SC also identified and recommended the development and database tools to use. SC then performed the development and programming using the Java language and following the development plan. SC documented the completed system and performed initial training with selected ITD personnel. As the system was to be implemented, ITD changed its policy and decided not to pursue a proprietary solution to tracking its resources. However, SC successfully completed all requirements of its contract with ITD, and demonstrated its ability to carry a large-scale development project from start to finish. GEMOnline is a division of Greenwood Publishing Group responsible for publishing content online. It currently publishes several online products, all of which are hosted by SC. In addition, GEMOnline not only sells individual subscriptions to each of its online products, but also re-sells group subscriptions to colleges, universities, city governments and libraries around the world. SC designed, developed and continues to maintain the secure, ecommerce publishing mechanism on which GEMOnline currently operates. SC also developed innovative administration components that allow Greenwood to limit its clients’ subscriptions by IP or referrer URL. Although the entire system is maintained on SC servers located in Carson, Greenwood administers their components from their offices in Connecticut using a web-based control interface (also developed by SC). The system controls data that is stored a variety of formats, including HTML, Folio Views, MS SQL, MS Access, MySQL and XML. GEMOnline currently receives about 20,000 hits a week from over 5,849 locations in 15 countries. SC believes this project demonstrates how, in addition to developing a large-scale webbased application, SC is uniquely qualified to assist the LAUSD in Project Management, Software Application Development and Programming, and Web and Portal Services. LAUSDNet UserID Management System http://lausdid.lausd.k12.ca.us Information Technology Division 333 S. Beaudry Ave, Los Angeles CA, 90017 213-633-1321 Year : 2001 Project Amt : $24,000 Contact : Leo Tam The Information Technology Department (ITD) of the Los Angeles Unified School District (LAUSD) Web Site contracted SC to develop an Intranet system to manage all LAUSDNet UserIDs. These userids are maintained on an AIX system and used for student/staff e-mail and dialup access. The previous system was cryptic, error-prone, and required manually running a variety of Unix shell scripts for maintenance. SC developed a Windows-based system that uses a DB2 database to create and maintain userids on the AIX system. Using TCP/IP calls, the system is designed to interface between 3 operating system platforms (AIX, LAUSD Mainframe, Windows) and synchronize userid creation and maintenance so that userids can be more easily managed by ITD staff. Beaudry Ave, Los Angeles CA, 90017 323-224-2284 Year : 2001 Project Amt : n/a Contact : Themistocles Sparangis The Los Angeles Unified School District (LAUSD) Web Site is the main web portal for the entire District. Until 2001, it had been run on an outdated version of the Netscape Commerce Server. Working with ITD, SC provided development expertise and implemented a conversion to the Apache Web Server, the “gold” standard amongst web servers. SC provided this service, despite the fact there was no official funding, because the District was in need of the upgrade and SC had the skills and expertise readily available. LAUSD Division of Special Education Web Site http://dse-web.lausd.k12.ca.us Division of Special Education 333 S. Beaudry Ave, Los Angeles CA, 90017 (213) 241-6701 Year : 2001 Project Amt : $35,000 Contact : Gary Finkel The Los Angeles Unified School District (LAUSD) is the second largest school district in the United States. The Division of Special Education is the largest division in the LAUSD, administrating 21 different departments and 18 special education schools. Prior to contracting with SC, the Division had a web site, but it was static and difficult to maintain. In addition, it contained little to no information relevant to the many departments and programs it administered. The biggest problem was that the Division has only one webmaster, who is responsible for maintaining the Division’s internal computer systems and databases, so consequently he has very little time to tend to the needs of the web site. SC re-designed and re-developed the Division of Special Education Web Site utilizing its “Self-Administration Web Site” (SAW) package and meeting the “Section 508” Software Creations Proposal For CCSD RFP P3014 10 3/9/16 federal standards. The re-design allowed the Division to update content on the site on a regular basis because now site maintenance was not reliant upon one single person. In addition, each of the 39 departments and schools could now create and maintain their own “sub-sites” under the main Division site. The site now had the ability to receive dynamic input for its main pages, links, bulletins, FAQs and calendar of events – and the Division now updates these regularly. Division staff now defines, on the fly, its own categories and sub-categories for uploading various HTML, PDF, and other documents for public consumption. In short, SC resolved the Division’s problem, which was its inability to update the content on its site on a regular basis and to provide adequate information about ALL of its programs and services. In addition to development, SC also created the user documentation and conducted a series of training sessions to train staff in operations. The Purchasing Section is responsible for the purchase, lease or rental of all items and services with the exception of land and buildings. The Stores Section responsible for maintaining inventory in the General, Foods, Maintenance, and Salvage Warehouses. Truck Operations provides distribution of supplies, equipment, furniture, food, and school mail; administers the contract for the collection and disposal of rubbish; and administers the contract for the collection of paper, styrofoam, and milk cartons for recycling. The Contract Section prepares and processes public works, purchasing, professional and personal services contracts. The PSG provides these services to approximately 998 LAUSD schools and offices. Prior to contracting with SC, the PSG Web Site was not updated on a regular basis. Because of its size, PSG found it difficult to post new bids and contracts with any kind of regularity. Userids on this system are used by LAUSD employees and students for e-mail and Internet access. - The application runs on MS IIS web server, under the Windows NT operating system. It is designed to allow all LAUSD employees and students to selfcreate userids. The web (HTML) front end accepts input by end user, then verifies this information against the LAUSD Employee (HRS) and Student (SIS) DB2 databases running on mainframe systems. If submitted information is correct, the application then contacts Java server application (also developed by me) running on AIX RS6000 computer which is responsible for creating/updating/deleting userids in the passwd file. AIX application then reports results back to main application which then proceeds as necessary. The communications between the NT application and the AIX application is accomplished via TCP/IP socket calls, and are invisible to enduser. There are 889,030 students in the District, and 75,139 employees. - This application contacts a Windows 2000 computer running IBM UDB as a gateway to facilitate database communications between itself (running on Windows NT) and IBM mainframes. SDSS allows clients to sell online subscriptions to online data in a secured manner and on-the-fly. - System was developed to run under a variety of environments. Database used is MS SQL, housed on Windows NT server. Utilizes IIS web server (under Windows NT os) for end-user security and display, Apache web server (under Linux os) for client security and display. Much of end-user security and verification accomplished through a variety of TCP/IP calls to database and other sources. TCP/IP also used for e-commerce (credit card) verifications. Application written using HTML, Javascript, Java and Perl. Note that initial development was performed using ColdFusion, which was later replaced with Java Server Pages for more flexibility and better performance. - System supports not only individual customer logins, but also IP-recognition and referrer URL recognition for larger organizations. Any Exceptions or Alternatives to these terms are documented in this proposal under the sections “Exceptions” and “Alternatives”. CONTRACT TERMS Placement of Contract Personnel: CCSD reserves the right to interview personnel selected prior to any work being performed. The District may reject contract personnel provided by a vendor without incurring any cost if such rejection is made within the first two (2) days of the contracted person’s assignment. The District may reject contract personnel provided by a vendor at any time provided the District pays for the time the contract person has worked. Contractor shall replace any temporary employee proving incapable of satisfactory performance (as determined by CCSD Department of Information Technology Management Team) and/or any employee that terminates his employment, at any time during the contracted project, at no expense to the District. Should a satisfactory replacement not be immediately available, the District will fill the vacancy using a different contractor. Confidentiality: All work performed by the contractor and its personnel as a result of this contract shall become the sole and exclusive property of the Charleston County School District. Contract personnel may be required to sign a confidentiality statement of data and information and adhere to the conditions of same. This determination will be made by CCSD on a case-by-case basis. Work Hours: CCSD will utilize temporary employees a maximum of two thousand and forty-eight (2,048) hours annually per contracted position. Overtime is defined as any hours worked over two thousand and forty-eight (2,048) hours. Only overtime authorized by CCSD will be allowed. The contractor’s personnel shall report to and receive directions from CCSD Department of Information Technology Management Team. All work performed by contractor’s personnel will be conducted at locations specified by CCSD. Normal flexible duty hours shall be between 7:30 A.M. and 5:30 P.M., Monday through Friday, with one hour for lunch excluding scheduled District holidays. If CCSD requires work on weekends or holidays, payment will be at regular forty (40) hour rate. No payment will be made for travel to and from work areas. CCSD may make reasonable exceptions or changes to the work hours listed. CCSD may request work per individual contract personnel per week to be performed at any time outside of normal 40-hour duty hours to include nights, weekends and holidays. None of these hours shall be considered overtime. The contractor is required to provide transportation, pagers/cell phones, and computers or other needed equipment as required by the District for the use of its employees in accomplishing the needs of the District. Uniform polo shirts as defined by the district must be provided by the vendor for long-term placements. Short term and special project placements will be required to display company identification. The contractor and/or its personnel will be responsible for transportation to and from job sites. This will include travel between CCSD locations during the course of a workday. Payment for IT Contracted Services: All personnel provided by contractor under this contract shall be considered employees of the contractor and shall not be considered employees of the District for any purpose whatsoever. The contractor shall pay these employees for their services. Software Creations Proposal For CCSD RFP P3014 31 3/9/16 All matters concerning wages, expenses, hours worked and paid, working conditions and other similar administrative matters shall be resolved between contractor and its employees and not between contractor’s employees and the District. Contractor shall be responsible for withholding federal and District income taxes, paying federal Social Security taxes, unemployment insurance and maintaining worker’s compensation insurance coverage in an amount and under such terms as required by the State of South Carolina. The sole responsibility of CCSD shall be to pay contractor for services performed by contractor’s employees based on the hourly rates contained in offeror’s proposal. No payments of any kind will be made by CCSD direct to contractor’s personnel. Seller shall indemnify and save harmless Buyer from and against any and all loss, cost, damages, expenses and liability caused by accident or other occurrence resulting from performance of any services or construction erection, inspection or delivery hereunder to the property of the Buyer, Charleston County School District, causing bodily injury or property damage to any person or property arising from the use or occupancy of the premises by the Seller, and the Seller, at its own expense, will carry bodily injury liability in an amount of not less than $100,000.00 per occurrence, and $100,000.00 for property damage, in an insurance company, named in his bid and acceptable to the Buyer, authorized to do business in the State of South Carolina. If requested, Seller will furnish certificates of such insurance to the Buyer. Seller must provide that Buyer will be given thirty days written notice of any intent to terminate such insurance by either Seller or the insuring company, during the running of the contract between the parties. Invoicing and time sheets shall be accomplished in accordance with the standard procedures of the individual contractor and CCSD. Payment terms will be net thirty (30) working days. Vendor Performance: Vendor performance under this contract will be monitored. Evidence of poor vendor performance may result in the cancellation of the vendor’s contract. Contractors who violate this contract with the District will be considered in default and subject to cancellation for cause. Contractors may be suspended or debarred from doing business with the District. Examples of contractor violations include, but are not limited to: Contractor adding items to the contract without approval Contractor increasing contract price without approval Contractor making any change to a contract page without approval Misrepresentation of the contract to any using agency within the District Software Creations Proposal For CCSD RFP P3014 32 3/9/16 Exceptions Extra Costs SC does not anticipate the need to travel to CCSD except on occasion. The bulk of web development is software-related, and can be performed from any location at any time. Typically, the situations that may require on-site visits are: Meeting with CCSD administration personally. Conducting fact-finding interviews with CCSD staff. Performing on-site training. Much of the fact-finding can be conducted via telephone and e-mail. As stated in the General Proposal, SC can provide written documentation as well as online videos for training and tutorials on completed web projects. However, SC concedes that on some large-scale projects, there is no substitute for faceto-face meetings with key personnel, particularly when one of the tasks of the project is to define the development requirements. In such cases where on-site visits are necessary, SC proposes that the cost of travel be incorporated into the hourly rate, as suggested in Addendum #2 to RFP #P3014. Software Creations Proposal For CCSD RFP P3014 33 3/9/16 Alternatives Work Hours Because of the nature of Web Development, it is clearly not necessary for programmers to be physically located at CCSD work sites in order to write code. Such activity can be performed effectively and efficiently from any location in the world. SC recommends that CCSD allow SC contractor personnel to conduct project work at SC locations and during timeframes beyond the 7:30 A.M. to 5:30 P.M. Monday through Friday requirement. Time can be maintained by automated methods, and limited to actual time spent working on a particular project. With such a flexible work arrangement, more constructive time can be spent working on specific projects, thus increasing the efficiency and effectiveness of manhour dollars spent by CCSD. By receiving progress reports on a weekly basis, CCSD will be able to easily determine if progress achieved is in line with the hours billed. CCSD will also have physical evidence (web sites, databases, program code, graphic files, etc…) to gauge the effectiveness and efficiency of such a “tele-commuting” work arrangement.
