Youth represent the entire program and their behavior reflects on their parents, leaders, club and the entire youth program. All adults involved with the youth program, leaders as well as parents, are expected to set positive examples and serve as positive role models by what they say and do. Any youth who breaks the Code of Ethics or allows another person (adult or peer) to talk them into violating the Code of Ethics agrees to forfeit all prizes, awards and premiums. The youth may also be prohibited from exhibiting at this and future exhibitions including the Iowa State Fair and other county, state or regional exhibitions. Youth agree to follow these guidelines: 1. I will do my own work, appropriate for my age and physical and mental development. This includes research and writing of exhibit explanations, preparing exhibits (such as sewing, cooking, refinishing, etc), care and grooming of animals, etc. Adult assistance should help guide and support me, not do it for me. 2. All exhibits will be a true representation of my work. Any attempt to take credit for other’s work, alter the conformation of animals, or alter their performance is prohibited. Copyright violation or allowing others to complete your exhibit is considered misrepresentation and is prohibited. 3. I will treat all people and animals with respect. I will provide appropriate care for animals. 4. I will present exhibits that are safe for consumption. All food exhibits will be safe to exhibit and for judges to evaluate. Other exhibits will be safe for judges to evaluate and for exhibition. 5. All food animals that may be harvested immediately following the show shall be safe for consumers, and shall have met all withdrawal times for all medications, and be free of violative drug residue. 6. If any animal requires medical treatment while at the fair or exhibition, only the Official Fair Veterinarian may administer the treatment. All medications that are administered shall be done according to the label instructions of the medication used. 7. My animal’s appearance or performance shall not be altered by any means, including medications, external applications and surgical procedures. Any animal that is found to have changed its appearance or its performance shall be disqualified from the show, and have penalties assessed against the exhibitor, parent and/or guardian by the management of the fair or exhibition. 8. I will follow all ownership and possession rules and, if requested, will provide the necessary documentation. 9. I will follow all livestock health requirements for this fair or exhibition, according to the state health requirements as printed in the Premium Book of the fair or exhibition. I will provide animal health certificates from a licensed veterinarian upon request from the management of the fair or exhibition. 10. By my entering an animal in this fair or exhibition, I am giving consent to the management of the fair or exhibition to obtain any specimens of urine, saliva, blood, or other substances from the animal to be used in testing. If the laboratory report on the analysis of any sample indicates a presence of forbidden drugs, this shall be evidence such substance has been administered to the animal either internally or externally. It is presumed that the sample tested by the laboratory to which it is sent is the one taken from the animal in question, its integrity is preserved and all procedures of said collection and preservation, transfer to the laboratory and analysis of the sample are correct and accurate and the report received from the laboratory pertains to the sample taken from the animal in question and correctly reflects the condition of the animal at the time the sample was taken, with the burden on the exhibitor, parent and/or guardian to prove otherwise. 11. I am responsible for my exhibit and I will not allow others to violate this Code on my behalf. By my entering an exhibit in this fair or exhibition I will accept any disciplinary action taken by the management of this fair or exhibition for any violation of this Code of Ethics and any other rules of competition of the fair or exhibition without recourse against the fair or exhibition. 12. I want my exhibit to be an example of how to accept what life has to offer, both good and not so good, and how to live with and learn from the outcome. 13. I will not be involved in any illegal activities while participating in 4-H and FFA events, including but not limited to alcohol, tobacco or drug use. I agree to conduct myself in an honest, ethical, and upstanding manner and I understand that disciplinary actions will result if these rules are violated. I understand that I am expected to represent the program in a positive manner. You don’t have to refer to each of these, just the ones that pertain to your exhibit, the ones that are dominant. When completing your write up of exhibit information, simply identify the design elements or art principles that are dominant in your exhibit, give the definition of those selected design elements or art principles, and provide one or two sentences of how each of those selected design elements or art principles apply to your exhibit. (For more information, refer to visual arts project materials.) Design Elements: Line can be horizontal, vertical, diagonal, or curved. Lines can vary in thickness or help create a mood. Shapes are made from connected lines. How they are arranged determines the design. Values/color – light, intermediate, and dark values define parts of objects and set off one area of a design from another. Has a color scheme been followed? Texture is a surface characteristic that can be touched or seen. Contrasting textures add interest. Space is divided into negative and positive areas. One area should be dominant. Art Principles Rhythm is organized movement. Repeating lines, shapes, or colors will produce rhythm. Proportion compares the amount, size, or number. Unequal proportions in which one element dominates is desirable. Emphasis captures your attention by unusual use of line, shape, texture, space, or value. Balance gives a design stability. o Radial Balance – same around a center point o Asymmetrical Balance – dissimilar o Bysymmertrical Balance – same on both sides Unity is the union of elements in a design. Repetition produces unity. Please take time to include these important pieces of information in your exhibit. Leaving them out may reduce your ribbon placing. Please include three to four of them, if possible. EXAMPLE of how to apply to your exhibit write up: reupholstered chair Design Element: Texture Texture is a surface characteristic that can be touched or seen. Contrasting textures add interest. In my exhibit, the chair has two textures. The upholstery is a rougher, rigid texture. The legs of the chair are smooth and follow a curve. The oversized upholstery tacks also add smooth texture. Outfits must be purchased at a garage sale, consignment store, or resale shop (i.e. Goodwill, Salvation Army, or other stores of this type.) (Hand-me-downs or clothing as gifts that were selected by the 4-H’er belong in Clothing Selection.) 4. Cost of outfit must be $15 or less, not including shoes, accessories, or undergarments. 5. Receipt(s) MUST be turned in with the Clothing Event Report Form. 6. A photo of the member wearing the outfit must be attached to the write-up. June 15 Winneshiek County Food & Nutrition Fair -------------------------------------------------------------------------------------------------------------------------------------------------------General Food and Nutrition Fair Exhibit Rules: 1. 4-H'ers must be enrolled in the Food & Nutrition project. 2. The 4-H exhibitor is limited to two food entries in the Food & Nutrition Fair plus the place setting. 3. Age for exhibiting at the Winneshiek County Food & Nutrition Fair: Juniors - 4th, 5th, 6th graders; Intermediates 7th & 8th graders; Seniors - 9th, 10th, 11th & 12th graders. 4. Two to three place setting exhibits may be selected to advance to the 2015 Iowa State Fair. 4-H youth wishing to compete at the 2015 Iowa State Fair, must have completed 5th grade. 5. The evaluation process will be based on the following three goals for exhibitors: To involve youth in planning a healthy, well-balanced meal using MyPlate. To involve youth in preparing a food item from their healthy meal plan. To involve youth in creating a place setting complimentary to their planned menu. 6. All exhibits must include a written explanation or videotape. The exhibitor should respond briefly to the following two questions about the exhibit: What were the most important things you learned as you worked toward your goal? What ideas or plans do you have for the future based on what you have learned or discovered? Winneshiek County Fair Book Page # 12 7. If an exhibitor will be using a digital format to present explanation, the exhibitor MUST have materials on a flash drive or other external device to be used with computers provided by Extension. We will not guarantee internet service to be available. Please plan accordingly. 8. 4-H'ers will be asked to bring their place settings, menus and recipe cards to the Winneshiek County Fair Entry Day on Thursday, July 2rd, to display in their club booth. Before bringing the place setting for display at the Winneshiek County Fair, each item in your place setting should be securely labeled, including the name of the club, class number and exhibitor's name. 9. The place setting portion of your exhibit(s) must be displayed at the Winneshiek County Fair (unless other arrangements have been made with the Superintendent or Extension Staff). Place settings should be entered on July 2rd during your 4-H club's scheduled judging time. 10. Only 4-H members are allowed in kitchen prep area along with a staff-approved volunteer or 4-H leaders on judging day. The exception will be if the parent also serves as the the 4-H leader for the exhibitor. Exhibitor must work independently in preparation and set up of exhibit. 11. Due to security, we discourage 4-H'ers from sending items to the Winneshiek County Fair that have special meaning and historical value as part of the exhibit. We will use diligence to insure the safety of articles entered for exhibit after their arrival and placement, but will not be responsible for damage or loss by fire, theft, etc. 12. Premiums will be pro-rated in each class and money paid to the 4-H club treasurer following the Winneshiek County Fair. 13. If exhibits are removed before check-out time, 4-H'ers will forfeit premium money. 14. Unsportsmanlike Behavior Policy - “4-H members, parents AND families must abide by rules and the 4-H member Code of Ethics and accept disciplinary action deemed appropriate by the 4-H Youth Committee. NO FRAMING MENUS. one prepared food item from your menu plan, with your recipe on a 3 x 5 plain index card only. a place setting to compliment your menu. Index cards with recipe and menu are to be placed to the right of the place setting. 2. Foods must be unquestionably safe to eat when they are entered, whether tasted or not. (Hot foods hot and cold foods cold. Refrigerators, ovens and stoves will be available for holding foods.) 3. Your menu should include food and beverage(s). General Rules: 1. Presentations may be on any subject the 4-H'er feels would be of interest to others. 2. Ages for the the Communications Fair: Juniors - 4th, 5th or 6th grade. Intermediates - 7th or 8th grade. Seniors 9th, 10th, 11th or 12th grade. 3. May give team or individual presentation. Teams consisting of youth of mixed grades will be entered in the class of the member in the highest grade level (i.e. a team with a 5th grader and an 8th grader must be entered in the intermediate/senior class). 4. Presenters are expected to comply with all copyright/trademark regulations. Copyrighted material may not be distributed without permission. 5. Only presenters are allowed in the Educational Presentation, Working Exhibit, and Extemporaneous Speaking preparation rooms. 6. Topics selected by the 4-H’er(s) should be an outgrowth of his/her 4-H experience(s). Topics should be appropriate for presentation to a general audience. 7. Communication entries must be filed in the county Extension Office on or before June 2. 8. Participants in the 4-H Communication Programs are expected to wear appropriate clothing representative of the 4-H Youth Program and/or the topic of the presentation. 9. 4-H’ers must use sanitary and safe procedures and methods at all times. Educational Presentations and Working Exhibits involving food must follow established food safety guidelines. 10. Premiums will be pro-rated in each class and money paid to the local club treasurer following the Winneshiek County Fair. 11. Members are encouraged to perform Educational Presentations, Working Exhibits and/or Share the Fun acts again during the Winneshiek County Fair at a selected time. All Grand and Reserve Grand Champions, Supreme and Reserve Supreme Champions, 4-H State Fair and 4-H Alternate State Fair exhibitors are required to participate in the Winneshiek County 4-H/FFA Parade of Champions on Saturday, July 11 at 9 a.m. in the Show Barn. This event is for both livestock and non-livestock entries. Substitute rules apply. More details will be shared at a later date. 13. The 4-H'er should be able to answer the judge's question, "Where did you get your information?" Responses should include the complete source such as: 4-H project material Celebrate Art, rather than just saying in 4-H materials. If you used other Extension publications, reference books or magazines, you should state the titles and issues if appropriate. It is not necessary that you have this printed out, just tell the judge and audience. When presenting a working exhibit, it is also important to give the source of your information. Remember if your directions were taken from a copyrighted magazine or book, you CANNOT duplicate the directions and distribute them. You may have purchased the magazine for your use, but that does not grant you permission to duplicate and distribute. Educational Presentations are eligible to go on to the Iowa State Fair in August, as long as the age requirement is met. A 4-H member may participate in only one educational presentation per year. Topic selection should be an outgrowth of the presenter’s 4-H experience or 4-H project work. If there is a group of members giving a presentation, the group will be in the age category of the oldest member. 11101 Junior (4th – 6th Grade) - presentations should not exceed 15 minutes 11102 Intermediate (7th – 8th Grade) - presentations should not exceed 20 minutes 11103 Senior (9th – 12th Grade) - Presentations should not exceed 20 minutes -------------------------------------------------------------------------------------------------------------------------------------------------------- WORKING EXHIBIT CLASSES Purpose: Provide an opportunity for 4-H’ers to communicate, interact with, and teach an audience in an informal and experiential way. Working Exhibits are eligible to advance on to the Iowa State Fair in August, as long as the age requirement is met. A 4-H member may participate in only one working exhibit per year. The Working Exhibit provides an opportunity for members to communicate and interact with an audience in an informal way. Many stages of the product should be ready so that any step can be discussed. This is not a presentation. The best topic involves the audience in some doing, tasting or judging. The topic selected by the 4-H’er should be an outgrowth of his/her 4-H experience. Plan to cite where your idea came from. It is important the working exhibit be of interest to the audience. May be individual or team. If participating as a team, the group will be in the age category of the oldest member. Plan for 50 people when preparing for your working exhibit at the Winneshiek County Clothing, Foods & Communications Day. Topic selection should be an outgrowth of the presenter’s 4-H experience or 4-H project work. 11201 Junior (4th – 6th Grade) - will be scheduled for a 25 minute period 11202 Intermediate (7th – 8th Grade) - will be scheduled for a 45 minute period 11203 Senior (9th – 12th Grade) - will be scheduled for a 45 minute period SHARE-THE-FUN Purpose: Provide an opportunity for 4-H’ers to share their skills and talents before an audience purely for the sake of enjoyment. Do you like to sing, play an instrument, or perform before an audience? Share the Fun is doing what you like to do. Work up an act and sign up to present it. Use your imagination and talent. Share the Fun skits must not exceed eight minutes in length. To advance to the state fair, members must meet state fair Share-The-Fun requirements. Participants must have completed the 5th through 12th grade, (or that equivalent) and not have graduated from high school prior to 2015. They must be an active member of an extension sponsored youth group in the current year. All members of a select group must meet the grade eligibility requirements. If a total club is selected to participate, at least 80% of the club members must meet the grade eligibility requirements. May be individuals, team or club 11301 One to three people 11302 Four or more people in a group -------------------------------------------------------------------------------------------------------------------------------------------------------- Winneshiek County Fair Book Page # 15 EXTEMPORANEOUS SPEAKING Purpose: Encourage the development of communication skills by providing an opportunity to think, organize thoughts, prepare a speech, and respond to questions when given a limited amount of preparation time. 1. Two entries per county will be selected to advance to the State Fair. 2. Participants must be senior aged 4-H’ers, completed the 9th grade. This contest is designed to encourage the development of the life skill of communicating with others through enhancing the ability to think, to organize, to speak, and to answer questions readily by participating 4-H’ers before an audience. 3. Contest format: a. The contest will begin with an orientation on Monday, June 15. Times will be assigned. b. Each contestant will select one of the available topics thirty minutes before the contest. The selected topics may not be available to the other contestants. The general nature of the topics will relate to 4-H. c. A preparation room is to be used with one contestant per speaking site admitted initially and one additional contestant per speaking site admitted each ten minutes as the contest progresses. A contestant may not leave the preparation room until it is time to speak, nor may a contestant receive help from a parent, leader, other adult, or any other youth. Each contestant will have 30 minutes preparation time. A contest official will assist contestants with the time requirements. d. All reference material will be screened by a contest official on the following basis: - Contestants may bring his/her own books, magazines, or newspaper clippings for reference during the thirty minutes of preparation. - Reference material must be printed materials such as books or magazines (cannot be notes, outlines, or speeches prepared by the contestant or by another person for the purpose of use for this contest.) - Some relevant reference material will be available in the preparation room. This material will consist of historical material related to the 4-H program. e. Each speech shall be the result of the 4-H’ers own efforts using approved reference material which the contestant may bring to the preparation room. No other assistance may be provided. Plain 3” x 5” note cards will be provided to each contestant in the preparation room. f. Only notes made during the preparation period may be used. g. Each speech shall be not less than four but no more than six minutes with five minutes additional time allowed for related questions, which shall be asked by the judge. The participant will be shown time cards in an ascending order (1, 2, 3, 4, 5) by the time keeper. “Stop” will be said at six minutes. h. Each contestant will be introduced by a contest timekeeper by name and the club he/she represents and the contestant will be expected to introduce his/her speech by title only. i. Contestants are not permitted to use any props, gadgets, posters or audio-visuals of any sort. A podium will be available, if desired. Speeches will be evaluated using the following criteria: - Content related to topic - Voice - Knowledge of the subject - Stage Presence - Organization of material - General Effect - Power of expression - Response to questions 4. A judge’s critique/conference with each participant will be included as a part of the contest. j. The only limit will be three exhibits in Photography. All other classes there are no limits on the number of exhibits a 4-H’er may bring. Clover Kids (K – 3rd grade) are limited to three exhibits. (See Clover Kids Handbook on page 24) 2. Age for exhibiting at the Winneshiek County Fair: Clover Kids - K - 3rd graders; Juniors - 4th, 5th & 6th graders; Intermediates - 7th & 8th graders; and Seniors - 9th, 10th, 11th & 12th graders. 4-H'ers who have completed 5th grade through 12th grade (or that equivalent) are eligible to exhibit at the Iowa State Fair. Exception: Group exhibits from an entire club may include 4th grade members. 3. Eligible exhibits are an outgrowth of work done as a planned part of the 4-H’ers participation in 4-H projects or programs during the current 4-H year. Exhibits can be done by an individual or group and may represent all or part of the learning in the project or program. 4. Exhibits that do not comply with the class description, size guidelines, copyright restrictions, safety and approved methods will be disqualified and not put on public display. 5. If the exhibitor chooses a display to illustrate what was learned: • Posters may not exceed 24” x 36” in size. • Chart boards, graph boards, project presentation boards, model displays, etc., may not exceed 48” x 48” in size. Maximum size is determined by measuring the flat (unfolded) dimensions. • Display boxes may not exceed 28" x 22" in height and width and 12" in depth. 6. Endangered and threatened plants and animals (includes insects), or songbird feathers and nests may NOT be used in any exhibit. 7. Copyrighted materials and designs may not be used in an exhibit that is presented as original work by the exhibitor. Exhibitors must include permission from the copyright holder/owner when using copyrighted materials. Exhibitors must give proper credit to the original source of all materials/designs used in exhibits. The 4-H’er’s goal and applicable exhibit standards will form the basis of the evaluation process. Evaluation criteria will include demonstrated learning, workmanship and techniques, and general appearance and design. Exhibitors will receive written evaluation comments on the exhibits and a ribbon. Refer to exhibit class evaluation rubrics for detailed evaluation criteria in each class. Rubrics are located on each 4-H project page at http://www.extension.iastate.edu/4h/projects. 9. A written explanation, audio recording, or video recording is to be included as part of each exhibit. The exhibitor should respond briefly to the following questions about the exhibit: • What did you plan to learn or do? (What was your exhibit goal(s)?) • What steps did you take to learn or do this? • What were the most important things you learned? - You may type the answers to these questions on the Winneshiek County Goal Sheet (example found on page 7-8) or type the answers on another document. Please type your responses to the questions. Each item in an exhibit must be securely labeled, including the name of the county, class number, and exhibitor’s name. 12. All exhibits must reach the 4-H Community Building on entry day, Thursday, July 2, 2015. 13. Exhibits are to be entered on July 2 at the scheduled judging time. You may wear shorts for static judging day but they must be appropriate. 14. Exhibits are to be released between 7:00 a.m. and 11 a.m. on Sunday, July 12th. If you are unable to be there at release time, have someone pick up your exhibits. Before removing exhibits from the Community Building, each exhibit is to be checked out by an approved 4-H volunteer/Extension Staff. If the club does not dismantle the booth by 10:30 a.m. staff/volunteers will dismantle. 15. Projects not picked up will be assessed a $10.00 fee. Please pick up your projects on Sunday, July 12th by 11:00 or make arrangements to have them picked up if you have a conflict. 16. Premiums will be pro-rated in each class and money paid to the 4-H club treasurer following the Winneshiek County Fair. 17. If exhibits are removed before check-out time, without permission, 4-H'er will forfeit premium money. 18. Exhibits must have been completed after the 2014 fair. 19. Due to security, we discourage 4-H'ers from sending items to the Winneshiek County Fair that have special meaning and historical value as part of the exhibit. We will use diligence to insure the safety of articles entered for exhibit after their arrival and placement, but will not be responsible for damage or loss by fire, theft, etc. 20. Items selected to advance to the Iowa State Fair must fit easily into a car for transportation to and from the fair. If the item does not fit into a car easily, the exhibitor will be responsible for its transportation to and from the Iowa State Fair. 21. All exhibitors are responsible to read and comply with the Iowa State Fair general exhibit rules for the exhibit to be eligible for Iowa State Fair participation. 22. DRESS CODE. All exhibitors will be required to wear a Winneshiek County 4-H county wide t-shirt, both livestock and non-livestock, when they are showing in the ring or being conference judged. County 4-H t-shirts are new this year and members will be charged $2.00 for the first shirt and $4.00 for any additional shirts. Contact your 4-H leader to place your t-shirt order before May 15. 23. Ownership of any animal is not required. Class 10102 - Veterinary Science An exhibit that shows learning about keeping animals healthy. AGRICULTURE & NATURAL RESOURCES Class 10201 - Crop Production An exhibit that shows learning about the growth, use, and value of field crops. Class 10202 - Environment and Sustainability An exhibit that shows the connections between humans and their environment including energy, stewardship, conservation, entomology, fish and wildlife, or forestry. Includes collections. Class 10203 – Horticulture (Includes Home Grounds Improvement) An exhibit that shows learning about the growth, use, and value of plants, small fruits, vegetable and flower gardens, and landscape design. This could include cut flowers, your own raised house plants, arrangements, and terrariums. Class 10204 - Outdoor Adventures An exhibit that shows learning about backpacking, biking, camping, canoeing, fishing, hiking or other outdoor activities. Class 10205 - Safety and Education in Shooting Sports An exhibit that shows learning about safe and responsible use of firearms and archery equipment or wildlife management. (The exhibit may not include actual firearms; archery equipment allowed if tips are removed from arrows). Class 10206 - Other Agriculture and Natural Resources An exhibit that shows learning about agriculture or natural resources and does not fit in any of the classes listed above. -------------------------------------------------------------------------------------------------------------------------------------------------------- CREATIVE ARTS Class 10301 – Music An exhibit that shows learning about musical performance, composition and arrangements, instruments, musical styles or history. Class 10302 – Photography An exhibit, either photo(s) or an educational display, that shows learning about photography from choosing a camera to modifying your photo. Still photos only, not video. Photography Special Rules: 1. Photographs may be either black and white or color. They may be processed from negatives, slides, or digital cameras and computer manipulation programs. Photographs must have been taken since your county fair of the previous year. 2. Photographs should be a minimum of 4” x 6”. Finished size (including mounting/matting) of photographs should not exceed 16” in height or width. 3. All photographs must be printed on photographic paper. Photos printed on canvas, fabric, ceramic, etc. will only be accepted as part of an educational display that shows learning about photography printing techniques, display, merchandising, etc. 4. Mounted photos can be (a) flush-mounted [no board showing] on mounting board, or (b) with mount borders [window mat or flat mount directly on board]. Exhibitors may cut their own mounting boards, use ready-cut window mats or have matting done professionally. 4-Hers are responsible for design decisions such as border, color and size. Framed photographs (including floating frames) will not be judged. 5. Non-mounted photos may be exhibited in a clear plastic covering. 6. A series is a group of photographs or slides [3 to 5] that are related or tell a step-by-step story. Photographs must be mounted together in story order or sequence. Slides should be numbered. 7. Digitally altered photos should include a copy of the photo before changes. Winneshiek County Fair Book Page # 19 8. Subject matter of photographs must be in good taste and be appropriate for public display in a 4-H setting. 9. Photographs depicting unsafe practices or illegal activities will not be displayed. 10. 4-H photography exhibitors must use the Photo Exhibit Label to provide required information for photo exhibits.This is a separate form that is not included on the Winneshiek County Goal Sheet on page 7-8. Class 10304 - Visual Arts An exhibit that shows learning through original art, exploration of an art technique, or study of any other visual arts topic. Special rules and exhibit guidelines exist for visual arts exhibits. Please be sure to check http://www.extension.iastate.edu/4h/projects/visualart.htm to make sure your exhibit complies with those. Visual Arts Special Rules: 1. Exhibits made from kits or preformed molds will not be accepted. Exception: Preformed molds (greenware, whiteware) may be used to provide the appropriate surface for a process technique or application of original design. 2. If the exhibit is a finished art object, the source or inspiration of the design, design sketches, or other process for creating the object and design must be included. 3. Original works of art must be a creative expression of a design unique to the artist, or represent a significant modification to an existing design to make a new and original statement by the artist. 4. Exhibition of derivative works created by a 4-H’er is prohibited without the written permission of the original copyright holder/owner. Use of copyrighted or trademarked designs, images, logos, or materials in 4-H visual arts exhibits is prohibited unless written permission has been obtained from the copyright or trademark holder/owner. Class 10404 - Food & Nutrition An exhibit that shows learning through cooking, baking, eating and choosing healthy foods, including safety practices. Exhibits may include prepared products or educational displays. Any exhibit considered to be a food safety risk or portray a food safety risk will not be accepted, judged or displayed. 2. All food products/exhibits should be appropriate for human consumption. 3. Food product exhibits must be prepared, baked or cooked using only food grade utensils and containers. 4. Products that require refrigeration will not be accepted, judged or displayed. 5. Meat jerky products are prohibited. 6. The recipe must be included for any prepared food exhibit; credit the source of the recipe. 7. Preserved foods must include the Food Preservation Exhibit Label. Only food processed after August 1, 2013 is acceptable. Current USDA and/or Iowa State University guidelines for home food preservation must be used. 8. Preserved food exhibits must include two product samples. One will be opened for evaluation and discarded; the second will be placed on display and returned to the exhibitor. All perishable food products will be discarded when removed from display. 9. Prepared foods should be placed on a firm disposable plate or flat cardboard. Place food product exhibit in a reclosable plastic bag with entry tag fastened outside the bag. 10. The use of alcoholic beverages in the preparation or production of 4-H food exhibits is NOT permitted. Class 10502 - Communication An exhibit that shows learning about written, oral, and visual communication skills in their many forms. Class 10503 - 4-H Poster Communication Exhibit 4-H Poster Communication exhibits are to be conference judged on Entry Day, Thursday, July 2. This component of the 4-H Communications program is to provide the opportunity for 4-H’ers to communicate to the public using the non-verbal form of communication on a poster. The objective of this class is to provide the opportunity for 4-H’ers to tell a story visually about 4-H to the general public. 1. Only one poster per 4-H’er may be entered. 2. All posters must be designed on, or affixed to, standard poster board or foam core board—size minimum of 14” x 20” or maximum of 15” x 22”. 3. Posters may be vertical or horizontal. Posters may be any medium: watercolor, ink, crayon, acrylic, charcoal, oils, and collage. 4. Posters cannot be 3-dimensional. Materials used to make the poster may not extend more than 1/8 inch above the poster or foam core board. 5. Each poster must have the completed Poster Exhibit Entry Form attached to the back. 6. Posters cannot use copyrighted material or exact copies of other promotional designs, such as the Iowa 4-H Youth Conference theme logo. 7. 4-H’ers may include the 4-H clover in the poster. 8. Class 10505 - Leadership An exhibit that shows learning about leadership skills and influencing others in a positive way. Clover Kids (K – 3rd graders) are limited to three exhibits to be judged at the fair. 2. Eligible exhibits are an outgrowth of work done as a planned part of the 4-H’ers participation in 4-H projects or programs during the current 4-H year. Exhibits can be done by an individual or group and may represent all or part of the learning in the project or program. 3. Exhibits that do not comply with the class description, size guidelines, copyright restrictions, safety and approved methods will not be put on public display. 4. Endangered and threatened plants and animals (includes insects), or songbird feathers and nests may NOT be used in any exhibit. 5. Copyrighted materials and designs may not be used in an exhibit that is presented as original work by the exhibitor. Exhibitors must include permission from the copyright holder/owner when using copyrighted materials. Exhibitors must give proper credit to the original source of all materials/designs used in exhibits. 6. All judges’ decisions are final. 7. Each item in an exhibit must be securely labeled, including the name of the county, class number, and exhibitor’s name. 8. Exhibits are to be entered on July 2rd at the scheduled judging time. 10. Exhibits are expected to be on display the entire fair. Exhibits will be released between 7:00 a.m. and 11:00 a.m. on Sunday, July 12th. If you are unable to be there during this time, have someone pick up your exhibits. Before removing exhibits from the Community Building, each exhibit is to be checked out by an approved 4-H volunteer/Extension Staff. 11. Projects not picked up will be assessed a $10.00 fee. Please pick up your projects on Sunday, July 12th by 11:00 or make arrangements to have them picked up if you have a conflict. 12. Exhibits must have been completed after the 2014 fair. 13. Due to security, we discourage 4-H'ers from sending items to the Winneshiek County Fair that have special meaning and historical value as part of the exhibit. We will use diligence to insure the safety of articles entered for exhibit after their arrival and placement, but will not be responsible for damage or loss by fire, theft, etc. 14. DRESS CODE. All exhibitors will be required to wear a Winneshiek County 4-H county wide t-shirt, both livestock and non-livestock, when they are showing in the ring or being conference judged. County 4-H tshirts are new this year and members will be charged $2.00 for the first shirt and $4.00 for any additional shirts. Contact your 4-H leader to place your t-shirt order before May 15. 15. Unsportsmanlike Behavior Policy - “4-H members, parents AND families must abide by rules and the 4H member Code of Ethics and accept disciplinary action deemed appropriate by the 4-H Youth Committee.” What do Clover Kids need to do to bring an exhibit to the fair? Clover Kids (K-3rd Grade) are welcome to bring up to 3 exhibits for the 4-H static exhibit judging day. There is no goal sheet for Clover Kids to complete. For the judging day, all that a clover kid member will need to bring along is the exhibit(s). Please make sure all exhibit pieces are clearly marked with the Clover Kid member’s name and club. The clover kid member will be evaluated by talking with a judge. This judge will ask the member questions regarding their exhibit such as, but not limited to, how it was made, where did you get the idea, did you enjoy this project, or do you have any other projects you would like to do in the future. At the end of the evaluation the clover kid member will receive a ribbon. A clover kid member may also exhibit in the clover kid pet show and in the clover kid bucket bottle calf show. The pet show and bucket bottle show would be in addition to the 3 exhibits a clover kid member may bring to the Community Building. Therefore, a clover kid member may bring 3 exhibits to be judged in the community building, 1 pet to be judged during the pet show, and 1 bucket bottle calf. Please see the pet show and bucket bottle show rules listed below and on the following page. -------------------------------------------------------------------------------------------------------------------------------------------------------------------------- 4-H CLOVER KIDS PET DEPARTMENT open to 4-H Clover Kids in grades Kindergarten – 3rd Judging Show Time: Thursday, July 2, 2015 - Immediately following the 4-H Pet Show Superintendent: Beth Einck CLASS NUMBERS Class 32003 Clover Kids Pet Show Class (open to Kindergarten – 3rd Grade Members) Pet Department General Rules: 1. Pets will be conference judged on their conditions, member’s ability to handle and care for the pet. Clover Kids will have the opportunity to show the audience their pet and tell a caring adult about their pet. 2. Clover Kids judging will be cooperative and not competitive. Each participate will receive a participation ribbon. No premium money will be given. 3. Pets must be leashed, caged, or contained and kept away from animals in other buildings. Pets are to be on the fairgrounds during the time of judging and the Pet Show only. 4. Exhibitors are asked to arrive 30 minutes prior to show time to register and prepare their animal. 5. All dog and cat exhibitors must present a current rabies certificate at the time of judging. (No kittens or puppies under 3 months are to be shown due to disease vulnerability). If you have a dog for a pet, it must go to Beth Winneshiek County Fair Book Page # 24 Einck (the dog superintendent) for a screening. This is a safety issue. Also, no turtles allowed due to potential disease. The judge will be handling all agreeable pets for examination (please clip claws of cats). 6. Livestock animals such as swine, horses, cattle (beef and dairy) are not to be shown in the Clover Kids Pet Show. All other animals must be less than 200 pounds in order to be shown. 7. Clover Kids and pets must be supervised by an adult at all times. The adult is responsible for both the Clover Kid and pet. Only one Clover Kid and pet will be allowed in the showcase area at a time, along with a responsible adult, to ensure the safety of the pet, the Clover Kid, and the audience. 8. Any female animal in season cannot be shown. 9. Pets may be shown only by 4-H members who have turned in a Pet Project Entry Form to the Extension Office by June 15, 2015. 10. Pet entry is $1.00 per entry plus $1.50 per individual for insurance. 11. Clover Kids have the option to make a poster about the pet which includes past and present goals. The poster size is 22” x 28”. The poster will be conference judged on Thursday, July 2 during the Pet Show. The poster may include such things as: breed of pet or name of species, age and/or birth date, characteristics and habits of the pet, care of the pet such as special diet, needs, flea control, worm control, etc.; name of pet; pictures of pet in action; your own artistic illustrations, cut or pasted diagrams, pictures, etc. 12. Calves must have been born between February 1 and April 30, 2015. Calves should not be clipped or fitted. Calves will be shown on halter. All entries will be given a participation ribbon but no class placing. Bucket Bottle Calf Department General Rules: 1. Clover Kids judging will be cooperative and not competitive. Each participate will receive a participation ribbon. No premium money will be given. 2. Project is open to all Winneshiek County 4-H members in Kindergarten – 3rd grade. 3. Children in Kindergarten – 3rd grade must be accompanied by an adult in the show ring at all times. 4. Calves must be purchased and in possession of the child within two weeks of birth. Any newborn or orphaned calf - steer or heifer - dairy or beef - purebred or crossbred - calved between March 1 and July 1 of the current year can be a part of this project. Bull calves will be allowed at the fair. 5. Calf must be bucket or bottle fed; no nursing permitted. 6. An exhibitor is limited to a maximum of one calf exhibited at the fair. 7. Calves do not need to be ear tagged. 8. Record keeping forms are optional for clover kid members. If completing a record keeping form, they must be filled out prior to the show day and are available at the Winneshiek County Extension Office. The record keeping forms must be turned in to Extension Staff by Tuesday, July 7th at 4:30 p.m. in the Show Barn Office (Fairgrounds). 9. All calves will be shown on halter and should be clean and groomed. 10. Children will be asked questions regarding: a. Care and management of raising the calf. b. Showing/handling of the calf. c. Fitting, general health, and condition of the calf and child’s knowledge of the project. d. Appropriate record keeping. *NOTE: Quality and conformation of the calf will NOT be considered in the bucket bottle program. Winneshiek County Fair Book Page # 25 11. Bucket bottle calf exhibitors must follow the fair’s rules and health requirements as stated in the fair book. These include, but are not limited to, the following: a. No evidence of warts, ringworm, pinkeye, or other infectious conditions will be allowed. b. All exhibitors must show his/her own animal in partnership with a caring adult. c. Each exhibitor is responsible for the care of his or her animal in partnership with a caring adult. 12. Calves will be brought to the fair on the day of the show and return home the same day. 13. Health Requirements: Calves exhibited in the Bucket Bottle class must have a Certificate of Veterinary Inspection, showing individual identification for each animal and stating the animals are apparently free from symptoms of infectious or communicable diseases as determined on clinical inspection by an accredited veterinarian within 30 days prior to date of entry to fairgrounds. ANY EVIDENCE OF WARTS, RINGWORM, FOOT ROT, PINK EYE, DRAINING ABSCESSES, OR ANY OTHER CONTAGIOUS DISEASE WILL ELIMINATE THE ANIMAL FROM THE SHOW. 14. UNSPORTSMANLIKE POLICY. “4-H members, parents AND families must abide by rules and the 4-H member Code of Ethics and accept disciplinary action deemed appropriate by the 4-H Youth Committee.” Winneshiek County Fair Book Page # 26 GENERAL RULES FOR 4H/FFA LIVESTOCK EXHIBITORS - 2015 1. RESPONSIBILITY. The Fair management will use diligence to insure safety of all animals or articles entered for exhibition, after their arrival and placement, but under no circumstances will the Winneshiek County Fair Board or Extension Service be responsible for any loss, damage or injury. 2. ELIGIBILITY. Classes are open to all 4th-12th grade Winneshiek County 4-H youth who have filed their enrollment in the Winneshiek County Extension Office by May 1, 2015. Members may enroll in 4-H in only one county and must exhibit in the county in which they are enrolled. All FFA students who live in Winneshiek County and who are certified by their instructor on or before May 1, 2015, will be eligible to exhibit in the 2015 show, up to one year following their high school graduation. No 4-H or FFA member may show the same identified project at two county fairs. Clover Kid members (Kindergarten – 3rd grade) will not be allowed to show animals other than in the Clover Kid Pet Show and the Clover Kid Bucket Bottle Show. Pet and non-livestock exhibiting opportunities will be noncompetitive. All participants will receive a Clover Kid ribbon. 4-H youth wishing to compete at the 2015 Iowa State Fair, must have completed 5th-12th grade. 3. Retagging. Exhibitors having livestock lose a tag must contact the Extension Office to make arrangements for retagging. Staff must be present at the time of retagging. Exceptions to this rule may apply where bio security is an issue. Please refer to species rules for those exceptions. 4. In order to meet eligibility requirements, ALL livestock exhibitors with projects which are a part of the food chain: dairy cattle, goats, sheep, swine, beef, poultry and rabbits MUST meet Food Safety and Quality Assurance Requirements. Winneshiek County will offer FSQA trainings on April 16th from 6-8p.m. and April 25th from 9-11a.m. Please RSVP to the Extension Office at least one business day before the event. 5. All Exhibitors and at least one Parent/Guardian MUST attend the Exhibitor meeting during the Fair. Failure to do so may result in forfeiting rights to show livestock. 6. ENTRIES - All livestock entries must be made on the 2015 Fair Entry Website by June 15. Send entry fee(s) to the Winneshiek County Extension Office, 325 Washington Street, Decorah, Iowa 52101. No space can be guaranteed unless entries and entry fees are received properly filled out and on time. Along with the fair entries and fees, BOTH the member and parents/guardian must have signed an Iowa Youth Code of Ethics either on 4hOnline during 4-H re-enrollment or turned in a paper copy to the Extension Office. For entry fee rates, see the bottom section on these General Rules and/or the 2015 Fair Entry Form. Members entering after June 15 or entries with incorrect information may be assigned a stall in the late entry section, not necessarily with their club. Unexcused late entries may not be accepted. Final decision will be made by the 4-H Youth Development Committee after the 4-H'er submits a written explanation as to why his/her entry and fees are late. 7. UNSPORTSMANLIKE POLICY. “4-H members, parents AND families must abide by rules and the 4-H member Code of Ethics and accept disciplinary action deemed appropriate by the 4-H Youth Committee.” 8. Drenching of any species will NOT be allowed. Drenching is defined as: putting any type of tube down the throat or in the mouth of an animal to force fluids into the stomach. If there are health related concerns regarding dehydration exhibitors must contact the Extension Office immediately before implementing treatment or calling a vet. All calming agents must be reported to the Extension Office Staff before use. Exhibitors involved in drenching or non-approved use of agents will not be allowed to show the animal. There are Quality Assurance issues involved with this practice. 9. ALL MEMBERS will be required to keep all stalls and grounds neat and clean during the fair. When cleaning out your livestock stalls, beef and dairy; pull bedding back 2-3 feet from front of stall. Swine, sheep, goat, rabbit, and poultry exhibitors; clean out their entire pens and haul the bedding to the designated location. (If your stall is not clean you will be assessed up to $25 from your premiums and this money will be given to the club/clubs that are doing the cleaning.) 10. PROJECT OWNERSHIP. All exhibits must have been cared for and managed by the member during this 4-H and FFA year. Projects must have been enrolled on Livestock Identification forms and filed at the Extension Office by May 15, 2015. Exceptions are Market Beef, Derby Pigs, Market Pigs, Meat Goats and Market Sheep – these were identified at weigh-ins. Animals identified as 4-H projects remain 4-H animals for county and state fair. Animals identified as FFA projects remain FFA for county and state fair. Winneshiek County Fair Book Page # 27 If the member owns the animal, he/she must assume 75 percent or more of the management as defined in the 4-H project rules and regulations, 4H-200 (Rev.). A family owned horse may be managed by no more than two members of the family on a 50 percent basis. A non-family owned horse must be managed by the member 75 percent of the time or more. A member managing a horse on this basis must have a completed Horse Lease Agreement from the Extension Office signed by the owner stating that the member manages the animal at least 75 percent of the time and that he/she has access to use of the animal. 11. DRESS CODE. All exhibitors will be required to wear a Winneshiek County 4-H county wide t-shirt, both livestock and non-livestock, when they are showing in the ring or being conference judged. Please contact your 4-H leader or the Extension Office if you need additional shirts. Horse dress code rules have changed, refer to horse section for changes. 12. FFA Chapters are allowed to design and wear their own t-shirts. All FFA members must wear the same chapter shirt. Horse dress code rules have changed, refer to horse section for changes. 13. Dairy Cattle may be brought in between 7 a.m. - 12 p.m. on Tuesday, July 7th. Absolutely NO livestock may be unloaded before 5 p.m. or after 9 p.m. on Monday, July 6 or before 7 a.m. or after 12 p.m. on Tuesday, July 7. 15. STALLING. Each exhibitor will be allowed one stall per animal/one pen for 3 animals they enter at the fair. In case of crowded conditions, an exhibitor will forfeit any extra space they requested without refund at the discretion of Extension Staff. If enough room is available, a stall may be rented and used as a “club stall” for feed, show boxes, etc. Example: You enter and pay for 5 dairy animals; you bring 3 to the fair. Space is limited therefore you forfeit the 2 empty stalls. 16. PLACING. All classes will be judged on a Blue, Red and White grouping basis with ribbons distributed on the group basis. In the event the judge determines no entry in any certain class is worthy of a blue ribbon, any lower rating may be given without any higher placings whatsoever. 17. ALL PROTESTS OF ANY NATURE MUST BE IN WRITING, SIGNED AND FILED WITH THE EXTENSION OFFICE IN THE SHOWBARN within 48 hours of the incident ALONG WITH a $50 Deposit. Such complaints will be given due consideration by the Extension Staff, Livestock Superintendents, Regional and State 4-H Staff, Extension Council and/or Fairboard. Extension Staff on the grounds reserve the right to interpret all rules and their decisions will be final. If the protest or complaint is found to be in direct violation of the 2015 Fair Book immediate action may be taken by Extension Staff. If the protest or complaint is found to be unfounded, the money is donated to the 4H/FFA Scholarship Fund. 18. LIVESTOCK ENTRIES MUST be stalled or penned in the area designated by Extension Staff. Exhibitors who fail to comply will forfeit all premiums for that entry. 19. EXHIBITORS MUST SHOW their own animals except in the case of sickness or other reasons satisfactory to the Extension Staff. Requests must be submitted at least one day before the show to the Extension Office. Substitute showman must be a current Winneshiek County 4-H or FFA member. 20. IT IS THE RESPONSIBILITY of each exhibitor to conduct themselves so as to not endanger another exhibitor or his/her exhibit. Anyone violating this rule will forfeit all awards and prizes won. 21. POWER-WASHERS and BUTT FANS are PROHIBITED. 22. LIVESTOCK BARN FAN INFORMATION FROM FAIRBOARD: Location – Must not be reachable from an aisle or walkway; Must have a screen cover front & back of the fan; No aisle or walkways may be blocked. Fee: $5.00 per fan fee to cover cost of electricity. BEEF exhibitors: Plug-ins are rated for a maximum of 20 amps/circuit – when fitting your animal, plugging in a dryer and a fan may overload the circuit. IT IS THE INTENT the 4-H/FFA exhibitor takes responsibility for caring for and grooming & fitting his/her own animals. If assistance is needed while animals are housed on the Fairgrounds, it should be aimed at helping the 4-H and FFA member learn new skills and must be done with the 4-Her present. Assistance may come from other family members, a current 4-H/FFA member or person who must be approved by the Extension Staff and Youth Development Committee. Families with youth in the first, second or third year of a beef and/or dairy project may request a designated helper to assist them at the county fair with grooming and fitting. Contact the Extension Office by June 15 to place your request for an assistant. Must provide name of who will be assisting. 24. All 4-H/FFA exhibitors must abide by FSQA standards and practices while they have animals residing on the Fairgrounds. Drenching will not be allowed at ANY time after entry until release of livestock. Any 4-H/FFA exhibitor found to be in violation of these prohibited practices will face disciplinary action by the Extension Staff. 25. RELEASE OF EXHIBITS. All livestock will be released from 6 a.m. to 10 a.m. on Sunday, July 12th. Exhibitors must secure approval by June 25th from Extension Staff to remove livestock early. Failure to do so will be grounds for disciplinary action by the Youth and Development Committee and or the Extension Council. 26. Parade of Champions: July 12th at 9:00 a.m. in the Show Barn. All Grand and Reserve Champions, Supreme and Reserve Champions, 4-H State Fair and 4-H Alternate State Fair Exhibitors are strongly encouraged to participate in the Winneshiek County 4-H/FFA Parade of Champions. In order to meet eligibility requirements, ALL livestock exhibitors with projects which are a part of the food chain: dairy cattle, goats, sheep, swine, beef, poultry and rabbits MUST meet Food Safety and Quality Assurance Requirements. 2. Health Requirements: Steers and market heifers exhibited in market classes must have a Certificate of Veterinary Inspection, showing individual identification for each animal and stating the animals are apparently free from symptoms of infectious or communicable diseases as determined on clinical inspection by an accredited veterinarian within 30 days prior to date of entry to fairgrounds. ANY EVIDENCE OF WARTS, RINGWORM, FOOT ROT, PINK EYE, DRAINING ABSCESSES, OR ANY OTHER CONTAGIOUS DISEASE WILL ELIMINATE THE ANIMAL FROM THE SHOW. Drenching of any species will NOT be allowed. Drenching is defined as: putting any type of tube down the throat or in the mouth of an animal to force fluids into the stomach. If there are health related concerns regarding dehydration exhibitors must contact the Extension Office immediately before implementing treatment or calling a vet. All calming agents must be reported to the Extension Office Staff before use. Exhibitors involved in drenching or non-approved use of agents will not be allowed to show the animal. There are Quality Assurance issues involved with this practice 1. Entries are open to market beef that have been weighed and ear tagged by January 15, 2015. 2. A total of three market beef may be entered in this division by one exhibitor. 3. Weighing schedule of all market beef animals is Tuesday, July 7th from 9:00-11:00 a.m. We strongly recommend that a parent or adult accompanies youth to scale when weighing in market beef. 4. All market beef are to be shown in classes according to ending weight and not divided by breeds. Number of classes will be determined by superintendents and committee based on ending weight. They will equalize classes in numbers according to weight and weight variation. 5. A limit of one entry per exhibitor may be sold through the auction. 6. All market beef animals must meet a minimum weight of 1000 lbs. to be sold at the 2015 fair. Animals under 1000 lbs. may be shown but cannot be sold in the sale with the exception of miniature and novelty breeds. Members should plan to have animals weighing between 1250 and 1350 lbs. for the ideal market beef weight. Miniature Breeds sale weight will be based on the State Fair recommendation. 7. RATE OF GAIN CONTEST: All market beef animals weighed-in for the 2015 Fair are automatically entered in the rate of gain contest. Cattle may be weighed only once and not wet down. 8. All market beef projects will be weighed on entry day, Tuesday, July 7th, to determine the rate of gain since the initial weigh-in date. Following closely with Iowa State Fair Guidelines rate of gain will be as follows: Market steers with less than 2.4 pounds of gain per day and market heifers with less than 2.2 pounds of gain per day will not be eligible for a blue award. Miniature Breeds with a rate of gain less than 1.7 will not be eligible for a blue award. The rate of gain information will be given to the judge and will be considered in the evaluation of the project. 9. Market beef and beef heifer showmanship classes will be combined. 10. SHOWMANSHIP - a person may win a showmanship division only once and then advance to the next level. The exception to this rule is at the collegiate level you may win more than once. 11. Recognition will be given to market beef steers, market heifers and dairy steers of Winneshiek County origin providing that they are certified as such on a Local Origin form turned in at Beef weigh-in or to the Extension Office by February 1, 2015. 12. This is the ninth year of the carcass performance class. The carcass contest participants will be evaluated on their project record worksheet (to be turned in to Extension staff at fair entry day weigh-in); results of the ultrasound scan; rate of gain; and show placing of their individual market beef steer or dairy steer. No health papers will be needed for this division. There will be a veterinarian on site the day of judging to inspect cattle to be certain they are free from symptoms of disease. 3. Youth can enter into either the pen of three and/or individual division. 4. Members must designate tag numbers for pens of three and individual advanced feeder class entries at the initial beef weigh-in. 5. Cattle may be exhibited both as an advanced cattle feeding project and an individual market steer/heifer at the Winneshiek County Fair. 6. Exhibitors must keep accurate feed records. All commodity type feedstuffs will be standardized monthly based on the average month price provided by Winneshiek County Extension Staff. Participants will still need to report their prices on other products used as well. Standard prices will be provided and must be used on, corn, soybean meal, dry/wet distillers’ grain, hay, corn silage, and gluten. 7. Special stall cards will be made by the exhibitor having this information: cost of gain/100 pounds; initial weight; purchase cost; average daily gain; total feed costs; total feed cost/calf; weight at exhibition time; costs/100 pounds of gain; yardage costs; breakeven costs. 8. Participants are given the opportunity to use forward pricing in December and March to lock in a fictitious selling price for the purposes of this experience on their animals. 9. Exhibitors participating in the advanced cattle feeding project must attend one educational session prior to fair. 10. Judges will appraise the animals June 26, 2015 at the Decorah Sales Commission for market acceptability and price. Each animal will be weighed and judged individually. Additionally the cattle will be scanned and data will be evaluated regarding the animals market readiness. The information will then be used to calculate profitability by the youth. 11. Close outs will be calculated by the youth with producers available for help. All advanced cattle feeding participants are required to be present. 12. The Winneshiek County Cattlemen, Winneshiek County Dairy Promoters, Decorah Sales Commission, Winneshiek County Agriculture Society and Winneshiek County Extension Service are not responsible for accidents. 13. If five or more head of the same purebred breed (Angus, Simmental, Hereford, etc.) are exhibiting in a purebred breed class, a special class will be created for that particular breed. 8. New this year will be a home raised and owned heifer/cow calf class. This class is open for heifers/ cow calf pairs that were home raised. Herdsmanship will be judged once to twice a day, with the exception of show day for each species. Please keep the aisles near your animals swept and the area in front of your animals looking neat and as clean as possible. If you have a dog for a pet, it must go to Beth Einck (the dog superintendent) for a screening. This is a safety issue. Also, no turtles allowed due to potential disease. The judge will be handling all agreeable pets for examination (please clip claws of cats). 5. Exhibitors in grades 4th – 12th must prepare a poster about the pet which includes past & present goals. The poster size is 22" x 28". The poster will be conference judged on Thursday, July 2 during the Pet Show. The poster may include such things as: breed of pet or name of species, age and/or birth date, characteristics and habits of the pet, care of the pet such as special diet, needs, flea control, worm control, etc, name of pet; pictures of pet in action; your own artistic illustrations, cut or pasted diagrams, pictures, etc. 6. ALL Poultry must be on the fairgrounds at 10 a.m. on Tuesday for the testing. All poultry must have a pullorum-typhoid test. Poultry under 3 months of age must request a certificate from the hatchery. Health Certification (vet check) will be required at entry. 3. THERE WILL BE NO BIRDS ALLOWED TO BE DELIVERED TO THE FAIRGROUNDS BEFORE 10 a.m. on July 7th. SOMEONE MUST REMAIN WITH BIRDS AT ALL TIMES UNTIL THE 10 a.m. TESTING TIME. 4. Market Birds will be weighed in Tuesday after pullorum testing rather than right before the show. 5. All market pens will have the option of being sold in the Livestock auction. In order to meet eligibility requirements, ALL livestock exhibitors with projects which are a part of the food chain: dairy cattle, goats, sheep, swine, beef, poultry and rabbits MUST meet Food Safety and Quality Assurance Requirements. 2. Health Requirements: Animals exhibited in the sheep classes must be individually officially identified on a Certificate of Veterinary Inspection and originate from herds or areas not under quarantine. The Certificate of Veterinary Inspection will require clinical inspection by an accredited veterinarian within 14 days prior to date of entry to fairgrounds. 3. All reproductive sheep (ewes and rams) must be identified with an individual Scrapie Flock or Origin identification tag in order to exhibit at the fair, and this number must be listed on the Certificate of Veterinary Inspection. This would also include any ewe lamb shown in the market classes either purchased or raised. Wether lambs do not require a scrapie tag. ANY EVIDENCE OF CLUB LAMB FUNGUS, RINGWORM, FOOT ROT, DRAINING ABSCESSES, SORE MOUTH OR ANY OTHER CONTAGIOUS DISEASE WILL ELIMINATE THE ANIMAL FROM THE SHOW. 4. All breeds may be exhibited. 5. A member may weigh in up to 30 market lambs for county fair & state fair. 6. New this year will be a WBI class for market lambs. Lambs eligible for this class will be identified at Fair entry weigh in on July 7th, 2015. Classifier will be appointed by Sheep Superintendent and Extension Staff and will have final determiniation in class eligibility. White Breed Influence lambs will be shown in one class for both speckeld face and white faced animals. In accordance with Iowa State Fair rules to be considered speckled, the lamb must have speckles on 2 of the 3 following areas: face, ears or legs. Face is considered from top of poll down to the nose. (See picture below) Leg wool and wool caps are not considered part of the 1/3 coloring; hair color only is allowed. 7. For the 2015 Fair there will be one class/division for WBI lambs. A Grand Champion and Reserve Champion will be awarded in this class and considered a division winner. These champions will go on to be in the final drive for the overall Champion Market Lamb at the 2015 Fair. 8. A member may show a total of eight sheep. A member may have two entries per class. EXCEPTIONS: Exhibitors are limited to one pen of three market lambs. An individual may exhibit three individual market lambs which may or may not come from their pen of three. 9. Youth must designate Pen of 3 and Individual Market Lambs within 1 hour after weigh in. 10. Lambs shown in commercial ewe classes cannot be shown in purebred or market lamb classes. 11. All lambs in the purebred classes must be registered and exhibitor must be able to produce registration papers upon request. 12. All entries in lamb classes must be born after Jan. 1, 2015. 13. All market sheep must be weighed in and ear tagged at county weigh-in. They should be docked and castrated prior to the initial weigh-in. All market lambs must be shorn as close as possible 2 weeks before the county fair weigh-in on Tuesday, July 7, and have a minimum weight of 90 lbs. to be sold at the auction. 14. Following closely with Iowa State Fair guidelines Market Lambs must meet a required .35 pounds per day rate of gain to be eligible for blue ribbon consideration. 17. An exhibitor may sell two market lambs in the 4-H & FFA Sale. Exhibitors must designate sale lambs (ear tag #’s) immediately following the completion of the sheep show. If no animal is designated within one hour of the completion of the sheep show – exhibitor’s animals will be placed at the end of the auction. 18. All market lambs and commercial ewes must be slick shorn upon arrival to the Fairgrounds. Animals which are not slick shorn will not be allowed to stall or enter the check-in line. Suggested fleece length for purebred breeding sheep is ¼ inch with ¾ inch maximum, with the exception being for wool breeds which have no maximum length. An individual may nominate up to 40 head of pigs for county fair. Each pig must be listed under a 4-H/FFA member’s name at the weigh in on March 28. All pigs will be ear tagged and only derby pigs will be weighed. Due to PEDV and the elimination of on farm weigh-ins, this year an individual may show up to three market pigs without the requirement of having a derby individual. An exhibitor may show no more than five pigs. 5. An exhibitor showing only market pigs must check out tags and paperwork at the Winneshiek County Extension Office by Friday, April 3, 2015. Market only pigs must be identified by: ear tag, ear notch if available, description of markings, and two pictures of the pig to support the description (one head photo including ear tag and one full side shot). Descriptions and pictures are due back to Extension by Wednesday, April 15th. Any unused tags, not used with descriptions and pictures must be returned by April 15th . All tags checked out on April 3rd must be accounted for on April 15th. 6. Paperwork and proof of identification of market only pigs must be submitted to the Winneshiek County Extension Office by May 15, 2015. 7. In the derby pig classes, exhibitors may show all three pigs as individuals. The pigs must have been weighed and identified during the official Winneshiek County Swine weigh in dates. There may be pigs with different starting dates due to bio security. No pigs will be weighed before March 27 or after March 30 and rate of gain will be calculated according to weigh in dates. All ear tags on individual pigs must match tags recorded at the swine weigh-in. Any pig that weighs less than 210 lbs. is not eligible for the carcass contest. 8. Each exhibitor is limited to one pen of 3 derby pigs. Exhibitors may bring up to 3 market pigs but must NOT exceed a total of 5 pigs. Pigs weighed in as derby pigs are eligible to be shown in the market pig class but not in both derby and market classes. Pigs ear tagged as market pigs are eligible to be shown only in the market class and have finished weight between 235 – 300 lbs. NOTE: If a market pig exceeds the 300 lb. weight limit, it is not eligible to show in the market class. 9. Exhibitors may use market pigs to participate in the pen of three and pair classes. 10. There will be Grand and Reserve Champion Market pairs and pen of 3. 11. THIS IS A TERMINAL SHOW - ALL HOGS MUST GO TO SLAUGHTER. No hogs may return home. Because of the Maximum Residue Levels for animal products including pork and pork by-products each swine exhibitor will be given an affidavit to sign certifying that they have reviewed the treatment and feed medication records for all of their swine and they meet or exceed the “Recommended Withdrawal Periods to Satisfy Japan MRL”. Any pig that cannot go to market, due to potential withdrawal issues will be recorded and a list of exhibitor, parent, pig ear notches and markings will be provided to the regional state veterinarian. All premiums and placings will be withdrawn from the individual. 12. Two pigs, either derby or market, will be sold in the auction. Any pig weighing less than 210 lbs. may not be sold in the sale, they will go to slaughter. Members must designate auction pigs at the time of weigh-in. 13. All pigs will be weighed and the carcass derby pigs will be scanned on Tuesday at Noon on the fairgrounds. 14. 4-H/FFA Youth will have the option to scan all Derby pigs this year and all scanned derby pigs will be entered into the carcass contest. Any swine showman selling at the auction must attend the educational presentation referring to the scanned data. The fee for scanning is $6.50 for the first pig scanned and $2.50 for each remaining derby pig. The Winneshiek County Pork Producers will supplement the remaining $4.00 per pig for each 2nd and 3rd derby pig scanned. 15. All pigs will be slap tattooed on Tuesday during the weigh in. Derby pig classes at the fair will be determined on the basis of beginning weight as of March 28, 2015. Market pig classes will be determined on the basis of ending weight. Due to Bio-security, there may be pigs with different beginning weight dates. All rate of gain will be determined on beginning to end date. 18. Any changes in market pigs for Thursday load out MUST be made within ½ hour of the completion of the show. If Staff is not notified of changes in this ½ hour, we will load out the pig numbers from the initial weigh in regardless of wining status. No Exceptions. 19.
