Dear friends! Colleagues!
Voronezh which has appeared as a fortress on southern boundaries of Russia more than four
centuries ago, was included into heroic history of the country. The first ships of the Russian
military fleet descended from Petrovsky shipyards here, in days of the Great Patriotic War hordes
of Hitlerite Germany and its satellites have been stopped here, legendary "Katyushas" and attack
planes "the Silt-2", the first TVs and piloted spaceships were here created. The diploma which has

been handed over to us on the eve of a holiday of the Victory by the President of the Russian
Federation, about an honorary title «the City of military glory» assignment to Voronezh is the
greatest estimation of labor feats of townspeople.
We are writing history of Voronezh today. The development of the country gives us the chance to
look ahead and realize the most courageous projects safely. We are optimistic and base on
objective factors. They are the convenient geographical position – on the strategic highways
crossing, connecting the center of the country with southern regions, affinity to the federal center,
presence of unique scientific potential and qualified personnel. In Voronezh there are 21 higher
educational institution, 15 from which are state – the Voronezh state university, the Voronezh
state technical university, architecture, building and agrarian universities, timber and medical
academies – are the largest high schools of the country of federal value. In our city there are 133
thousand students getting higher education. Voronezh possesses the versatile scientific base and
56 large scientifically – research and design – the design organizations make its basis. The names
of our academicians of Basov and Konopatov are known all over the country. We have all
possibilities for fundamental science development. As acknowledgement – the Voronezh institute
of the communication which experts were at the beginnings of technology of mobile
communication creation and became the head company of concern "Constellation".
We develop standard legal base of support of investment projects in priority spheres for a city for
formation of positive investment image of Voronezh:
• Introduction of innovative technologies,
• Development of culture, mass and professional sports,
• Building, reconstruction, the maintenance and service of objects of a social and engineering
infrastructure,
• Creation and reconstruction of modern recreational zones,
• Realization of projects of a transport infrastructure objects creation and development,
• Realization of the projects directed on improvement of an ecological situation,
• Realization of investment projects in territory of regional zones of the advancing development
located in borders of city district.
We form as much as possible "transparent" system of interaction with partners in which
frameworks it is necessary to eliminate administrative barriers, to generate effective system of
working out and realization of investment projects. In the intense competition conditions any
investment offer shouldn't remain without attention.

Today Voronezh is in the leading positions in many branches of economy. Our purpose is the
achievement of similar results in all fields of activity.

Historical note about Voronezh
Everyone and everything has its own personality, character and destiny. A city is like a person:
everyone is original and unique. Appearance and spiritual shape of a city, as well as of the person,
depend on «time and the birthplace», from "biography", from everything that is called history.
Voronezh is the Central Russian upland, the Central Black Earth region, average Don. These
concepts are not only geographical, but also national. Officially Voronezh is more than 400 years
old, but sources of its history are rooted in even more ancient times.
Ancient Voronezh is one of the curious riddles of national history. Russian annals mentioned
Voronezh even in 12-13 centuries. Scientists recognized its existence during those far times of an
Old Russian city of Voronezh. But where it was? On a place of present, modern Voronezh or
annals were about the other Voronezh – present settlement with the same name what is in the
Sumy area in Ukraine? Many historians have devoted their works to annalistic Voronezh, but the
unambiguous answer to the question still hasn't been found. The imperial decree about the basis of
Voronezh hasn't remained till our times; however, basing on the remained historical documents, it
is considered 1586 when under the decree of Tsar Feodor Ioannovich the fortress has been
constructed on a place of present Voronezh, to protect Russian territory from attacks of nomad
tribes.
A little more than century later Voronezh could play a special role in formation of new, Peter
Russia. 7 years prior to the basis of St.-Petersburg under a direct management of the great
converter of Russia Peter I, the first Russian naval ships which have gone to swimming to Black

sea have been constructed and floated in Voronezh. Up to now on the bank of the Voronezh water
basin the Uspenskaya church has remained, in which the legendary first Russian military ships
"Printsipium" and "Apostle Peter" were christened. During Peter the Great Voronezh practically
became a business capital of Russia, has got important state, economic, military value. The
favorable geographical position near a place of merge of the rivers Voronezh and Don promoted
transformation of Voronezh into the largest trading point in the southeast of Russia and to fast
growth of the population.
In a XVII-th century, especially at the time of Catherine the Great, and later – already in a XIX-th
century, the city has the further development as the industrial and cultural center of region. The
new industrial enterprises here are under construction, large trade fairs are spent. Education and
culture are developing. The new theaters, libraries, the printing houses, new educational
institutions, newspapers, magazines are published.
The city's cultural history is rich and diverse. It is marked by the names of the talents which have
glorified our city: poets A.Koltsov, I.Nikitin, S.Marshak; writers I.Bunin and A.Platonov; the
well-known Russian painter, the master of portraits N.N.Ge; the Russian painter, art critic
I.N.Kramskoy, scientific, philologist B.M.Ejhenbaum; the known Russian drama actor, the
national actor of the USSR A.A.Ostuzhev; the Russian writer, journalist V.M.Peskov; the national
actress of the USSR M.N.Mordasova; the national actress of RSFSR, honourable citizen
E.Molodtsova.
City ornaments are the historical and architecture monuments: Akatov monastery, which bell
tower is the oldest building in the city; Uspensky (Admiraltejskiy) church and an arsenal, Pokrov
church, a governor's palace, buildings of a governor's zemstvo, a petty-bourgeois justice,
seminary, manor and the house of townspeople and many other things. In 1990 the Ministry of
culture and Gosstroy of RSFSR have entered Voronezh in the list historical cities of Russia.
The worst page in the history of Voronezh is the Great Patriotic War. Since July 1942 and till the
end of 1943, 212 days, the front line has passed through Voronezh. On losses of the peace
population Voronezh was the second after Leningrad. After the liberation Voronezh has been
almost completely destroyed. The townspeople who have from the very first days come back from
occupation have started to restore the city.
How many courageous, high, heroic has fallen to a lot broken, but not crushed city! Voronezh has
the award of Patriotic war of I degree, in 2008 the Decree of the President of the Russian
Federation to Voronezh appropriates an honorary title «the City of military glory».
Modern Voronezh is famous for the beauty and comfort. Its buildings are harmonious and
beautiful, its streets and parkways are buried in verdure. Its areas and streets please with
ensembles of structures, cleanliness and neatness.

Praecognitum of Voronezh
Voronezh city district is one of the largest industrial, scientific and cultural centers of the Russian
Federation, an administrative center of the Voronezh region. Population of Voronezh is 924,1
thousand people.
Voronezh is located in the Central Black Earth economic region on southeast suburb of Central
Russian upland, in the unique natural and landscape environment, in an environment of wide
forests that creates a fine basis for favorable living conditions of the person. Voronezh is in 587
km by rail in a southeast direction from Moscow.
Voronezh is in a temperate climate zone. Winter is frosty, but often there can be a thaw. The
spring, as a rule, begins in the second half of March. April is characterized by unstable weather.
May can begin with night frosts, however in the second half of month the temperature can rise to
30С. The summer is warm, usually rainy, as well as in autumn.
The advantage of economic-geographical position Voronezh is defined by the affinity of the
industrially-developed areas, developed transport system, providing steady economic relations not
only with Russian areas, but also with the near abroad countries.
The city district of Voronezh is based on the trunk-railways crossing, connecting areas of the
Center, the North Caucasus and Ukraine. The goods traffics from the south of Russia in the Center
of the European pass on them. Now the Voronezh region is potential region of intensive frontier
cooperation with Ukraine and simultaneously is the center of a formed belt of intensive economic
growth between Russia-Ukraine-Kazakhstan. In Voronezh there are two railway stations Voronezh I and Voronezh II Kursk. Building of transit railway station in a left-bank part of a city
is projected. A highway M 4 "Don" and line А144 "Kursk-Voronezh-Saratov" pass through
Voronezh.
Voronezh has also the air service with the Russian cities and cities of other countries. Airport
"Voronezh" is in 5 km from the city. The airport of joint basing of Pridacha is located in a leftbank area.
The area of city district makes 596,5 sq km. Voronezh is divided by a water basin into a rightbank and left-bank zone. The left and right coast of the Voronezh water basin are connected by
one railway and three automobile bridges.

All major kinds of processing manufactures are concentrated in Voronezh. The equipment for the
oil and gas industry, dredges, planes, heavy mechanical the press, machine tools, synthetic rubber
and automobile tires, bridge and aluminum designs, difficult radio-electronic complexes and many
other things are made at the enterprises.
Mineral and the raw-material base of Voronezh is presented by deposits of nonmetallic raw
materials, and the core building materials (sand, clay, an ochre, limestone, sandstone) especially
in the western and southern areas of region. The area possesses almost unlimited stocks of a chalk.
Raw-material base presence gives the chance to increase the capacity of the building materials
industry. Ferrous metallurgy is completely provided by refractory clay. Building sand are widely
presented in territory of the Voronezh region, there are also deposits for manufacture of a
concentrate and reception of nickel, cobalt, sulfur.
The moderate-continental climate promotes cultivation of all cultures of a moderate zone.

The head of the city is the highest official of Voronezh urban district. He is elected on municipal
elections by citizens of Russian Federation, who has suffrage according to federal laws of
Voronezh region, who lives in V.R. constantly or predominantly, according to general equality
and direct suffrage during voting by secret ballot for five years. In 11/03/2008 Sergey Koliukh

There was created common city chamber in February 2009. It consists of 21 representatives of
public activities, veteran and youth communities. Its first session was in 18 th of February. Rector
of Voronezh State Architectural University, Igor Surovtsev, become the chairman of a chamber.
Voronezh State Duma is representative body of local government of Voronezh urban district. It
acts according to principles of legitimacy, collective nature, publicity, controlled condition and
responsibility.
Voronezh State Duma consists of 36 deputies, elected from 18 mandated districts. In 26.03.2010

The investment policy
Long-term social and economic development of the city and substantial increase of a standard of
inhabitants living is possible only under condition of maximum realization of the city potential,
strengthening of its economic relations, mobilization of investment resources.
On set of natural and geographical, political conditions, security qualified personnel, according to
domestic and foreign experts; the city of Voronezh is an attractive region for the investments.
In magazine FORBES (June, 2009) Voronezh occupies 16 place among 30 largest cities of Russia
in a potential rating. At the same time, the level of investment activity in our city is below the
level of its potential investment appeal.
Growth of investments is one of the major factors promoting industrial production lifting, the
general improvement and development of innovative economy, the decision of regional technical

The city administration of Voronezh will promote any private investment initiatives in every

The investment policy of city district of Voronezh is based on following principles:
• investment activity in territory of Voronezh is carried out on the basis of stability of the rights of
investors maintenance and balance of interests achievement, an openness and availability of the
necessary information to each investor;
• the investment projects directed on improvement of an ecological situation of the city, investment
projects in sphere of introduction of innovative technologies, developments of culture, mass and
professional sports, building and reconstruction of a social and engineering infrastructure,
creation and reconstruction of modern recreational zones, developments of objects of a transport
infrastructure can apply on a competitive basis on municipal financial support;
• at the contract making on realization of investment activity between the administration of the
city and the investor structural divisions of the Voronezh dministration within the limits of the
current legislation and in as much as possible short terms will assist in selection of investment
platforms and potential partners to investors;

• the administration of Voronezh carries out information support of investment activity, including
databank formations about temporarily not used objects of real estate in the private and
municipal property, for the purpose of involving of these objects in investment activity.

The General plan
The General plan of the Voronezh urban district is worked out on the Voronezh administration’s
order. Underway the General plan’s material has been numerous times discussed on the townplanning council. The plan went through the procedure of public hearings and coordination.
The order of expert, accompanying the favorable opinion of the Chief Directorate of state
expertise of RF #644-06/GGE 3961/06 from 24.08.2006 has been received as well as the Russian
Academy’s of architecture and construction science (RAACS) expert opinion #27/12-07 from
16.12.2007. The General plan was adopted by Voronezh City Dumas decision #422-II.
The General plan’s lead time is following:
The General plan’s estimated date for basic design approaches – 2020 year;
The General plan’s prior arrangements – 2010-2012 years;
Perspective – a period after the General plan’s estimated date, when the main strategy thrusts of
Voronezh town-planning development are defined – 2030 year.
Planning organization improvement of the city’s territory is aimed at forming of compact and
well-balanced Voronezh development, at city’s potential increase in the sphere of industrial and
residential construction. The improvement is also aimed at further development of the social
structures, recreation system, transport service and at the improvement of comfort living level in
the city.
One of the General plan’s tasks is a well-balanced industrial enterprise and housing estate zone
placement on the urban district’s territory.
With the aim of sanitary condition improvement of certain urban areas, there is a motion to take
away some industrial enterprises to new areas. Thus there are three zones in the city area differ
from each other according to its function mapping character (enterprise reconstruction or it’s
bearing out):
central (separate enterprises bearing out zone);
middle (industrial reorganization zone);
peripheral (a zone of a probable housing and utility territories placement and development).
With the aim to abide human rights for vital activity facility and legitimate interests of the
possessors of land and capital construction objects, the rules of land tenure and Voronezh urban
district building were confirmed by the Voronezh City Dumas decision #384-II from 25.12.2009.

By the foregoing rules, town-planning regulations of the Voronezh territories, town-planning zone
maps and an order of a land tenure and building rights enforcement are confirmed.

Voronezh is one of the leaders in the sphere of house building. There are more than 3,7 thousand
enterprises in the urban district, which carry out different works and services in the building

Annually several thousands of citizens move in new flats, thanks to very quick pace of building
organizations work. Frontispieces of some new buildings very often become an adornment,
especially along with the modern architecture developmental level. The largest enterprises are:

In the territory of our city а living conditions improvement program is realized for young families
and youth, saying "An accessible habitation for a new family". Under the scheme of this program
344 families got payment over a period of 2005 – 2008 years.
As a part of a program to relocate citizens from residential areas with an abrasion high level
during the last 5 years (2005 – 2009 years), 451 families has got new flats.
However at this moment the provision of city population surface is 25.5 square meters per person
whether in Europe this an index ranges between 30-33 square meters per person. The General plan
reflects a mid-European level achievement of provision of city population surface, and foresees a
housing increase from 22.5 to 30 square meters per person.
The General plan involves the following basic tendencies of territorial development for house

reclaiming of free urbanized territories and suburbanized zones
apartment block territory reconstruction
reclaiming aggradational territories in the city and its suburbs
reclaiming territories for other usage.
To implement the house building primarily it is necessary to reclaim all free territories and to

Along with the build-up areas development it is necessary to reconstruct those areas on which
decrepit mansion fund mainly located with two- or three- storeyed postwar apartments which do
not correspond to the main physical and moral signs. It is also stipulated to firm some territories
with five-stored apartment blocks of the 1950-th.
Wave-built territory in Voronezh impoundment bottom land in the Railway district is the next
territorial reserve for new house building. The amount of multistoried housing on this territory,
which is 28.0 ha, altogether composes 230 thousand square meters.
It is planned to acclimate some agricultural territories in Sovetsky district (421.0 ha) and in
Northward territories (58.0 ha) for house building. Some planning districts are also going to be

Today in the territory of city district there is industrial zone Maslovska - Industrial park
"Maslovsky" created with support of Investment fund of Russia which is on southern border of the
city district. The area of the zone of 1st turn of development is about 350 hectares. In the long
term the park territory can be expanded to 2 300 hectares that allows to place the enterprise from 5
to 1 class of danger in the park.
Along territory of industrial park passes the main course of the Southeast railway and a highway
"Voronezh-Novovoronezh". There is also the cargo railway station "Maslovka" in immediate

Modern Voronezh is one of the biggest Russian education centers with high scientific potential
which has many innovative enterprises. Voronezh Universities have big scientific and technical
potential, which allows doing fundamental and application elaborations in different spheres. In
Voronezh Universities 750 doctors and about 4000 candidates of science do scientific research.
Technical park has unique research and scientific facilities. According to the last Education and
Science Ministry’s data Voronezh region is on the second place (after Moscow) in the Central
Federal district per scientific potential. Many scientific collectives try to solve different country’s
problems and to realize some federal programs. In 2006 more than 800 science projects in
different areas, by Education and Science Ministry’s orders and various Russian and foreign
grants have been implemented.
During the last 5 years the Voronezh scientists have received more than 100 collective and
individual grants from the international funds for different research orders. The activity of higher
educational institutions of the USA, Asia, Europe connected with the international programs
became more intense.
In Voronezh there are about 60 organizations which are carrying out researches and workings in the
sphere of innovations. As a whole Voronezh region is in the first ten among territorial subjects of the
Russian Federations which has optimum preconditions for innovative development. In the late 90th the
innovative center of high technologies has been created in the Voronezh State University’s structure.
Workers of the center create new devices for different industries, first of all for medicine and

The essential part of our city’s potential is education. There are 21 higher educational institutions
including branches of nonresident universities where more than 133 thousand students study.
The cadets of the revived Voronezh Mihajlovsky military school continue traditions to protect
Motherland. Such traditions were put by its predecessors - cadets and suvorovets of Voronezh.
There are almost 40 % of higher educational institutions in Voronezh from the total number of the
Central Chernozem region. And all students of high schools make more than half of all students of
Chernozem region.

Voronezh carries out preparation of churchmen and clergymen of Russian Orthodox Church
according to the Church educational standard of the higher spiritual formation. The Voronezh
Orthodox Theological seminary is the highest spiritual educational institution of the Voronezh and
Borisoglebsky regions of the Moscow Patriarchy. The seminary was based on May, 31st, 1745
and now is the oldest educational institution of the Voronezh region.

As a result of the priority national project "Education" realization, as well as some federal and
regional programs, all schools in Voronezh are provided with the computer classes connected to
the Internet, the multimedia equipment is also actively used in educational process. The parity of
pupils having a computer, makes 28 persons per 1 computer that advances a mid-Russian
indicator.
Voronezh has joined a program "School food" within the limits of the priority national project
"Education" and a series of measures on improvement of the nation health.
The municipal system of additional education includes 46 establishments where 52322 children
and teenagers are trained. In Voronezh 25 sports schools for youth and children work as well as
some specialized sports schools of the Olympic reserve specializing on 44 sports; there are 11
centers of development of children and youth creativity, 3 houses of children's creativity; 2 young
naturalists stations; 2 young technicians stations, a young tourists station and the Palace of
children and youth creativity. 35 children's collectives having a rank "Exemplary children's
collective" and "National collective" exist. In 2007 there were 500 winners of the international

Voronezh is considered a cultural capital of the Central Black Earth region. Annually there are
more than 100 festivals and competitions by all kinds and genres of amateur creativity. Citiziens
have possibility to be participants or admirers of more than 500 amateur collectives talent, many
of which are known far outside the city and generously share the creativity with the Russian and
foreign spectators. There are 5 theaters, a regional philharmonic society with a symphonic
orchestra, the state circus of a name of A.L.Durov, the academic Russian national chorus, 6
showrooms, more than 58 libraries, 26 culture and leisure centers.
Voronezh is the Motherland of such poets as A.V. Koltsov and I.S. Nikitin, writer and Nobel
laureate I.A. Bunin, A.P. Platonov, artists N.I. Ge, I.N. Kramskoy, A.V. Kuprin, A.A. Bychkyri.
Such names are also connected with Voronezh: ethnographer and folklorist, publisher of folktales
A.N. Afanasyev, historian N.I. Kostomarov, narrator A.K. Baryshnikova, writers M.I. Sholokhov,

The fifth international festival of a spiritual author's song "Ark", festival "For the Trinity" which is
a symbol of Christianities and ancient Slavs pagan traditions merge, festivals of an author's song
"Sail of hope", "the Ramonsky spring", regional festival of school and youth amateur
performance-press, the all-Russian dance and equestrian sport tournaments take place.
Ancient temples and churches are an integral part of Voronezh cultural heritage. One of the most
ancient monasteries is Alekseevsky Akatov monastery based in the beginning of XVII century. In
2009 there was a sign event in city’s orthodox life - the illumination of the new Blagoveshchensk
Cathedral, one of the largest Russian cathedrals.
The combination of the Voronezh region rich history, ancient monuments, unique temples,
spiritual traditions and the magnificent nature allows to transform Voronezh into the center of the

Physical training and sport
Voronezh is a sports city. The basic problem of Voronezh’s development is creation the necessary
conditions for population’s well-being growth. Preservation and improvement of physical and
spiritual health of citizens substantially promotes high standard of well-being and quality of life
achievement.
Many international and All-Russia sports competitions on many sports take place in Voronezh:
boxing, sports orientation, rhythmic gymnastics, rock-climbing, chess, Greco-Roman wrestling,
cycling, billiards, etc.
In different years the Voronezh sportsmen won gold, silver and bronze medals on the Olympic
games, the World championships, the European championships, in World Cup competitions, etc.
In the Russian championships Voronezh is represent by: handball club "Energy", volleyball club
"Crystal", basketball club "Voronezh-SKIF", hockey club "Voronezh", female and male's football
clubs "Energy", "Dynamo-Voronezh", "FCSH-73".
In Voronezh, as well as in other cities of Russia, the All-Russia mass competitions take plase
which purpose is not only to propagate and popularize a healthy way of life and physical training,
but also to find the most effective work form with youth and to prevent offenses among teenagers.
In a city there are following competitions:

In the city there is the Central stadium of trade unions, a sports complex "Olimpik", sports palace
"Yubileynyi", the Palace of underwater sports, Specialized school of the Olympic reserve of
Vladislav Tretjak for children and youth, the chess club, etc. In Voronezh works about 30 sports
schools for children and youth.

However, provision of the population sports constructions still remains on a low level: athletic
fields, power small towns, hockey boxes, football grounds, stadiums – 52.5 %, gyms – 27.1 %,
pools - only 1.09 % from norm.
The next years in a city is planned to construct 140 objects of sports appointment - athletic fields
in court yard, sports complexes and stadiums at schools. Complex reconstruction of stadium
"Seagull" is spent in order to develop sports infrastructure.

Health care
Today preservation and strengthening of the population’s health is one of the state policy
priorities. The healthy population is a pledge of a steady social and economic development of the
city, region, the Russian Federation as whole. Preservation of health of the population is based on
formation of a healthy way of life, increase of health care availability and medical aid quality.
The main goal of municipal system of public health services development in Voronezh is
improvement of population’s health at the expense of increase of health care availability,
improvement of medical aid quality, strengthening of material base of public health services
municipal authorities in Voronezh.

The medical and preventive help to the population appears like the enough developed network of
medical institutions. The basic part of the primary out-patient-polyclinic help and the specialized
stationary help render state and municipal authorities. There are 33 hospitals for 11.8 thousand
places and 67 out-patient-polyclinic establishments for 22.4 thousand visitings for turn in the
sphere of public health services. Medical aid to townspeople render about 8,5 thousand doctors of
different specialties and 13.3 thousand persons of the average medical personnel.
Private sector in city public health services continues to develop. In Voronezh about 30 private
medical centers function where services in clinic-diagnostic researches are rendered to the
population, reception of experts of various profiles is carried out. The largest private companies
are: the company "New medical technologies", Open Company "Diagnostics plus", medical center
MEDHELP". Townsmen can receive medical aid on a paid basis and in departmental
establishments of public health services of the Ministry of Internal Affairs, Armed forces, Open
Society "Russian Railway".
As the primary goals of health services the further introduction of modern highly technological
methods of diagnostics and treatment, perfection of work organization forms for medical workers,
improvement of services quality are allocated.

Transport
Voronezh is large transport knot of Central Black Earth region. Transport, along with other
infrastructural branches, provides base conditions of ability to live in a city, being the major tool
of social and economic targets achievement.
Through a city passes the main federal road "Moscow-Voronezh-Rostov-on-Don-Novorossiysk"
("Don" М-4). Together with a line "Russia" this road is included into number of the international
transport corridors and the Pan-European transport corridor №9 "North-south" from Northern
Europe to the Mediterranean and to the Near east. The line "Don" connects the central part of the
country with southern, being a unique transport artery to the Russian southern ports. Through
Voronezh also passes other federal highway "Kursk-Voronezh-Saratov" (А-144), being a
component of the European route Е-38 passing on territory of Ukraine, Russia and Kazakhstan.
From the southeast the road adjoins the main federal road "Don" М-4. From the east the city is
adjoined by one more federal road "Voronezh-Tambov". Its continuation in a city is street
Ostuzheva.
The Voronezh railway junction is located on crossing of the largest meridian trunk-railway
"Moscow-Voronezh-Rostov-on-Don-Novorossisk" and highways of latitudinal direction "KurskVoronezh". The meridian railway connects the Central federal district with the Black Sea coast of
Caucasus, a zone of rest and unique largest port on Black sea - Novorossiysk. Value of the the
railway constantly increases, as it passes bypassing Ukraine.
The railway system of the Voronezh region is a part of the Southeast railway of Open Society
"Russian railways". The road serves the population, the enterprises, agrarian sector of Central
Black Earth area and areas adjoining it. Connects Donbass, the North Caucasus and Transcaucasia
with areas of the Central Europe and the European North, the Volga region with southern, western
and northwestern areas of the country. On the Southeast railway oil, grain, sugar, agriculture
production, cement, chemical and mineral approval, industrial raw materials, gumboils are carried.
Air communication with Voronezh is carried out through airport "Voronezh". International status
of the airport raises appeal of a city and region as a whole. The convenient territorial arrangement
of Voronezh, prospect of economic growth of the industrial enterprises, development of private
business cause airport prospects, the further development of the branched out network of flights.
The regular flights of the Russian airlines "Weeds", "Armavia", "Sibaviatrans" are carried out
from the airport. Here the wide program of charter and special flights is presented. The airport
accepts following aircrafts: An-2, An-12, An-24, An-26, An-30, An-74, Jak-40, Jak-42, Tu-134,
Saab-2000, Saab-340, helicopters of all types.
It is planned to finish complex reconstruction of the airport in the nearest years which includes
both repair of the basic functional units of an airport complex, and modernization of the
aerostation terminal.

Now the system of city passenger transport is presented by municipal enterprise MUP MTK
"Voronezhpassangertrance" and private transport sector (33 organizations). Passenger
transportations in a city are carried out by two kinds of public transport: by buses and by trolley
buses. Thus on a share of bus city transportations it is necessary more than 90 % of a passenger
turnover. The provincial program "National route" is realized in the city. The fare in "the national
bus" isn't raised. In the market of transport services private transport occupies the primary
position; the public transport share is about 10 %. A basis of park of private carriers buses of
special small and small capacity make the GROOVE and the GAZELLE. Their relative density
makes 85 %.
Extent of a routing network of a city makes 3140 km. Daily on city streets there are about 1,5
thousand units of a public municipal transport. Thus security of townsmen a rolling stock remains
at low level. Big degree of deterioration of a rolling stock both municipal, and private carriers is
observed in a city. Presence of buses of small capacity in city streets doesn't allow to provide in
full transportation of passengers, especially in rush hours.
With a view of situation stabilization in the market of passenger transportations, increases of the
population’s security level by a rolling stock, the program of development of the city passenger
transport, directed on increase in municipal park of a municipal transportation is realized. For
today the municipal park of buses has replenished on 31 high-capacity bus and on 24 trolley
buses. Reconstruction of trolleybus depot and an electro economy has allowed not only to restore
trolleybus movement on existing routes, but also gives possibilities to open the new.
One of the major problems of traffic organization in a city is insufficient development of a street
high system (small quantity of the pedestrian crossings, insufficient width of streets, absence of
system of not foot communications between central and peripheral parts of a city etc.) The general
layout provides building and reconstruction of various artificial transport constructions: bridges,
traffic intersections, overpasses, and building of the big roundabout ring in the form of a semiring
line of high-speed city road on a contour of the city. Within the limits of a roundabout ring
building, fourth bridge building through a channel of the river Voronezh around settlement
Shilovo is planned. As a result of the above-stated building transit transport, moving from the
Kursk direction towards Rostov-on-Don, won't pass through the loaded city streets.
With a view of increase of security and availability of public transport the General plan provides
development of the trolleybus transport network, including a network creation in new areas in a
northwest part of a city of a right bank and in a southeast part of a city on the left coast, and
building and reconstruction of an existing network of trolleybus transport.
A part of tracks reconstruction for high-speed electric trains movement organization, for
communication of water basin coast with use of an existing tram platform on Northern bridge
through a river Voronezh channel, and building of a high-speed railroad line of "the easy
underground" is planned.

Solution of a problem of passenger transportations has two key directions:
1. Restoration of public transport technological base;
It is planned to buy more than 450 buses, to restore trolleybus movement on the Left coast of a
city, to get additional trolley buses.
2. System perfection of the city passenger transportations and traffic safety organization;
Administration feels a need to optimize a routing network; to organize additional platforms to
turn back; to update of a rolling stock of the involved transport; to make more of stops of a
municipal transportation.

Housing and public utility sector
In order to ensure the development of utility infrastructure and facilities used for recycling
(disposal of) solid waste, to improve quality of service, to improve the environmental situation in
the city of Voronezh, Voronezh City Duma made the decision on 25.12.2009 № 385-II and
adopted the Program «Integrated development of utility infrastructure in urban district of
Voronezh for the period 2010-2020».
Characteristics of power supply system
Electric power supply in urban areas is carried out by central and local sources of electric power
supply. Centralized sources of electricity are the Novovoronezh nuclear power plant (branch of
JSC "Concern" Energoatom "), located in Novovoronezh, 40 km from Voronezh and a substation"
Voronezh ",500 kW, tied to the industrial zone of Lipetsk. Currently, the Novovoronezh nuclear
power plant has a designed capacity of 3,417 GW (with perspective doubling its capacity output
by 2015). The Novovoronezh nuclear power plant is connected with the urban district of
Voronezh by six airlines 220 kW, two lines come in to three major substations JSC branch of
"MRSC Center" - "Voronezh": N 12 ("Southern"), N 26 ("Latnaya") and N 40 (Kirovskaya). At
the present time SS "Voronezh" is connected with six airlines, 110 kW, urban substations NN 37,
47, 40, 27. Different schemes of main electrical connections are used for these substations , as a
result some substations are continuous stations, and some – deadlock ones. The urban district of

Voronezh also has its own local sources of energy supply. These include the city "CHP-1 and
HPP-2" stations, administratively subordinate to the branch of JSC "TGC-4 "-" VRG ".
Power supply scheme for urban consumers within the city limits has the following features:
- there are three major mutually reserving power supply centers (PS NN 12, 26, 40) with the
highest voltage of 220 kV. These substations are situated close to major industrial companies (JSC
Voronezhsintezkauchuk, JSC Voronezhshina, JSC Rudgormash ", JSC" VACO ", JSC" Semiluki
Refractory Plant, etc.);
- there is ring backbone of 110 kV around the city, which is closed in the north-western and
southern parts of the city almost on the ring road, and on the east side the ring covers a new
booming district Otradnoye - New Usman;
- there are several substations with deep input 110 / 6 kV, used to feed the central areas of the city,
not covered by a ring network of the specified voltage. Substations supply with deep input (eg, PS
NN 45, 20) is carried out by a branch of the above ring network with dual feed;
- distribution of networks, 10 (6) kV, in the urban district are used for combined power supply of
municipal, industrial and agricultural consumers. Most municipal customers (over 80%) belong to
the third category of reliable power supply that has determined the predominantly radial scheme
for constructing the distribution network. Loop schemes on the lines of 6 (10) kV are applied to
the cable lines in dense by populated urban high-rise buildings;
- reserving overhead transmission lines of reliable supply of the third category is not widely
applied, this feature is not to referred 9 floors residential buildings with electric cookers. In these
buildings reserving network 0,38 kV from other TAs is envisaged.
The replacement of aerial lines by cables should be considered the priority tasks in Lenin, Soviet
and Central areas. In places with high-rise buildings VL SS NN 40 and 26 it is advisable to
change the cable lines 110 kV. In areas of the city installed more than 3000 towers should be
primarily in the central thoroughfares of the city: Moscowsky Prospect, Leninsky prospect,
Plekhanovskaya Street, B. Khmelnitsky Street, Novosibirskaya Street, January 9 Street, etc.

Characteristics of water supply and disposal
Drinking water supply of Voronezh is done exclusively from groundwater deposits.
In 2008 the design capacity of water supply - 526.9 thousand cubic meters/day. Productivity of
urban water supply is 453 thousand cubic meters. m / day. The length of the distribution networks
of the city is 272.2 km. Water transporting is done by means of pumping stations II, III district
pumping stations, the location of which is dictated by the environmental relief. The stations need
repair or replacement of 50% of shut-off and regulating valves. Depreciation of fixed assets of
water supply and water disposal is about 63%: water networks wear is 60%, including a 100percent depreciation of 603.53 miles of water networks.

of JSC "TGC-4" - "VRG"). The company has two thermal power stations and two large boiler
rooms. There are 111 CHP on the organization balance.450 km of thermal networks are connected

the urban district of Voronezh is more than 214. About 260 central heating stations (CHP) are

one with centralized quality control. Most boiler houses have temperature falls from 95 to 70°C.
The main fuel is natural gas. Transmission and distribution losses during transportation of heat
carrier is from 2 to 21%. So far in the urban district there are few basement and coal-fired boiler

Management system for production and consumption wastes
The annual volume of solid wastes in the urban district is about 2.5 million cubic meters per year.
The main volume of solid waste is taken to the polygon, operated by the INC "Production
Association for Waste Management" (2270.0 thousand cubic meters in 2008 year).
Polygons JSC “Voronezh-MSW "and" Poetro-Polygon” take a small amount of solid waste. Now
the general modern sanitation scheme is developed in Voronezh.
When you select a treatment technology it is necessary to consider the following factors:
1. Technical-economical ones:
- The technology should be the cheapest one;
- Maximum use of valuable components of MSW.
2. Environmental factors:
- Technology of solid waste must be ecologically clean;
- Treatment end products (compost, ash, RDF, etc.) should not do harm to the environment.
3. Climatic and social factors:
- The availability of favorable climatic and social conditions.
To select the most appropriate technology for processing and disposing of solid wastes in the
municipal district of Voronezh it is possible to consider the following technologies:

Trade
Voronezh is the cradle of the trade fleet of Russia. Advantageous geographical location quickly
made Voronezh the largest commercial city in south-eastern Russia. By the middle of the XVII
century, the trade here had reached its largest volume: Tsar Peter I built his fleet in Voronezh.
In 2009 the Voronezh retail trade turnover amounted to 105.3 mlr. rub.
There are more than 14 shopping centers in Voronezh. The largest of them are:
Shopping and entertainment center “Moskovsky Prospect” located in the Northern district of the
Komenternovsky district of Voronezh at a distance of 4.8 km from the city center. Its total area is
60047 sq.m.
The thematic trading house on the circular road “Tvoi Dom” has the total area of 85000 sq.m.
Small-batch shopping complex Metro Cash & Carry (Russian subdivision of the international
Metro Cash & Carry International GmbH) with an area of is 12000 sq. m., including retail space 7,300 sq. m.
In 2008 retail space per 1000 population reached 375 sq. m. in Voronezh. For comparison, in
Kursk it is 486 sq.meters, in Belgorod it is 262 sq.meters, in Moscow this figure reaches 670 sq.
meters. But in current 2009, the situation will radically change. Experts predict that by 2010 retail
space of our city will catch up not only the best workers in the Chernozem'e Kursk, but in
Moscow as well.
The shopping center "Europa" opened in December 2009 in Voronezh, situated next to a circus in
the Leninsky district of Voronezh. The shopping center "Maksimir" opened in the first quarter of
2010 in the Jeleznodorojy district of the city. A big surprise for the city was the presentation in

December 2009 TRC "Galereya Chijova ", which belongs to the category of so-called
stotysyachnikov, that is an area of more than 100 thousand sq.meters. It is a totally new format for
Voronezh. Along with this it is the mall giant, situated in 7 km route from Voronezh to Moscow ,
called “City Park Grad”. For the first time in Chernozemie combined grocery supermarkets and
household appliance stores with youth clubs, restaurants, gyms, roller track, water park, ice rink, a
park for walks, etc. The amount of investment to this project will amount of 4.5 billion rubles. It
should be noted that in the large shopping southern part of the Levoberejny area there are no
centers. Pocketbook trade niche is not fully occupied in new residential areas and on the outskirts
of the city and it has an investment potential.
42 markets of various ownership operate in the city (including 4 municipalities), 38 of them are
universal, 4 are specialized ones. On 1 January 2009 the total number of retail spaces was 11780.
There is an urgent problem in the construction of agricultural markets for private farms products
sales and restructuring existing markets into modern shopping malls.

Recently there has been the steady growth of personal services sales in Voronezh. There is also a
development trend for personal services at trade enterprises, first of all on the territory of big
shopping centers. The growth is based on current municipal policy that presupposes small
business and entrepreneurship support. Nowadays population needs in personal services are
satisfied by more than 1,500 enterprises (about 99% of them are private enterprises), where more
than 11 thousand people are working.
In 2009 the population was provided with personal services to the amount of 558.0 million rubles.
The catering sector is one of the most fast-emerging sectors. In recent years the catering market
increment has an average of 20-30% a year. Almost all kinds of catering formats are represented
in the city from coffee-houses and food-courts to elite restaurants. The fast catering market growth
in Voronezh is determined by developing fast-food. Cafes and restaurants with reasonable prices
that offer business-lunches are becoming more and more in-demand in Voronezh. According to
marketing research, more than 40% of the population in Voronezh use services of catering points.
About 635 catering enterprises work in the city. Both local companies and enterprises that
represent popular public and world brands on the terms of franchising act in the Voronezh market.
But for the comfortable existence the million-people megalopolis is supposed to have twice as
many catering houses. The increase of catering houses increases the demands of customers.
Modern cafes, bars, restaurants should not only satisfy hunger or quench thirst. Ordering meals
outdoors, a consumer plan to satisfy a whole complex of his “high” needs: recreation,
communication, image and status. That is why the characteristic feature of the current Voronezh
market is its heterogeneity and covering nearly all target audiences of consumers: according to
their income level, age, gender, social status and interests.
Hotels are the business card of any city. Today there are more than 20 hotels with a total number
of 1,200 rooms of different comfort level in Voronezh. The price of the room differs from 900
rubles to 10 thousand rubles. The average occupancy rate is 60-70%. In the capital of the BlackEarth region three hotels were given the classes: one hotel has five stars and two hotels have four
stars. In connection with developing the project “Voronezh golden ring” which is supposed to
unite the local places of interest, the development of tourism will be carried out and thus the
inflow of investment into building new hotels and expanding the operating of hotels is expected.

In the last 3 years the Voronezh urban district has positive trends for small and medium business
development. Local authorities are taking measures for creating favorable conditions to realize the
business initiative. Small and medium business in its turn gives the opportunity to solve social,
economic and political problems:
social problems – providing employment of population and its material wealth for its intellectual
and cultural development.
economic problems – economic competition promotion, assistance to consumer market and
service sector expansion, to the budget income growth in the Voronezh urban district;
political problems – providing conditions for middle class formation to guarantee social and
political stability of the society.
In order to support the small and medium business on the territory of the Voronezh urban district
Small and medium business development and support program for 2010-2012 is acting.
The most important problem for the future period should be maintenance of the current quantity of
small and medium-sized business entities and also carrying out a series of measures directed to
raising their effectiveness, to business resources realization to the full extent, and also directed to
arising a businessman status. Management by Objectives for small and medium-sized business
support will give the complex solution for the problems in business and will also determine the
priorities in small and medium-sized business in the Voronezh urban district.
At the beginning of 2009 there were registered 22892 small enterprises and 25369 private
enterprises in the territory of Voronezh.
About a half of the economically active population (49%) is working in small business.
In the urban district the investment market of small and medium-sized business is characterized
with steady growth rates.
In 2008 the share of small and medium enterprises in the total volume of fixed capital was 11.9%
and in 2009 it was about 12% (6471.6 million rubles) in Voronezh.

Ecology
Voronezh is one of the most beautiful cities of Russia, which stands on the slopes with distant
views. It is eclectic and incredibly holistic, densely populated and very green. The river Voronezh,
a left inflow of the Don, is formed by confluence of Lesnoy and Polny Voronezh. Its length is 342
km, the basin area is 21.6 thousand square kilometers. The river is navigable 271 km from the
mouth, backed by the water reservoir and in the center of the city floods up to 3 kilometers.
Voronezh Reservoir is located entirely in the urban district of the city Voronezh. Its area is 70
square kilometers, volume is 204 million cubic meters, its length is about 30 km, average width is
2 km, average depth is 2,9 m. The reservoir is formed with the view of industrial water supply of
the city. Voronezh residents sometimes call it the sea or the Voronezh Sea in their informal
conversation. Now works are carried out to increase the average depth of the reservoir for the
purpose of its clearing. Villages Tavrovo and Maslovka located on the water basin coast
administratively enter the city district of Voronezh. Four bridges are erected over the reservoir:
the Voronezh railway bridge, Severny, Chernavsky and Vogresovsky bridges. The Voronezh and
Don rivers form a lake covered with meadows and wood, with an abundance of ancient mini lakes
in the place of confluence. On the left coast there is an extensive large forest, Jirov wood. Green
plantings are the major element of an ecosystem of Voronezh city, in many respects defining its
well-being. In the city there is nature protection, recreation, sanitary-and-hygienic value increases
repeatedly, providing favorable conditions for the population.
The total green plantings within the city line are about 40 % of its area. The larger part is
concentrated on the periphery of the city territory. In densely populated zones green plantings are
much less and greenery strongly differs within districts of the city.
