PROFILE
Executive Summary
Pebblebrook High School is located in Mableton, Georgia, which is in the southernmost part of Cobb County just 14 miles
from downtown Atlanta.
Pebblebrook is a unique school in the county because, the home of the Cobb County School District’s Performing Arts
Magnet Program. Over 300 students come from other areas within Cobb County to Pebblebrook through enrollment in the
performing arts program.
With the addition of the performance program and its participants, Pebblebrook’s student population is diverse in ability,
career aspiration, needs, and demographic composition. Our diversity has given us the unique opportunity to model the
challenges and benefits of a global community within our walls.
In addition to the diversity among our student population, we also have diversity among the many stakeholders we serve:
parents, students, staff members, community members, and community partners. Identifying and addressing all of these
needs are our greatest challenge. Therefore, Pebblebrook High School modifies its school improvement plan each year in
order to meet and align the goals and expectations of all our stakeholders.
Our long range student achievement goals will be: Students will demonstrate increased achievement in writing and
reading comprehension in all content areas. Students will demonstrate increased performance in mathematics. These
goals have been in place at Pebblebrook for five years now and we have seen increased student progress towards
accomplishing them. Changes have been made in the delivery of student instruction by changing our school schedule to a
modified block schedule and altering some of our course offerings and their sequence.
Our long range school performance goal is: Increase communication between the school and its stakeholders. This goal
was created after the review of school surveys/evaluations completed by parents, students, and staff members.
The goals set forth for Pebblebrook High School in our school improvement action plan are obtainable and reachable.
This document outlines and sets the direction and course we will take as a school to achieve each of them. Although this
plan is dated for 2006-2009, our school improvement team will look at this plan and our progress yearly to assess the
corrections and adjustments necessary for continued student achievement.

Significant Accomplishments
Pebblebrook High School continuously strives for excellence in all areas. The Pebblebrook High School faculty, staff,
students, parents, and community have initiated and implemented many changes in seeking continuous student
improvement. Listed below are some of the initiatives that have been implemented:
A School Writing Rubric: To address the writing and reading comprehension goal school-wide, a writing rubric was
created to be used in all content areas. Using the school-wide rubric, the staff and students can easily identify the
important concepts of writing, thus creating grading consistency in all classes. The rubric was reviewed and revised to
reflect changes in the Language Arts GPS and the Georgia High School Graduation Writing Test. The staff training on the
rubric use is on-going, with periodic feedback provided. There are four school-wide writing days, two each semester.
The last two years, teachers scored the student writing collaboratively during early release. However, this year, we will
continue with two school-wide writings each semester, however, teacher will score the tests on their own and/or with their
department collaborative teams.
GHSGT Tutorial/Reviews: Tutorials and reviews occur during the school day as well as after school to assist students in
preparing for the Georgia High School Graduation Tests (GHSGT). These reviews have been implemented in a variety of
ways to assist students. This process is analyzed annually to determine the best methods and strategies to improve student
performance on the GHSGT. USA Test Prep, an online tutorial program, supports EOCT and GHSGT material and
standards.
Summer Academy: This past summer, we had two summer academies on campus to address the needs of our students. A
summer program for rising 9th graders has been implemented by members of the Pebblebrook High School faculty in the
areas of English and math. This summer, a program specifically geared for 11th graders was also created. Each student’s
transcript was analyzed, and students without an Algebra I and Geometry credit and/or two credits for English were
invited to the summer program. Data will be maintained throughout the year, and each year the summer academy staff
will evaluate the effectiveness of the programs.
AVID Program: This program was implemented during the 2001-2002 school year. The program targets students who
have been identified as needing additional support in post-secondary options. The program has been evaluated annually by
the county and is effective in assisting the students to transition them into more rigorous coursework. Our AVID students
take at least one honors and/or AP course during the school year.
Significant Challenges
As in any school environment there are many challenges to school performance and Pebblebrook is not without many of
its own.
Over the past four years Pebblebrook High School has continued to experience a high rate of student transience. During
the 2007-2008 school year, 39% of the student population was transient. This presents a significant problem with student
performance testing.
In addition, the majority of incoming ninth grade students arrive below level in English/ Language Arts and mathematics.
We have analyzed data on our freshman classes in order to identify the percentage of students who match this profile so
that appropriate placement and remediation can take place.
As one could imagine, this presents a daunting challenge. However, the entire Pebblebrook school community continues
to search for innovative ways to address this challenge.
Organizational Characteristics
In order to be more efficient in our mission, beginning this year, Pebblebrook restructured its decision-making process to
a more shared decision-making model. We developed our school committees based on the Georgia School Keys. There
is complete alignment between the committees and each Georgia School Key…thus ensuring that all areas are addressed.

Each faculty member serves on a committee of their choosing. This allows for shared decision-making and responsibility
among the faculty and staff.
At Pebblebrook High School, new teachers are paired with veteran teachers in a mentoring or buddy capacity. Each new
teacher has the opportunity to observe and ask questions of the veteran teacher. Every month the new teachers come
together in a new teacher meeting to obtain information pertinent to the operation of the school and to gain new
instructional strategies.
We have implemented a new meeting system to address the needs of the faculty and the needs of the students. The first
Thursday of the month is committee meetings. The second and fourth Thursdays are department meetings, and the final
Thursday of the month is a faculty meeting. With this new schedule, we are able to disseminate information effectively,
make instructional decisions during established meeting times, provide time for committees to meet, and establish a
routine of collaboration and communication.
Student Performance Data Analysis
Student performance at Pebblebrook High School is frequently assessed utilizing a variety of performance indicators.
These indicators include, student performance data on national, state, and local assessments.
National Measures:
The national student performance data collected comes from the PSAT, SAT, and Advanced Placement exams. In
examining this data, it is evident that improvements are still necessary. The PSAT scores have remained consistent over
the past five years, despite a rise in the number of test takers. The SAT scores have fluctuated over the past five years,
with the last two averages scores remaining same. As for the Advanced Placement test, efforts have been made to
encourage more students, especially more minorities to take the test. More students did take the Advanced Placement test
in 2007-2008.
State Measures:
Administered annually to all juniors, the Georgia High School Graduation Test is the statewide assessment of student
learning in the core content areas of Language Arts, Mathematics, Social Studies, and Science. The percentage of
Pebblebrook students who passed the English test met the AMO – 89% of all students met or exceeded and all subgroups
met on either first glance or with the confidence interval. This year, we did not make AYP based on our math scores – all
students, black students, and ED students did not meet the AMO. Pebblebrook faculty and staff are constantly assessing
the master schedule and course offerings in order to give students every opportunity for success.
In addition to the Georgia High School Graduation Test, the state of Georgia has implemented core curriculum tests in
eight areas of study (EOCT or End of Course Test). This data is used to ensure that students are meeting the challenges
and high expectations set forth by the state department of education.
Local Measures:
This year EOCT data teams have been formed, with support and training from the Area 1 ALTs. Other forms of data
examined at the local level include five-year trends in enrollment numbers in selected programs, dropout rates, students
enrolled in the free and reduced lunch program, graduate data, and retained students by race, ethnicity, and gender. This
data allows the faculty the opportunity to help determine needs and focus initiatives toward meeting the needs of the
students.
Stakeholder Perceptual Data Analysis
After administering the 2007 Cobb County School District School Improvement Survey, we identified several areas of
improvement and strengths. Two of our strengths were: 87.5% of the parents stated that they are “satisfied with the
quality of the educational program offered to students at this school” and 86.5% of students feel that “my teacher believes
I can learn.” Two of our areas for improvement are: “My teacher uses many different ways to see if I am learning the
material” (55% student agreement) and “Parents and community members are involved in school decisions” (42% faculty
agreement).

The Action Plan is divided into two parts---one for student achievement and one for school performance. The first section
of the plan looks at student achievement.
Initially, team members identified broad areas of concern. This process was directed using the design question: What
should a Pebblebrook High School graduate look like?
Pebblebrook High School and its feeder middle and elementary schools have recognized the importance of focusing on
reading comprehension, writing skills, and math computation.

Teachers were more aware of their alignment with standards and assessments given in class. However, it is a slow process and will
take time.
This process will function better within the context of a collaborative team where teachers are planning together on a regular basis.

C. Scheduling and Advisement (Middle and High Schools)
1. Describe your student advisement program for 2007-2008. Specifically address which students participated in advisement (by grade level);

content of advisement sessions.

We held two advisement sessions this year.
11th Grade was held November 7, 8, 13, 14, 15th from 4 to 8 PM. All of the counselors participated.
9th Grade was held Feb. 20, 21, 25, 27th from 4 to 8 PM. Counselors and representatives from each department participated.
Each student’s transcript was discussed and which courses were needed to graduate. Questions regarding college/tech school,
ACT/SAT, and GHSGT requirements were also discussed.
2. Describe the decision making process at your school for determining the schedule (block, traditional, hybrid) for 2007-2008. Include any
information about data considered for decision making, input obtained from various stakeholders, and rationale for the decision about the
schedule to be used.





Hybrid schedule – 9th/10th graders block, 11th/12th graders AB
Decision was made based on input from School Council and department chairs.
Having the 9th/10th graders on block allows for a smoother transition from middle school and provides stability for students.
11th/12th graders on AB helps increase the student’s chances of passing the state and national tests since the courses are extended
throughout the entire school year.
Data shows that retentions have decreased and the graduation rate has increased.

IV. REFLECTIONS ON LESSONS LEARNED
Our School Improvement Team focused on increasing faculty involvement in the decision making process, by serving as liaisons with
their departments and providing the team with strategies and suggestions from faculty members. Team members also effectively
communicated the goals and strategies for this year to the entire staff and provided effective break out sessions to each department.
Most importantly, team members were able to give feedback regarding the progress and implementation of the strategies.
Also, this year we were able to really narrow our focus on our goals and strategies. We spent quite a bit of time in the beginning of the
year really discussing each strategy and determining whether or not our goals were feasible and how we were going to implement
change. We think that this year provided a solid foundation for our team to grow and to help provide positive change throughout the
school.
