System Description. a. General. The Joint Tactical Terminal/Common Integrated Broadcast Service Modules (JTT/CIBS-M) consists of a family of tactical terminals and modules for multiple path ultra high frequency (UHF) data communications. The JTT is a family of special application tactical terminals, which provides integrated broadcast service (IBS) connectivity to the military services and other agencies. The JTT will be deployed to all services, intelligence agencies, joint commands, battle labs, and allies. The modular approach allows integration into existing systems (e.g., aircraft, ships, submarines, armored vehicles, etc.) with various configurations. JTT/CIBS-M provides producers and users access to the IBS and other command, control, communications, computers, and intelligence (C4I) communications, and allows operation at various security levels. JTT/CIBS-M supports advanced encryption techniques. The term JTT as used throughout this document references the family of JTT’s versus a specific JTT, unless noted. The JTT will: (1) Provide secure voice communications between the intelligence user and producer and support advanced encryption techniques. (2) Operate, as a minimum, in the following intelligence dissemination networks: (a) Tactical Reconnaissance Intelligence eXchange Service (TRIXS). (b) Tactical Information Broadcast Service (TIBS). (c) Tactical Related Applications (TRAP) Data Dissemination System (TDDS). (d) Tactical Data Information eXchange Subsystem-B (TADIXS-B) (3) Receive and optionally transmit intelligence reports, imagery and video. b. Variations. The baseline JTT consists of two line replaceable units (LRU) provided by the Program Manager (PM) as government furnished equipment (GFE). The LRUs are the receiver exciter (RE) and the power amplifier (PA). These LRUs must be integrated into the C4I host platforms, which is provided by the user. The host platform is required to provide software (Tactical Data Processor (TDP) and hardware (antennae, pre-amplifiers, cables, and other associated equipment) required to support the JTTs integration into the C4I system. The baseline JTT transmit/receive (JTT T/R) consists of both a RE and PA, and provides the ability to receive up to eight channels and transmit on one channel simultaneously. 1 Additional RE modules and PAs can be added (max of four) to provide additional channels up to the maximum of twelve receive and four transmit. The JTT receive only terminal (JTT R) is capable of receiving eight channels simultaneously and would consist of the RE only. Additional configurations of the JTT include a stand-alone briefcase sized terminal, JTT Briefcase (JTT-B). These and other configurations will be part of the JTT family of terminals. c. Integration. All JTTs require: (1) The JTT provided LRU equipment (RE, PA, or both). (2) User provided host processor or system. (3) User provided antenna and other associated ancillary equipment. d. Host Systems. The JTT is planned for integration into the following systems: (1) Army: (a) Theater High Altitude Air Defense System (THAADS). (b) Joint Tactical Ground Station (JTAGS). (c) Communications Central, AN/TSQ-190(V). (d) All Source Analysis System (ASAS). (e) Joint Surveillance Target Attack Radar System (JSTARS) CGS. (f) GUARDRAIL Common Sensor (GRCS) Integrated Processing Facility (IPF). (g) Tactical Exploitation System (TES). (h) Air and Missile Defense Planning Control System (AMDPCS). (i) Advanced Field Artillery Tactical Data System (AFATDS). (j) Airborne Reconnaissance Low (ARL). (k) Patriot Tactical Command System (TCS). First Unit Equipped (FUE) Date: The JTT subsystems were delivered to host system integrators beginning in FY 00. Initial Unit JTT issues/deliveries are expected to begin in 2nd or 3rd QTR FY 01 in accordance with the host platform manager’s schedule. h. Preplanned Product Improvements (P3I): The following items are scheduled as P3I for the JTT. Dates of implementation may vary as acquisition strategy changes. 3 (1) Crypto upgrades include full duplex, programmable devices that accommodate future IBS COMSEC requirements while reducing JTT cost. Implementation scheduled for 3rd quarter FY99. (2) Continuous phase modulation (CPM) provides increased general-purpose link (GPL) UHF SATCOM data rates of up to 48 kbps with growth to 64 kbps. The JTT GPL with CPM will provide interoperability between the JSTARS E8/AITG and CGS/JTT. The CPM for SATCOM communications is currently on contract and will be available in 1st QTR FY01. (3) TDDS 2.0 will upgrade the JTT from TDDS broadcast version E1.6 to E2.0. Currently on contract and will be available with initial JTT system deliveries in 3rd QTR FY00. (4) JTT-B provides a 4-channel (4R/0T, 2R/2T, 3R/1T) capability in a stand-alone briefcase configuration. The JTT-B primary customer is the Army Special Operations Forces (ARSOF) but has other applications across services and agencies where weight is a consideration and a stand-alone system is required. The JTT-B is currently on contract with initial deliveries scheduled for 3rd QTR FY01. i. Joint Operational Requirements Document (JORD): The JORD, 13 Sep 96, requirements not included in basic JTT (The “O” in parentheses stands for objective and the number in parentheses represents the priority of the objective): (1) JTT/CIBS-M will provide growth to accommodate other portions of the radio frequency (RF) spectrum including very high frequency (VHF) (O), super high frequency (SHF) (O), and extremely high frequency (EHF) (O) systems including commercial satellite communications (SATCOM) (O), global broadcast service (GBS) (O), and terrestrial and computer communications networks (O) (2). (2) Regardless of the specific JTT configuration, the user must be able to initialize the system in less than two minutes (O) (4). (3) CIBS-M will support secure over the air reprogramming to allow automatic updates to JTT in the field (O) (6). (4) JTT/CIBS-M must allow multi-level security (e.g. special compartmented information (SCI), top secret (TS), secret (S), and confidential (C)) while remaining secure from unintended parties (O) (7). (5) Where transmit is required, the JTT will incorporate automatic link establishment (ALE) with power management when required by user (O) (2). (6) JTT/CIBS-M will have low probability of intercept/low probability detection (LPI/LPD) capability (O) (4). 4 (7) JTT/CIBS-M will support over-the-air rekey (OTAR) (O) (5). (8) Benign key fill (O) (6). (9) JTT/CIBS-M will be capable of transitioning to an unclassified state without zeroizing the traffic keys through the use of a crypto ignition key (O) (9). (10) JTT/CIBS-M will be capable of processing imagery and other products in National Imagery Transmission Format (NITF) and video (O) (7). (11) JTT/CIBS-M will be capable of operating in an aircraft environment up to a height of 80,000 ft, unpressurized (O) (3). (12) JTT/CIBS-M will provide asynchronous transfer mode (ATM) interface (O) (4). (13) JTT/CIBS-M will detect faults without ambiguity with 99% accuracy (O) (2). 2. Target Audience. Training will be required for Army Military Intelligence 96H, 98C, 98J, 96B, 96D, 33W military occupational specialties (MOSs); Field Artillery 13D (to be activated in 1st quarter FY01) and 13M MOSs; Air Defense Artillery 14E and 14J MOSs; Signal Corps 31R and 31U MOSs and Ordnance 35E and 35L MOSs. No information has been received from the Navy, Marine Corps, and Air Force at this time. Proponent schools of the host systems will, after IKPT and task analysis, decide whether to add JTT CIBS/M to institutional training or unit training. Computer based training (CBT) CDs and interactive electronic technical manuals (IETMs) will allow field units to sustain and maintain training at skill levels 10-30. 3. Assumptions. a. Milestones. (1) Milestone schedules for all events will be met or exceeded. (2) All JTT system technical manuals (TMs), CBT’s, and training materials will be developed by the contractor and verified by the MOS-producing schools prior to the start of training; all expenses will be paid by the JTT PM. b. Resources. (1) Resources will be available from the host system PMs to all applicable service schools for both operator and maintainer resident training, Army Correspondence Course Program, soldier’s training publications (STPs) and doctrine, tactics, and techniques (DTT). (2) Funds will be available from the PM for the Intelligence Center New Systems Training Office (NSTO) to participate in the training development, integrated logistic 5 support (ILS) meetings, in-process/progress review (IPR), factory training for developmental testing/operational testing (DT/OT) training development, test player certification, and instructor and key personnel training (IKPT). (3) CBT will be provided by the PM for JTT sustainment training. c. Prerequisites. Initial entry training students are required to successfully complete Basic Training and all AIT course material taught prior to JTT training. MOS 33W soldiers will complete High Powered Workstation (HPW) training during the Computer Systems Fundamentals portion of the 102-33W10 course. This HPW training directly supports the JTT maintenance functional course that will be established at USAIC&FH. d. Training. (1) Host system PMs will review present embedded training, identify necessary upgrades, and provide resources to execute those upgrades in order to integrate the JTT into the host system. The host system PMs will provide operator training of the JTT radios integrated into their system. (2) Host system training will be reviewed and updated/revised, incorporating JTT tasks prior to the host system receiving JTT. (3) The JTT PM will resource the development of JTT training products. 4. Training Constraints. a. If the CBT(s) are not developed, or developed late, soldier proficiency and training sustainment on the JTT is at risk. b. Incorporation of JTT training into proponent schools of host systems cannot increase total training time of a proponent school without TRADOC approval. 5. Training Concept (AC/RC). The proposed maintenance training for the JTT will be trained as an additional course for all maintenance personnel including Army, Navy, and Marine Corps. The Air Force has adopted a two level maintenance concept and their personnel will not attend the Army course. The course will be held at Fort Huachuca, AZ. Proposed maintainer course length is 40 hours, and will support maintenance requirements for all services. The PM will be responsible for providing adequate training devices and support equipment to ensure the required tasks. How the JTT will be trained at the proponent institutions is still under development. The PM will provide a program of instruction (POI) for all branches of service to incorporate into their respective MOS institutional training courses. Proposed operator course length is 22.9 hours. The PM provided CBT’s will be used for both institutional and unit sustainment training along with host system embedded training, which has been reviewed and upgraded to integrate the JTT. There is no difference in the delivery or format of the training between the AC and the RC soldiers. 6 a. New Equipment Training (NET). The Host system PM’s will fund NET for both operators and maintainers. RCs will not receive NET training. b. Unit/Sustainment Training. PM-funded CBT will be provided for sustainment training. The proponents for the host systems are responsible for incorporation of JTT training into the system’s unit training strategy. Host system PMs will review their embedded training, identify the necessary upgrades, and provide resources to execute those upgrades in order to integrate the JTT into the host system. Unit sustainment training reinforces critical tasks and provides any necessary additional training to support the unit’s METL. Unit training will consist of field training exercises (FTX), use of the CBT, IEWTPT, and Warfighter Simulation exercises. c. Doctrine and Tactics Training (DTT). NSTO will develop and train an exportable non-system specific DTT package for MI units only. Other braches of the Army and the other services will need to develop their own DTT package. The DTT package will be available on the NSTO and PM’s web page. DTT for the host systems integrating the JTT must be updated to reflect the additional capabilities of the equipment. The DTT package will detail the concept of operations, effects on mission planning, capabilities and limitations of the equipment, and broadcast systems received by the system. This generic non-system DTT package will be included in DTT packages for all systems integrating the JTT. 6. Training Strategy (AC/RC). The PM will provide POI to proponent schools for JTT training An IKPT will be held to train the proponent school instructors prior to the JTT being taught at the institution. There will be no difference in the delivery or format of the training between the AC and the RC soldiers. RC affected MOSs will receive training as part of their regular attendance in MOS-producing or Noncommissioned Officer Education System courses. a. NET Strategy (Warmod). JTT NET is required for both the operator and maintenance personnel. NET requirements will be determined and identified by the host systems proponent school. NET will be conducted by the host system’s PM office by either civilian contractors or military training teams. JTT/CIBS-M NET is for all branches of service. NET trainers will leave behind the CBT to support sustainment training. b. Institutional/Individual Training (Warrior). (1) The United States Army Intelligence Center and Fort Huachuca (USAIC&FH) is the Military Intelligence proponent for all JTT specific resident and non-resident training. Host system training development is the responsibility of the host system proponent school. (2) The JTT/CIBS-M is not used in a stand-alone mode; operator training will be integrated into the training for the host systems. Training for the JTT-B will be integrated 7 into the affected operator MOS producing institution. JTT-B maintenance will be trained as an additional functional course held at Fort Huachuca. (3) The JTT will be incorporated into USAIC&FH officer, noncommissioned officer, and warrant officer professional development courses. Host system instruction will be modified to incorporate DTT and the technical skills required to operate and maintain the JTT. (4) MOS 98C. The JTT will be incorporated into the 242-98C10 Signals Intelligence Analyst course at USAIC&FH. The JTT will be trained as part of the established institutional and unit/sustainment training strategies for the host system. (5) MOS 33W. The JTT will be trained as an additional functional course held at Fort Huachuca, AZ. (6) MOS 96H. The JTT will be incorporated into the 233-96H10 Imagery Ground Station Operator (IGSO) course at USAIC&FH. The JTT will be trained as part of the established institutional and unit/sustainment training strategies for the host system. (7) MOS 96B. The JTT will be incorporated into the 243-96B10 Intelligence Analyst course at USAIC&FH. The JTT will be trained as part of the established institutional and unit/sustainment training strategies for the host system. (8) MOS 96D. The JTT will be incorporated into the 242-96D10 Imagery Analyst Course at USAIC&FH. The JTT will be trained as part of the established institutional and unit/sustainment training strategies for the host system (9) MOS 98J. The JTT will be incorporated into the 233-98J10 Noncommunications Interceptor/Analyst course at USAIC&FH. The JTT will be trained as part of the established institutional and unit/sustainment training strategies for the host system. (10) MOS 35E. The JTT will be trained as an additional functional course held at Fort Huachuca, AZ. (11) MOS 35L. The JTT will be trained as an additional functional course held at Fort Huachuca, AZ. (12) MOS 13M. The maintenance for the JTT will be trained as an additional functional course held at Fort Huachuca, AZ. The JTT operator training will be incorporated into the 042-13M10(F) Multiple Launch Rocket System (MLRS) Crewmember course at Fort Sill, OK. The JTT will be trained as part of the established institutional and unit/sustainment training strategies for the host system. (13) MOS 14E. The maintenance for the JTT will be trained as an additional functional course held at Ft. Huachuca, AZ. The JTT operator training will be incorporated into the 8 043-14E10 Patriot Fire Control Enhanced Operator/Maintainer course at Fort Bliss, TX. The JTT will be trained as part of the established institutional and unit/sustainment training strategies for the host system. (14) MOS 14J. The maintenance for the JTT will be trained as an additional functional course held at Fort Huachuca, AZ. The JTT operator training will be incorporated into the 043-14J10 ADA C4I Enhanced System Operator/Maintainer course at Fort Bliss, TX. The JTT will be trained as part of the established institutional and unit/sustainment training strategies for the host system. (15) MOS 31R. The maintenance for the JTT will be trained as an additional functional course held at Fort Huachuca, AZ. The JTT operator training will be incorporated into the 202-31R10(CT) Multichannel Transmission System Operator - Maintainer course at Fort Gordon, GA. The JTT will be trained as part of the established institutional and unit/sustainment training strategies for the host system. (16) MOS 31U. The JTT will be trained as an additional functional course held at Fort Huachuca, AZ. (17) MOS 13D. The maintenance for the JTT will be trained as an additional functional course held at Fort Huachuca, AZ. The JTT operator training will be incorporated into the 250-13D10(F) Field Artillery Tactical Data Systems Specialist course at Fort Sill, OK. This is a new MOS and will start training in 1st quarter of FY01. The JTT will be trained as part of the established institutional and unit/sustainment training strategies for the host system. (18) Air Force. The JTT will be incorporated into the respective AFSC (Air Force specialty code) training for operators. The JTT will be trained as part of the established institutional and unit/sustainment training strategies for the host system. No additional information for institutional training or which MOS will operate/maintain the JTT has been received from the Air Force at this time. (19) Navy. The maintenance for the JTT will be trained as an additional functional course held at Fort Huachuca, AZ. The JTT will be incorporated into the respective operator training. The JTT will be trained as part of the established institutional and unit/sustainment training strategies for the host system. No additional information for institutional training or which MOS will operate/maintain the JTT has been received from the Navy at this time. (20) Marine Corps. The maintenance for the JTT will be trained as an additional functional course held at Fort Huachuca, AZ. The JTT will be incorporated into the respective MOS training for operators. The JTT operator training will be trained as part of the established institutional and unit/sustainment training strategies for the host system. No additional information for institutional training or which MOS will operate/maintain the JTT has been received from the Marine Corps at this time. 9 NOTE: The PM will provide a POI for the JTT, which will be exported to each institutional training facility for their use in respective JTT MOS training. Each MOS responsible for JTT maintenance will determine/confirm faults by running built-in test (BIT). If the LRU fails BIT evacuate to the closest regional support center (RSC) for repair and return for locations outside of the United States. For locations within the United States the contractor (Raytheon) will provide a replacement line replaceable unit/smallest replaceable unit (LRU/SRU) within 72 hours of notification. c. Unit/Sustainment Training (Warfighter). Unit/sustainment training for the JTT will be accomplished by updating exportable training material(s), host system embedded training, and lesson plans for the host system. The proponents for the host systems are responsible for incorporation of JTT training into the system’s unit training strategy. Sustainment training for individual tasks will be provided as part of the host system training support package. The training will be developed concurrently with institutional training, and all host system unittraining materials will be updated as required by the host system PM. The JTT PM’s office will provide a CBT CD-ROM on the JTT to assist field units in sustaining/maintaining their proficiency. The proponents for the host systems are responsible for incorporation of JTT training into the system’s unit training strategy. (1) Reserve Component (RC) training. Affected MOSs will receive training as part of their regular attendance in MOS-producing or Noncommissioned Officer Education System courses. RCs will not receive NET training. (2) Contractor training support. The PM will utilize contractor-training support for JTT for initial IKPT. The PM will develop a maintenance-training course for the JTT using a generic host processor terminal. The PM will provide the digitized lesson plans, POI, instructional media package, student guides, etc., in the correct TRADOC format. The PM will resource and conduct two classes a year over a period of three years for both operator and maintenance personnel in all services until force requirements have been met or if earlier if deemed proficient. Following JTT fielding/deliveries, the PM will provide training for instructor and key personnel training (IKPT) in support of the JTT future training requirements, effectively “Train the Trainer”. The validated training materials will be made available on the JTT web page, and also mailed by the JTT PM to the affected host systems’ program management offices for incorporation into training on the host systems. The PM will provide source data to the host system integrator for the development of host-specific operator training and manuals. (3) Doctrine and tactics training (DTT). DTT for the host systems integrating the JTT must be updated to reflect the additional capabilities of the equipment. NSTO will develop an exportable non-system-specific DTT package available on CD-ROM, and also placed on the NSTO and JTT PM web page. The DTT package will detail the concept of operations, effects on mission planning, capabilities and limitations of the equipment, and broadcast systems received by the system. This generic non-system DTT package will be included in DTT packages for all systems integrating the JTT. 10 (5) Combined arms training strategy (CATS). There is no embedded training for the JTT, however, host system PMs will review their embedded training, identify the necessary upgrades, and provide resources to execute those upgrades in order to integrate the JTT into the host system. Proponent schools have not established how the JTT will be trained with their respective host systems at this time. d. Digital Training Support at USAIC&FH. This subparagraph is unique to this school and supports OPORD 00-01, USAIC Transformation USAIC&FH, 01 Aug 2000 (1) The JTT will incorporate plug ‘n play designed instructional courses at the AIT and NCO Academy levels for operator level training. Instructors will need to attend the Instructor Design Instructional Course (IDIC). (2) The JTT will be a subsystem of the host, thus requiring no direct connection to the Digital TOC. Host system STRAPS will need to be amended as needed when JTT is installed to cover connection, and maintenance responsibilities of the JTT to the Digital TOC. (3) The host systems for the JTT at the AIT and NCO Academy will need to adjust their digital system integration as needed by the host system PM for operator level training. (4) Instructors will need to attend courses on the operation, maintenance, and changes to host systems that the JTT will be installed in. 7. Training Products. a. Training Devices. The Army will train the JTT through three proponent schools. Military Intelligence training will use the JSTARS CGS Operator and Maintenance Trainers as a host for JTT. The 96H course instructors will incorporate JTT operator training into the JSTARS CGS block of instruction to familiarize 96Hs with JTT BIT, operations, and unit level maintenance procedures. Field Artillery will conduct operator training at Fort Sill, OK and maintenance training at Fort Huachuca, AZ for 13M and 13D. AFATDS will be the host system to be used for Field Artillery. Air Defense Artillery (ADA) will conduct operator training at Fort Bliss, TX and maintenance training at Fort Huachuca, AZ for 14E and 14J. The Patriot Tactical Command System (TCS) and Air and Missile Defense Planning Control System (AMDPCS), nomenclature PN: 10-00503-001 will be used as host systems for training. To date, information on training devices has not been received from the Navy, Air Force, or Marine Corps. The PM will make available a JTT CBMT CD-ROM to be used in institutional courses, unit sustainment training, and distance learning for both operators and maintainers. Intelligence MOS 33W AIT will be responsible for basic computer support maintenance training, JTT system maintenance training for 33W, Signal Corps MOSs 31R, 31U and Ordnance MOSs 35E, 35L will conduct maintenance training at Fort Huachuca, AZ. 11 b. The Intelligence Electronic Warfare Tactical Proficiency Trainer (IEWTPT). JTT/CIBS-M is not a stand-alone system, however, when integrated with a MI host system, this will allow an interface with the IEWTPT. c. Critical Collective Task and Individual Task. No collective or individual tasks have been developed at this time. 8. Training Support. a. Distance Learning Infrastructure. Distance learning will be accomplished through the use of CBMT CD ROM provided to units by the PM’s office. b. Facilities. No upgrade to current training facilities is required. c. Ammunition. None. d. Training issues at risk. Numbers for training devices provided to the PM by the various host system training organizations was determined with current information. Over time the actual number of required training devices for host system proponent schools may change. If the CBT is not developed, or developed late, soldier proficiency and training sustainment on the JTT is at risk, and may not occur due to lack of resourcing. 9. Post-Fielding Training Effectiveness Analysis. a. Post-Fielding Training Effectiveness Analysis (PFTEA). PFTEAs are required to validate the institutional and unit/sustainment training to ensure mission requirements are met. USAIC&FH, Office of the Registrar, will conduct a PFTEA for the Military Intelligence proponent host systems as funding and manpower permit. The evaluation/technical support sections of the Office of the Registrar will otherwise administer graduation follow-up surveys to all applicable personnel and use feedback from gaining units to complete the PFTEAs. Upon completion of the individual system evaluations, feedback is provided to the PMO and Futures, Directorate of Combat Developments, (NSTO), to revise the training course and materials at the Intelligence Center. The post-fielding evaluation team will also provide feedback to the gaining commands on their finding and actions taken to correct deficiencies. b. US Army Field Artillery School and Fort Sill (USAFAS&FS). USAFAS&FS is responsible for the performance of a PFTEA for the JTAGS systems. Facilities Requirements. The JTT/CIBS-M will be incorporated into existing host systems. No modifications will be required for current host system facilities. 2. Additional Equipment Requirements. The JTT/CIBS-M is not a stand-alone system and will be incorporated into existing host systems. The JTT/CIBS-M will use existing equipment for operation. The JTT-B will be fielded with an accessory kit that includes all necessary equipment, except for a power source, to operate. 3. Additional OMA Funding Requirements. The JTT/CIBS-M is not a stand-alone system and will be incorporated into existing host systems. Additional OMA funding for maintenance of the JTT is required. Unit/Sustainment Training. Sustainment training for individual tasks will be provided as part of the host system training support package. The training will be developed concurrently with institutional training, and all host system unit-training materials will be updated accordingly. Host system PMs will provide resources, update their embedded training and operator training in order to integrate the JTT/CIBS-M into the host system. The PM will make available a JTT CBMT CD-ROM to be used in institutional and sustainment training, and distance learning for both operators and maintainers. All training materials will also be available on the JTT PM’s web page. 2. Doctrines and Tactics Training (DTT). DTT for the host systems integrating the JTT must be updated to reflect the additional capabilities of the equipment. NSTO will develop an exportable non-system-specific DTT package. The DTT package will detail the concept of operations, effects on mission planning, capabilities and limitations of the equipment, and broadcast systems received by the system. This generic non-system DTT package will be included in DTT packages for all systems integrating the JTT. 3. Embedded Training. There is no embedded training requirement within JTT, however, host system PMs will review present embedded training, identify necessary upgrades, and provide resources to execute those upgrades in order to integrate the JTT into the host system.
