The person specification contains two elements:

PERSON SPECIFICATION: Core
Knowledge Educated to degree standard or with a comparable level of experience
and skills
Management qualification e.g. DMS or equivalent managerial experience
Evidence of directly and effectively contributing technical and/or professional
expertise to a significant initiative or project
Has a track record in continuous personal and professional development
and an ability to encourage learning and development in others
Experience of effective project management incorporating multiple partners
Experience of managing a range of resources including IT, budgets and
funding streams

PERSON SPECIFICATION: Specific
Knowledge NVQ Level 4 in Business Management as well as considerable experience at
a senior level in Waste Management
and skills
Extensive skills and experience in management of services and contracts
including experience of taking responsibility for the financial monitoring and
management of a contract budget with a significant annual spend, which
includes management of the recharge process.
Ability to review existing data and financial/business management systems
and procedures in use within the Waste Service Team.
Ability to design, implement and manage appropriate financial, business and
performance management systems for the Joint Waste and Recycling
Contract, and within the Waste Services Team.
Ability to prepare and present financial and performance management
reports, gathering, analysing and presenting information and data, relating to
the performance and service delivery of the waste and recycling services
contractors, for both councils.
Ability to interpret information e.g. ensuring payments to contractors are
effectively managed, revenue conforms to expectations, performance
management systems utilise statutory data collected to produce robust
performance management reports.
Ability to manage complex financial data to ensure correct reconciliation of
the Joint Waste contract between the councils and ensure monies are
reimbursed between the two separate councils on revenue and capital issues
Previous experience of working a financial and administrative procedural
framework including comprehensive knowledge and experience of working
with computerised systems, e.g. financial, database, spreadsheets etc.
Personal
attributes
Strong customer relationship skills.
Excellent negotiating skills in order to deal with complaints and queries from
residents as well as negotiating issues with the contractor relating to
performance delivery
Good level written and communication skills required to convey varied and/or
complex information with a range of audiences. This includes production and
presentation of reports to managers, Operational Group, Joint Management
Board Member Panel and committees
Ability to provide advice and guidance on specialism within service area and
to resolve varied and/or complex problems within remit of specialism.
Experience of building effective relationships with i.e. with staff, contractors
etc.
