Three cases of cheating and impersonation have been solved with their arrest. The gang members posed as CBI/Sales Tax Officers to cheat innocent traders. The arrested persons are: 1. Kishan Lal s/o Amar Nath r/o A-1/62, DLF, near Dilshad garden Extension, Sahibabad, U.P. aged 62 Years 2. Rajender @ Raju @ Kalu s/o Prabhu Dayal r/o Jhuggi No. B-254, Sonia Gandhi camp, Naraina, Delhi aged 40 years INCIDENT & APPREHENSION On 15-05-2012 at 2:15 PM information was received by HC Birender Singh, No.732/Crime that two cheats wanted in a case of cheating at PS. Jama Masjid would come to Rohini West Metro station in the afternoon. Accordingly a raiding team led by Inspr. D. P. Joshi comprising of SI Omvir Dabas and other members of the Special Team Crime Branch under the supervision of ACP Sh. M.C. Katoch and overall supervision of Addl. DCP Sh. Joy Tirkey was constituted. A trap was laid near Metro Station Rohini West and Kishan Lal and Rajender Kumar were apprehended near the Metro Station at about 3:15 PM. EXAMINATION On sustained examination, both of them revealed that on 09-05-2012, they along with their third associate namely Ramesh cheated a trader near Shish Ganj Gurudwara, Chandni Chowk. The trio stopped the trader posing as CBI Officers and asked him to get his luggage to be searched. They took the trader to Meena Bazar in the area of Jama Masjid and told him that they had information regarding carrying of fake Indian Currency notes. They took out Rs. 25,000/- from his pocket and on the pretext of checking, the notes were changed with the wad of notes by them. They told him that his money was genuine and let him off. However, the victim checked the notes carefully and realized that he had been duped. The wad of notes contained ordinary paper cut into the size of currency notes. He raised an alarm and was able to apprehend Ramesh at the spot. The other two managed to escape. FRESH CASES WORKED OUT Kishan and Rajender disclosed involvement in two other instances of impersonation and cheating as follows:1) In the last week of February, 2012, they along with their associate Ramesh cheated a resident of Banda, U.P. He had come to Gaffar Market, Karol Bagh to purchase mobile phones. The trio posed as CBI officers and conducted his personal search. They took away Rs. 12,000/- from him. A case of cheating was registered at PS. Karol Bagh for the same. 2) Last year in the last week of March 2011, they cheated a person near Novelty Cinema Hall. They posed as Sales tax Officers and conducted his personal search. They took away Rs. 25,000/- from him. A case was registered accordingly at PS. Lahori Gate. PROFILE 1. Kishan Lal s/o Amar Nath r/o A-1/62, DLF, near Dilshad garden Extension, Sahibabad, U.P. aged 62 Years was born in the year 1949 in Amritsar, Punjab. His father ran a milk dairy in Amritsar, Punjab. He got education up to 8th standard. He left his house about 30 years ago and came to Delhi. He started working in private firms but was unable to keep his job. He used to cheat on the pretext of checking the luggage by posing himself as CBI / Sale Tax Officer along with his associates Rajender and Ramesh. He has a son & two daughters. His son has a Transport business. He is previously involved in 24 criminal cases including of robbery, cheating and impersonation etc. 2. Rajender @ Raju @ Kalu s/o Prabhu Dayal r/o Jhuggi No. B-254, Sonia Gandhi camp, Naraina, Delhi aged 40 years was born in Kota Rajasthan in 1970. He has one brother. He came to Delhi in his early childhood and started living in Balli Maran, Chandni Chowk, He got education up to 5th standard and thereafter started working as a labour. In 1991, he shifted from Ballimaran to Sultanpuri, Delhi. He kept bad company and committed crime. He is married and has one daughter and two sons. He is a Registered Bad Character of PS. With the arrest of three budding robbers / snatchers namely (1) Sumit Kumar @ Tinka, (2) Nitin @ Montu and (3) Joginder @ Jogi, Inter State Cell of Crime Branch, Delhi Police has busted a gang of robbers / snatchers, who are active in committing of robbery/ snatching of bags having cash from the area of Central and North West District, Delhi. With their arrest, several cases of robbery and snatching have been unearthed. The arrested persons are:1. Sumit Kumar @ Tinka S/o Suresh Kumar R/o B-124, JJ Colony, Wazirpur, Delhi. 2. TEAM & OPERATION:- Keeping in view of increasing incidents of robbery/snatching of bags having cash especially in the area of Central & North West District of Delhi, Inter State Cell of Crime Branch was assigned special task to develop the intelligence regarding active robbers/snatchers and to apprehend them. The team made sincere efforts in this regard and started vigil on active robbers/snatchers. On 15.05.2012, after receiving secret tip off, raiding team under the supervision of Sh. Rajender Bakshi, ACP/ISC led by Insp. Rajbir Singh, SI Lokesh Sharma, SI Vijender Singh, ASI Rajesh Tyagi, ASI Ishwar Singh, HC Rishikesh, HC Dinesh Kumar, Ct. Anil Hooda, Ct. Harbir Singh and Ct. Shashi Kant was constituted laid a trap near Inderlok Metro Station. Three youths coming on a red motor cycle were signaled to stop, but on seeing the police party, all of them tried to flee from the spot, but overpowered by the police party. Their identity was established as Sumit Kumar @ Tinka, Nitin @ Montu and Joginder @ Jogi as above. On their casual search, one country made pistol along with two live cartridges and two knives were recovered from their possession respectively. Accordingly they were booked under the appropriate provisions of Arms Act. EXAMINATION:- During their sustained examination, all of three accepted their involvements in six cases of robbery and snatching as follows:- 1. Case FIR No. 14/12 dated 15.01.2012 U/S 356/379/34 IPC PS Keshav Puram, Delhi. In this case, this gang followed two businessmen dealing in wholesale business of mobiles going on motor cycle from Karol Bagh. The pillion rider had kept their bag containing money in his lap. As no red light came in their way, this gang could not stop them till Prem Bari Pul where the businessmen had to halt at red light. The gang following them on red motor cycle immediately snatched their bag containing Rs. 4 lacs and one mobile phone. 2. Case FIR No. 51/2012 U/S 356/379/34 IPC PS Karol Bagh, Delhi. In this case, this gang snatched a purse containing Rs. 30,000/-, Crdiet cards and one mobile phone from two ladies going on a Cycle Rikshaw in the area of PS Karol Bagh and fled on their motor cycle. 3. Case FIR No. 256/2011 U/S 392/34 IPC PS Bharat Nagar, Delhi. In this case, this gang robbed Rs. 3 Lacs cash along with memory cards from one Mr. Ashok Rajpal, a trader of Karol Bagh, on gun point in the area of PS Bharat Nagar. Besides this, this gang had also committed three more snatching in the area of PS Keshav Puram, Bharat Nagar and Karol Bagh, in which they have snatched mobile phones and cash amount from the complainants. MODUS OPERANDI:Sumit Kumar @ Tinka is the kingpin of the gang and he indulged in these activities to make money to impress his girlfriend. The gang members used to visit on the Red Pulsar motorcycle in the Karol Bagh Mkt., Wazirpur Ind. Area and Keshav Puram area and kept eye on the customers coming out from the banks and jeweler shops, who were having bag in their hands. It was presumed that the person, who is coming out side from the bank or jeweler shop, must have money or jewelry in their bags. After making a target, they used to rob/snatch the hand bags from the persons. On resist, they used to show country made pistols and knives to the victims. After committing the offence, all the three share their booty and spend the money by shopping expensive clothes and in expensive restaurants. One Murder case registered at PS-Begumpur vide FIR No. 95/12 u/s 302 IPC dated 27/04/2012, worked out. BRIEF FACTS:With the arrest of Mohd. Mustkim Miyan (age-32 years) S/o Mohd. Hadeesh Miyan R/o A-82-A, Rajiv Nagar Extn. Begumpur, Delhi (permanent r/o Village Panchgaon, Post & PS Semra, District Paschimi Champaran, Bihar), the staff of PS Begumpur worked out murder case of Smt. Rihana w/o Mohd. Mustkim Miyan reported vide FIR No. 95/12 U/s 302 IPC dt. 27.04.12, at PS-Begumpur. INCIDENT:On 27/4/2012, a PCR call vide DD No. 29-B was received at PS Begumpur, Delhi in which caller had informed that near ration Shop of Shri Bhagwan at Rajiv Nagar, a room of tenant is locked and foul smell is coming from the room. On receiving the information SI Chetan alongwith staff reached the spot and the locked room was opened with the help of public. On entering the room a female dead body, later on identified as Rihana (aged-35 years) w/o Mustkim R/o Village Panchgaon, PS Semra, District Baghaon, Western Champaran, Bihar was found lying under a bed (wooden Takhat). Both the hands of deceased were tied with one leg (Paya) of bed with the help of chunni (dupatta) and both the legs were tied with the help of one Saree to other leg of bed. The face was covered with a Bed-Sheet and a Pink colour chunni was tied around the neck of the deceased. The lady was wearing a blue colour Maxi. The body was highly decomposed. Crime team was called at the spot and site inspection of scene of crime as well as of dead body was carried out. Photographs of scene of crime and dead body were taken. Exhibits were lifted from the spot. A case vide FIR No. 95/12 u/s 302 IPC dated 27/04/2012 was registered at Police Station Begumpur, Delhi. INTERROGATION: During the course of investigation it revealed that Mohd. Mustkim Miyan S/o Mohd. Hadeesh Miyan had married Rihana Khatoon in the year 1997. They have two children namely Afsana (daughter) and Amjad (Son) out of their wedlock. The relations between them were not cordial from the beginning. They always fight on petty issues. Most of the time Rihana used to stay with her parents. This created doubt in the mind of Mohd. Mustkim Miyan that his wife was having illicit relationship with some other person. He used to blame Rihana that he was not the father of their children. On dated 25/4/2012, Mohd Mustkim Miyan, Rihana and son Amjad were present in their rented House No. A-182, Rajiv Nagar, Begumpur, Delhi. After taking breakfast, Mohd. Mustkim Miyan gave some money to his son Amjad (age- 6 years) and asked him to go to her aunt’s (Mausi) house, who were living in the same locality, on the pretext that he was going to the doctor for check-up of her mother Rihana and they will bring new clothes for him. On the pretext of making love with Rihana, Mohd. Mustkim Miyan took Rihana confidence and tied her hands and legs with clothes (Chunni) and strangulated her throat. Thereafter he put the dead body under the Takhat (wooden bed) and tied her hands and legs with the legs (Paya) of Takhat and fled away from his house. A team consisting of Insp. Meerut (UP) who is also carrying a reward of Rs/- 15000/- on his head is arrested with a country made pistol and one live cartridge by the Spl. Staff of North-West District. The accused persons had come to Delhi to form a fresh gang to commit three murders in Distt. Meerut & Gaziabad of their long standing rivals. INCIDENT:HC Surender received a secret information regarding a person who is wanted in several cases of UP. On receipt of this information, HC Surender alongwith Ct Narender and Ct Surjeet apprehended one person namely Manoj Choudhary @ Mukhiya s/o Chattar Singh ( A BC of PS Partapur) R/o Vill-Muzakkipur ,PS Partapur Meerut(UP) . Though he tried to mislead the police initially but on sustained interrogation he confessed of committing several Highway Robberies in the districts of Brailey and Moradabad. He confessed that after coming out of the jail he had not attended any court in which he is facing trial. To apprehend him, the Spl. Staff /NWD had deployed informers in his village. Recently the accused Manoj along with his three co-accused committed a Highway Robbery in which they intercepted a Scorpio Car. They dragged the driver of the car in their Innova and after taking the Scorpio car to a secluded place they robbed the passengers including ladies of their valuables including jewellery articles, cash and the car. In this regard case vide FIR No. 255/12 u/s 342/392 IPC PS C.B Ganj Barielly(UP) was found to be registered. The local police on the same day raided the hideout of accused Manoj Choudhary who managed to escape with his associates but the robbed Scorpio car was recovered. Since then he and his associates are absconding. On further interrogation he revealed that one of the co-accused namely Amit will come to meet him near Nirankari Colony, GTB Nagar. On this information, a trap was laid and one of his associates namely Amit @ Monu s/o Kunwar Pal (Age 25 Years) r/o Rohta, PS SarurPur Khurd Disst. Meerut (UP) has also been apprehended. On his personal search one country made pistol of .315 Bore with one live cartridge is recovered from his possession. On further interrogation it came to light that Amit is carrying a reward of Rs/- 15000/- on his head. BRIEF FACTS:With the arrest of accused namely Sushil Luthra @ Sonu (age-28 years) s/o Ashok Kumar R/o H.No G-77, Vijay Vihar, Sector-4, Rohini, Delhi, Dheeraj, age-21 years S/o Triloki R/o H. No. 118, Vijay Vihar, Phase-II, Sector-4, Rohini, Delhi and Manoj Kumar, age-22 years S/o Rajender Prashad R/o H. No. A-114, Krishan Colony, Main Market, Prahladpur Village, Delhi, the staff of PS-KN Katju Marg, has worked out one case of snatching, two cases of MV Theft and three cases of Theft. INCIDENT:In the recent past there was sudden increase in incidents of snatching in Outer District, Delhi. Many of these snatching cases remained unsolved and these incidents created fear in the mind of public. Consequently, several teams were constituted in Outer District. INVESTIGATION:A team comprising of SI Suresh Kaushik, HC Parveen Kumar, Ct Rajesh, Ct. Mazid Khan and Ct. Bijender under the leadership of Inspector Sanjeev Kumar, SHO/K.N. Katju Marg, Delhi took up the challenge to identify and apprehend the criminals. The assistance of technical savvy HC Manbir Singh No. 451/OD was also sought. The description of the criminals involved were also collected after meeting the victims. The hard work of the team of PS KNK Marg bore fruits and the team succeeded in apprehending 04 members of this gang of Dnatchers and Auto Lifters including gang leader Sushil Luthra on 15.05.12 from sec-17, Rohini, Delhi. PRESS RELEASE WEST DISTT. DATED 16.05.2012 AUTOLIFTER ARRESTED The staff of Police Station Mayapuri has arrested one auto lifter namely Harpreet @ Hanni S/o Sh. Harvinder Singh R/o B-1/145 Vishnu Garden, Tilak Nagar, New Delhi. A total number of 2 auto theft cases have been solved. Two Motorcycles have been recovered from him. PROFILE OF ACCUSED ARRESTED 1. Accused Harpreet @ Hanni S/o Sh. Harvinder Singh R/o B-1/145 Vishnu Garden, Tilak Nagar, New Delhi, aged 20 years. He has studied upto 6th class and is repairing/selling mobile phones in his shop at Vishnu Garden, Tilak Nagar. His father is a driver by profession. RECOVERY MADE 1. Motorcycle Hero Honda Glamour No. DL4SAZ-4629 which is a stolen property vide FIR No. 115/12 u/s 379 IPC PS Hari Nagar, New Delhi. INCIDENT AND TEAM On 14.05.2012, SHO/Maya Puri, Insp. Sushil Kumar had instructed the staff in briefing that during vehicle checking, motorcycles especially black and red colour should be checked thoroughly. On this instruction/briefing, HC Bijender Rana No. 151/W, HC Virender Singh No. 1232/W, Ct. Naresh Kumar, 2941/W who were deployed for vehicle checking at Community Centre main Mayapuri road, started checking of vehicles by putting barricades and keeping a watch on the moving black colour and red colour motorcycles. At about 10.15 PM one red colour Honda M/Cycle was seen coming from Ring Road side. When the rider of M/Cycle was signaled to stop, he tried to take the U-turn but due to traffic congestion, his movements were restricted and immediately, by making strenuous efforts, the staff overpowered the rider. On asking, the documents and ownership of M/Cycle, rider could not provide any document related to ownership of M/Cycle. On asking the name, he revealed his name as Harpreet @ Hanni S/o Sh. Harvinder Singh. INTERROGATION AND MODUS OPERANDI During interrogation, the accused Harpreet @ Hanni S/o Sh. Harvinder Singh confessed that he used to steal the vehicles by using their master keys. During further interrogation he confessed that one and half month ago, one another M/Cycle No. DL-4SAZ-4629 had also been stolen by him from Ashok Nagar of PS Hari Nagar. Dated 16-05-2012 AN ACTIVE & DESPERATE AUTOLIFTER-CUMSNATCHER ARRESTED The staff of Police Station Punjabi Bagh, West District has arrested Radhey Shyam, an active auto-lifter cum snatcher who is also a BC of PS Punjabi Bagh. With his arrest, 2 cases of motor vehicles thefts have been solved. PROFILE OF ACCUSED Radhey Shyam S/o Babu Lal R/o C-193 JJ Colony Madipur, Delhi. Age 20 Years. Accused is a primary school drop-out and at present residing at Madipur JJ Colony who is also a BC of PS Punjabi Bagh, West District. The accused is addicted to liquor and to meet his requirements he started committing motor-vehicle thefts & snatching. RECOVERY MADE 1. One Pulsor Motor-cycle of Case FIR No. 71/12 dated 18/3/12 U/S 379 IPC PS Vikas Puri. 2. One Pulsor Motor-cycle of Case FIR No. 151/12 dated 8.5.12 U/S 379 IPC PS Nand Nagri. 3. One Button activated Knife from the possession of the accused The accused Radhey Shyam is previously involved in 07 cases of different heads i.e. Snatching, MV Thefts & Arms Act. INCIDENT, TEAM AND ARREST In the recent past, several incidents of auto thefts and snatching were reported in the area of West Delhi. In order to prevent these incidents and to nab the criminals involved in these cases, a team of staff of PP Madipur, comprising of SI Kuldeep I/C PP Madipur, ASI Bhagwati, CT Raj Singh, CT Sujeet and CT Puneet under the leadership of Inspr. Virender Dalal, SHO/Punjabi Bagh and overall supervision of Sh. Satish Yadav, ACP/Punjabi Bagh was formed to collect the information and bust the gang involved in these incidents. The team so formed worked relentlessly and collected details of several criminals with similar modus operandi and activated their secret informers to collect the information about the gangs involved in these auto lifting & snatching cases. The hard work of team bore fruit on 15.5.2012, as a specific information was received through reliable source to SI Kuldeep I/C PP Madipur that Radhey Shyam, a BC of PS Punjabi Bagh who is also previously involved in a number of cases will come to commit crime. On receipt of the aforesaid information, a special anti-snatching picket at T-point Paschim Puri was laid down by the team and apprehended the accused person Radhey Shyam by chasing him who was trying to flee on seeing the vehicle checking at the picket. On enquiry, the motor-cycle driven by the accused person Radhey Shyam was found to be stolen from Nand Nagri area and during his search a button activated knife also got recovered from his possession. INTERROGATION On sustained interrogation, the accused person Radhey Shyam disclosed that due to poor economical family background, he left his schooling right from childhood and got in contact with bad elements of Madipur area. As he was in great need of money to meet his desires, he started committing MV Thefts & Snatching and due to the relentless pressure on him and his family he keeps on shifting to various places of Delhi and started committing auto-thefts & snatching. The accused person also got addicted to liquor & gambling. The accused Radhey Shyam further disclosed that after committing auto-theft he usually parks the vehicles in Major Hospital parking area by impersonating himself.
