Review of old items 2. New Items: Item No 1. Filling up of Telecom Machanic Vacancies where there is a waiting list as per CO New Delhi orders. As per the Corporate Office letter noAGM ( Per II) ND No 250-8/2003-PersIII(ptI) dated 30-06-2006 it is instructed that the vacancies arising due to retirements, promotions & deaths in the cadre of Telecom Machanics are to be treated as vacancies and are to be filled with the wait listed R.M’s who are trained and passed the T M Exam. But it seems the order is not being followed in A P Circle . Hence it is requested to instruct the SSA’s to follow the Corporate Office Order and the wait listed RMs pay please be promoted as TM’s . Item No 2. Payment of Salaries to the Newly recruited TTA’s. It is observed that the appointment of TTA’s in different SSA’s is carried out in the month of June 2014 ERP was implemented in AP Circle w.e.f. August 2014 . Till date after a gap of 6 months also salaries to these TTA’s are not paid due to various reasons. Please see that the salaries may pleae be paid immediately. Item No 3 Shortage of SIM’s in A P Circle. Due to various reasons there is acute shortage of SIM’s in A P Circle for the last Six months due to which the revenue of the circle is going down. It is demanded that immediate steps are to be taken in this regard. Item No 4 Delay in giving appointment orders in CGA cases In this year nearly 40 Compassionate appointments were approved by the Circle Office basing on the review of establishment. Appointments are delayed months together intentionally showing unnecessary queries. It is demanded that soon after getting the approval from Circle office provisional appointment orders may please be given and to be regularized after completing the usual formalities. Item No 5. Action for improvement of FTTH Connections in A P Circle. It is observed that in the equipped capacity of FTTH connection only 2-3 % was filled even after the competitive tariffs by BSNL AP Circle. Some suggestions came from field staff that by installing Passive splitters in the exges the no of connections can be increased. It is demanded that the circle management’s action plan to improve the FTTH connections to be explained. Item No 6. Problems Still existing in ERP in AP Circle. While congratulating the circle management to come out of ERP Go Live with less problems when compared to other circles the following problems still exits for early solution 2 (a) Payment of medical bills both off line and on line of the working employees are still pending in most of the SSA’s for the last Four months. (b) Payment of medical bills to the retired employees ( Pre 1.1.2007 & after 1.1.2007) since Four months in entire A P Circle. (c) EPF/ ESI payments to the Casual and Contract workers in the circle for the last Four months (d) Giving of pay slips to the needy employees by the respective unit officer mandatory (e) Payment of disputed recoveries of LIC/ MOU.Banks for the months of Aug/Sep 2014. (f) Giving Details of recovery particulars to the respective CO Operative banks / Unions through soft copy. (g) Mailing the salary slips who got the mail addresses through ERP after generation of Salary data. (h) Due to non payment of Hospital bills empanelled hospitals are not admitting the BSNL officials by which causing much difficulty Item NO 7. Continuation of CGHS facility to the HTD officials It is to submit that consequent on implementation of BSNL MRS also CGHS facility is continued as per the option of the officials . Certain amount as per the norms of the CGHS authorities is being recovered from the opted officials and paid to CGHS authorities. But after the implementation of the ERP the CGHS recovery is not made and more over the CGHS authorities are rejecting the BSNL opted officials for treatment in CGHS Hospital. Please rectify this problem urgently. Item No 8. carrying out the repairing works of departmental buildings in entire AP Circle It is already brought to the notice of the circle management that maintenance works are to be carried out in entire A P Circle for the entire departmental buildings . Keeping in view of the funds allotment from Corporate Office it is suggested that certain portion of the funds are to be allotted for the maintenance of the buildings. Item No 9 Provision of Broad band , Printer & Computer to the recognized Union offices in entire circle. It is observed that Broad Band , Computer and Printer is provided to the recognized union offices in most of the ssa’s . But in some of the SSA’s the same are not provided saying petty causes. Necessary instruction may please be given to all SSA’s for provision of the same please. Item No 10 Supply of Batteries as per the demand of the Circle As per the information provided in the last CCM it is presumed that the supply of battery sets to the ssa’s will improve but as per the information available the supply of batteries is not meeting the demand of the SSA’s. Hence it is demanded that supply situation may be improved immediately Item No 11 Conducting of one more P A exam As per the Corporate Office Lr no AGM PerII ND no 25-01/2011-persII dated 18-11-2013 written test was conducted for the P A posts. There are 29 vacancies of P A ‘s and 59 officials appeared for the examination conducted on 23-02-2014 in which 45 candidates succeeded for appearing in skill test. The skill test was conducted on 06-07-2014 in which instead of Technical Board officials departmental officer conducted the skill test. The speed was not properly maintained and so many irregularities occurred so only one official succeeded in the exam. Hence it is demanded that one more exam for the PA post is to be conducted and a review of the exam results is to be carried out. Item No 12 :Retaining the TMs where they were posted as TMs till the left over TMs will be given posting as TMs in respective SSAs In two years back the qualified TMs were not given postings in Rajahmundry SSA due to lack of TM posts in the SSA. They were given postings in other SSAs on their options/requests of the officials. At the time of their postings the officials were given declarations that the said officials will not have any lien .in the parent SSA. There after words they are being given deputations to the parent SSAs. This causes injustice to the senior officials who are not given TM postings. These officials will be given parent SSA as under rule 9 or rule 8 till the left over qualified officials will be given postings as TMs Item No 13 : Provision of CCB boxes at Tirumala on war put basis : In Tirumala, all cell phones band to the way of Darshan. Communication from the outside to the devotees is only one source ie CCBs. No private operators will be allowed to the Tirymala for providing services in Vikuntam Q complex boxes. There will be a serious letter from the E.O, TTD for providing CCB boxes. Devotees are pressuring TTD. our BSNL for this facility. It is known that 40 CCB boxes are available purchased from Visiontek and warranty was over and production also stopped by the visiontek company. Hence it is requested to take tangent action in this regard. Once any private operator entered he will not limit to only CCB boxes. 3 Item No 14 : Sanction of Cyclone advance to the affected areas of Hudud cyclone ie VM,VIZ and SKLM SSAs. It is fully aware to all us that Hudud cyclone had taken place on 10th and 11 th of Ocober’2014. Huge damage was took place to the people of VM,VIZ and SKLM District. Our staff were not exemption for this. So much loss caused to the moveable and immoveable properties. Even then our staff members were stood in first line in restoration of the BSNL services. Some concessions also given by our Hon’ble CGMT under relief measures. Item No 15.Circulation of holiday homes and IQs, with details of controlling officers and phone numbers for utilization and there by realization of revenue. In now a days IQs and holiday homes also one of source of the revenue points to the BSNL. These are not to be on idle stage. These should be utilized in a profitable way. Hence these may be widely circulated to the staff members and requested them to utilize frequently on need basis. 1. About Six rooms are available in upstairs of auditorium of Asmanmahal, these should be converted into IQs and them to maximum utilize. 2.In Dwaraka Tirumala, WG.SSA IQs were constructed about four years back, but due to lack of water facility this became not come into use and became a dead capital. Being a pilgrim place there will be a more demand at DKTM. Item NO 16:Considerartion of request transfers outside recruitment unitsAs per the BSNL Employees transfer policy under R-8 ,the transfers of employees when desired for their own convenience shall not be discouraged ,if they are administratively feasible and without injury to the rights of others. It has been noticed that on implementation of ERP every SSA units have become the surplus staff in the administrative offices. The field staff also excess due to the huge disconnections of Land lines etc.The work pressure also reduced. Even though staff become surplus ,some SSA units like ADILABAD, Nizamabad, Kareemnagr and KHAMMAM are denying to forward the pending R-8 transfer applications of the desired officials. So staff are facing the much mental agony Staff side requesting for consideration of the R-8 applications pending in these SSA units, Item No 17: Exemption from transfers involving change of station under the Trf.policy guidelinesUnder the section D (III )of the BSNL Transfer policy ,the Employees who attained the age 56 or more shall be exempted from the transfers involving change of station. These are not been following by the field units by interpreting the clause, which effecting the spirit of the Trfs, Policy. This may avoided. Item No 18 :Arrangement of Section Supervisors in Administrative officesFor operational purpose the arrangement of SS posts are needed for effective functioning of the administrative works and supervision in the offices, In earlier Such posts are there in the administrative offices basing on norms. Item No 19: Functioning of Local council Meeting and Works Committee Meetings In SSA units It is noticed except MahaboobNagar SSA, no SSA are conducted the LCMs periodically, even though corporate office guidelines are clear envisaging. In some SSAs lilke ELURU etc places during 18 month’s time only one LCM was conducted very recently.ie on 15-12-2014. So staff side demanding for fixing of uniform periodicity of LCM for field units . Item No 20 : . periodical maintenance of cell towers.; Due to lack of periodical maitenance of cell towers, signal problems are coming there by disconnections are taking place. So, all cell towers maitenance of time to time are to be attended. There fore it is requested to issue necessary instructions to all concerned for periodical maintenances ie cleaning of sectors, battery check up etc of all cell towers. Item No 21 :Supply of printers to all unit officers for various needs especially in introduction ERP needs In introduction of ERP system printers are needed to every unit officers for pay slips, GPF, medical bills etc purposes. In field unit staff are facing lot of problems. In circle office also all unit officers not having printers. Printers to the unit officers are an urgent need. Item No 22 : Conducting of the Circle HPC for consideration of the pending CGA cases as per the modified CGA procedure at an early date. In view of the instructions of the CO ND No vide 273-18/2013 CGA/P-IV dated 1-10-2014 The information pertaining to 1 to 8 points may kindly be furnished to the staff side The date of HPC may be intimated.
