WELCOME The Chair welcomed Ms Deirdre de Souza as Acting University Secretary following the resignation of Ms Pamela Hass. Under the Australian Code of Practice for the Care and Use of Animals for Scientific purposes which forms the Regulations to the Animal Welfare Act (WA) 2004, the Animal Ethics Committee is required to submit an annual report on its activities to the governing body of the institution for which it acted. SENATE STANDING COMMITTEES 10.1 Report of the Audit and Review Committee – Ref F13793 10.1.1 Guild and Sports Association – Amenities and Service Fee Expenditure – Ref F4755 The Audit and Review Committee had considered the audited Guild of Undergraduates and UWA Sports Association Financial statements for the year ended 31 December 2010. Senate noted that no issues had been identified arising from these statements from an audit perspective. 10.2 Report of the Chancellor’s Committee – F746 10.2.1 Membership of Senate – Vacancy for Coopted Member – Ref F19783 It was noted that the term of office of Mr Lyndon Rowe as a member of Senate will expire on 27 February 2012. Mr Rowe will have served 3 terms of four years and thus served 12 years in total. 10.3 Report of the External Environment Committee – Ref F11443 10.3.1 Service Learning and Volunteering – Ref F37223 While the Review of Course Structures recommended that all students should be required to have a service learning experience in the new undergraduate courses, the Service Learning Working Party that was subsequently established, concluded that this was not feasible. The Working Party had instead recommended, and Senate subsequently agreed, that work be undertaken in conjunction with the Student Guild to further develop and strengthen the already substantial range of volunteering and service learning options offered to the University’s students with a view to eventually achieving the aim of providing all undergraduate students with service learning experiences. The External Environment Committee had been giving further consideration to service learning and volunteering, including how the University interacts with the volunteering sector and how the service learning requirements of New Courses 2012 might eventually be embedded in the new courses. At its meeting on Wednesday 6 July 2011, the Committee considered a proposal to undertake a project to review progress being made to provide meaningful service learning opportunities for students and to suggest how the University might further develop a meaningful and sustainable culture of service learning. It was resolved (Resolution 11/5) – to recommend to Senate that subject to amendments being made to the proposal in light of the Committee’s discussions, that it allocate $20,000 to fund the proposed project. These reports had also been considered by the Audit and Review Committee. 10.5.3 Guild of Undergraduates and UWA Sports and Recreation Association Audited Financial Statements for the year ended 31 December 2010 – Ref F4755, F12238 The Strategic Resources Committee noted The Guild of Undergraduates’ and UWA Sports and Recreation Association Audited Financial Statements for the Year ended 31 December 2010. 10.5.4 Divestment of 22 Hobbs Avenue, Dalkeith – Ref F31269 RESOLVED – 38 (i) to approve that the consent of the Governor in Executive council be sought for the sale of 22 Hobbs Avenue, Dalkeith being the whole of Lot 66 on Deposited Plan 2022/3 ; (ii) to approve that subject to the Governor’s consent, the property be offered for sale either by tender or auction, as recommended by the marketing agents; and (iii) to approve that the proceeds from the sale of the property be invested as required by section 14A of the University of Western Australia Act 1911. 10.5.5 University Lands By-Laws – Extension of Parking Hours– Ref 70/00/000/708 RESOLVED – 39 to approve as per Section 3.1(a) of The University of Western Australia Lands By-Laws to extend parking hours at The University of Western Australia to between 7.00 am and 8.00 pm Monday to Friday for permit and pay and display parking areas at The University of Western Australia sites at the Nedlands Oral Health Centre of WA (OHCWA) and queen Elizabeth II Medical Centre. 11. LEAH JANE COHEN MUSIC BEQUEST – REF F15988 Senate had before it a recommendation from the Head of the School of Music for expenditure of the Late Leah Jane Cohen bequest monies. In response to a question the Vice-Chancellor . 46 explained the proposed expenditure was the School’s highest priority and in line with the terms of the Will. RESOLVED – 40 to approve the use of funds from the Leah Jane Cohen Bequest to support the retention of a fulltime position in the field of Ethnomusicology within the School of Music as required under clause 7 of the Leah Jane Cohen Bequest. 12. Members had before them the Report of the Vice-Chancellor dated 25 July 2011. The ViceChancellor highlighted the following points covered in or arising from his report: The appointment of Professor Phil Dolan as Dean of the UWA Business School. He is both an academic and a finance professional who has served at senior levels within the banking industry. Receipt of $3.2m funding under the ARC Linkage Projects Scheme. Commencement of construction of the new WAIMR building at the QEII Medical Centre. When completed it will be a major site for laboratory and clinical research and clinical services to hospitals with substantial numbers of UWA staff located there. . 47 The large number of visitors to campus including Australian and International Ambassadors, Government Officials and Higher Education delegations as a result of efforts to engage with the wider community. The Press Release issued in relation to Lord Monckton which clarified that his speaking engagement at UWA was not the result of an invitation from the University, but rather the result of venue hire by an external party.
