MEMORANDUM OF AGREEMENT KNOW ALL MEN BY THESE PRESENTS: This Agreement made and entered into by and between: The Municipal Government of ______________, a political subdivision of the government under the Republic of the Philippines, with office address at the Municipal Hall, ____________ represented herein by its Mayor, HON. _____________, hereinafter referred to as the “LGU” - And The Technology Resource Center, a government-owned and-controlled corporation with office address at 103 Jose Abad Santos Street corner Lopez Jaena Street, Little Baguio, San Juan City, Metro Manila represented herein by its Director General, HON. ANTONIO Y. ORTIZ, hereinafter referred to as “TRC”; WITNESSETH, that: WHEREAS, the mandate of TRC is to promote technologies that generate livelihood opportunities, particularly for the marginalized sectors of society; WHEREAS, as principal strategy, TRC has launched its poverty alleviation and countryside development agenda through its Program for Countryside Economic Empowerment and Development (PROCEED) by establishing local Technology and Livelihood Development Centers (TLDCs) to be financed, operated and managed by the Local Government Units (LGUs); WHEREAS, Section 17(3) of the Local Government Code mandates the LGU to exercise powers and discharge such other functions and responsibilities as are necessary, appropriate or incidental to efficient and effective governance such as providing their constituents the basic services and facilities which include, but are not limited to, the following: Agricultural extension and on-site research services and facilities, assistance in the organization of farmers’ and fishermen’s cooperatives and other collective organizations, as well as the transfer of appropriate technologies; Industrial research and development services; and Investment support services, including access to credit financing; WHEREAS, to realize the aforesaid objectives and to assert its role as Prime Agent for social change and economic development, TRC shall focus its efforts in promoting the following impact projects: Technology-based Business Incubation Program (TBIP), which establishes business incubation site in different locations to facilitate incubation of new enterprises with innovative technologies by providing local entrepreneurs physical, technical and networking support services. Techno Study Missions for local and would-be entrepreneurs to expose them to different industries and help develop/ encourage entrepreneurship as the means to attain economic growth and development in the countryside. Negosyo to go, a “one-stop shop”, “do-it-yourself” business scheme that assists clients to become entrepreneurs via easy-to-follow business templates/modules, provision of affordable business kits and free consultation/counseling on micro-financing, business registration, management and product development. Techno Vans that will enable the TLDCs to disseminate technology and livelihood information to communities in remote areas. WHEREAS, the LGU is willing to support the abovementioned impact projects and to deliver the said basic services and facilities and thus assume a catalytic stimulus in the development of the marginalized sectors of the Municipality of ________________; WHEREAS, the DILG Memorandum Circular No. 2007-67 dated June 25, 2007 mandated all Local Government Units to establish and institutionalize the Technology and Livelihood Development Centers (TLDCs) purposely to help LGUs build up their capability to stimulate local economic activity and orchestrate the necessary complementation of resources towards socio-economic progress in the countryside. WHEREAS, the LGU has expressed the need for TRC assistance in the development and implementation of a sustainable technology and livelihood development program for the poor sectors in the Municipality of ______________, including farmers, indigenous people, landless agricultural workers, and the unemployed and disadvantaged sectors; WHEREAS, in order to achieve this vision, it is important that technology transfer be made available particularly to marginalized; NOW, THEREFORE, for and in consideration of the foregoing premises, the parties herein agree to work together for technology and livelihood development in the Municipality of _____________, by establishing and institutionalizing the Technology and Livelihood Development Center (TLDC) through the following undertakings: A. The LGU shall: 1. Provide for the installation and access to the Electronic Library (e-Library), which will include information such as: socio-economic profile of the area; land use and zoning map; resource base; business establishments, as well as other materials for general reference; 2. Assist the Technology Resource Center in sourcing, collating and organizing primary and secondary data relevant to the technology and livelihood development and promotion in the _____________________ preparatory to the conduct of Environmental Scanning and Strategic Planning Workshop; 3. Mobilize local resources and facilitate the cooperation of local government units, organizations, groups, and individuals for the dissemination of technology and livelihood information and the conduct of other livelihood development activities; 4. Promote and support countryside economic development and facilitate the cooperation of local government units, organizations, groups and individuals; 5. Promote and support TRC impact projects including but not limited to, Technology-based Incubation Program, Techno Study Missions, Negosyo To Go and Techno vans; 6. Provide the site and physical structure for the _________ Technology and Livelihood Development Center (_ TLDC) which shall house the techno bank and e-library, audio-visual and training rooms, and the TLDC Staff Office; 7. Provide consultancy services to the TLDC clients/ conceptualizing technology and livelihood project proposals; beneficiaries in 8. Provide an annual appropriation as operating fund of the TLDC; 9. Assign permanent staff to the TLDC; 10. Shoulder the cost of: 10a) The establishment of the physical facilities for the Technology and Livelihood Development Center, including equipment as enumerated in Annex “A” hereof; 10b) Mobilization and organization of magnegosyo/ techno fora and various seminars/workshops/training activities, to include transportation and accommodation, food and venue expenses; 10c) The installation of the Electronic Library (E-Library), designed for easy access by the intended users; 10d) Technology and livelihood information and instructional materials; 10e) Operating expenses of the TLDC to cover: (10e.1) The salaries of the TLDC Staff; (10e.2) Cost of transportation and accommodation of trainors, facilitators and coordinators for the environmental scanning and strategic planning workshop, livelihood trainings, study mission activities and other workshops/seminars to be conducted; (10e.3) Other overhead expenses; and (10e.4) Program management and Consultancy Services in the amount of Php50,000.00 annually. 11. Remit to TRC the counterpart expenses of LGU as specified under Annex B, hereto attached. B. The TRC shall: 1. Assist the LGU in the pre-establishment activities of the TLDC, particularly, the conduct of the Environmental Scanning (ES) and Strategic Planning Workshop (SPW) for entrepreneurship development; 2. Assist the LGU in the planning and physical configuration of the TLDC; 3. Provide management development training for the TLDC staff which include basic entrepreneurship, micro finance, human resource development and other capability building seminars/trainings at the TRC Head office to enable them to operate the Center as a mini-TRC; 4. Assist the LGU to boost its operational capabilities in the promotion of livelihood information and technology among its constituents at the barangay level; 5. Provide a support mechanism to the LGU for the continued viability of the TLDC pursuant to its goals and objectives, to include business incubation projects, technology transfer, fund sourcing and syndication and market assistance; 6. Provide livelihood training for beneficiaries identified by the LGU/TLDC, as succeeding activities of the TLDC after launching; 7.
