TWO NOTORIOUS CHEAT ARRESTED
The staff of P.S. Subhash Place of North West District has arrested two
notorious cheat involved in collecting money from innocent victims on the
pretext of sending them abroad (foreign countries like Libya, Singapore
etc.) for employment. One cheat Tilak Raj Sharma @ Roshan @ Arun Kumar
has been found involved in more than 120 cases and Proclaimed Offender
in more than 60 cases. He had escaped two times from police custody i.e.
from Punjab Police & Delhi Police.
ACCUSED ARRESTED:

INCIDENT, TEAM & ARREST:
On 9/9/12 a person namely Sher Singh S/o Cholla Ram came to P.S.
Subhash Place and lodged a complaint wherein it was stated that he is
basically from Village –Thambad, PS –Barara, Distt.-Ambala, Haryana and
there he read in a leading newspaper “Punjabi Keshari” that overseas jobs
for Security Guard, Carpenter and Driver etc. are available. That
advertisement specifically mentioned the name of Libya as the country for
employment and further mentioned that interested parties/persons may
contact the office of company arranging such jobs. The Company was
introduced in the advertisement as “USA Enterprises” having office at shop
No 707, Pearl Omaxe, Netaji Subhah Place, Delhi and the contact numbers
of the company were mentioned in that advertisement. Trusting the facts
mentioned in the advertisement; Sher Singh contacted given telephone
numbers. This phone was attended by the representatives of the aforesaid
company and they convinced him that he would get a lucrative job in Libya
but he was directed to deposit Rs 25,000/-, 12 passport size photographs
and original passport on the pretext of various expenses incurred for
arranging VISA and overseas Job. Accordingly, complainant had deposited
the requisite amount and documents. Thereafter, he was asked to give Rs.
3000/- for medical examination and then his medical was got conducted by
the Company. Then complainant was informed that all the formalities have
been fulfilled and he was asked to reach “Travel Inn Hotel” situated in
Mumbai by 4 September, 2012 and he was assured that his passport, visa
and Air Tickets etc. would be delivered to him at Travel Inn Hotel itself and
further that his flight is fixed for 7 September, 2012. During all this
proceedings, one Naresh S/o Swran Dass R/o H.No- I-30, D, Railway
Colony Jalandhar Cantt., Jalandhar, Punjab also R/o Village- Purheera, DisttHoshiarpur, Punjab and Babita Sharma D/o Kelash Sharma R/o GH 6/48,
White House Apartments, Paschim Vihar, Delhi, were introduced as the
persons who manages all the affairs of the aforesaid company and it is
Naresh that has induced him to pay Rs. 25,000/-, passport and other things.
Meanwhile, complainant reached Mumbai and stayed at the designated Hotel
but was shocked to find that no one came to him to deliver his Passport,
VISA, air-ticket, appointment letter as promised. He then tried very hard to
contact Mr. Naresh and other company employees but all the phones were
not responding as they were switched off. Thereafter, Sh. Sher Singh came
to Delhi and went to Company’s office but the same was found closed.
Accordingly, a case vide FIR No. 353/12 u/s 420/406/34 IPC was
registered at P.S. Subhash Place and investigation was taken up. During the
course of investigation, it was further revealed that about 90 persons were
cheated by the “Employees/Representatives of the USA Enterprises” using
same Modus Operandi.
Looking at the gravity of the case, a dedicated team of staff of P.S.
Subhash Place was constituted under the leadership of Insp. Pankaj Malik,
SHO/Subhash Place and overall supervision of ACP/Saraswati Vihar, Sh.
Ashish Anan. This team constitutes of SI Lalit Kumar, HC Rampal, Ct. Sher
Singh, Ct. Ashok, Ct. Parveen Kumar and W/Ct. Jyoti. The team worked hard
relentlessly and based on electronic surveillance, conducted raids at various
places at Delhi, Punjab, Gurgoan and in Mumbai. They have also activated
their informers.
At last on the basis of secret information, on 14.10.12 aforesaid
accused Naresh Kumar was arrested and his police custody remand was
obtained. During PC Remand accused Naresh Kumar disclosed that he along
with his associates namely Arun Kumar, Babita, Pinki Chauhan, Harbhajan
and others planned to make huge sums of money by befooling/cheating
unemployed persons through such type offices where offer for overseas jobs
would be offered. Accused Naresh Kumar also disclosed that one such office
is still operative at 403-404 Kemp Plaza, Link Road, Malad, Chinchuli Bander,
Mind Space, Mumbai in the name and style of 'ADVANCE INTERNATIONAL
GROUP' and further disclosed that this office is being operated by one
Roshan @ Arun Kumar, who is master mind and the main culprit. He had
never disclosed his true identity to anyone including his co-associates and
had always used a new mobile phone number. Meanwhile, it was found
that more than 3000 persons had been cheated using the same Modus
Operandi through various offices of Golden Wing Company, USA
ENTERPRISER, (a) 4TH Floor, Golden Plaza, Near Nauro Central Mall Road,
Ludhiana, Punjab, (b) Rajendera Place, Delhi and (c) Jaipur Rajasthan. They
had lured unemployed persons for employment in foreign countries and
cheated them of Rs. 25000/- to 75000/- on the pretext of expenses for airtickets and Visa. Other victims had also approached Police Station Subhash
Place, Delhi and revealed a new thing that their passport were returned to
them through post. This aspect was investigated and it was found that all
the passports were posted on 6.9.12 through post office Civil Lines Delhi. It
clearly showed that Naresh Kumar and his associates have intentionally
cheated innocent victims. The bank accounts of alleged persons including
that of Naresh Kumar were checked and it was found that transactions
worth more than 3 crores has transpired in them and name of Tilak Raj
Sharma @ Roshan Lal@ Arun Kumar emerged as main conspirator, mastermind of this game plan. Search for Tilak Raj Sharma @ Roshan Lal @ Arun
Kumar was intensified. Recee of the Mumbai office of the accused persons
was carried out. During investigation, it was clear that Tilak Raj Sharma is
very sharp minded criminal and seldom visits any of his offices. He had
always projected Naresh Kumar as the real owner to all innocent
staff/employees recruited by him at the various places. Finally, Tilak Raj
Sharma @ Roshan Lal@ Arun Kumar was apprehended from Mumbai,
Maharashtra. He was interrogated at length. Accused Tilak Raj Sharma had
also disclosed that he along with his associates Naresh Kumar, Babita, Pinki
Chauhan @ Arti, Harbhajan and others had cheated many unemployed using
the aforesaid modus operandi. Earlier Tilak Raj Sharma @ Roshan @ Arun
Kumar had escaped from the custody of Punjab Police in the year 2003 for
which case FIR No. 223/2003 u/s 223/224/225 IPC & 7/17 POC Act PS
Jallandhar, Punjab was registered. He again escaped from the custody of III
Bn. DAP, Delhi staff on 17.2.12 for which case FIR No. 21/12 u/s 224 IPC PS
GRP Ludhiana, Punjab was also registered.
INTERROGATION:
1. During sustained interrogation, it was revealed that Tilak Raj Sharma
@ Roshan @ Arun Kumar @ Gagan Sharma @ Bakshi @ Rajesh
Sharma was basically from Jalandhar, Punjab. His family migrated to
Uttam Nagar, Delhi in the year 1990. He had studied upto 10th class
but then stopped going to school. When his family members asked
then he ran away from his house and went to Mumbai. In Mumbai, he
initially worked as Taxi-driver and was successful in purchasing few
taxis but later, he had incurred loss in that business also. In order to
overcome this loss, he had conceived the idea of making easy money
from unemployed persons on the pretext of sending them to foreign
countries and providing them job there. He had managed to open
many offices at various places in Delhi, Punjab, Rajasthan. He had
always projected his associate Naresh Kumar as the owner of these
offices/sham companies. He has been involved in more than 120 cases
and found proclaimed offender in as many as 60 cases.
2. Naresh Kumar S/o Swran Dass was also basically from Hosiyar Pur,
Punjab. He has studied only upto 3rd class. Thereafter, he learnt the
work of plumber. On attaining age of majority, he went to Dubai and
worked there as daily wage labourer. He returned to India in the year
1999. Thereafter, he worked as plumber but he was not satisfied with
the kind of job that he was doing or kind of money he was making.
Then he met accused Tilak Raj Sharma through a Newspaper
advertisement. Initially, Tilak Raj offered him the job of PRO in his
company but later he disclosed his ingenious plan of cheating
unemployed persons on pretext of offering them overseas jobs. He
told Naresh Kumar that all the transaction would be done in his name
and in return he would get good cut in money so collected. Naresh
Kumar liked the idea and brought one of his relative Harbhajan into
this game plan. Naresh Kumar also disclosed that like him Ms. Babita
Sharma and Ms. Pinki Chauhan @ Arti were involved in this conspiracy
and they have also joined the aforesaid company on the pretext of
some white collar job but later were offered lucrative sums of money
by Roshan Lal for luring innocent persons of overseas job. Both Ms.
Babita Sharma and Ms. Pinki Chauhan @ Arti has accepted this offer
and joined hands with them.
3. Ms. Babita Sharma has been granted protection from arrest by Delhi
High Court. It has emerged that her task was to manage all the offices
of the culprit persons.
4. Ms. Pinki Chauhan @ Arti and Harbhajan are at large at present. Their
main task was to manage the fund flow.
RECOVERY:
A case of Rs. 11.50 lakhs has been recovered so far. Raids are being
conducted to apprehend rest of the culprits and to recover the cheated
amount.
The investigation of the case is still under progress.

DESPERATE BC ARRESTED IN AN ATTEMPT TO MURDER CASE
INTRODUCTION
A desperate BC namely Rahul Prajapati S/O Thakur Dass, R/O H.No VP-256B, Pitam Pura, Delhi, has been arrested in a case of attempt to murder of
one Vishal Mongia registered vide FIR No.310/12 u/s 307/34 IPC PS Maurya
Enclave.
INCIDENT AND INVESTIGATION
On 6.11.2012 evening, Vishal Mongia was sitting in his office when
accused Rahul Prajapati s/o Thakur Dass, resident of H.No -VP-256B, Pitam Pura,
a BC of PS Maurya Enclave along with his associate namely Bhardwaj reached in
drunken state and they pulled him out of his office and slit his neck with a sharp
weapon. Victim Vishal Monga was seriously injured as his throat was cut and he
was admitted in a nearby private hospital. Accordingly a Case FIR No.310/12 u/s
307/34 IPC PS Maurya Enclave
was registered against them and further
investigation was taken up. The main accused Rahul Prajapati has been arrested
form Baba Sahib Ambedkar Hospital, Rohini, Delhi.
Accused Rahul Prajapati is previously involved in four cases and he is
an active BC of the area.
Further investigation is in progress.

ONE ARRESTED FOR STOCKING FIRE CRACKERS WITHOUT LICENSE: 1225 KGS. OF
FIRE CRACKERS WORTH LAKHS OF RUPEES SEIZED
With the arrest of one Mahesh Mathur, aged about 27 years s/o Late Surender Kumar r/o H. No
1339, Gali Guliyan, Krishna Gali, Jama Masjid, Delhi, Central District police has seized 1225 Kgs. of fire
crackers stocked unauthorizedly in contravention of provisions of the Explosives Act.
INCIDENT
On 8.11.2012, SI Ali Sher along with HC Amar Pal and Ct Deepak of PS Jama Masjid were on
patrolling duty. During the patrolling, HC Amar Pal received an information regarding unauthorized
stocking of fire crackers at H. No. 1339, Gali Guliyan, Krishna Gali, Jama Masjid, Delhi.
On the basis of this information, a team consisting of Inspr. Sanjiv Gupta, SHO/Jama Masjid, SI
Ali Sher, HC Amar Pal and Ct Deepak was constituted under the close supervision of Sh. Om Prakash,
ACP/Darya Ganj for conducting raid.
Accordingly, a raid was conducted at H. No. 1339, Gali Guliyan, Jama Masjid and one person
who later revealed his identity as Mahesh Mathur s/o Late Surender Kumar r/o H. No 1339, Gali Guliyan,
Krishna Gali, Jama Masjid, Delhi was found present and had illegally stocked 1225 Kgs fire crackers in
this house. A case vide FIR No 102/12 u/s 286 IPC & 9(B) Explosive Act 1884 was registered at PS Jama
Masjid and investigation was taken up.
INTERROGATION
During sustained interrogation, accused Mahesh Mathur disclosed that he used to procure the fire
crackers from Faridabad from the godown of M/s Magic Fire crackers. Further, he also disclosed that he
has planned to sell these fire crackers in retail at Jama Masjid to earn huge profit.
Further investigation is in progress.

NOTORIOUS AUTOLIFTER ARRESTED: FOUR CASES WORKED OUT: FOUR VEHICLES
RECOVERED
With the arrest of one Mohd. Salmaan, aged about 22 years s/o Mohd Saleem r/o H. No U-555,
2nd Pusta, New Usmaan Pur, Delhi, Central District police has apprehended a notorious autolifter and four
vehicles have been recovered at his instance. Four cases of MV theft have been solved with his arrest.
TEAM & INCIDENT
Keeping in view the sudden spurt in incidents of MV theft in the district, the Special Staff of the
District was tasked to nab active auto lifters. A special team comprising of Inspr. Satendra Mohan I/C
Special Staff, SI Parmod Anand, ASI Gajender Singh, HC Jai Singh, HC Yash Pal, Ct. Satbir, Ct.Rakesh
and Ct Manish under the supervision of Shri Nirmal Singh Ghuman, ACP/Operation was constituted to
develop information about the gangs of auto-lifter who are active in the area.
On 08-11-12, the police team was checking vehicles at service road, Shantivan, Delhi. At about
4.45 pm, one person was seen coming on a Hero Honda Pleasure scooter without registration number
from Geeta colony bridge side. On suspicion, the police team signaled him to stop. Later, the rider was
asked to produce the documents of the scooter but he neither produced any documents nor gave any
satisfactory reply regarding the ownership of the vehicle. On further verification, the scooter was found to
be stolen from the area of P.S. Karol Bagh for which a case vide FIR No 203/12 u/s 379 IPC was already
registered. The rider was identified as Mohd. Salmaan who was arrested u/s 41.1(a) CrPC.
INTERROGATION
The accused was subjected to sustained interrogation. During interrogation, he revealed his identity as
Mohd. Salmaan s/o Mohd Saleem r/o H. No. U-555, 2nd Pusta, New Usmaan Pur. He further disclosed
that he has committed several auto thefts in the area of Central District and North West District. At the
instance of the accused, one Yamaha motorcycle, two Honda Activa scooters stolen from the area of P.S.
Prashad Nagar, P.S. Chandni Mahal, and P.S. Keshav Puram respectively were also recovered from
Usman Pur, Delhi
Further investigation/interrogation is in progress.

With the arrest of two snatchers cum auto lifters viz.1) Vikas(aged-20 yrs.) s/o Bhragu
Nath r/o Jai vihar Nangli, New Delhi2) Vipin @ Sonu(aged -19 yrs.) s/o Vijay Pal r/o Das Garden ,
Ranhola, New Delhi ,Special Staff of South-West District Police has worked out four cases of snatching
and one case of M.V. Theft. Four gold chains, one m/cy and one s/c have also been recovered.
INFORMATION AND OPERATION
To put a check on the incidents of property offences, extensive drive of checking
active/desperate criminals has been initiated in the Distt.. Sincere efforts are also being made through
‘Eyes & Ears’ scheme. During this exercise, various suspects are being interrogated and listed criminals
of similar modes-operandi are being grilled. As a result notorious criminals i.e. burglars, auto lifters,
knifers and robbers have been apprehended by the Distt. Police.
Keeping in view of recent trend in the incidents of snatching, a dedicated team of Special
Staff/SWD comprising HC Mahesh Kumar, HC Kuldeep,HC Pawan, Ct.Akhilesh was constituted under
the close supervision of Inspr. Ranjeet Dhaka, Special Staff/SWD. On 07.11.12 the above team received
an information from reliable sources that two desperate snatchers cum auto lifters would come on a motor
cycle near Dwarka Mod Metro Station. On receiving this tip off, the above team laid a trap near Dwarka
Mod, Metro Station. At about 05:00 PM two motorcycle borne persons came on motor cycle bearing
reg. No. DL- 5SAF-7537 from Uttam Nagar side and stopped near Metro Station. The motorcyclists
who attempted to flee from the spot, were overpowered by the staff on the pointing out of an informer,
whose identities revealed as Vikas and Vipin@Sonu. On their personal searchs, four gold chains were
recovered from their possession. Duo couldn’t give satisfactory reply of possessing the same. After
sustained interrogation they revealed that these gold chains were snatched by them from the area of
Palam and Bindapur.
PROFILE OF THE ACCUSED
1. ) Vikas(aged-20 yrs.) s/o Bhragu Nath r/o Jai vihar Nangli, New Delhi, is a school drop-out of
8th class. His father is working as driver in Govt Press and his mother is a house wife. In the year
2010 he did love marriage and became debt ridden owing to excessive expenditure in honeymoon
etc. Since the accused is spendthrift, owed money to his relatives. In order to earn quick bucks ,
he resorted to crime. First time he was arrested in a theft case of P.S Najafgarh in the year 2010.
After being released from jail. he did not mend his ways and resorted to crime. He has following
previous involvements:i.

2.)Vipin @ Sonu s/o Vijay Pal r/o dass Garden, Ranhola, New Delhi , is a school drop-out of 9th
class. His father is a driver by occupation and his mother is a house wife. He belongs to poor
strata of the society. Since his elder brother namely Pramod is also a criminal, accused persuaded
by his activities/ambience.
INTERROGATION AND MODUS OPERANDI
Sustained interrogation of the accused persons revealed that they are residing in the
adjacent colony and belong to poor strata of the society. They target ladies being soft target and prefer
morning and afternoon timings for committing crime. They have committed several chain snatchings and
motor vehicles theft in South West Distt.
In pursuance of disclosure and prompt/timely action of
police, it resulted in recovering one more stolen scooter.

MAJOR HIGHTLIGHTS:

Case of violent brawl occurred on 31.10.12 at a restaurant solved.
Six assailants arrested.
Most of the arrestees are wrestlers.
CCTV played major role in identification of these assailants.
Two of the arrestees are having criminal background.
INCIDENT
A violent brawl had occurred in which one Dinesh Pehlwan, allegedly a bouncer
along with his associates on 31.10.12 at about 9.00 PM had barged into Rasoi
Restaurant located at Dilshad Garde. They had broken counters at the main
entrance, tables inside the restaurant and ruined the whole restaurant. They further
assaulted the staff of the Rasoi Restaurant. HC Satish and HC Bijender both of PS
Seemapuri who were passing through the Rasoi Restaurant tried to nab the assailant
and intervene. They had succeeded in apprehending 3-4 assailants but the assailants
attacked HC Bijender with rods and dandas and thereby managed to flee. In the melee
HC Bijender sustained grievous injuries and was rushed to GTB Hospital. On the
complaint of the owner of Rasoi Restaurant Harish Gupta S/o late Sh. S.P. Gupta R/o

TEAM
Under the supervision of Addl CP/NE District several dedicated team led by
ACP/Seema Puri consisting of Inspr. Jaipal Singh, Inspr. K.S. Rawat, Inspr. Ved Singh
Malik, Insp. Harish Chander, Inspr. Lekh Singh, Insp. Ramesh Kumar, Inspr. Rajesh
Vijay, Insp. Ajay Singh, Insp. Tilak Chand, Inspector N.S.Chauhan alongwith their
staff was constituted and tasked to identify the assailants and conduct various raids
at their suspected hideouts so as to nab them.
INVESTIGATION
Team interacted with various people and informers. Based on the information so
gathered, raids were conducted at Vill Tilla, Loni Ghaziabad, Rajender Nagar,
Ghaziabad, Seemapuri, Nand Nagri, Harsh Vihar, village Rajpur, Ghaziabad,
Gokulpuri. As a result of constant raids two accused namely Jai Karan S/o Satbir
Singh R/o H. No. 375/3, Gali No. 5, Bahadur Gargh, Haryana and Punit S/o Ram
Kiran R/o 93/1F Main Road, Shankar Nagar, Krishna Nagar, Delhi were arrested on
04.11.12. The arrestees were put to sustain interrogation and on the details rendered
by these arrestees further raids were conducted and other assailant Amit Tyagi S/o
Omkar Dutt Tyagi R/o F-6/377 Raj Nagar, PS Loni, Ghaziabad, U.P., Anar Singh @
Anil S/o Dharam Pal R/o G-82 Gopal Gali, Vill. Ghazipur, Delhi, Paramveer S/o
Mannu Lal R/o C-635 Malla Colony, Ghandali Extn. Mayur Vihar Phase-III and Kamal
Kishore S/o Suresh Ram R/o D87 Kondali, Mayur Vihar Phase-III, Delhi who were
absconding from their respective houses were arrested. All the arrestees were further
subjected to sustain interrogation and information about other assailants was
obtained and constant raid are going on to nab the remaining assailants at the
earliest. Presently the arrestee is in judicial custody. However main accused Dinesh
Pahalwan is still absconding and had filed an anticipatory bail before the Hon’ble
District and Addl. Session Judge, Karkardooma Courts, Delhi. On 03.11.12 after
hearing same was adjourned for 07.11.12 and was dismissed and withdrawn on
07.11.12. He again filed an anticipatory bail application on 09.11.12 but same has
been adjourned for 16.11.12.
The incident dated 31.10.12 was covered in the CCTV installed in the
Restaurant. Some more assailants identified in CCTV footage are Pawan Choudhary
S/o Kishan, Manish S/o Ramesh, Bhola s/o Muneshwar. Several raids have been
conducted at their hideout but all are absconding to avoid arrest. Several persons
connected with these assailants have been interrogated.
RECOVERY
During course of investigation one Maruti Swift Car bearing Registration DL-3C-BJ9989, five dandas and one base ball stick have been recovered on the instance of
arrested persons.
PROFILE OF THE ARRESTEES
Accused Amit Tyagi S/o Omkar Dutt Tyagi R/o F-6/377 Raj Nagar was found involved
in an attempt to murder case of P.S.Loni Ghaziabad, UP, whereas accused Anar Singh
@ Anil S/o Dharam Pal R/o G-82 Gopal Gali, Vill. Ghazipur, Delhi, was found
involved in a brawl case of P.S. Kalyan Puri, Delhi. Antecedents of the other arrestees
are being verified.
Investigation of the case is on and rest of the assailants will be nabbed soon.

GANG OF CABLE THIEVES BUSTED
The staff of Police Station, Janak Puri has busted a gang of cable thieves who used to
steal the cable by posing themselves as authorized persons to dig the earth with the help of crane
and take out the MTNL cable beneath the earth. Later they used to load it in tempo and sell in the
market. A case vide FIR No. 293/12, u/s-379/411/467/471/420/34 IPC, has been registered and
six person have been arrested.
PROFILES OF THE ACCUSED PERSONS
1.Mahesh Kumar S/o Harpal Singh R/o Village- Chaklapur, Post office & PS Mudda Pandey,
Distt- Muradabad (UP). He was born in 1971 and studied up to 5th class. Later, he started
working as driver. Now he is working as crane driver with one Ashok who runs a Shiv Puja
Crane Service (APSRA) Ghaziabad (UP). He used to pull the wire with the help of crane.
2.
Vikas Yadav S/o Sh. Raj kumar Yadav R/o A-79, New Seelampur Delhi. He is 37 years
old and studied up to 8th class from Seelampur. Earlier he was running a Dhaba with his father,
now the Dhaba is let out on rent and he runs a Tempo champion. He carries the stolen items with
this gang as he gets a good fare.

Kumrur S/o Azim R/o Village- Taram, PS-Jokihaat, Distt.- Ararya (Bihar). He is 24
years old, and studied up to 5th class from his native place and thereafter he could not proceed
his further studies due to poverty. In the year 2006, he had come to Delhi and started working as
POP labourer. Later he came to contact with this gang and they lured him to join the gang.
Thereafter, to lead the luxurious life he started committing theft with this gang.

Mohd. Kalam S/o Md. Rahim R/o Village-Taram, PS-Jokihaat, Distt- Ararya(Bihar). He
is 24 years old and is illiterate as he could not study due to poverty. He came to Delhi 5/6 month
ago and started working as a POP labourer. Now he came in contact of this gang. Thereafter, to
lead the luxurious life he started committing thefts with this gang.

Mohd. Akhtar S/o Mohd. Tofiq R/o A-18, New Seelam Pur Delhi. He is 30 years old
and studied up to 9th class from Higher Secondary School Seelampur. Earlier he was running a
junk dealer shop at Seelampur with his father. Now for last one year he separated himself from
his father and started another shop at Seelampur Delhi. He used to sell the stolen items to earn
more and more money and to lead the luxurious life.
6.
Mohd. Abdul Karim S/o Bodhu R/o 25/31, Gali No. 28, Tuglaqabad, Delhi. He is 40
years old and uneducated. Earlier he was doing the job of preparing of bearings. Later on he
started the work of junk dealer at Shahdra, Delhi. In his family, he has five children. To lead the
lurious life, he stated stealing of cables and other items to earn the more money.

INCIDENT
On the intervening night of 7,8/11/2012 when HC Jai Parkash and Ct. Yoginder were on
night patrolling duty then watchman Rajender Parshad S/o Brahm Dutt, Village- Tehna, PSJatusana, Distt- Rewari saw a few persons taking out the MTNL wire at C-4F Block near Kadimi
Restaurant. He asked them why they are doing so they said that they has permission from MTNL
office and showed a letter to him (watchman). In the mean time, HC Jai Parkash and Ct.
Yoginder both were on night patrolling duty reached there and contacted by watchman who
narrated the facts to them. HC Jai Parkash asked the watchman to confirm these facts from
senior officers of MTNL. Then SDE (Cable) Sh. S.C. Tyagi and manager Sh. A.K. Malik
reached the spot. They stated that no such permission was given to anybody to take out the
cable.

was constituted and investigation of the case was taken up.
INVESTIGATION
During the course of investigation, it was revealed that the accused used to steal the
underground wire laid by the MTNL with the help of crane and thereafter used to load in a tempo
and take it to their destination. If anyone opposes, they used to show a forged letter.
Staff involved in good work is being rewarded suitably.

ACTIVE B.C. INVOLVED IN MANY CASES OF ROBBERY AND
SNATCHING ARRESTED BY A.A.T.S SOUTH-EAST DISTRICT
With the arrest of Rahul @ Chussad s/o Rajbir Singh R/o C-120 Main
Market Garhi Village, East of Kailash, New Delhi age 22 years AATS/South-East
District has solved a sensational case of robbery of PS Kalkaji and recovered an
illegal knife from his possession.
INCIDENT
On 7.11.2012 a team of AATS/SED comprising of HC Dinesh, Ct.
Kailash Yadav, Ct. Brijpal, Ct. Parvesh, Ct. Ravinder Giri was present in the area
of PS Govindpuri for vehicle checking. Ct. Brijpal received secret information
through informer that an active BC of PS Amar colony who has been involved in
many cases of robbery and snatching, would come to meet with his associates
about 7 PM in the jungle behind Tughlakabad Ext. School and he is in possession
of some illegal arms.
This information was passed on to I/C AATS Insp. Jagdish Yadav,
who directed the team to take appropriate legal action in this regard.
The team immediately reached at the spot. At about 7.30 PM one
person, coming from Okhla service road towards jungle, on the instance of secret
informer, was apprehended whose name and address was known as Rahul @
Chussad s/o Rajbir Singh R/o C-120 Main Market Garhi Village, East of Kailash,
New Delhi. On his personal search one illegal knife was recovered from his
possession. A case vide FIR No. 597/12 u/s 25/54/59 Arms Act dated 1.11.12
PS Govindpuri has been registered in this regard.
INTERROGATION , MODUS OPERANDI & PROFILE OF THE
ACCUSED:On sustained interrogation, the accused Rahul @ Chussad,
disclosed that he was born in Village Garhi, East of Kailash, New Delhi. He
studied upto 8th class and then started working in Nehru Place parking. He came in
contact with Sachin @ Karan and started snatching for which he was prosecuted
and sent to jail. After coming out from jail, he again came in contact of Sachin @
Karan, Suraj @ Monu and Pawan @ Vicky who were already involved in several
cases of robbery and snatching. He associated himself with them and started the
same criminal activities.
He further disclosed that on the night of 30.10.12 he alongwith Pawan
@ Vicky, Sachin @ Karan and Suraj @ Monu robbed mobiles of two persons
while they were passing by Pumpose Enclave on bikes and one of them was also
attacked by his associate Sachin with surgical blade. On the instance of his
associate Pawan @ Vicky (who has already been arrested) one robbed mobile
phone and his M/cycle Platina used for committing the crime has also been
recovered.

Ravinder & Ct Ajay Pal was constituted in the leadership of Insp. S.S. Rathee, In charge Special
Staff & supervision of Sh Ranbir Singh Khatri ACP/Operations to develop the information.
Accordingly the above team apprehended the one person Rahul @ Monu S/o Mam Chand
R/o H. No. H-32, Phase-I, Budh Vihar, Delhi Present address 23/30, Hira Enclave, Gurgaon,
Haryana at about 10.00 AM in Sector-16, Rohini, New Delhi in a stolen Santro Car. No. DL4CAG-1036 stolen from the area of PS Ashok Vihar, House breaking implements, bundles of
Sarees and 9 Mobile phones were also recovered from the car.
INTERROGATION:-
During interrogation Rahul @ Monu S/o Mam Chand R/o H. No. H-32, Phase-I, Budh
Vihar, Delhi, Present address 23/30, Hira Enclave, Gurgaon, Haryana age-23 Years has revealed
that he alongwith his brother Deepak and two other associates used to commit burglaries and
M.V. Theftafter his release from Jail in last week of July-2012. On questioning, he reveled that
recovered Santro car is stolen from Ashok Vihar whereas Garments stolen from K.N. Katju Marg
and Keshav Puram. House breaking implements were hidden by him in the car. They also used to
commit M.V. Theft. Their main target is garment shops as he and his brother have opened
garment shop in Kotla Nangli Vihar and Khanda Road, Gurgaon. After burglary they used to
sell these articles from these shops. He has revealed the names of his associates who were
involved with him during commission of these crimes. He can get them arrested and get the
remaining case property recovered. Further investigation is in progress.

He was born in 1989 at A-38, Bhalla factory, Sultan Puri, Delhi. He studied upto 4th
class in Government School. He has two brother and one sister. His father has expired. He could
not get higher studies due to weak in studies and poverty conditions. He indulged in bad
company and started committing crime to meet his personnal and family expenses. Due to his
repeated involvements he kept on changing his residence from Sultan Puri to Mangol Puri and
Budh Vihar. Now he has shifted to Hira Enclave, Gurgaon, Haryana. He and his brother Deepak
are regularly committing Burglaries and MV Thefts. They specially target the Garment Shops.
They have opened two shops of readymade garments one in Village Kotla, Nangli Vihar and
other in Khanda Road, Gurgaon. They used to dispose off the stolen goods from these shops.

Police has solved the blind Murder Case of 20yrs old Raju S/O Bhoore Khan R/O New
Kardam Puri, Delhi
INCIDENT:On 7/11/2012 at about 1.30 AM ASI Jagir Singh who was on patrolling duty on ERV
noticed a male dead body in the pool of blood at the above place. He informed the duty officer of
PS Jyoti Nagar immediately by his mobile. Insp. Malkiat Singh reached the spot and found that
the dead body was of young boy of around 20-22 yrs age. There were seven stab wounds on the
neck of the deceased. One wound on the nose on left side and one wound on the left hand. He
was lying on his back in the pool of blood. He was wearing white colored T-Shirt with thin
black stripes and a blue Jeans with black belt and sports shoes without socks.
TEAM:To apprehend the accused persons and workout the murder, immediately a special
dedicated investigation team headed by Insp. Malkiat Singh SHO/ PS Jyoti Nagar
consisting of SI Prem Pal, SI Puneet Bharti, HC Faiyaz , Ct. Devender , Ct. Kamlesh , Ct
Mahadev, Ct. Vinay Kumar, Ct. Dheeraj & Ct. Bhoolan was constituted under the close
supervision of Sh. Brijendra Singh Yadav ACP/ Gokalpuri.
INVESTIGATION & OPERATION :Initially, the first and foremost challenge was to get the body identified. Therefore major
focus was on identification of dead body. With persistent efforts, the dead body was finally
identified as Raju S/O Bhoore Khan R/O H.NO 407 Gali No. 7 Kachi Kardampuri Delhi aged
about 20yrs.
There was no clue about the criminal involved in this case. Local inquiries were made by
the police team to extract clues about assailant. With painstaking and relentless efforts, various
pieces of evidence, testimony and information were linked to solve the intrigue puzzle of this
murder. The background of the deceased was also throughly analyzed.
With meticulous and methodical professional working, and with the help of local
inquiry, human and technical intelligence, team started joining various pieces of puzzle. When
the records of deceased were checked, he was found to be a local youth residing at KardamPuri.
Massive combing operation was started to check the drug addicts/ alcoholic, local Bcs,
previously convicted criminals, ruffians of local jurisdiction and the persons who were seen with
him. Based on human intelligence, one accused person namely Ashraf S/O Mohd. Akil R/O
H.No. 488 Gali No. 5/3 New Kardam Puri, Shahdara Delhi was zeroed down, who was last seen
departing with him. On his sustained examination he confessed of his guilt and disclosed his
planning and execution of murder of Raju S/O Bhoore Khan R/O New Kardampuri which he
had committed along with co-accused (1) Shahwanaj S/O Babu Khan R/O old Kardam Puri (2)
Nadeem @ SherKhan S/O Saleem Khan R/O New Kardampuri
EXAMINATION:On sustained examination, all three accused persons confessed their involvement in the
crime. During course of investigation it came out that victim Raju S/O Bhoore Khan had a fight
with one Shahnawaj S/O Babu khan R/O H.No. 600 B Gali No 2 Azad Chowk near Shiv
Mandir Old Kardampuri Shahdra Delhi-94 few days ago over issue of sharing of drinks. Raju
had snatched beer bottles from him. Due to that Shahnawaj @ Shanu had a grudge against Raju.
Many people had saw knife in his hands and moving in the streets looking for Raju. People had
also heard him saying that he would kill Raju. On the night of 06/11/2012 at about 11.30 PM he
met Ashraf who also wanted to settle his score with Raju for an earlier fight with him. Both of
them made plan to kill Raju on the same night. Ashraf said that he would bring Raju and both of
them would take him to a lonely place for his murder. Ashraf contacted Raju and invited him for
consuming liquor and enjoyment. Raju was having weakness for alcohol. Therefore he readily
agreed to go with him. Ashraf called Nadeed @Sher Khan S/O Sleem R/O H.No. 146 Gali
No.9 Kardampuri Delhi who is a local don. He has two previous involvements. They all partied
together by consuming liquor together. When Raju was heavily drunk they took out their two
motor cycles i.e Passion Pro of Ashraf and the other one of Sher Khan. Ashraf took Raju with
him on his motor cycle and Sher Khan came on his motorcycle along with Shahnawaj. They took
Raju in Gali No 1 near H No B 550 Meet Nagar Delhi. At that time there was nobody around at
that place. Shahnawaj took out a knife from under his pocket and struck at the back of the neck
of Raju by giving a stab wound. Then Ashraf and Sher Khan pulled their Knives out and stabbed
Raju from the front. After ensuring that Raju is dead, they all ran away from there throwing their
knives in the drain nearby.

North District has arrested one auto lifter namely Sunny Sharma (aged 20 years) s/o
Late Jagdish Sharma r/o B-323, Gali No. 5, Prem Nagar, Karawal Nagar, Delhi and recovered
one stolen motorcycle form his possession. Two cases of motor vehicle theft have been worked
out.
INCIDENT AND TEAM:
On 08.11.2012, secret information was received by HC Yogender, No. 766/N of
Special Staff/North District that an active auto lifter would come to University Metro Station to
sell a stolen motorcycle. Accordingly, a team consisting of SI Rishi Pal, HC Yogender Panwar,
No. 766/N, HC Jitender, No. 480/N, Ct. Amit, No. 1514/N, Ct. Hamender, No. 2042/N was
constituted under leadership of Inspr. Sajjan Singh, I/C, Special Staff/North and close
supervision of Sh. R. K. Singh, ACP/Operation Cell/North District. A trap was laid near
University Metro Station. At about 6:10 pm, one motorcycle No DL-9SU-5293 was noticed
approaching University Metro Station. On being pointed out by informer, the said motor cycle
was stopped. The motor cycle rider could not produce any document regarding ownership of
motorcycle. He was identified as Sunny Sharma s/o Late Jagdish Sharma r/o B-323, Gali No. 5,
Prem Nagar, Karawal Nagar, Delhi. On sustained interrogation, he disclosed that he had stolen
this motorcycle from DTC I.P. Estate Depot parking. On checking from the record of P.S. I. P.
Estate, the said motorcycle was found stolen vide FIR No. 188/12 u/s 379 IPC, P.S. I.P. Estate,
Delhi. Subsequently, he was arrested vide DD No.26A dated 08/11/2012 u/s 41.1 (D) Cr.P.C.
P.S. Maurice Nagar, Delhi.
INTERROGATION:
On further interrogation, accused Sunny Sharma disclosed that he was born in 1992 at
Village - Dhangoli, Distt- Una, Himachal Pradesh. He studied up to 8th class. He could not
continue his studies as his father died in 2000 and his mother is a handicapped lady and not
employed. He came to Delhi with his family in 2005 and started living in a rented house at B323, Gali No. 5, Prem Nagar, Karawal Nagar, Delhi. He started working as a labour in a gum
factory at Samay Pur, Badli and worked for 3 years. In 2008, he worked at a workshop at Ashok
Nagar and worked there for one year. After that, he worked in Millennium Depot as a cleaner
and an assistant mechanic. With the intention of earning easy money, he started stealing
motorcycles. In April 2012, he stole a motorcycle No DL 3S BK3250 and changed it’s number
plate as DL-7S-HN-4198. He procedes to Loni (U.P.) for selling it, but was stopped during
vehicle checking and motorcycle was seized and deposited in Police Station Loni (U.P.).

INCIDENT AND TEAM:
On 8-11-12, while patrolling in the area, Ct. Bhupender No. 642/N
P.S. Maurice Nagar engaged in joint checking of vehicles with PCR staff in front
of Khalsa College. On suspicion, the police staff intervened to stop motorcycle
No. DL-8CV-0736 (Black CBZ), approaching from Patel Chest chowk side. The
motorcycle rider did not stop and tried to flee from the spot. But, he was
overpowered by the alert police staff. He could not produce any document
regarding ownership of the said motorcycle. He was identified as Sonu Singh
Manral s/o Late Madan Singh r/o A-2, 29/31, Servant Quarters, Chattra Marg,
Delhi University. Ct. Bhupender informed P.S. Maurice Nagar and accordingly,
SI Rohit and Ct. Umesh, No. 1765/N reached the spot. On sustained
interrogation, he disclosed that he had stolen the motorcycle from Sanjay Basti
area of P.S. Timar Pur and had replaced the digits of original number plate and
was using the same for his personal use. On checking the record of P.S.
Timarpur, the said motorcycle was found stolen vide FIR No. 205/12 u/s 379
IPC with original registration no. DL-8S-AS-5366. Subsequently, he was
arrested vide DD No. 25A dated 08.11.12 u/s 41.1(D) Cr.PC. P.S. Maurice
Nagar, Delhi.

Whereas, a large number of private courier services operate in and around the
capital to facilitate sending of goods through courier across the country.

And whereas, it has been noticed that the private courier services generally
book goods or items to be transferred on the face value of the courier sender
without bothering to verify his or her address thereby paving the way for
unscrupulous persons using the courier services for illegal activities.

And whereas, instances have come to notice where criminals have used courier
services to send incriminatory items, contraband and even dead bodies in the
guise of courier.

And whereas, it has also been observed that the record of courier senders are
not kept by the courier services or agents engaged in the business of facilitating
courier of goods making it difficult for the investigation agencies to identify the
culprits behind such crimes.

And whereas, it is thus rendered imperative to put regulatory check on the
private courier services who deal in booking and sending goods from one place
to another so that the anti social elements may not be able to use them to send
incriminatory things through them and it is felt that immediate action is
necessary in this regard.

Now, therefore, in exercise of the powers conferred upon me by virtue of Section
144 of the Criminal Procedure Code, 1973(No. 2 of 1974) read with Govt. of
India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/(i)/ UTL,

back facility, to cover booking office and the area where goods are to be kept.
The CCTV should monitor anyone coming for booking a courier.
The recording system shall preserve a digital record of CCTV coverage for not
less than 30 days.
The private courier service or agent shall cause to copy the CCTV coverage on a
CD and hand over to the police whenever demanded.
Inform the nearby police station if the courier sender of the goods is found
suspicious.
These orders shall come into force with effect from 08/11/2012 and shall

d. The identity of the visitor/user shall be established through Card, V. Card,
R. Card, D. License, Passport and Photo Credit Card (anyone of them).
e. The user of Cyber Cafe are photographed on continuous basis and a record
of the same is maintained properly.
f. Activity server log should be preserved in main server and its record should
be preserved for at least six months.
g. If any activity of the visitor is of a suspicious nature, the owner of the Cyber
Café will immediately inform the P.S.
h. Record is maintained about the specific computer used by the person.

1. Whereas a large number of complaints are being received that people
purchasing liquor from liquor vends often start consuming the same in
front of the liquor vend itself or at other public places. Vendors selling
eatables and juices, at times, also station themselves unauthorisedly
outside liquor vends which further facilitates this undesirable activity.
Sometime, ‘Baratis’ of marriage processions also openly drink liquor etc.
on the roads while the Barats are moving. Drinking in public is a
nuisance with a serious potential to result in brawls and quarrels
causing serious injuries/death and damage to public and private
property. This affects the peace and tranquility of the area and creates
problems in maintaining law and order. It is also a punishable offence
under section 40 of The Delhi Excise Act, 2009 (Delhi Act 10 of 2010).
2. And whereas it is necessary to take speedy measures in this regard to
prevent danger to human life or safety and to thwart/prevent un-toward
incidents which may affect the peace and tranquility of the area.
3. Now, therefore, in exercise of the powers conferred upon me by Section
144 Criminal Procedure Code, 1973 read with Govt. of India, Ministry of
Home Affairs, New Delhi’s Notification No. U-11036/(i) UTL dated
09.09.2010, I, Iqbal Mohd., ACP Sub-Division, Madhu Vihar, East,
District, Delhi do hereby make this written order to do the following, for
strict compliance by the owners of such liquor vends in the area of Sub
Division Madhu Vihar, East District:Install CCTV with sufficient number of cameras and recording system
with play back facility, to cover up to 50 meters area in front of the shop.
The CCTV should monitor anyone consuming liquor or facilitating
consumption of liquor or any unauthorized vendor stationed in the
coverage area.
The recording system shall preserve a digital record of CCTV coverage for
not less than 10 days.
The vend owner or his agent shall cause to copy the CCTV coverage on a
CD and hand over to the police whenever demanded.
Before starting sales for the day, the Manager of the liquor vend should
ensure that the CCTV system is in proper working order and in case any
defect is noticed, immediate action to get it rectified should be taken. An
entry should be made in the register and intimation in writing should be
sent to the Police Station simultaneously to be got duly received from the
Duty Officer of the Police Station mentioning Daily Diary Number on the
intimation.
During the course of monitoring of the CCTV System, the Manager or
anyone specifically designated by the Manager for real time monitoring of
the CCTV shall immediately inform the Police Control Room at telephone
No.100 and also the nearest Police Station in case any illegal drinking in
public or unauthorized vendor is noticed in the CCTV coverage area.
The vend owner shall display prominently at least two bilingual sign
boards mentioning that drinking in public places is an offence and
standing of unauthorized vendors outside the liquor shop is strictly
prohibited. Telephone number of nearest Police Station shall also be
mentioned on the sign board.
4. The order shall come into force with effect from 25/10/2012 and shall
remain in force for a period of 60 days i.e. up to 24/12/2012 (both days
inclusive) unless withdrawn earlier.
5. Any person contravening this order shall be punishable under section

It is observed that metal coated threads are good conductor of electricity
and when the metallic kite thread fells on the Power Transmission system which
not only causes numerous tripping of transmission lines and 220 KV Sub Stations.

thread for kite flying will be very useful to avoid major power system failure due to

public services like as public transport and health services etc.

apprehended that terrorist/anti-social elements may seek hideouts in the residential
areas of the said Police Stations and there is every likelihood of breach of peace and
disturbance of public tranquility and also there is grave danger to human life and
safety and injury to public property on that account.

And whereas it is necessary that some checks should be put on
landlord/tenants so that terrorists/anti-social elements in the guise of tenants
may not cause explosion riots, shoot outs, affray etc. and that immediate action
is necessary for the prevention of the same.

Now, therefore, in exercise of the powers conferred upon the Commissioner of
Police Delhi by Section 144 of the Criminal Procedure Code, 1973 read with
Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U11036/3/1978(I)-UTL, dated- 01.07.1978 and further delegated to the
undersigned vide Govt. of India, Ministry of Home Affairs, New Delhi’s
Notification No. 11.36/1/2010-UTL, dated- 09.09.10, I, Iqbal Mohd.,
Assistant Commissioner of Police of Sub-Division Madhu Vihar of East
District, Delhi, do hereby order that no landlord/owner/person of any
house/property which falls under the jurisdiction of area of Police Stations
as specified above, shall let/sublet/rent out any accommodation to any
person unless and until he has furnished the particulars of the tenant(s) in
a specified Performa to the Station House Officer of the Police Station
concerned. All persons who intend to take accommodation on rent shall
inform in writing in this regard to the Station House Officer concerned in
whose jurisdiction the premises fall. The persons dealing in property
business shall also inform in writing to the Station House Officer concerned in
whose jurisdiction the premises fall about the particulars of the said tenants.

The order shall come into force with effect from 28/08/2012 and shall be
effective for a period of 60 days up to 26/10/2012 (both days inclusive) unless
withdrawn earlier.

Any person contravening this order shall be punishable under Section 188 of
the Indian Panel Code.

As the notice cannot be served individually on all concerned the order is passed
ex-parte. It shall be published for the information of the public through the
press and by affixing copies on the notice boards of the offices of all the DCsP,
Addl. DCsP, ACsP, Tehsil offices of the Districts, all police stations concerned
and the offices of the NDMC and MCD.

ORDER
1. Whereas, a large number of people sell and purchase Second Hand Vehicles including
Motor Cycles, Scooters and Cars in Delhi through dealers engaged in this profession.
2. And whereas, it has been noticed that the Second Hand Vehicles are commonly sold
without filling all the columns especially date of transaction of Form No.29 and Form No.30
(Part-I & II) thereby resulting in transfer of vehicle in the records of Transport Authority.
This is to circumvent the requirement of section-50 of the Motor Vehicle Act, 1988, that the
fact of transfer of vehicle should be reported to the Transport Authority within 14 days for
local transfer and 45 days for inter-district transfer.
3. And whereas, it has been noticed that the stolen vehicles involved in crime are sold to
several purchasers through dealers/agents of Second Hand Vehicles. Such second hand
vehicles are likely to be used for commission of various type of crime like robbery etc. and
may be used even in terrorist activity.
4 And whereas, it has also been observed that the record of seller and purchaser are not kept
by the dealers or agents engaged in the business of facilitating sale and purchase of second
hand vehicles making it difficult for the investigation agencies to identify the criminals
involved in such crimes.
5 And whereas, it is rendered imperative to put regulatory check on the vehicle dealers who
deal in sale and purchase of Second Hand Vehicles so that the anti social elements may not
use them to sell the stolen vehicles through them and it is felt that immediate action is
necessary in this regard.
6. Now, therefore, in exercise of the powers conferred upon the Commissioner of Police Delhi

make this written order that all such vehicle dealers who deal in sale and purchase of
second hand vehicles including Motor Cycles, Scooters and Cars in the jurisdiction of the
Police Stations Madhu Vihar, Mandawali and Pandav Nagar of Sub-Division Madhu Vihar,
Delhi shall :(a)
Maintain a register of seller and purchasers of all the transactions of Second Hand
Vehicles.
(b)
Ensure that Form No.29, Form No.30 and the delivery letter are duly filled with clear
mention of the date of transaction.
(c)
Affix photographs of the seller and purchaser on the register.
(d)
Keep copies of identification documents like election card, ration card, PAN card,
Driving license etc. as well as copies of Form 29, Form 30 (Part-I and II) and delivery
letter for access by the police as and when required.
(e)
Inform the nearby police station if the seller or buyer is found suspicious.
7. These orders shall come into force with effect from 08/11/2012 and shall remain in force for
a period of 60 days i.e. up to 06/01/2013 (both days inclusive) unless withdrawn earlier.
8. Any person dealing in business of sale and purchase of second hand vehicles as dealer or
agent who contravening this order shall be liable to be punishable under Section 188 of the
Indian Penal Code.
9. As the notice cannot be served individually on all concerned, the order is hereby passed exparte. It shall be published for the information of the public through the press and by
affixing copies on the notice board of the offices of all District DCsP, Addl. DCsP, ACsP,

Whereas report have been received that Pan cigarette and tobacco shops are
operating near Educational Institutions which cause annoyance to the students,
Non smokers and public at large and also disturb public tranquility and endanger
human life.

And whereas to prevent endanger to life of students, non smokers and public,
prevent smoking as well as passive smoking near educational institutions to
prevent annoyance to students, public danger to human life and disturbance to
public tranquility, it is necessary to take speedy measures to prevent the selling of
tobacco items near educational institutions in a radius of 100 yards.

Now, therefore, in exercise of the powers conferred upon me by Section 144
Criminal Procedure Code, 1973 (No. 2 of 1974) read with Govt. of India, Ministry of
Home Affairs, New Delhi’s Notification No. U-11036/(i) UTL dated 09.09.2010, I,
Iqbal Mohd., ACP, Madhu Vihar, East District, Delhi do hereby make this written
order, prohibit selling of pan cigarettes and any type of tobacco items in a radius of
100 yards near educational institutions in the jurisdiction of Sub Division Madhu
Vihar, East District, Delhi.

The order shall come into force with effect from 08/11/2012 and shall remain in
force for a period of 60 days i.e. up to 06/01/2013 (both days inclusive) unless
withdrawn earlier.
