INFORMATION:Crime Branch of Delhi Police has arrested 3 more accused persons in fake “Maruti
Suzuki Job Offer” case including mastermind 2 Nigerian nationals and a mobile phone SIM card
retailer. Huge amount of incriminating material have been recovered from the possession of two
Nigerian nationals including one laptop, one dongle of Reliance 3G, 8 mobile phones and SIM
cards activated on fake IDs, passbooks & ATM cards of several bank accounts opened on fake IDs
and used in the crime.

Lagos, Nigeria and presently residing at RZ-14, Mohan Block, Gali No.5, West
Sagarpur, New Delhi.
Chinedu Cyprial @ Aka (age 24 years) s/o Mr. Mgbudomobi r/o Umuduru Ekwe,
Federal Republic of Nigeria and presently residing at Plot No.RZ-G-36-37/A, 3rd
Floor, Khasra No.82/21, Mahavir Enclave, Palam, Delhi.
Satpal (age 26 years) s/o Jaswant r/o RZ-45-A, Nangli Vihar, Najafgarh, Delhi.
Till date, total 12 accused persons have been arrested in this case including the 2
mastermind Nigerian nationals, distributor of TATA Company, ADSE & RDSEs of TATA &
Vodafone Company and retailers of mobile phone SIM cards.
INCIDENT:In the recent past, several people, who were innocent job searching persons of
different areas all over India, were cheated. They had applied for jobs and uploaded their
resumes on “naukri.com” and “Monster.com”. These innocent people received emails from
hr@marutisuzukijob.org.in with the subject “MARUTI SUZUKI INDIA INTERVIEW
CALL” through which they were lured for lucrative jobs in Maruti Suzuki Company as
Senior Engineer/IT, Administration, Production, Marketing and general Service Department

as well as Executive Manager posts in respective departments at handsome salary packages
starting from Rs.50,000/- to Rs.4,00,000/- per month (HRA+DA+conveyance).
The victims were lured by assuring them that the company is recruiting a few highly
qualified and competent candidates for its new plants in Pune, Bangalore, Chennai, Hyderabad and
Mumbai and they have been selected for interview at company’s HR office at Nelson Mandela
Road, Vasant Kunj, New Delhi on 2nd of June, 2013. The victims were lured to apply for the
lucrative and dignified jobs in company and were told that the Offer Letters and Air Tickets would
be sent through courier and they were asked to come for interview with certain original documents.
However, the victims were also asked in an enticing manner through email, to deposit a
refundable cash security of Rs. 15,990/- as an initial amount, in favour of company’s HRD
Accountant’s name through any State Bank of India (SBI) Branch. In this way, the victims would
deposit Rs.15,990/- each to the given account numbers in SBI Banks, hence, cheated by unknown
persons as no such job offering emails were sent by the authorities of real company i.e. Maruti
Suzuki India Ltd. This was done on the pretext of weaning away non-serious candidates.
After receiving a complaint from Shri Niranjan Kumar Ramamurthy s/o Shri Ramamurthy
r/o 36, Kuvempu Road, Bignan Nagar, Post New Thippasandra, Bangalore, a case under section
420/468/471/120-B/34 IPC was registered at PS Crime Branch and investigations were taken up.
A team led by Insprs Digvijay Singh, Sandeep Malhotra and comprising of SIs Vinay Tyagi, Atul
Tyagi, HCs Jugnu, Nareshpal, Upender, Neeraj Pandey, Pawan, Cts Vipin, Rajeev Sahrawat,
Pravindra Malik, Raj Kumar, Naresh, Sandeep Nara was constituted to nab the criminals under the
close supervision of ACP Hoshiyar Singh and overall guidance of DCP Bhisham Singh.
During the course of investigation, it was revealed that the suspects are some unknown
foreign Nationals, who are involved in this organized racket of cheating, being done with the
innocent, unemployed and needy/aspirant youths of different areas and more than 13 different
bank accounts of SBI all over India and more than 20 phone/IMEI numbers were used by the
accused persons for cheating. It was further revealed that all the mobile phones used by the
accused had been activated on the basis of fake and forged identities. Hence, after a detailed
investigation and verification, nine accused persons were earlier arrested in this case in
November, 2013 including a distributor of TATA company, RDSE (Recharge Distribution Sales
Executive) and ADSEs (Activation Distributor Sales Executives) of different phone companies
and retailers of phone companies.
MODUS OPERANDI:During further investigation and analysis of the CAFs of the phone numbers used in the
crime, some startling facts emerged and it was revealed that phone companies have sold these SIM
cards through distributors at large scale. These distributors further supplied the SIM cards to the
Retailers through their ADSE (Activation Distributor Sales Executive) and RDSE (Recharge
Distributor Sales Executive) who are responsible for supplying CAFs (Customer Application
Forms) to retailers, verification of IDs and activating the SIM cards.
ADSE (Activation Distributor Sales Executive) is given the task of activation of
minimum 800-1200 SIM cards in a month by his distributor. In order to achieve this task for
pecuniary gains and to earn more incentive/money easily, some of the ADSEs adopt illegal
means to achieve their targets. These ADSE of distributors, in connivance with the retailers
uses fake and forged IDs and photographs of different people to activate more SIMs for
pecuniary gains.
Thereafter, dedicated investigations consisting of field work and diligent technical work
was done by the Crime Branch team. Hundreds of addresses were verified all over Delhi and

sources were deployed in various parts of Delhi viz. Uttam Nagar, Palam, Mahavir Enclave,
Munirka etc. where West African nationals prefer to reside. The efforts of Crime Branch team bore
fruit. The rented house of mastermind Chinedu Cyprial @ Aka was traced in Mahavir Enclave,
Palam and he was successfully apprehended and arrested in the case. He was interrogated at
length. Subsequent to his arrest, the rented premises of his close associate Ndubuisi Charles @ ND
was also traced in West Sagar Pur, Delhi and thereafter he was also arrested in this case. Huge
incriminating material was also recovered from the possession of the accused. Both the accused
were overstaying in India, after expiry of their valid visa for stay in India. Hence, relevant section
of Foreigners Act were also added in the case.
During further investigation, one Satpal who was running a mobile phone shop at Pali
Road, Uttam Nagar, Delhi and fraudulently activated the Airtel SIM, which was used in crime, was
also traced and arrested in the case.
INTERROGATION AND PROFILE:On interrogation, the accused Nigerian national Chinedu Cyprial @ Aka disclosed
that he came to India in late 2011 on business visa for 3 months for readymade garment business.
Initially, he used to reside with one of his Nigerian friend Joseph Olowu in the area of Nawada,
West Delhi and carried out readymade garments business for 3-4 months. Thereafter, he started
cheating people with the connivance of Joseph Olowu on the pretext of offering jobs in Maruti
Suzuki India Ltd. Joseph Olowu was already adept in this crime. Joseph provided him several bank
account numbers in the name of locals, laptop and SIM Cards activated on fake IDs and e-mail IDs
for cheating purpose with unemployed persons by sending emails to their mails and asking them to
deposit money in the account numbers given by him on the pretext of “Interview Security deposit”
for offering jobs in Maruti Suzuki India Ltd. In this way, he cheated several innocent job seeking
persons. The money earned by cheating was immediately sent to Nigeria through their friends
travelling to their country.
During interrogation, other accused Nigerian national Ndubuisi Charles @ ND disclosed
that he also came to India in December, 2011 on business visa for readymade garments and stayed
with his Nigerian friend Maker and Chinejo at Dwarka Mod, Vipin Garden, Delhi in their rented
house. His friends, on the pretext of being in readymade garment business, actually used to cheat
people on the pretext of offering jobs in Maruti Suzuki India Ltd. In the meantime, he came in
contact with another Nigerian namely Joe, who taught him the tips of cheating through e-mails and
he alongwith Ndubuisi Charles @ ND started sending e-mails to the persons, who have uploaded
their resumes on different sites for jobs such as “Naukri.com”, “Monster.com”, “Timesjob.com”
etc.
RECOVERY:Huge incriminating material in this case have been seized so far including 3
laptops, hard discs, printers, Internet dongles, 8 mobile phones, one walky, passbooks and
ATM cards of SBI and Oriental Bank of Commerce, thousands of photographs of different
persons, hundreds of fake and forged IDs having photos of different persons, hundreds of
IDs without photographs, hundreds of filled/unfilled and fake Customer Application Forms
of different cellular companies and about 500 inactivated and activated SIM cards on fake
IDs.
Further investigation of the case is in progress.

Two members of notorious Pinku Chaudhary gang.
Both were wanted in four case of murder and two of robbery/ dacoity
in Patna, Bihar.
Two 7.65mm English pistols with 11 live cartridges and two country
made pistols .315 bore with 08 live cartridges recovered.
Three mobile phones recovered.
A team of Spl. Cell led by Insp. Attar Singh and supervised by Ved
Prakash, ACP/Special Cell/NR have arrested two notorious gangsters namely
Ravi Singh @ Rahul Mod (age-25 years) s/o Mohan Singh r/o Bajrang Puri, PS
Alamganj, Patna, Bihar and Chhotu @ Prince (age-25 years) s/o Sunil Prasad r/o
Chaudhary Tola, Azad Land, Pooja Jewelers PS Sultanganj, Patna, Bihar who
alongwith their associates have created havoc in Patna City by committing series
of murders during last one year. Two 7.65mm English pistols with 11 live
cartridges and two country made pistols .315 bore alongwith 08 live cartridges
have been recovered at the instance of arrested gangsters. Case FIR No. 56/13
dated 09/12/2013 u/s 25 Arms Act PS Special Cell, Delhi has been registered in
this regard. Both the arrested gangsters were wanted total seven cases including
four of murder, two of robbery/ dacoity and one of Arms Act and preparation of
dacoity in Patna City.
On receipt of a specific information by SI Jeetendra Tiwari on
09/12/2013 that two members of above gang namely Ravi Singh and Chhotu @
Prince armed with deadly weapons would come from Noida border side to Delhi to
meet their contact near Mayur Vihar, opposite, main gate of cremation ground of
village Chilla, Main Road, Delhi, trap was laid and both the above gangsters were
apprehended at about 02:30 PM and arms and ammunitions mentioned above
were recovered. Immediate raid was conducted at rented room of Ravi Singh at
house No. B-39, New Ashok Nagar, Delhi from where two country made pistols
.315 bore alongwith 08 live cartridges were recovered.

Both the arrested accused persons were subjected to sustained
interrogation upon which they disclosed that both are members of notorious Pinku
Chaudhary gang in Patna, Bihar. Upon their interrogation it was revealed that two
gangs, one led by Ajay Verma and another by Pinku Chaudhary are rival with
each other and both gangs want to show their muscle power and domination in
Patna. In the past both the gangs have eliminated each other’s associates. Pinku
Chaudhary was shot dead in the year 2008 by Pappu Singh, Pinkesh and Mastu,
all members of Ajay Verma gang. Presently said gang is led by Mahesh Gob.
Arrested Ravi Singh and Chhotu @ Prince have shot dead three members of rival
gang during last one year. Both the arrested gangsters have disclosed to have
committed a series of murder and robbery cases in Patna city mentioned below:1. FIR No. 127/11 dated 16/12/2011 u/s 302/34 IPC and 25/54/59 Arms Act
PS Khanje Kalan, Patna, Bihar.
On 16/12/2011 accused Ravi Singh @ Rahul Mod alongwith the associates
namely Chhotu @ Prince, Tanveer, Shajad, Anup @ Neta, Vicky and Sonu
had shot dead one Rashid, who was the shooter of Ajay Verma gang, a
rival gangster of Pinku Chaudhary gang of Patna, Bihar. Motive of murder
was to take revenge of attempt to murder upon Ravi Singh by Rashid. It is
further stated that Rashid had fired upon Ravi Singh and also threw a crude
bomb upon him but Ravi Singh did not get injured.
2. FIR No. 02/12 dated 10/01/2012 u/s 395 IPC PS Chowk, Patna, Bihar.
On 10/01/2012 accused Ravi Singh @ Rahul Mod alongwith the associates
namely Chhotu @ Prince, Vijay, Jai, Sahil and Sonu had committed
robbery in a jewelry shop in Patna at gun point.
3. FIR No. 70/12 dated 30/03/2012 u/s 302/34 IPC and 25/54/59 Arms Act
PS Alam Ganj, Patna, Bihar.
On 30/03/2012 accused Ravi Singh @ Rahul Mod alongwith the associates
namely Chhotu @ Prince, Vijay, Jai, Sahil and Sonu had shot dead one
Jitender Singh who was also a notorious criminal of Patna, Bihar
associated with Ajay Verma gang. Deceased Jitender Singh used to
demand extortion from Balram Sharma, Ward Parshad of Patna. Said
Jitender Singh also used to humiliate family members and the friends of the
accused Ravi Mod in Gulzaar Bagh, Patna, Bihar.
4. FIR No. 98/12 dated 07/05/2012 u/s 302/34 IPC and 25/54/59 Arms Act
PS Agam Kuan, Patna, Bihar.
On 07/05/2012 accused Ravi Singh @ Rahul Mod (lodged in Beur jail)
alongwith the associates conspired to eliminate one Saket Gupta a liquor

baron of Patna, Bihar. Accused persons used to demand extortion from
said Saket Gupta. On refusal, accused persons namely Mukesh, Pankaj
Singh, Pintoo, Raju, Kaku Mehto and Prem Singh all r/o Patna, shot dead
Saket Gupta in broad day light. It is here also worth mentioning that Saket
Gupta was brother of A.K.Gupta (retired ADG of Bihar).
5. FIR No. 319/13 dated 16/08/2013 u/s 394/34 IPC and 25/54/59 Arms Act
PS Shastri Nagar, Patna, Bihar.
On 16/08/2013 accused Ravi Singh @ Rahul Mod alongwith his associate
namely Chhotu @ Prince had robbed a gold chain of a lady near J.D.
Women College Bellei, Patna, Bihar and also fired upon her due to her
resistance and run away after that.
6. FIR No. 252/13 dated 25/10/2013 u/s 302/34 IPC and 25/54/59 Arms Act
PS Khanje Kalan, Patna, Bihar.
On 25/10/2013 accused Ravi Singh @ Rahul Mod alongwith the associates
namely Chhotu @ Prince, Tanveer, Shajad, Anup @ Neta, Vicky and Sonu
had shot dead one Guddu Gidda who was the shooter of Ajay Verma, a
rival gang of Patna, Bihar in broad day light. Guddu Gidda used to harass
family members of Ravi Singh and Tanveer. Once Guddu Gidda also
slapped father of Ravi Singh. Ravi Singh alongwith his associates shot
dead Guddu Gidda to avenge humiliation of slapping of his father and to
show their domination in committing crime in Patna, Bihar.
Accused Ravi Singh alongwith Chhotu @ Prince arrived in Delhi in
the month of August’ 2013 when raid was conducted at his house in Patna, when
he was named in robbery case bearing FIR No. 319/13, PS Shastri Nagar, Patna,
Bihar. He alongwith Chhotu @ Prince went to Patna and both alongwith their
other associates shot dead Guddu Gidda. Both again returned to Delhi. Ravi
Singh and Chhotu @ Prince has also disclosed that both had planned to kill
Shankar Verma, another gangster and sharp shooter of Ajay Verma gang within a
week. Ravi Singh had asked to Khurshid @ Maulana in Patna to arrange for two
vehicles and more weapons to execute this murder. Ajay Verma, head of rival
gang is in Patna Jail in a number of murder and dacoity cases.
Information gathered through disclosure of Ravi Singh, it was
immediately passed Patna Police and Anoop, another associate of Ravi Singh has
got been arrested by Patna police on 09/12/2013.
Profiles of arrested accused persons
1. Ravi Singh @ Rahul Mod :- Ravi Singh @ Rahul Mod (25 years) was born
in the year 1988 at Bajrangpuri Tola, Alam Ganj, Patna, Bihar. His father is
a orchestra artist in Patna City. Ravi Singh got education up to 10 th class.

His mother is a house wife. Ravi Singh has two sisters who are married. He
got married with one Ravi Singh and has a son. After leaving his school, he
started working at a hardware shop in Patna where he worked for a period
of six months. Thereafter, he met with one Pinku Chaudhary, a notorious
gangster in Patna. He started working with Pinku Chaudhary and
committing crime. Ravi Singh alongwith his associates had committed
many killings mentioned above. Ravi Singh came out from Patna jail in the
month of July’ 2013. After commission of murder of Guddu Gidda and a
robbery, Ravi Singh alongwith Chhotu @ Prince came to Delhi and started
residing in a rented house in New Ashok Nagar to evade Patna police.
2. Chhotu @ Prince :- Chhotu @ Prince (25 years) was born in the year
1988 at Chaudhary Tola, Azad Land, Pooja Jewellers, Patna, Bihar. His
father is a worker in a chips factory in Patna. He got education up to 10 th
class. His mother is a house wife. Chhotu has two sisters and two brothers,
all are married. Chhotu is unmarried. After dropping his school, he started
work as an electrician, where he met one criminal minded person namely
Nandu. In the year 2007, Chhotu was arrested in the PS Malsalami, Patana
in a case of robbery and arms act. Thereafter, Chhotu met with Ravi Singh
in jail. After coming out from jail, Chhotu @ Prince started committing
crime. Chhotu @ Prince alongwith Ravi Singh and other associates had
committed three murders and one robbery during last 1 ¾ years.

ORDER

Whereas, a large number of people sell and purchase Second Hand Vehicles including Motor Cycle, Scooters
and Cars in Delhi through dealers engaged in this profession.

And whereas, it has been noticed that the Second Hand Vehicles are commonly sold without filling all the
columns especially date of transaction of Form No.29 and Form No.30 (part-I & II) thereby resulting in transfer of
vehicle to number of purchasers before the actual transfer of the vehicle in the records of Transport Authority. This is
to circumvent the requirement of section-50 of the Motor Vehicles Act, 1988, that the fact of transfer of vehicle should
be reported to the Transport Authority within 14 days for local transfer and 45 days for inter-district transfer.

And whereas, it has been noticed that the stolen vehicles involved in crime are sold to several purchasers
through dealers/ agents of Second Hand Vehicles. Such second hand vehicles are likely to be used for commission of
various type of crime like robbery etc. and may be used even in terrorist activities.

And whereas, it has also been observed that the record of seller and purchaser are not kept by the dealers or
agents engaged in the business of facilitating sale and purchase of Second Hand Vehicles making it difficult for the in
investigation agencies to identify the criminals involved in such crimes

And whereas, it is rendered imperative to put regulatory check on the vehicle dealers who deal in sale and
purchase of Second Hand Vehicles so that the anti social elements may not use them to sell the stolen vehicles through
them and it is felt that immediate action is necessary in this regard.

Now, therefore, in exercise of the powers conferred upon me by virtue of sec. 144 Cr. PC, 1973 (No.2 of
1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036(i)UTL, dated
09/09/2010, I Ramesh Chander, ACP/Vasant Vihar, South District, New Delhi do hereby make this
written order that all such Vehicle dealers who deal in sale and purchase of second hand vehicles including Motor
Cycles, Scooters and Cars in the jurisdiction of Sub-Division Vasant Vihar, South District, New Delhi shall :a)

Maintain a register of sellers and purchasers of all the transactions of Second Hand Vehicles.
Ensure that Form 29, Form 30 and the delivery letter are duly filled with clear mention of the date of
transaction.
Affix photographs of the seller and purchaser on the register.
Keep copies of identification documents like election card, ration card, PAN Card, Driving Licence etc. as well
as copies of Form 29, Form 30 ( Part-I & II ) and Delivery Letter for access by the police as and when required.
Inform the nearby police station if the seller or buyer is found suspicious.
These orders shall come into force with effect from 10.12.2013 and shall remain in force for a period of 60
days up to 07.02.2013 (both days inclusive) unless withdrawn earlier.
Any person dealing in business of sale and purchase of second hand vehicles as dealer or agent who
contravenes this order shall be liable to be punished in accordance with the provisions of Section 188 of the IPC.
As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be
published for the information of the public through the press and by affixing copies on the notice board of the offices
of all DCsP, Addl. DCsP, ACsP, Tehsil Officer, all police station concerned and the offices of NDMC and MCD.

1. Whereas, large number of NBFC ( Non banking Financial Companies) are
operational in Delhi and other parts of the NCR which are handling huge
transaction of cash and precious metals.
2. And whereas, a large number of customers come to the said companies for day to
day transaction, it thus becomes necessary to have a quality surveillance on their
day to day functioning.
3. And whereas it has come to notice that certain criminals and antisocial elements
look for soft targets, particularly during the late evening hours and target
employees carrying huge cash/jewellery items and are vulnerable to crime and
criminal, if they are not guarded properly at their business premises and while in
transit.

4. And whereas, it is imperative to put some regulatory checks on the activities of
such NBFC (Non Banking Financial Companies) so that the anti Social and
criminal elements do not cause danger to human life and effect loss of property.
5. Now, therefore, in exercise of the powers conferred upon me by the virtue of Sec.

hereby make this written order that all such NBFC carrying huge transactions of
money and jewellery items at their respective offices and their like establishments
shall:A. Maintain secure premises by installing CCTVs at their main access entry in the
office and inside and around the premises. Proper staff shall be deputed to monitor
the CCTV coverage . A video backup of at least 30 days of such recording be kept
for further use.
B. Maintain data base of all employees, security Guards, cab drivers and contractual
workers working with them for access by the police as and when required and
ensure verification of antecedents of all their employees including contractual
employees.
C. The procedure of ‘ KNOW YOUR CUSTOMER’ as issued by the Reserve Bank of
India for Nationalized Banks be strictly followed and a data base of same shall be
kept for access by the police as and when required.
D. They shall maintain digital record of all the visitors with their photo identity.
E. Deploy armed security guards at the main entry of such premises and at any other
vulnerable point.
F. Armed security guards must accompany the employees who carry huge
cash/gold/jewellery from one place to another. All high value transaction must be
done in a secured vehicle which must have CCTV installed.
G. All such vehicles being used for transportation of cash or precious metal must be
fitted with GPS for monitoring their movement.
H. It must be ensured that there is not movement of large amount of cash or precious
metal after sunset.
6. These orders shall come into force with effect_10.12.2013 and shall remain in
force for a period of 60 days up to 07.02.2014 unless withdrawn earlier.

Whereas a large numbers of complaints are being received that people purchasing liquor vends often
start consuming in front of liquor vend and at other public places. Venders selling eatable and juices, at times, also
station themselves unauthorizedly outside liquor vends which further facilitate this undesirable activity. Sometimes,
“Baratis” of marriage processions also openly drink liquor etc., on the Roads while the Barats are moving. Drinking in
public is a nuisance with a serious potential to result in brawls and quarrels causing serious injuries/death and damage
to public and private property. This affects the peace and tranquility of the area and creates problems in maintaining
law and order. It is also a punishable offence u/s 40 of the Delhi Excise Act-2009 (Delhi Act 10 of 2010).

And whereas it is necessary to take speedy measures in this regard to prevent danger to human life and
safety and to thwart/prevent un-toward incidence which may affect the peace and tranquility of the area.

Install CCTV with sufficient number of Cameras and recording system with playback facility, to cover up
to 50 meters area in front of the shop. The CCTV should monitor anyone consuming liquor of facilitating consumption
of liquor or any unauthorized vender stationed in the coverage area.
b)
The recording system shall preserve a digital record of CCTV coverage for not less than 10 days.
c)
The vend owner or his agent shall cause to copy the CCTV coverage on a CD and handover to the police
whenever demanded.
d)
Before starting sales for the day, the manager of the liquor vend should ensure the CCTV system is in a
proper working order and in case any defect is noticed, immediate action to get it rectified should be taken. An entry
should be made in the register and intimation in writing should be sent to the police station simultaneously to be got
duly received from the Duty Officer of the police Station mentioning Daily Diary Number on the intimation.
e)
During the course of monitoring of the CCTV System, the Manager of anyone specifically designated by
the Manager for real time monitoring of CCTV Cell immediately inform the police Control Room at Telephone No.100
and also the nearest police Station in case any illegal drinking in public or unauthorized vendor is noticed in the CCTV
coverage area.
f)
The vend owner shall display prominently at least two bilingual sign boards mentioning that the drinking
in public place is an offence and standing of unauthorized vendors outside the liquor shop is strictly prohibited.
Telephone number of nearest police Station shall also be mentioned on the signboards.

Whereas, there is mushrooming of BPOs (Business Process Outsourcing Centers)
prominently known as Call Centers, Corporate and Media Houses, Companies, Organizations and Firm
in Delhi and other parts of the NCR offering employment opportunity for the youths.

And whereas, the employees including young women from across the country have
been staying in various parts of Delhi while their work place may be in the NCR region and their
employers are providing cab services for the purpose of picking up and dropping them from their place
of stay to office and back. As these organizations are functioning round-the-clock, the cabs are ferrying
employees even at late night hours. Such employers are reported to have hired cabs on contract basis
and have not been able to properly monitor these cab operators and their drivers for ensuring safe and
secure transportation of the employees resulting in grave danger to human life, safety and security of
the employees, especially of women employees.

And whereas, it has come to notice that certain criminal and anti-social elements look
for soft targets, particularly during the odd hours and the women employees who travel during late
night hours are vulnerable to crime and criminal acts by such elements, if they are not dropped
securely and safely at their places of stay.

And whereas it is rendered imperative to put some regulatory checks on organizations
having such service of picking and dropping their employees and the transporters, security agencies,
drivers and security guards involved in the same so that anti-social and criminal elements may not
cause danger to human life & safety and their property and it is felt that immediate action is necessary
in this regard.

Now, therefore, in exercise of the power conferred upon me by the virtue of Sec. 144
Cr.PC 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification

Ensure that during the night hours cab involved in transportation of women employees picks
up and drops such employees right at their houses, remains halted at the point where a woman

employee has been dropped till she confirms about her arrival/reaching at their
residence/place of stay through a telephone call.
g)
Ensure that, whenever the house of a woman employee is so located that the approach road is
not motorable, the duly verified security guard or the male colleague, during night hours,
accompanies the employee on foot upto her house and takes a confirmation about her safe
arrival.
h)
Exercise effective check and control on the vehicle’s movement in order to check any
unwarranted activities of the cab drivers, such as picking up strangers, straying away from the
designated route etc.
i)
Get GPS system installed in the cabs used in the transportation of employees, especially of
women employee.

Whereas, a large number of private courier services operate in and around the capital to
facilitate sending of goods through courier across the country.
And whereas, it has been noticed that the private courier services generally book goods
or items to be transferred on the face value of the courier sender without bothering to verify his
of her address thereby paying the way for unscrupulous persons using the courier services for
illegal activities.
And whereas, instances have come to notice where criminals have used courier services
to send incriminatory items, contraband and even dead bodies in the guise of courier.
And whereas, it has also been observed that the record of courier senders are not kept
by the courier services or agents engaged in the business of facilitation courier of goods making it
difficult for the investigation agencies to identify the culprits behind such crimes.
And whereas, it is thus rendered imperative to put regulatory check on the private
courier services who deal in booking and sending goods from one place to another so that the
anti social elements may not be able to use them to send incriminatory things through them and
it is felt that immediate action is necessary in this regard.

Install CCTV with sufficient number of cameras and recording system with play back
facility, to cover booking office and the area where goods are to be kept. The CCTV
should monitor anyone coming for booking a courier.
The recording system shall preserve a digital record of CCTV coverage for not less than 30
days.

The private courier service or agent shall cause to copy the CCTV coverage on a CD and
hand over to the police whenever demanded.

Inform the nearby police station if the courier sender of the goods is found suspicious.

Whereas, a large number of people sell and purchase Second Hand Vehicles including
Motor Cycles, Scooters and Cars in Delhi through dealers engaged in this profession.

And whereas, it has been noticed that the Second Hand Vehicles are commonly sold
without filling all the columns especially date of transaction of Form No.29 and Form No.30 (partI & II) thereby resulting in transfer of vehicle to number of purchasers before the actual transfer
of the vehicle in the records of Transport Authority. This is to circumvent the requirement of
section-50 of the Motor Vehicles Act, 1988, that the fact of transfer of vehicle should be reported
to the Transport Authority within 14 days for local transfer and 45 days for inter-district transfer.

And whereas, it has been noticed that the stolen vehicles involved in crime are sold to
several purchasers through dealers/agents of Second Hand Vehicles. Such second hand vehicles
are likely to be used for commission of various type of crime like robbery etc. and may be used
even in terrorist activity.

And whereas, it has also been observed that the record of seller and purchaser are not
kept by the dealers or agents engaged in the business of facilitating sale and purchase of Second
Hand Vehicles making it difficult for the investigation agencies to identify the criminals involved
in such crimes.

And whereas, it is rendered imperative to put regulatory check on the vehicle dealers
who deal in sale and purchase of Second Hand Vehicles so that the anti social elements may not
use them to sell the stolen vehicles through them and it is felt that immediate action is necessary
in this regard.

Now, therefore, in exercise of the powers conferred upon me by virtue of Section 144
Cr.P.C., 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s is
Notification No.U-11036/(i)UTL, dated 09.09.2010, I,URVIJA GOEL, Asstt. Commissioner of
Police, Sub-Division Shahdara, North East District, Delhi do hereby make this written order that
all such vehicle dealers who deal in sale and purchase of second hand vehicles including Motor
Cycles, Scooters and Cars in the jurisdiction of Sub-Division Sub-Division Shahdara, Delhi shall:-
(a)
Maintain a register of sellers and purchasers of all the transactions of Second Hand
Vehicles.
(b) Ensure that Form 29, Form 30 and the delivery letter are duly filled with clear mention
of the date of transaction.
(c) Affix photographs of the seller and purchaser on the register.
(d) Keep copies of identification documents like election card, ration card, PAN car, Driving
licence etc. as well as copies of Form 29, Form 30 (Part-I & II) and Delivery Letter for
access by the police as and when required.
(e) Inform the nearby police station if the seller or buyer is found suspicious.

Whereas report have been received that pan cigarette and tobacco shops are
operating near Educational Institutions which cause annoyance to the students, Non
smokers and public at large and also disturb public tranquility and endanger human life.

And whereas to prevent endanger to life of students, non smokers and public,
prevent smoking as well as passive smoking near educational institutions to prevent
annoyance to students, public danger to human life and disturbance to public tranquility, it
is necessary to take speedy measures to prevent the selling of tobacco items near
educational institutions in a radius to 100 yards.

virtue to Section 144 of Code of Criminal procedure, 1973 (No. 2 of 1974) read with Govt.

09.09.2010 do hereby make this written order, prohibit selling of pan cigarettes and any
type of tobacco items in a radius of 100 yards near educational institutions in the
jurisdiction Sub-Division Shahdara, Delhi.

ORDER
Whereas report have been received that due to the situation prevailing in
the entire area of Sub Division Shahdara, North-East District, Delhi, it is apprehended that
terrorist/anti-social elements may seek hideouts in the residential area of Sub Division
Shahdara, North East District, Delhi and there is every likelihood of breach of peace and
disturbance of public tranquility and also there is grave danger to human life, safety and
injury to public property on that account.
2 And whereas it is necessary that some checks should be put on landlords/tenants so that
terrorists/anti-social elements in the guise of tenants may not cause explosion, riots, shoot
outs, affray etc. and that immediate action is necessary for the prevention of the same.
3. Now, therefore, I, URVIJA GOEL, Asstt. Commissioner of Police, Sub Division Shahdara,
North East District, Delhi in exercise of the power conferred upon me under section 144 Cr.
P.C. 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, and Notification
No. U-11036/1/2010-UTL, dated 09.09.2010 do hereby order that no landlord/owner/person
of any house/property which falls under the jurisdiction of Sub Division Shahdara, North East
District, Delhi shall let/sublet/rent out any accommodation to any person unless and until he
furnish the particulars of the said tenant(s) to the Station House Officer of the Police Station
concerned. All persons who intend to take accommodation on rent shall inform in writing in
this regard to the Station House Officer concerned in whose jurisdiction the premises fall.
The persons dealing in property business shall also inform in writing to the Station House
Officer concerned, in whose jurisdiction the premises fall about the particulars of the said
tenants.
