Schedule
Please note that there are two different application deadlines: September 7 and September 21. After
submitting your full application on September 7, CTIB staff will conduct a completeness review and
issue requests for clarifying information on September 14. Final amended applications will then be
due on September 21, 2012. After amended applications are submitted, the application evaluation
process will begin. The complete schedule for the 2012 grant solicitation process is included in this
packet (see Attachment 6).
Governing Documents
In preparing an application for 2013 capital grant funds, applicants should be aware that this
solicitation will be governed by the Transit Investment Framework (“Framework”). Included within the
Framework are a set of grant eligibility criteria (Section 9, Part C). New grant eligibility criteria were
adopted by the Board at the June 25, 2012 meeting. In addition, there may be an additional grant
eligibility criterion adopted into the Framework at the July 18, 2012 Board meeting. The adopted and
proposed criteria are included in Attachment 4 for your reference. After the July 18 Board meeting, a
notice will be sent to all grant applicants notifying them of the Board’s action on the proposed grant
eligibility criterion.
This solicitation is also governed by Resolution #32-CTIB-2012, as adopted by the Board on June 25,
2012 (“Resolution”). Of note, the Resolution identifies which corridors are eligible to apply for 2013
capital grant funding. The Resolution is included in this packet (see Attachment 5).
Applicants should become familiar with the requirements of the Framework and Resolution and be
prepared to provide details within the application regarding the application’s consistency with the

Framework and the Resolution. The complete 2012 Amended and Restated Framework will be
posted to www.mnrides.org following the July 18 Board meeting.
New Worksheet Format
Applicants should be aware that this year’s grant application worksheets have an updated format. The
requested content remains largely the same as last year, but the worksheet numbering system and
worksheet formats have been revised. Please do not hesitate to call Lindsey Wollschlager with any
questions you may have about the new format.



Application Evauation Process
After the submission of amended applications on Friday, September 21, 2012, applications will be reviewed
and evaluated by several groups. Several meetings will require presentations from grant applicants. Please
make note of the required meetings and presentations noted in the schedule included in Attachment 6.

PART III: GRANT APPLICATION SUBMITTAL REQUIREMENTS
I.
Capital Grant Application: Cover Sheet (Attachment 1)
Application Requirement:
 Use the attached form to complete the grant application cover sheet (Attachment 1).
II.
Updated Transitway Brief
The Board, as part of its 2012 Annual Financial Review and Capacity Estimate (AFRACE), required all
potential grantees to develop a Transitway Brief. For this grant application, please review the
Transitway Brief submitted for the 2012 AFRACE and make revisions as necessary. The 2012 AFRACE
was adopted by the Board on June 25, 2012, and is posted on www.mnrides.org as Attachment B to the
2012 Amended and Restated Transit Investment Framework.
Application Requirement:
 Review, revise, update and submit the Transitway Brief. Include the most current information and
map available on the transitway.
 Attach a narrative providing details on any changes since the last submittal to the Board.
 All details and maps provided should be consistent with the 2013 Capital Grant Application.
III.
Project Benchmarks and Timeline (Attachment 2)
Project benchmarks will be used to assess progress throughout the term of the grant.
Application Requirement:
 Using the attached form, provide five (5) to ten (10) significant 2013 Grant project benchmarks
and a timeline addressing the following:
 Anticipated bid solicitations and contract awards;
 Key project deliverables;
 Planned public events (examples: grand openings, celebrations, and ribbon cuttings); and
 Other major milestones.
IV.
Capital Grant Worksheets (Attachment 3)
Application Requirement:
 Using the attached Excel Workbook, “2013 CTIB Capital Grant Worksheets” (Attachment 3),
complete Worksheets 1-CAP through 6-CAP, as well as Worksheet 2-OP, for the transitway
project and 2013 grant project, using the Standard Cost Categories for Capital Projects
Definitions.

 Worksheets 1-CAP and 2-CAP are for the entire transitway project.*
 Worksheet 3-CAP is for both the entire transitway project and the 2013 Grant Project.

Each potential grantee submitted Worksheet 1-CAP in the spring of 2012 for the Annual
Financial Review and Capacity Estimate (AFRACE). For the grant application, review the
information submitted earlier and revise as necessary.
Note: Worksheet 1 requires cost estimates for the entire transitway project, not the 2013 Grant
Project.
Application Requirement:
 Submit completed Worksheet 1-CAP.
 Attach a narrative providing details on any changes since the 2012 AFRACE submittal to
the Board.
2. Worksheet 2-CAP: Future Transitway Project Capital Needs and Funding Sources
Worksheet 2-CAP was also submitted as part of the 2012 AFRACE. For this grant application,
review the information submitted earlier and revise as necessary.
Note: Worksheet 2-CAP requires cost estimates for the entire transitway project, not the 2013
Grant project.
Application Requirement:
 Submit completed Worksheet 2-CAP.
 Attach a narrative providing details on any changes since the 2012 AFRACE submittal to
the Board.
B. Transitway and 2013 Grant Project Worksheet
1. Worksheet 3-CAP: Schedule for Transitway and for 2013 Grant Project
Application Requirement:
 Provide a detailed schedule for the transitway project for activities in 2013 through 2018.
 Provide a timeline for 2013 Grant activities.
 Grant activities should correspond to the key milestones and benchmarks identified in
Part 1: Section III, above.
C. 2013 Grant Project Worksheets
1. Worksheet 4-CAP: 2013 Grant Project Cost Estimates
Application Requirement:
 Provide detailed cost estimates specifically for the 2013 Grant project.
2. Worksheet 5-CAP: Funding Sources for 2013 Grant Project
Application Requirement:
 Using the Funding Sources (Worksheet 2-CAP) and the SCC (Worksheet 4-CAP), identify
the 2013 Grant Project funding needs by funding source.
 Highlight the use of any Counties Transit Improvement Board carryover funds from
previous capital grants.
3. Worksheet 6-CAP: Funding Sources by Month for 2013 Grant Project
Worksheet 6-CAP will be used as basis for development of the disbursement schedule for any
contract agreement, if awarded.

D. Transitway Operations Worksheet
1. Worksheet 2-OP: Sources of Funding for Transitway Operations
Worksheet 2-OP is statutorily required information for all grants awarded by the Board.
Note: Worksheet 2-OP requires the identification of transitway funding sources for the entire
transitway project, not just the 2013 Grant Project.
V.
Statement of Consistency with Grant Eligibility Criteria (Attachment 4)
The 2013 Grant Eligibility Criteria (Attachment 4) sets forth the criteria each transitway must meet in
order to be eligible for a 2013 Capital Grant.
Application Requirement:
 For each criterion, provide a written narrative describing how the proposed Grant Project meets
that criterion.
 Address the criteria set forth in the 2012 Amended and Restated Transit Investment Framework as
well as Resolution#32-CTIB-2012, “Establishing the 2012 Grant Solicitation Process for Grants
Payable in 2013” (see Attachment 5).
VI.
Risk Assessment
Application Requirement, if applicable:
 If a grantee is requesting a Board’s contribution of greater than 30 percent of the costs for an
annual grant or project element/phase, include a substantive analysis addressing each of the
following factors:
 Benefits of proceeding;
 Risks of delay;
 External threats to project completion;
 Risk allocation;
 Other funding sources;
 Impact on the Board’s financial capacity; and
 Impact on the Board’s bonding/debt.
 Provide detailed information describing when the Board’s overall financial contributions would be
balanced at 30 percent.
VII. Maps
Application Requirement:
 As appropriate, submit a transitway map(s) which identifies the location of the Grant Project
 Transitway maps should also be incorporated into the updated Transitway Brief (Part III, Section II)

ATTACHMENT 4: ELIGIBILITY AND SUPPLEMENTAL ELIGIBILITY CRITERIA FOR 2013
COUNTIES TRANSIT IMPROVEMENT BOARD GRANTS
Eligibility Criteria from the Transit Investment Framework, as Amended and Restated on June 25, 2012.
The following grant eligibility criteria will be used by the GEARS Committee to evaluate grant applications
and by the Counties Transit Improvement Board to select and award grants. The Board will award grants
only to state and political subdivisions, as prescribed by Minn. Statute section §297A.992, subdivision 5(b).
The Board retains the right to establish additional criteria on an annual basis to supplement the following
criteria in order to set priorities, address funding short-falls, and/or maximize funding availability. Grant
eligibility criteria are as follows:
1. Grant awards shall be consistent with the most recent version of the Transportation Policy Plan,
adopted by the Metropolitan Council.
2. Grant awards shall maximize the availability and use of federal funds.
3. No grant award made to the Metropolitan Council may supplant operating or capital funding
provided to the Metropolitan Council by the state.
4. No grant award made to the Metropolitan Council may supplant the 50 percent state share of
the non-federal operating subsidy for light rail and commuter rail operations.
5. No grant award shall be made for operating costs of a transitway (except for the Hiawatha Light
Rail Project, the Northstar Commuter Rail Project, Cedar Avenue Bus Rapid Transit Project,
and the I–35W Bus Rapid Transit Project from downtown Minneapolis south) unless the Board
has previously awarded a grant for the capital costs of the transitway project.
6. Any grant awards made to an eligible county that joins the Board after July 1, 2008, shall be
made only for purposes of paying that eligible county’s obligation set forth in Article II.4 of the
Joint Powers Agreement, until such time as said obligation has been satisfied.
7. All grants for capital dollars require a local match of at least 10 percent of the total cost of the
project for which grant funding is requested. The match must be a capital contribution and may
include project-related real property.
If the applicant is a county, county regional railroad
authority, or city, the match shall not include funds provided by Metropolitan Council, the State
of Minnesota or the federal government. If the applicant is the Metropolitan Council, the match
shall not include funds provided by the federal government or local government.
8. Documented local expenditures relating to a proposed grant project made in the year of grant
application may count as a local match if:
a. the expenditure would otherwise qualify as a local match pursuant to Part 9 of the
Transit Investment Framework; and

b. the expenditure is needed to avoid delaying the grant project or jeopardizing other
funding sources; and
c. the Board approves the expenditure as a qualified local match by resolution.
Approval of the expenditure as a qualified local match does not obligate the Board to award a
grant.
9. If an applicant intends to use federal funding for a grant project, the applicant's expenditures
that qualify as a local match for CTIB funding should also meet federal requirements for local
matching funds, if feasible. (Note: Reviewed by the Board at the June 25, 2012 meeting. This
proposed criterion is on the July 18, 2012 Board agenda for consideration of approval.)
10. In accordance with Joint Powers Agreement Article VII.2.H, each county shall be awarded
annual grants of at least one percent of the estimated total sales tax proceeds for the calendar
years 2009, 2010 and 2011. This type of grant shall be awarded only if a county does not
receive a grant for transitway capital or operating costs in the amount of at least one percent of
the estimated annual total sales tax proceeds. For the years of 2010 through 2013, Washington
County shall be eligible for grants of at least three percent of estimated total annual sales tax
proceeds. All grants awarded pursuant to this eligibility criterion are subject to the 10 percent
local matching requirement set forth in criterion seven above. Additionally, such grants will
receive priority funding, will be reviewed by the GEARS Committee, and must be consistent with
the current Metropolitan Council Transportation Policy Plan. Notwithstanding the above listed
eligibility criteria, a grant application submitted by a county pursuant to this paragraph must be
for a transit purpose specified in Minnesota Statute §297A.992, subd. 6, and may include
express bus service within the definition of transitways.
11. For member counties whose proportion of the annual sales tax revenue is less than or equal to
three percent, grant awards for the years 2009, 2010 and 2011 shall be the greater of one
percent of the total estimated annual sales tax proceeds or the minimum guarantee amount of
the amount of sales tax revenue collected in that county, as set forth in Minn. Statute
§297A.992, subd. 6.
12. Grant funding will be available for the following types of projects:
a. Capital costs, including preliminary engineering, final design, right-of-way acquisition,
rolling stock, equipment and construction of transitways.
b. Operating subsidies for transitways.
13. No grant will be awarded for studies, including alternative analyses.
Projects undertaking
preliminary engineering or final design will be eligible for a grant, provided an alternatives
analysis has been completed for the transitway corridor.
14. For projects that cross jurisdictions, resolutions of project support from each county or county
regional railroad authority is required to accompany the grant application.

Supplemental Eligibility Criteria Adopted on June 25, 2012 in Resolution #32-CTIB-2012,
“Resolution Establishing the 2012 Grant Solicitation Process for Grants Payable in 2013.”
1. The following transitways will be eligible for a grant for operations:
a. Cedar Avenue Bus Rapid Transit
b. Hiawatha Light Rail Transit
c. Northstar Commuter Rail
d. I-35W South Bus Rapid Transit
A grant award for operating costs may be up to and no more than 75% from January 1, 2013 through June
30, 2013, and 50% from July 1, 2013 through December 31, 2013 of the net operating subsidy. Only new
and expanded BRT transitway operations will be eligible for an operating grant.
2. The following transitways will be eligible for a capital grant:
a. Bottineau Corridor
b. I-35W South Bus Rapid Transit
c. Northstar Commuter Rail: Anoka Station

ATTACHMENT 5: RESOLUTION ESTABLISHING THE 2012 GRANT SOLICITATION
PROCESS FOR GRANTS PAYABLE IN 2013
RESOLUTION #32-CTIB-2012
ESTABLISHING THE 2012 GRANT SOLICITATION PROCESS FOR GRANTS PAYABLE IN 2013
ADOPTED JUNE 25, 2012
WHEREAS, the Counties Transit Improvement Board (the “Board”) is authorized to award grants to the State
of Minnesota and to political subdivisions from the proceeds of the sales tax and excise tax imposed pursuant
to Minnesota Statute Section 297A.992; and
WHEREAS, Minnesota Statute Section 297A.992, subdivision 5 requires the Board to establish a grant
application process and identify the amount of available funding for grant awards; and
WHEREAS, the Board has adopted a Transit Investment Framework (the “Framework”) setting forth its
policies and procedures governing the award of grants, including grant eligibility criteria; and
WHEREAS, the Framework provides that the Board may establish additional criteria on an annual basis to
supplement the criteria set forth in the Framework in order to set priorities, address funding shortfalls, and/or
maximize funding availability; and
WHEREAS, Part 6 of the Framework requires the Board to prepare an annual financial review and capacity
estimate to assess the Board’s financial commitments and its ongoing ability to meet those commitments and
to estimate the Board’s capacity to provide grant funding for the next grant solicitation; and
WHEREAS, the Board has committed to fund up to 50% of the net operating costs of Northstar Commuter
Rail, Hiawatha LRT, and new and expanded service on Cedar Avenue BRT and I-35W South BRT Corridors;
and
WHEREAS, legislation passed during the 2011 Special Session and signed by the Governor, required the
Board to increase its 50% contribution to the net operating subsidy of the four currently operating transitways
to at least 75% for the 2012-2013 biennium; and
WHEREAS, the Board has committed to fund up to $1,773,000 in capital costs of the I-35W South BRT
Project; and
WHEREAS, the Board committed to fund at least 3% of the total annual sales tax proceeds in grant funding
for Washington County through 2013; and

WHEREAS, on June 25, 2012, the Board approved its Annual Financial Review and Capacity Estimate and
determined that it will have sufficient funds to meet its funding commitments for 2013 (approximately $26
million) and will have sufficient funds to meet identified needs for additional grants for transitway projects in
2013 in the amount of $56.6 million; and
NOW THEREFORE BE IT RESOLVED that the Counties Transit Improvement Board hereby establishes the
2012 Grant Solicitation process and schedule as shown in Attachment A; and
BE IT FURTHER RESOLVED that the Counties Transit Improvement Board intends to make available the
amount of $26.0 million for grants awarded in 2012 to meet its operating and capital funding commitments in
2013 and an amount of up to $56.6 million for capital grants awarded in 2012 to meet identified funding
needs and to accelerate transitway development; and
BE IT FURTHER RESOLVED that, pursuant to Part 9. C of the Framework, the Board hereby adopts the
following supplemental eligibility criteria for the 2012 Grant Solicitation:
1. The following transitways will be eligible for a grant for operations:
a. Cedar Avenue Bus Rapid Transit
b. Hiawatha Light Rail Transit
c. Northstar Commuter Rail
d. I-35W South Bus Rapid Transit
A grant award for operating costs may be up to and no more than 75% from January 1, 2013 through
June 30, 2013, and 50% from July 1, 2013 through December 31, 2013 of the net operating subsidy.
Only new and expanded BRT transitway operations will be eligible for a 50% operating grant.
2. The following transitways will be eligible for a capital grant:
