South Local Service Delivery Group Minute of the Meeting held on 19th January 2010 Present: Rick Nickerson, Pat Christie, Jonathan Emptage, Nancy Heubeck, Shirley Jones, Avril Nicol, Donald Robertson, Wendy Hand, Melanie Smith 1. Apologies: Graham Wishart, Wendy Lowe, Jim Budge, Allison Duncan It was noted that it is difficult for Pat to fully participate in meetings and take the minute. There is currently no provision for a minute taker therefore it was agreed by all that in future Pat would only note Action Points and anything of significance. This would be tried for the next few meetings to see if this worked. 2. Minute of Meeting 2nd November 2009: read and proposed by Donald Robertson; seconded Melanie Smith 3. Matters Arising: Sandsayre Pier funds are now almost in place. The Group were looking forward to hearing how the project is progressing at future meetings. Michael Cragie has spoken to the bus company. regarding people being left at bus stops. He was assured this would be dealt with. 4. Shetland South Community Profile: Action: Have profile ready for end of March. Action: Second week of March for draft. Look at last Dunrossness Profile. 5. Shetland South Vision 2009 Report and Action Plan: Set out new Action Plan with Adult Learning Service Plan in mind. Principles are at the front of the document. Drafting Group: Pat Christie, Wendy Hand, Nancy Heubeck, Melanie Smith, Rick Nickerson, Jonathan Empage. Action: Email all Group members to ask for additional help. First meeting of sub-group will be on 10th February at 2.00pm in Grantfield. 6. Correspondence: roads issue dealt with above 7. Services Update Report: Jonathan, SIC Infrastructure: SIC had some refuse collection problems over the Christmas period mainly due to adverse weather Pat, SIC Community Work: Ongoing work with community groups including Sandsayre Pier; the Cunningsburgh History Group new premises; the Hamefarin 2010 Group and the Sandwick Allotment Group D:\106761434.doc 1 Nancy, SIC Adult Learning: Work with area based planning and hopes to look at the learning needs of communities through LSDG’s in all areas. Work continues with targeted groups e.g. young mums. Action: Wendy Hand to take lead in drawing together a Local Learning Group in the South. Note: this action has arisen directly out of the LSDG and the Shetland South Vision 2009. Shirley, Ness Learning Centre: New courses starting next week and Shirley asked the Group to encourage folk to come along. Churches want Story Sacks. Family learning initiatives are being put in place and Pat and Shirley are to work together to meet community groups who might benefit e.g. Mother & Toddler groups. Shirley is also meeting with Stuart Clubb to look at family learning Sandwick School. Shirley continues to work with Overtonlea Care Centre. Rick, SIC Councillor: Point from Cllr. Duncan i.e. how do we encourage folk to take up their benefits? Could this tie into the South Action Plan? Rick to meet with Hazel Sutherland and Michael Duncan to look at what Shetland can do regarding high costs for young athletes to travel south. South LSDG is not involved in the current informal Blueprint consultation - could this be resolved? Action: write to Helen Budge re this Avril, Youth Services: Youth Services is now aligned with Schools Services. Youth Services review of service is now drafted. Avril announced that she will be leaving us later in the year. The Group thanked Avril for her help to date and wished her well for the future. Donald, Dunrossness Community Council: Quendale Mill extension is to be re-roofed and needs accommodation for artefacts, etc until this is done. Wendy Hand, Voluntary Action Shetland: VAS is looking at its learning programme uptake. They had to cancel local training due to low uptake. Melanie, NHS Shetland: Looking at changes in how people work in the Shetland South area. South Action Plan will be a bonus for this work as it will set out health priorities for the area. 8. AOCB: The Group were concerned that a proposed transport consultation by ZetTrans was not needed on the back of the Shetland South Vision 2009 consultation. The group feel that findings from the Vision are all that is needed. Action: find out what is the purpose of transport consultation? Ask what has become of ‘Area Transport Forums’? Finally, what were the outcomes of the last transport consultation? 9.
