DESIGNER CLOTHES, MOBILES ETC. WORTH AROUND ONE LAC
PURCHASED FROM MALL’s SHOP RECOVERED
INTRODUCTION
With the arrest of following two persons namely1. Mukul Garg @ Deepak Sharma @Ajay Tomar @Ramesh Sukheja @Kishore
Verma @Ashish Sahwney Age 24 yrs s/o Bharat Bhushan Garg r/o H No 594
Phase I Urban Estate Dugri Road ,Ludhiana (Punjab ); and
2. Alisha Sharma @ Animita Sen, Age 23 yrs d/o H No 1718/8E Gali no 4 Sohan
Singh Nagar ,Ludhiana (Punjab )
The South Distt Police has busted the boy–girl duo imposters involved in the
incidents of using fake and cloned credit cards for purchasing high end life style products
in the top shopping malls in Delhi.
INCIDENT
Sh Javed Chauhan, Assistant Manager, Fraud Control Unit of Standard Chartered
Bank has reported to the police that one of the credit card holder had called the Banks
help line that he has received SMS alert that some transaction was made from his credit
card and the same was not done by him as the card is still in his possession. On his
request the bank blocked the card. On further enquiry it was found that the card is being
used at one of the designer stores in a Mall situated in Saket area. The customer promptly
visited the store where the imposters found caught by the security staff. On enquiry it was
found that the imposters’ boy-girl duo has been visiting the store for the last few days.
Police was informed and both the above named persons were interrogated thoroughly
which transpired that they have come to the Mall with the intention of purchasing high
end designer products with the use of cloned credit cards. Subsequently some cloned
cards with receipts of purchase and the designer clothes, mobile phones etc were
recovered from the couple. A case of cheating, impersonation and forgery vide FIR no
77/11 was registered at PS Saket.
TEAM , INVESTIGATION & ARREST
The team of Police Station Saket consisting of Insp Dharam Dev, SIs Virendra
Prakash, Paramjeet ASI Virender ,HCs Vikram, Balbir, Mukesh, Rajender Cts Umesh,
Hafizullah, Jai Veer, Ram Avatar and W/Cts. Sharmila, Lalita, under the supervision of
Insp. Rajender Singh SHO/Saket and Sh Mehar Singh ACP/Hauz Khas studied some
video clippings and attended to some incidents of shop purchasing on the basis of fake
Ids and credit cards in the Malls in Saket area. It was revealed that one couple is visiting
high end designer clothes stores and other merchandisers. The team received information
about the movement of a couple in one of the Mall situated in the area of Saket and after
thorough enquiry they were nabbed in one of the renowned shop where they have
purchased designer clothes and mobile phones etc by using fake cloned cards. From their
possession cloned cards and purchased articles were recovered, both of them were
arrested accordingly in the present case.
INTERROGATION & PROFILE
The interrogation of the accused persons has revealed that both of them basically
hails from Ludhiana and had studied together in one of the Prestigious Colleges in
Ludhiana itself where they become close friends. Both of them are Commerce Graduate
and are pursuing their further studies. The accused Mukul has also been to London to
pursue his MBA degree where he completed his Management studies in University of
Brad ford shire, London. Simultaneously he completed his Master degree in International
Business Management from University of Middlesex. His fiancée Alisha is presently
pursuing her MBA degree from one of the renowned institutes of South Delhi. Both of
them belonged to upper middle class family. The father of Mukul is a famous Iron tool
trader in Ludhiana whereas the Father of Alisha is a senior officer in Northern Railways
who also represented India in Commonwealth games held in Malta, Samoha, and
Auckland where he bagged gold medals in Weightlifting. The girl Alisha has been
pursuing his MBA degree from New Delhi Institute of Management. She is in Delhi
since last year and met one Nigerian National Kelley in one of the Malls in Saket where
on a casual meeting both of them got friendly. The Nigerian group induced her to do
some shopping for their girlfriends. She happily agreed and persuaded his friend Mukul
to join with them in the network with Nigerian. The Nigerian group got them prepared
various cloned cards and fake IDs and used them in shopping from various Malls. They
all shared the booty. The couple while purchasing some garments, phones etc. on 23.2.11
were caught by the police while using the cloned cards during the latest of their attempt.

Further investigation is in progress and efforts are being made to arrest the
Nigerian gang involved in cloning of the credit cards and using the couple as buyers. The
nexus between the fake buyers, Nigerian gang and the staff of outlet where the incident of
cheating was reported with the view to unearth the whole plan is being probed with the
view to unearth the whole conspiracy.

SENSATIONAL CAR JACKING AND ROBBERY CASE AT RING ROAD ISBT WORKED OUT- LOOTED BOOTY
RECOVERED.
INCIDENT AND CASE
With the arrest of one namely Ajay S/o Hori Lal, R/o 1026, Sec. 10, Pocket -7, Narela, Delhi,
the Police Officials of South Distt. Police successfully worked out the sensational Carjacking and robbery case of
Police Station Burari registered vide Case FIR No. 35/11, Dt. 29/01/11, U/S 392/34 IPC.
In this connection, the complainant Shailesh Kumar R/o H.N. 43, Gali No. 3, Bhagat Colony, Sant
Nagar, Burari reported that he is working in the MCD and part time engaged in ferrying the passengers from
Bhlaswa to ISBT in his Maruti Eeco car. On 29/01/11, at about 7 PM, while he was driving his Maruti Ecco Car
with one of his friend Mukesh towards ISBT, 4 person boarded the car from Burari Red Light in the guise of
passengers on the pretext of going to ISBT. The complainant, in good faith, let them board the car but
immediately after traveling for 10 Mtrs., all of them started threatening him of dire consequences and
overpowered after putting a sharp edged object. One of the assailant took the control of the car and started
driving towards ISBT. They robbed the complainant of his Maruti Eeco Car, Rupees 800/, ATM and some
document and Two Mobile Phones and once they reached near Chandgiram Akhara, they thrown both the
occupants out of the moving car on the Ring Road. On the statement of the complainant, a case vide Case
FIR No. 35/11, Dt. 29/01/11, U/S 392/34 IPC PS Burari has been registered in this regard.
TEAM AND INVESTIGATION
On Dt. 25/02/11, on the basis of an extensive ground work and developing the information of an
informer, a Spl. Team comprising Insp. Anil Sharma, HC Hashim, Ct. Dara Singh and Ct Prashant under the overall
supervision of ACP Sh. Rajinder Singh is constituted and a trap was laid at Sultanpur Metro Station, M.G. Road.
On the pointing out of the informer, one of the accused Ajay S/o Hori Lal was detained and an intensive
interrogation and personal search conducted. From the personal search of the accused, an Expansive Mobile
Phone Make Samsung recovered from his possession. On being checked, the same was found to be robbed in
the above noted incident. The sustained interrogation revealed that the accused is a receiver and an associate
of an organized desperate Gang of Highway robbers of the name of “Roshan Gang” involved in the robberies
and Carjackings in the area. The Gang members headed by Roshan S/o Matadin is involved in the present
case. On the basis of the recovery and confession, the accused is arrested U/S 41.1 CrPC vide DD No. 63 B,
dated 25/02/11 PS Fatehpur Beri.
Further investigation revealed that the Gang Leader Roshan S/o Matadin, R/o 972, Pkt.7, Sec-A10,
Narela Delhi is the most desperate is the group, having 04 Nos. of Criminal Involvements . He was evading arrest
since the date of incident and after sensing the police pressure in the present case, went into J/C on 15/2/11 of
an assault case on a Police Constable at GTK Road, Near Bakoli, PS Alipur Vide FIR No. 271/10 Dtd. 10/08/10 U/S
186/353/332 IPC in which he assaulted the Police Constable on being questioned for roaming in suspicious
conditions in late intervening nights of 9/10-08-2010.
The robbed Maruti Car Make Eeco has already been recovered at Kashmeri Gate Area and an expansive
Mobile Handset is recovered from the abovenoted accused.
PROFILE:1. The accused Ajay S/o Hori Lal, R/o 1026, Sec.10, Pkt.07, Narela Delhi is 21 years of age, studied upto Vth
Class, unmarried and presently working as a sweeper in Maharaja Agresen Hospital.
2. The Accused Roshan S/o Matadin, R/o 972, Pkt.07, Sec.A/10, Narela, running in J/C in Case FIR No.
27/10, dated 10/08/10 U/S 186/353/332 IPC is 26 years of age and already involved in 04 Nos of Cases.
Further investigation is in progress and the concerned IO is informed to place the production warrant in the
case.

World Cup international cricket match (Day/Night) between West Indies
Vs Netherlands will be played at Ferozeshah Kotla Ground on 28 th, February 2011.
Delhi Traffic Police has made elaborate traffic arrangements for parking of
vehicles, traffic circulation, pedestrians’ movement and safety of the visitors in and
around the Stadium.
PARKING
There is very limited parking for labelled vehicles in the proximity of the
Stadium. There is no parking for general vehicles in the proximity of the Stadium.
No vehicle shall be allowed to be parked on Bahadurshah Zafar Marg,
Jawaharlal Nehru Marg (both the carriageways) on the match days. Vehicles
parked on these roads shall be towed away and action will be taken as per
law.
PARK & RIDE FACILITY
For spectators park and ride facility has been created at following places:1. Mata Sundari Parking. 2. Shanti Van Parking.
All the spectators comming in their vehicles shall reach these Park & Ride
sites, alight there and avail either “Park & Ride” facility or walk down to the
stadium. After the conclusion of match, spectators are advised to reach park and
ride places through shuttle service or walking down.
Car parking label holders are advised to take Ring Road, JLN Marg, Asaf
Ali Road or Bahadurshah Zafar Marg. ‘U’ turn at Delhi Gate is allowed. Entry to
parking labels P, P1, P2, P3, P4, are from Bahadurshah Zafar Marg only.
ACCESS TO THE STADIUM

Gate Nos. 1,2,3,4,5,6 and 7 are located on the Southern Side of the
Stadium and entry to these enclosures are from Bahardurshah Zafar Marg.
Gate Nos. 8,9,10,11,12,13,14, and 15 are located on the Eastern side of the
stadium on the road and entry is from J.L.N. Marg next to Ambedkar
Stadium Bus Terminal.

Whereas reports have been received that due to the situation prevailing in the areas of
Police Stations specified in the schedule appended to this order, it is apprehended that
terrorist/anti-social elements may seek hideouts in the residential areas of the said Police Stations
and there is every likelihood of breach of peace and disturbance of public tranquility and also
there is grave danger to human life and safety and injury to public property on that account.
1. And whereas it is necessary that some checks should be put on landlord/tenants
so that terrorists/anti-social elements in the guise of tenants may not cause
explosion riots, shoot outs, affray etc. and that immediate action is necessary for
the prevention of the same.
2. Now, therefore, in exercise of the powers conferred upon the Commissioner of
Police Delhi by Section 144 of the Criminal Procedure Code, 1973 read with
Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U11036/3/1978(I)-UTL, dated- 01.07.1978 and further delegated to the
undersigned vide Govt. of India, Ministry of Home Affairs, New Delhi’s
Notification No. 11.36/1/2010-UTL, dated- 09.09.10, I, R.C.Saini, Assistant
Commissioner of Police of Sub-Division Ashok Vihar of North-West District,
Delhi, do hereby order that no landlord/owner/person of any house/property
which falls under the jurisdiction of area of Police Stations as specified
above, shall let/sublet/rent out any accommodation to any person unless and
until he has furnished the particulars the particulars of the tenant(s) in a
specified proforma to the Station House Officer of the Police Station
concerned. All persons who intend to take accommodation on rent shall
inform in writing in this regard to the Station House Officer concerned in
whose jurisdiction the premises fall. The persons dealing in property business
shall also inform in writing to the Station House Officer concerned in whose
jurisdiction the premises fall about the particulars of the said tenants.
3. The order shall come into force with effect from 26.02.11 and shall be effective
for a period of 60 days up to 26.04.11 (both days inclusive) unless withdrawn
earlier.
4. Any person contravening this order shall be punishable under Section 188 of the
Indian Panel Code.
5. As the notice cannot be served individually on all concerned the order is passed

Whereas reports have been received that Pan, Cigarette and aerated water-shops are kept
open till late in the night and the same attract gathering of persons who cause annoyance to the
neighborhood and indulge in quarrels having the potential of escalating into riotous situations and
also disturb the public tranquility and endanger human life.
1. And whereas to prevent annoyance to public, human life and disturbance to
public tranquility, it is necessary to take speedy measures to prevent the forming
of such gatherings of persons in the late hours of the night.
2. Now, therefore, in exercise of the powers conferred upon the Commissioner of
Police Delhi by Section 144 of the Criminal Procedure Code, 1973 read with

CRIME SYNDICATE OF INTERSTATE AUTOLIFTERS BUSTED
Major Highlights:

Four auto lifters pinched.
Nineteen stolen vehicles recovered.
A racket of selling on demand Hero Honda bikes, as you say –
unearthed.
With the arrest of accused namely Shoaib @ Bhura S/o Bundu Khan
(22 yrs.); Chandrashekar @ Trilok S/o Kunwar Pal Singh (22 yrs.) and
Hasrat S/o Arshad (22 yrs.); Hakim Ali s/o Mahboob Khan (42 yrs.)
official of Police station Pul Prahlad Pur have unearthed a crime
syndicate indulged in the illegal activities of on demand auto lifting
and disposing off the same.
INCIDENT
On 25.02.2011, ASI Dilbag, HC Manoj, Ct. Manoj and Ct. Prashant
were on vehicle checking duty at Manav Mangal School, MehrauliBadarpur Road, Pul Prahlad Pur, New Delhi. The staff was checking
vehicles coming from Mehrauli side. At about 4:30 PM informer
informed that a black coloured Motor Cycle make Hero Honda CBZ with
registration No. UP-14AL-0744 will come from Mehrauli side, which
was stolen somewhere from UP. At about 4:45 PM, a vehicle having
the similar specification so rendered by the informer was found coming
from Mehrauli side. Accordingly, the bikers i.e. the one who was
driving the vehicle alongwith the other two, were signaled to stop, but
none of them pay heed to the signal of the police party and tried to
drive the vehicle over-speedily. The youths were apprehended in a
chase, who were later on identified as detailed above. Accused were
directed to furnish the documents in respect of the vehicle, which they
were driving. None of them could produce any of such document to
the police party. On scrutiny of the official record it revealed that the
said vehicle i.e. M/Cycle make Hero Honda CBZ, Black Color was found
to be stolen vide FIR No. 1844/10 u/s 379 IPC PS Siyani Gate,
Ghaziabad (UP). Accordingly, case vide FIR No. 48 dated 25.02.2011
u/s 411/34 IPC has been registered at PS Pul Prahlad Pur and all the
accused persons have been arrested.
TEAM AND OPERATION
On receipt of the above information, the same was immediately
communicated to Sh. Mahipal Singh, Assistant Commissioner of Police,
Sub-Division Ambedkar Nagar, who immediately constituted a team
comprising of SI Sunil Kumar, ASI Dilbag Singh, HC Shrawan, HC
Naeem, HC Praveer, HC Manoj, Ct. Praveen, Ct. Prashant and Ct.
Manoj all of PS Pul Prahlad Pur under the close supervision of Insp.
Harish Kukreti, Station House Officer, PS Pul Prahlad Pur. On
interrogation the accused informed that they used to steal the vehicles
in bid to earn quick bucks.
MODUS OPERANDI
The accused were subject to sustained interrogation. During
interrogation accused Shoaib and Hasrat informed that they were
weedy in studies, hence, they decided to go for a job and earn bread
and butter for them. Initially, the duo started earning their bread and
butter by doing the job of motorcycle mechanics at Siyana,
Bulendsehar, Uttar Pradesh. Life of both the accused persons was
going smoothly. During this period one Chandrasekhar came to their
shop to get his motorcycle repaired. In a conversion while getting
his (Chandrasekhar) vehicle repaired, he asked Shoaib and Hasrat to
arrange him for a new motorcycle of Hero Honda preferably Splendor
and sell his present one. On this demand, Shoaib and Hasrat in
collusion and connivance with each other lifted a motorcycle with the
specified demand of Chandrasekhar from NCR region and hand over
the same to Chandrasekhar. Seeing no hastle and easy flow of
money, Shoaib and Hasrat again fixed a meeting with Chandrasekhar
and planned to do the business of auto-lifting and that too on
demand. Accordingly, they he started stealing vehicle from different
parts of Uttar Pradesh. Now, they are facing problem of arranging for
a prospective customer, for which they got the solution too. The
customers who came to their shop for getting their bikes repaired,
accused Hasrat and Chandrasekhar used to have a conversation with
them and identified the customer from them. Thereafter, they used to
contact the said individual, get his requirements and used to lift the
vehicle from different parts of Uttar Pradesh. Their customers demand
more for a bike of the make of Hero Honda, as the said vehicle started
easily with the keys accused persons possessed. After stealing the
vehicle, the same was handed over to the prospective buyer. During
the whole process, they came in contact with some customers, who
also demanded for four wheelers, particularly Maruti cars, which were
also provided by the arrestees to the said individuals. It is pertinent to
highlight here that if the purchaser of stolen two wheeler insist for
papers, the said vehicle will be sold for Rs. 15,000/- and if the papers
are not insisted by the purchaser, then for a sum of Rs. 5,000/- to Rs.
8,000/-, as the case may be. Similarly, if the purchaser of stolen four
wheeler insist to buy the said vehicle with documents they used to sell
it for Rs. 40,000/- and if not insisted, then for a sum of Rs. 25,000/to Rs. 28,000/-, as the case may be.
Earlier accused Shoaib used to reside in the vicinity of Pul Prahlad
Pur, where he used to do the work of Flashboard. When apprehended
it transpired that accused Shoaib alongwith his accomplices came to
Delhi to meet one of his past friend at 60 Foota Road, Pul Prahlad Pur,
New Delhi. During interrogation arrestees stated that they only used
to lift the vehicles from Uttar Pradesh and they feared lifting vehicles
from Delhi, because of heavy picketing and police checking.
INVESTIGATION
During investigation all the occupants of the stolen vehicle were
arrested under the appropriate provisions of Indian Penal Code, 1860
and subjected to sustain interrogation. During interrogation they
disclosed that they had stolen about 19 vehicles from different parts
of Uttar Pradesh. Accused persons led the police party to different
parts of Bulendsehar (UP) and got recovered 18 stolen vehicles
therefrom, besides arrest of received of stolen vehicles namely Hakam
Ali s/o Mahboob Hassan r/o vill Charora Mustaffabad PS Aurangabad,
Distt. Bulandshar (UP).

The registration numbers of one of the recovered stolen vehicles has
been tampered by the arrestees, therefore, the original registration
number along with the details of FIR and police stations are being
ascertained. Concerned police have accordingly been informed to take
necessary legal action against the accused persons to arrest these
persons in their respective cases. Antecedents of arrested accused
persons are being verified.
Further investigation of the case is on and more arrest and recoveries

With the arrest of Manoj Kumar Mishra @ Sonu Bihari (22 years) s/o
Ranjeet Kumar Mishra r/o H.No. 394, Village Rithala, Delhi, Outer
District Special Staff nabbed an active snatchers and recovered one
stolen motor cycle, three mobile phones, one purse, wrist watch and
documents recovered. One case of MV Theft and three cases of
snatchings worked out.
INCIDENT/BRIEF FACTS:
To curb the incidents of snatchings, specially snatching of purses
from lonely ladies moving on rickshaw in the area of Outer District,
Delhi, a special team comprising of Police officers of Operation Cell
including Insp. Puran Pant, HC Rishi Ram, HC Surender, HC Satish, Ct.
Ramesh, Ct. Hari Chand, Ct. Rajiv Raghav & Ct. Rakesh was
constituted. Sources were deployed to develop the information about
accused persons which finally brought good results.
On 26.02.11 at about 07.00 am, the team received a specific
information regarding gathering of snatchers somewhere near
Shamshan Ghat, Sector 03, Rohini, Delhi. The team members
immediately swung into action and laid a trap near Shamshan Ghat,
Sector 03, Rohini, Delhi. At about 7.40 am, a motorcycle borne youth
reached the spot and on seeing the police party, he tried to flee away
from the spot but the alert team members nabbed him. On enquiry,
he revealed his identity as Manoj Kumar Mishra @ Sonu Bihari s/o
Ranjeet Kumar Mishra r/o H.No. 394, Village Rithala, Delhi. On
verification, motorcycle No. DL6SZ-3381 (make Pulsar) was found to
be stolen and wanted in FIR No. FIR No. 377/10 u/s 379 IPC PS
Shalimar Bagh, Delhi. Accordingly, the motorcycle was seized and
accused was taken into police custody for further investigation.
INTERROGATION:
During the course of interrogation, accused disclosed that he and his
associate Manish had recently released on bail just about one and half
months back. After released from jail, they contacted one Raju of
Ghaziabad, (UP) who provided them one stolen motor cycle and they
started committing snatchings. At his instance, one ladies purse, one
wrist watch snatched from the area of Prashant Vihar and wanted in
FIR No. 2/11 u/s 356/379/34 IPC PS Prashant Vihar, one Registration
certificate of motorcycle No. DL7SAM 2903 Karizma used in
commission of crime in case FIR NO. 6/11 u/s 356/379/34 IPC PS
South Rohini and 3 snatched mobile phones are also recovered.
MODUS OPERANDI:
Accused disclosed that he is having a number of girl friends, who are
school goings. He introduced himself as an employee of reputed
courier company. He and his associate Manish used to keep on
changing their rented accommodation frequently after every 20-30
days. Manish engages a hired keep and they introduces her as wife of
Manish at the time of seeking a new rented accommodation. While
moving for committing snatching he used to hang a bag with some
notebooks on his shoulder, so that if stopped for checking, they used
to disclose that they are students and going to have tuition.
They used to snatch purse form lonely lady at some isolated stretch,
moving on a rickshaw. He further told that after committing purse
snatching if any document of ID Proof is found, they use the same for
obtaining new SIM and keeps on changing SIM after every 10/12 days
to avoid any sort of surveillance.
