The League shall be called “The North Gwent Sunday Football League.” AREA 2. The League area to be part of Gwent, from Brynmawr to Newbridge, Llanelly Hill and follow the Gwent side of the river Rhymney, from Rhymney Bridge to Pontllanfraith. Clubs desirous of playing in the North Gwent Sunday Football League, whose ground is outside the area mentioned above, must first seek permission of the Gwent County Football Association or the South Wales Football Association. -6- CLUB MEMBERSHIP 3. The League shall receive into membership any number of clubs as may be decided by the Management Committee of the League. The League may be split into two, three or four divisions, depending on the number of applications received for membership. The number of clubs in each division shall be at the discretion of The League Management Committee. MANAGEMENT 4. The League shall consist of up to twelve members elected by the Clubs at the Annual General Meeting. The clubs will also elect a: - President, Chairman, Vice Chairman, Treasurer and Assistant Secretary. Immediately after A.G.M. the Management Committee will then elect a League Secretary, who shall not be connected with any club in the League in any capacity whatsoever. There shall be life members, any person serving 15 years on the Management Committee will become a life member. The League Management Committee shall be empowered to appoint such sub committees as they deem fit, and delegate all or any of their powers to any sub committee. A quorum of any sub committee shall be two thirds of its members unless otherwise directed. GENERAL MEETINGS 5. The Annual General Meeting of the North Gwent Sunday Football League will take place in the month of July, all other meetings shall be called Extraordinary General Meetings. The agenda and balance sheet duly certified shall be handed to clubs at the Annual General Meeting in July. Clubs seeking re-election or admission to the League may be represented at the Annual General Meeting, immediately a club is elected to the League it is entitled to voting rights as full members of the League. No General Meeting shall have the right to alter a decision of the Management Committee, but should a General Meeting be against the decision, the Management Committee shall re-consider the decision. Clubs not represented at the meeting shall be dealt with as directed by the League Management Committee. -7- AFFILIATIONS, SUBSCRIPTIONS AND DEPOSITS 6. All clubs must be directly affiliated to the Gwent County Football Association by August 1st in each year. Deposits of £5.00 to be paid by August 1st each year, deposits to be forfeited if all commitments are not fulfilled by the last official Sunday of the season. Deposits shall also be forfeited if a team withdraws from the League during the season. Club deposits to be paid into a deposit account with the bank. An administration charge of £15.00 will be made to every League Club, payable with the affiliation fee. All League funds will be banked by the Treasurer at a bank suitable to him. FIXTURES AND POSTPONEMENTS 7. All matches will be arranged as directed by the League Clubs, failing to play a fixture will be charged with breaking of fixture and dealt with as deemed fit by the appropriate League Committee. Clubs shall not be allowed to postpone a fixture with another club unless it is to play a Cup Tie. A League match shall not be postponed unless the Management consent under exceptional circumstances only. Clubs wilfully breaking this rule shall be fined a sum which shall be at the discretion of the Management Committee, subsequent failure(s) to observe rule shall be dealt with at the discretion of the League Management, even to the extent of expulsion for the League. Clubs requesting postponements must make applications in writing for same and this to be put in the hands of the League Secretary at least 28 days before the date concerned. Permission is not automatic, even if the necessary time is given; each application is to be considered separately, by the Management Committee of the League or other League Officers. Any game postponed or cancelled for any reason, the League Secretary / or assistant will arrange a new date. Failure to fulfil a fixture will lead to the following: (a) (b) (c) (d) (e) Non-defaulting team awarded three points 5 goals for non offending Club No goals against Match deemed to have been played Fined as directed by the League -8- REGISTRATION AND TRANSFER 8. A. All players in the League must be registered by the North Gwent Sunday Football League, any player not registered will be deemed not eligible. All players’ registrations must be accompanied with a current Gwent County FA Valid Players Licence number. Additional Registration forms can be obtained by sending £1 per form in a SAE to the League Secretary or Registration Secretary. All players must be registered on the League’s official form before their first competitive match in the League. No player under contract shall be allowed to play in the League. A player approached between the 1st March and 30th May inclusive shall not play for the club making the approach in competitive football in the current season. B. No Club may approach a player of another club without the permission of that club, in the event of there being no objections; a transfer can be obtained from the League Secretary at £10.00. No player may approach a club for a transfer without first informing the club who holds his registration form. Payment must be sent with request for the form, the transfer form correctly completed shall be forwarded to the League Secretary, who shall have the power to authorise the transfer on receipt of the form. Any player requesting a second transfer, the transfer fee at £20.00, this to be paid by the player. C. All players must be Registered / Transferred three days prior to any match. No registrations or transfers will be accepted after the said time. The League will not accept hand delivered correspondence at any time. Players must have been registered with / transferred to the club two League Matches prior to a Cup / Shield / Group Cup match before they are eligible to play. Clubs found guilty of this rule will be dealt with at the discretion of the Management Committee. D. The Management Committee reserves the right to withdraw the registration of any player. E. Clubs must send SAE to League Secretary or Registration Officer, for either player’s registration forms or players transfer forms. Failure to comply -9- will result in the League imposing an extra administration charge of £15.00 on the first occasion, and subsequent occasions, at the direction of the Management Committee. F. INTERNATIONAL TRANSFER CERTIFICATES Art. 7 1. An amateur or non-amateur player who has become eligible to play for a club affiliated to a national association may not be registered with a club affiliated to another national association unless the latter has received an international transfer certificate issued by the national association which the player wishes to leave. 2. A national association may not refuse to issue an international transfer certificate unless (a) The player wishing to leave it has not fulfilled his obligations under the terms of his contract with his former club; (b) there is a dispute other than that of a financial nature (ft.Art 14 to 17) regarding the player’s transfer between the club he wishes to leave and the club affiliated to another national association which he wishes to join. 3. The player’s Status Committee (cf.Art 32 of the FIFA Statuses) or, in the case of an appeal, the FIFA Executive Committee, may order a national association to arrange for an international transfer certificate to be issued or itself issue a document replacing such a certificate. In the case of the latter, the validity of the document may be expressly limited to a certain period. 4. If, after a period of 60 days from the date of request by the new association, the association which a player wishes to leave has not issued a certificate of transfer or given a valid reason (cf.para.above), why it refuses to do so, the new association may issue a provisional certificate for the player, enabling him to play in that country. The provisional certificate shall become permanent one year after the date on which the new association addressed its request to the former association. In the event of a reply being received in the meantime from the former association, indicating a valid reason why it has not issued a transfer certificate (cf.para.above) the provisional certificate shall be withdrawn immediately. - 10 - A player shall not, under any circumstances, be authorised to play in official matches for his new club during the 60 day period mentioned above. Art. 8 1. Only the national association of the club with which the player wishes to play shall be entitled to request necessar6y international transfer certificate. 2. The international transfer certificate shall be issued in triplicate and duly signed by the national association which the player intends to leave. Special forms provided by FIFA for this purpose or forms with similar wording shall be used. 3. The original shall be sent to the national association requesting the transfer, the first copy to the FIFA general secretariat and the second shall remain in the possession of the national association which the player is leaving. 4. A National association may grant a player temporary eligibility to play on the basis of an international transfer certificate sent by telefax. The player’s eligibility to play shall not be considered definitive until the official transfer certificate has actually been received, duly signed by the former national association. The original of the international transfer certificate must be received within 30 days of the telefax otherwise the temporary eligibility to play shall automatically be cancelled. A National association resorting to this temporary eligibility clause as a deliberate ploy to enable one of its registered players to play temporarily in another country shall be referred to the FIFA Disciplinary Committee. Art. 9 1. The international transfer certificate shall contain the declaration that the holder of the certificate is free to play within a specific association as from a certain date 2. The international transfer certificate may not be made subject to certain conditions. - 11 - In particular, the validity of an international transfer certificate may not be restricted to a certain period and any clauses to this effect appended to the certificate shall be considered null and void. The foregoing provisions shall be subject to the terms od application in (art.7 para.3and4 above). (Cf.Art.31 with regard to the procedure to be followed whenever players are lent to another club) 3. National associations are strictly forbidden form charging expenses or demanding payment of a fee for issuing an international transfer certificate. Art. 10 If, upon the conclusion of a transfer, a special agreement prolongs the period of compulsory availability of a player representative matches on behalf of his national association, as provided for under Art. 35, this agreement shall be attached to the international transfer certificate. Art 11. 1. A national association shall not issue an international transfer certificate for a player who is under suspension on disciplinary grounds when the transfer request is made. 2. In such a case, an international transfer certificate shall not be issued before the day on which the suspension has terminated. 3. Any dispute as to what does or does not constitute disciplinary grounds under para.1 above shall be referred to the FIFA Player’s Status Committee. - 12 - CLUB COLOURS 9. Each club shall forward to the League Secretary a statement of its distinguishing colours, registered colours and patterned shirts and stockings only to be used. No variations will be allowed and no one will be allowed to field unless properly dressed. No team will be allowed to play in black or dark shirts – if there is a clash of colours, home team to change, colours of the opposing club must be distinctive. Goalkeepers shall play in colours distinct from members of both teams and referee. The players of each team must wear shirts numbered differently, 1 to 11, the numbers 12, 13 and 14 worn must be worn by substitutes. All shirts must have full length sleeves. Clubs who fail to wear numbered shirts 1 to 11, and 12, 13 and 14, will be fined £15.00 on the first occasion, and all subsequent offences to be increased at the discretion of the Management Committee. Referees must inform League, of clubs breaking rules. CLUB GROUNDS 10. Each club in the League shall register its ground with the League, and shall not use another ground for home matches unless by agreement of the League Secretary. All clubs in membership of the League shall provide grounds to the satisfaction of the Management Committee, and also ensure the facilities thereon for visiting team and match officials are to the required standard. Referees must have separate changing facilities. Clubs who fail to seek permission from the League Secretary to play or use another ground of another club within the League shall be fined £25.00 on the first offence, and all subsequent offences to be increased at the discretion of the Management Committee. MARKING OF GROUND / GOAL NETS 11. Pitch markings must conform to regulations; corner flags must not be less than five feet out of the ground. Clubs should ensure that corner flags should be made of pliable material, failure to comply may involve a fine. The marking of the pitch with creosotes or slaked lime is not permitted. Goal nets are compulsory in all matches. Failure to comply will result in the guilty club being fined £15.00 on the first offence and all subsequent offences to be increased at the discretion of the Management Committee. - 13 - TIME OF KICK OFF AND DURATION OF GAME 12. The time of kick off shall be at 10.30am. Applications for other times of kick off must be in writing to the League Secretary, fourteen days before the game is played. The duration of the game shall be two equal periods of 45 minutes, unless mutually agreed in writing before the commencement of the game. Any match not completed may be ordered to stand as a completed match, or be replayed for the full period of 90 minutes as the Management Committee may direct. REGULATION RE-MATCHES / LATE START etc 13. The referee will report all occasions when a team commences a game without fielding the full 11 players. Offending clubs will be fined at the discretion of the Management Committee. The referee will report all late starts giving the reason and the club responsible – League Management Committee to deal with offenders. Clubs responsible for a late start, whether the match is completed or not, shall be liable to a fine of £15.00 on the first offence and all subsequent offences to be increased at the discretion of the Management Committee. Clubs must field their strongest team at all times. All clubs must supply at least two footballs in good match condition for every match played either in the League or Cup matches, failure to do so will result in guilty clubs being fined as directed by League. RESULTS 14. The secretary of each club shall send a notice of the result to the General Secretary, together with their initials and surnames of the players in his team, together with the players licence numbers on the special forms provided for that purpose, to arrive not later than the first post on the Wednesday following the game, if late arrival there will be a fine of £15.00 on the first offence – any further offences shall be at the discretion of the League Management Committee. These forms will be pursued by the League Secretaries. Sending in false report sheets will be deemed guilty misconduct and dealt with as the Management Committee decides. Fax or Emails may be used. - 14 - Home club secretaries must phone in the result of their matches to the General Secretary by 2.00pm. Any club in default will be fined a sum as directed by the League Management Committee. Home club secretaries must inform the General Secretary if their match has been cancelled on the Sunday due to inclement weather etc. Also, clubs who do not correctly fill in their team sheets will be fined £15.00 on the first offence, and subsequent offences at the discretion of the Management Committee. Both clubs must hand to the match referee 15 minutes to advised time of kick off their team sheet, with the numbers and licence numbers corresponding to the players on the field at the start of the match, failure to hand match team sheet to referee 15 minutes before the game will result in clubs being fined £15.00 on the first offence and other offences as directed by the Management Committee. SEARCH OF REGISTER 15. Should doubt arise as to the eligibility of any player, the League Secretary shall give such registered information as is necessary or required on payment of a fee of £25.00 for each player concerned. All applications shall be in writing and must be accompanied by fee. This will not constitute a protest which should be made in the usual way and within the time stated in rule. This information given only in furtherance of a protest. PROTESTS AND APPEALS, PERSONAL HEARINGS 16. Protests must be lodged with the League Secretary within seven days of the date of the match to which it refers and an exact copy of such protest shall, in addition, be forwarded by recorded delivery post by the club protesting to the Secretary of the club against which such protest is laid, within such time limit as aforesaid. In the event of a search being first made, as provided by rule an extension of 48 hours will be granted for protests arising out of such search. To prevent frivolous protests, Appeals, Personal Hearings there is a fee of £40.00. Any club dissatisfied with the decision of the League Management Committee may appeal to the Gwent County Football Association on payment of £50.00. Any final appeal must be made to the Football Association of Wales on payment of £100.00. - 15 - INELIGIBLE PLAYERS (As directed by the Gwent County FA) 17. a. When the winning club plays an ineligible player: 1. The match shall be awarded to the non-offending club. 2. The score will be recorded as 5-0. b. When the losing side plays an ineligible player: 1. The result of the game will stand. 2. The score will be recorded as 5-0. c. In drawn matches where one club plays an ineligible player : 1. The match shall be awarded to the non-offending club. 2. The score will be recorded as 5-0. d. When both clubs play an ineligible player: 1. The match shall be declared void and no points awarded. 2. The match shall be replayed. e. In all cases the clubs will be liable for the fines and expenses as the League Executives direct. f. Any player taking part in a match in which he is not eligible shall be reported to the Gwent County Football Association. He is also liable to have his registration cancelled at the discretion of the League Executive. REFEREES FEES etc 18. Referees will be appointed to League matches by the League Secretary, the referee fees shall be £18.00 plus travelling expenses, at public transport rate, or if travelling by car 35 pence per mile. If he resides over one mile from where the match is being played, the fee and expenses must be paid directly to the referee before the game. If through any cause the match is not played and the referee attends the ground, he shall be paid half his fee, plus travelling expenses, providing he has not received notification of the postponement of the fixture. Any club found withholding payment for any reason will be reported to the Gwent County Football Association. - 16 - All clubs must accept the referee appointed by the League Secretary. In the event of the appointed referee not attending a match the competing clubs must agree to a “substitute referee”, such substitute shall be considered a League Official for that match. Referee failing to attend a game must be reported by the home club to the League Secretary. In all grounds except those of a groundsman the referee shall have power to decide as to the fitness of grounds in all matches. All referees must send a report of the match to the General Secretary; referees must accept or reject their appointments within three days. If no reply is received, it will be assumed that the appointment is accepted. Where a club is late for a game, the referee should use his own discretion on how long he should wait before he leaves the ground. If a club or clubs fail to agree a substitute referee, they will be dealt with by the Management Committee, for a broken fixture if the match does not go ahead. ASSISTANT REFEREES 19. Each team must supply Assistant Referees. The home club must provide suitable Linesman’s flags, these to be handed to the referee by the home team before kick off. Both club assistant referees should report to the referee before the start of the match and receive his instructions and be informed that no matter what may be their personal opinion, the decision of the referee is final and must not be questioned. Clubs failing to supply Assistant Referees to be dealt with as directed by the League Management Committee. HOME CLUB TO NOTIFY VISITING TEAM AND REFEREE 20. The home team to notify visiting team and match referee of all match details not later than Wednesday prior to the game, directions to reach ground, details of colours, and the advised time of kick off to be given in writing. Clubs failing to comply will be fined £15.00 for the first offence, and subsequent offences to be punished as directed by the League Management Committee. No receipt of notification is no excuse for team or referee not turning up. In such circumstances they should travel for kick off in accordance with rule and inform the League Secretary at once. - 17 - TELEPHONE CONFIRMATION IS NOT ACCEPTABLE N.B. Referees must report Clubs who do not confirm fixtures as per rule – to General Secretary. PROMOTION AND RELEGATION 21. Promotion and relegation will be on the basis of two up and two down in the Premier Division and Division One. The top two teams in Division Two will be promoted to Division One. In the event of a vacancy occurring in the Premier Division or Division One due to the withdrawal of a club during the season, the compilation of the Division of the following season shall be at the discretion of the League Management Committee. All clubs wishing to maintain its membership with the League must apply in writing by the 17th June of each season. Also the bottom two clubs in the Second Division must apply for membership by 17th June each year. Clubs who fail to apply as per rule will not be considered for membership for the coming season into the League. When points are level, goal difference to be the deciding factor. If still level the team scoring the most goals shall be declared the winners. FINES 22. All fines must be paid within seven days of receiving notification from the League Secretary. Failure to do so will result in the suspension of fixtures and the club(s) reported to the Gwent County Football Association. All fines must be sent to the League Secretary by cheque or postal order, made payable to the North Gwent Sunday Football League. FAILURE TO ANSWER CORRESPONDENCE 23. Any club failing to answer correspondence within seven days from receipt of correspondence shall be fined a sum of £15.00. MISCONDUCT 24. The League Management Committee shall have power to deal with any club or clubs as they may deem fit, but in case of misconduct of players or spectators, shall be dealt with by the Gwent Football Association. DISORDERLY CONDUCT 25. In order that the League competitions may be carried on in fair and sportsmanlike manner, the referees are empowered in all matches to put down the slightest attempt at rough play or intimidation. They also have - 18 - the power to close the game at any time from the same cause or where interference or the spectators incites to any display of feeling or rough play. HANDBOOKS 26. The League to produce its own handbook, to include the names and addresses and telephone numbers and E-mail addresses of Club Secretaries. (Where a Club Secretary is not on the telephone, a telephone number must be given so that messages can be made). Any changes of Secretary by any club after Annual General Meeting it shall be the responsibility of the club to inform all other clubs in the League of the change. Each team to be responsible to purchase at least three handbooks at a cost to be determined by the League Management Committee. All referees appointed to officiate in the League will be supplied with one handbook free of charge by the League Management Committee. WITHDRAWELS 27. Clubs shall not be withdrawn from membership without the notice of such intention being given in writing to the League Secretary before 1 st March, prior to the end of the season in May, at which time they will terminate membership. Clubs ignoring this requirement will forfeit their guarantee and in addition be liable to a fine not exceeding the sum of £100.00. SUBSTITUTES 28. Three substitute players may be used at any time during the game, at the clubs discretion, except to replace a player who has been suspended from the game by the referee. The substitutes can only be made when play has stopped for any reason and the referee has given permission. Only three substitutes by each side will be permitted in any match. The substitutes will be nominated prior to the commencement of the match and also to the Captain of the opposing side. No substitute other than nominated players will be allowed to take part in the game. Clubs can only nominate 5 prior to match, but only play 3. ALTERATIONS TO RULES 29. No alterations shall be made in these rules, except at a rules revision meeting especially convened for the purpose, in the month of February. Notice of proposed alterations by 31st December of the current season. No alterations of such by two thirds majority of members present. Clubs not attending the meeting shall be fined as directed by the League Management Committee. - 19 - NON ATTENDANCE OF HEARINGS 30. Clubs failing to attend disciplinary case hearings when called upon to do so shall be liable to such fines as the League Management Committee may direct. MATTERS NOT PROVIDED FOR 31. Matters not provided for in these rules shall be dealt with by the League Management Committee. PITCH INSPECTIONS 32. The League has decided where there is no Official Grounds person the referee will be sole judge of the fitness of the ground. Club Secretaries will not at any stage cancel fixtures. This rule applies to all League and Cup & Shield Competition Matches. If a club requires an early Inspection due to inclement weather, the home club will contact the League Secretary on Saturday to arrange a Referee to attend and meet an official of your club at the ground. The League will only appoint referees on the Official List. Clubs who fail to carry out this rule will be dealt with by the Management Committee as they deem fit. ALCOHOL 33. The Management Committee instruct every club who participate within the League that they should not consume any alcohol at venues at which they participate. Failure to comply will result in your club being dealt with severely and a fine will be imposed on any guilty club at the discretion of the Management Committee. Their position within the League will also be carefully considered and expulsion may result. 34. Clubs who fail to inform the League Secretary, in writing, of change of secretary or club details i.e. venue, colours etc. will be fined £25.00. 35. All matches to be played on grass pitches. Matches may be played on Astro Turf or any other artificial pitch, FIFA Approved. Clubs reapplying, or seeking to play within the League will be allowed to play on Astro Turf or artificial surface, subject to above conditions. - 20 - SUBSTITUTE REFEREES 36. All clubs must nominate a competent person, within their club to undertake a Referee’s Course of instruction, and be their nominated referee in the absence of the appointed referee failing to attend, for whatever reason. Clubs to forward names before the end of September of each season to League Secretary in writing. FOR THE ATTENTION OF ALL CLUBS No telephone calls to the League Secretary after 8.30pm on any evening unless the call is of the utmost importance. Calls after 8.30pm may be made by making provision with the General Secretary beforehand. No person belonging to a club or acting on their behalf will attend the Home of any Officer or Executive Member without first seeking their permission. Failure to carry out this rule will result in the Management Committee taking action against the guilty club or clubs as they deem fit. SHIELD AND CUP RULES 1. The competitions shall be called “The North Gwent Sunday Football League Billy Macdonald Challenge Cup” and “The Ken Wheeler Memorial Shield” and Colin Watkins Group Cup and shall be properly constituted. PARTICIPENTS 2. All teams in the League must enter all competitions arranged by the Management Committee. ENTRANCE FEE 3. The entrance fee for all teams shall be £15.00 for each competition. CHOICE OF GROUNDS - 21 - 4. The grounds to be played on the ground of the first team drawn out. If the ground of the first team drawn is unavailable, for whatever reason, the tie to be played on the ground of the second team drawn the Away team’s ground. If both grounds are unavailable for whatever reason, the matter should be referred back to the General Secretary who will, if possible, arrange a venue for the match to take place. Club(s) who fail to carry out the rule will be dealt with by the Management Committee and may be expelled from the competition if found guilty. Semi finals will be played at the ground of the first team drawn and if the ground is not available, at the second team drawn. Home team will be responsible for nets, corner flags etc, and informing the referee and assistant referee, when appointed, the venue, kick off time and date of fixture. Both Teams to share expenses of the Semi Final by equal portion of the amount paid for: Referee, Asst Referee, Changing Room, and Ground. DATE OF ROUNDS 5. The dates of the rounds to be decided by the League Management Committee, all byes to be in Round One. DURATION OF GAME 5. All cup and shield rounds to be played to a conclusion by extra time (15 minutes each way) and the penalty procedure if necessary. Matches must commence at the appointed time, such time to be fixed by the Management Committee. Any club guilty of delaying the start shall be reported by the referee. The Management Committee shall have the power to fine the offending club or clubs a sum as directed and for a second offence shall be liable to be struck out of the competition. Abandoned matches will be dealt with by the League Management Committee whose decision shall be final. Any club found guilty of breaking cup or shield fixtures will be liable to be struck out of the competition for the season and the round awarded to opponents, and, in addition, be fined a sum as determined by the Management Committee. If a match is abandoned through any cause, the referee shall be paid his fee and expenses. - 22 - REGISTRATIONS 7. All players in the Cup and Shield must be registered on the North Gwent Sunday League official form. Registration covered by normal registrations apart from the following:a. Any player transferred from another club who has played for his former club in the competitions shall be Cup or Shield tied and therefore ineligible to play for his new club in competitions. b. All players must hold a current League registration with the same club subject to paragraph (a) of this rule, offending players to be reported to the Gwent Football Association for misconduct. SEARCH OF REGISTER 8. As per League rule 15. PROTESTS AND APPEALS 9. As per League rule 16. TEAM LEAVING FIELD OF PLAY 10. Any team leaving the field of play before the expiration of the game without the consent of the referee shall be adjudged to have lost the match, and shall be reported to the Gwent County Football Association for misconduct. RESULTS 11. The Secretary of each club shall forward a report, giving the result of each match and a list of the players taking part in each game to the Secretary, to arrive not later than the first post on Wednesday following the match or in default will be fined a sum of £15.00. Fax or emails may be used. These forms will be pursued by the General Secretary. Club Secretaries sending in false reports will be deemed guilty of misconduct and dealt with by the League Management Committee. Home Club Secretaries must phone the result of their matches to the General Secretary as stated i.e. fixtures, cup appointments, rules, memo’s etc, who then request additional copies will be charged an administration - 23 - fee of £15.00 on first occasion, and subsequent occasions will be charged at the discretion of the Management Committee. In semi-finals all clubs who are involved must telephone their result to the General Secretary, as per League rule, by 2.00pm. Clubs who fail to carry out this rule will be fined £15.00 on the first offence and subsequent offences at the discretion of the Management Committee. NOTE: All parts of the form must be completed to include Club Asst. Referee of both teams, failure to comply will result in Clubs being fined as per rule, £15.00 on first occasion, and double on subsequent offences. REFEREE AND ASSISTANT REFEREE FEES 12. Rounds - £18.00 Semi-Finals - £18.00 Final - Memento In the final game the referee and assistant referee to receive mementos plus expenses. In the semi-finals the assistant referees fee to be half of the referee’s fee. If the referee and the assistant referee attend a ground when the game is postponed, they shall receive half fee and expenses. This will not apply if he has been informed of the postponement before travelling. Expenses of bus fairs as paid or 35p per mile if using car, will be paid by the league. Both clubs are to split all expenses incurred in the semi-finals which include Ground Hire, referee and assistant referee fees. This will also apply in cup finals if referees and assistant referees claim expenses. CUSTODY OF CUP AND SHIELD 12. The winners of the Cup and Shield shall furnish to the League Secretary for approval by the League Management Committee, the names of two Bondsmen who shall be surety for the full value of the Cup or Shield, the said Bondsmen shall be required to execute the following guarantee : We, Messrs………………………….Members of and representing the ……………AF Club, which have now been declared to have won the……………….And the same having been delivered to us by the Cup/Shield Trustees, do hereby on behalf of the said Club, individually and collectively engage to return same to the League Secretary for the time being 28 days before the final tie in next season in good order and condition, and providing the said - 24 - Cup/Shield is destroyed or damaged by fire whilst under our care and custody, on behalf of the said Club we agree to refund to the League the amount of its value or cost through repair. Should be said Cup/Shield be lost or destroyed from any other cause whilst under our care and custody, on behalf of the said club individually and collectively undertake to pay the sum £…., the amount of the value of the Cup/Shield. We undertake also that no inscription shall be allowed to be placed upon the Cup/Shield by any person. MEMENTOS 14. Winners and runners-up will receive thirty mementos. Extra may be purchased through the League, but payments must be made before orders can be placed. SUBSTITUTES 15. As per League rule 28. MATTERS NOT PROVIDED FOR 16. Matters not provided for in these rules shall be dealt with by the League Management Committee. Where not stated in Cup and Shield rules, League Rules will apply. MONTHLY PRIZE DRAW 17. This draw is compulsory for all clubs in membership; cost will be decided by Management Committee each season. Cheques/postal orders to be made payable to North Gwent Sunday AFL.
