The traditions of Chang Jung can be said to be the pioneer of Taiwan’s modern education. Chang Jung Senior High School and Chang Jung Girls’ Senior High School have been educating Taiwan’s students for over a hundred years. Although Chang Jung Christian University has only been founded for 15 years, it is an extension of the Presbyterian Church’s work in Taiwan’s modern education. Therefore, in commemorating the fifteenth year of CJCU, we are not just celebrating the university’s effort and hard work in the past 15 years. We are also celebrating Chang Jung’s mission in education reaching the new territory of higher education. The Christian Church is a universal religious organization. A Christian university, therefore, is intrinsically international and universal in spirit and approach. The University has always set the educational goal of “grow locally and look universally.” We sincerely believe that real education must teach students to have emotional attachments to the land and the people and, at the same time, look far and wide—a modern citizen with universal spirit and global view. Thus, we also stress international cooperation and association in education. This year, on the occasion of CJCU’s 15th anniversary, we are holding the International University President Symposium to follow through with our goal of “grow locally and look universally.” At the same time, we are also reaping the fruit of our past efforts in development of international relationships. We hope these efforts could become the fruit of education, benefitting the students at this school. Fifteen years, for a person, is merely entering the stage of puberty, still exploring one’s own potentials and preparing to explore one’s future. For this university, these15 years have been a period of growth. They are a time when our faculty and staff and our students grow up together. In the past 15 years, we have taken great care in educating the students in the university, just as the words etched in the “Jesus Christ, the Shepherd” relief on campus: Jesus Christ never gave up on any sheep. When a sheep got lost, Jesus would do all that he could to get it back to the herd. Since its establishment, CJCU has been upholding this philosophy in educating our youngsters, hoping to honor God and benefit man. Also, we hope to follow the university motto, “devoutness, diligence, honor, and service” to lead us to the ultimate educational goal of “Shaping minds by serving the whole person—Chang Jung’s investment in the future.” In the past decade or so, the advances of science and web-technology have reduced the distance between people as well as nations. The old saying “neighbors though a great distance away” is being realized. Facing the trend of internationalization, I believe that a good university education is to let students profoundly experience the values of different cultures and languages and know that respecting the beliefs of people with different values is the real key for man to achieve mutual understanding. An Introduction to the Ministry of Education The Ministry of Education of the R.O.C was established upon the founding of the Republic in 1912.It is in charge of making and implementing educational policies. In the past five decades, the MOE has successfully enhanced the quality of people in Taiwan, laying the solid cornerstone for societal transition, democratic development, cultural attainment, and economic achievements. The MOE is headed by the Minister. There are also one Political Vice Minister and two Administrative Vice Ministers. The organization includes the Departments of Higher Education, Technological and Vocational Education, Secondary Education, Elementary and Junior High School Education, Social Education, Physical Education and several other agencies. They are in charge of the promotion and implementation of school education at all levels, adult education, physical education and other educational affairs. At present, we have more than 5 million students studying in over 8,000 schools of all levels, including 1.2 million students in more than 100 institutions in the higher education system. Currently, our fundamental compulsory education consists of 6 years of elementary education and three years of junior high education, but the curricula of the two educational levels have been connected and integrated into a New 1-9 Curriculum. Upon completion of compulsory education, students may choose an academic track or a vocational track. The educational goal at these levels is to nurture high-quality specialists with expertise and international visions. Vocational Education includes professional high schools, junior colleges, institutes of technology and universities of technology. Its purpose is to develop technical manpower for economic development. In addition, we actively promote supplementary education and community education, providing the general public abundant opportunities for pursuing life-long learning. We also offer special education for gifted students and physical or mentally handicapped students to help them make the best of their aptitude. With years of efforts, the illiteracy rate among our people over 15 years old has dropped from 7% in 1991 to less than 4% at present. Since 1976, the enrollment rates in elementary schools and junior high schools have maintained at a level of more than 99%. Moreover, among people over 15 years of age, the percentage of people with at least a bachelor's degree increased from 6% in 1991 to 13% in 2001, and the number is still going up rapidly every year. We are now actively making plans to extend the compulsory education to cover both the senior high education and early childhood education in hope of creating a more complete educational structure. Along with knowledge development in the new century, our lifestyles and societal structures are undergoing great changes. It is inevitable that education will undergo great changes as well. It is because everyone in this Symposium is of the same level at each university, thus, their opinions are of equal importance. In practice, 3-4 introducers were assigned for each “roundtable” before their arrival. These introducers are asked to give a 10-minute talk about the topic of each roundtable. The discussions and conversations will then follow these introducer’s speeches. A chairperson has been assigned for each Roundtable. As well as bringing the Christian faith to Taiwan, he introduced modern medical techniques. Beside Dr. Maxwell, missionaries to Taiwan in the early years all valued education greatly. Chang Jung High School, the first high school in Taiwan, was officially founded by these missionaries on September 21st, 1885, and the Rev. George Ede was appointed as the first principal. In March, 1988, the board of directors officially proposed a plan to establish a university to the Ministry of Education, and started to purchase land. Chi Mei Corporation chairman Xu Wen-long financed the plan with NT 120 million dollars for land purchase. In addition, former head of Gueiren Township Huang Xhao-ming, Director Ma Tian-he from Gueiren Farmer's Association, several public representatives and local resident Mr. Weng Yi-xiong, totaling 35 people, formed the “Preparatory Committee of Chang Jung Christian University”, helping Mr. Lin Bang-mao, former Director of the General Affairs Office of Chang Jung High School, to acquire most of the land Chang Jung Christian University Tainan, Taiwan 21 International President Symposium of Partner Universities November 12-15, 2008 (nearly 60 acres) needed. In June the next year, the proposal was approved by the MOE and “Chang Jung College of Engineering Board of Directors” was organized with the participation of Chang Jung High School and Chang Jung Girls' High School and was firstly chaired by the head of the Chang Jung High School Alumni Organization, Gao Yu-ren. In 1992, the MOE granted permission to change the name of Chang Jung College of Engineering to “Chang Jung College of Management”. In 1993, Chang Jung officially participated in the University Entrance Examination System and employed Professor Lin Bang-chong as the first president. In 2002, the school was officially promoted to a full-scale University as “Chang Jung Christian University”. The First Baptist Church of Doylestown, Pennsylvania sponsored a missionary conference and commissioned its own Pastor, Rev. and Mrs. Edwin Spahr as missionaries to the Philippines. Rev. and Mrs. Spahr ministered to the US servicemen stationed in Manila and handled pastoral duties to the Filipino congregation of FIRST BAPTIST CHURCH OF MANILA. On the Philippine side, the vision started in a small house in Tanduay St., Manila. A renowned Chinese Christian educator, Mrs. Julia L. Tan had the vision-academic excellence coupled with sound spiritual training. Construction of the building began on May 29, 1950. Within a matter of weeks a three-storey building was standing on the site. On July 5 of the same year, one hundred and eighty six students held their classes inside the brand new classrooms. In a miraculous way, 30 Christian teachers for both English and Chinese classes applied. God sent 12 American missionaries to work with the Filipino and Chinese Christians. In 1986, the school had a big boost in the coming of Dr. & Mrs. James L. Tan to reinforce the school administration. Dr. Tan, who is a Department of Science and Technology “Balik Scientist Awardee,” possesses a Doctor of Science degree with a minor in Education from the George Washington University in Washington, D.C. He started what is now the GCHS Computer Center, the Kumon Math Center, the Discovery Learning Center, and the Multi-Media Resource Center, which provide Computer Studies and other Sciences and Math support programs for our students and also our faculty and most recently, the Robotics Program which is now one of the highlights of our school. Outside Dutch-built forts, lively night markets sell dishes exclusive to the region. The Chinese first settled in the Tainan area in 1590. Not long after, the Dutch arrived. After colonizing the island, the Dutch used Tainan as a bas for their trade with Japan and China. The Dutch ruled from 1624 until 1662, the year they were expelled by the Ming loyalist Koxinga. Koxinga established his central government in Tainan and built up the city. In 1683, when the Qing dynasty regained control of Taiwan and turned it into an official province, Tainan was chosen as the capital. Tainan remained the political, cultural and economic centre of the island until 1885. Anping Fort: In 1624 the Dutch seized the area known as Anping to establish a military and commercial base in Taiwan. This fort was a strong hold of Dutch power captured by Koxinga in 1661.
