WRSI is implemented by the Water Resources Institutes with technical support from DHI – Water & Environment (DHI) under a contract with Danida. A planned output of WRSI include the elaboration of strategic development plans for each of the four water resources institutes and in support of these activities. In October 2004, WRSI contracted OCD to support four research and planning institutes in the water sector to formulate their Development Strategy (2005-2015) and Operations Plan 2005-06. Description of actual service provided in the assignment: OCD consultant worked in team with the International Team Leader, to facilitate the Strategic Planning Process of the Water Research Institute and its Hochiminh City Sub-Institute, the Water Planning Institute and its Hochiminh City Sub-Institute during Oct 2004 - June 2005 in the context of their re-structuring towards service delivery, financial autonomy and transition from MARD to MONRE. OCD consultants facilitated a series of four strategic planning workshops and worked with Strategic Planning Taskforce in each institute, guiding and facilitating them in their process to develop the strategy paper and annual operations plan for their respective institute.
