Upon consideration of the agenda for the Cabinet meeting on 18 June 2007 as
circulated, copy annexed, executive decisions were reached and are recorded below:
Note: No conflicts of interest were declared by any member of the Cabinet in relation to
the matters on which decisions were made at this meeting, except for the declaration
made by J M Pitman and noted under Minute 2 below.
At the beginning of the meeting all present observed a period of silence in memory of
Watch Manager Paul Mallaghan who had died from injuries received whilst dealing with a
car fire on the A1M on 16 June.

MINUTES
The minutes of the Cabinet meeting held on 1 June 2007 were confirmed as a
correct record.
2.
PROPOSED OPTION AGREEMENT, POSSIBLE RELOCATION OF THE
HERTFORDSHIRE & ESSEX HIGH SCHOOL AND SCIENCE COLLEGE AND
THE BISHOP'S STORTFORD HIGH SCHOOL
(Forward Plan ref. A040/07)
J M Pitman declared a prejudicial interest in this item arising from having a
grandchild at one of the schools concerned and withdrew from the meeting room for
this item of business.
Decision
That:
1. Authority to agree the proposed option agreement be delegated to the
Corporate Director (People and Property), in consultation with the Executive
Members for Performance & Resources and for Education and the Director of
Children, Schools and Families and the Finance Director, on being satisfied
that:



there is a robust case to support an application for permission in the green
belt for the relocation of the schools,
there is a robust case for permission for housing development at the existing
school sites and the Hadham Road reserve site, and
the schools’ outline business case for the relocation of the schools is robust.
2. An application for planning permission for housing development on the Hadham
Road reserve site be submitted at the same time as the other permissions are
sought.
3. A further report on the overall funding implications be made at the appropriate
time.
Reasons for the decision
An option agreement is required to be signed between the four parties (the two
school Governing Bodies, Countryside and the County Council) to allow
Countryside the option to purchase the two secondary school sites and provide
exchange land for a small part of the adjacent primary school (Thorley Hill) needed
for access purposes.
The second purpose of the option agreement is to provide evidence of the County
Council’s commitment to the project and agreement to pay a sum not exceeding
£400K should the project be aborted by the County Council.

FIRE AND RESCUE: COMMUNITY SAFETY PLAN - 2007 ONWARDS
(Forward Plan ref. A035/07)
Decision
That Cabinet approves the Community Safety Plan and the consultation
arrangements.
Reasons for the decision
The Community Safety Plan details how the County Council intends to meet the
Governments expectations set out in the National Framework Document. This plan
incorporates the County Council’s Strategic and Integrated Risk Management Plans
(IRMP), together with a summary of the Service’s annual performance against Best
Value and other local performance indicators.

COUNTY COUNCIL REVENUE AND CAPITAL BUDGET MONITOR 2006/07
(Forward Plan ref. A037/07)
Decision
That Cabinet notes the final outturn for Revenue and Capital Budgets in respect of
2006/07.
Reasons for the decision
To monitor the Council’s expenditure against budgets.

5.
HERTFORDSHIRE ALCOHOL HARM REDUCTION PLAN
(Forward Plan ref. A036/07)
Decision
That Cabinet endorses the Alcohol Harm Reduction Plan and the related funding
allocations for 2007/08.
Reasons for the decision
The Herts Alcohol Harm Reduction Plan sets out priorities for service development

to 31 March 2008 together with required funding.
All delivery would be linked into the work of the Council’s partners: Hertfordshire
Constabulary, Health, Adult Care Services Joint Commissioning, 10 crime &
disorder partnerships, Crime & Disorder Reduction Partnerships, and Local
Authorities, including housing, criminal justice partners, local neighbourhoods and
voluntary sector partners.

6.
MINERALS LOCAL PLAN REVIEW – SUPPLEMENTARY PLANNING
DOCUMENT ON MINERAL CONSULTATION AREAS

Decision
That Cabinet recommend to Council the consultation document relating to a
proposed Supplementary Planning Document on Mineral Consultation Areas, with
option 2 (sand and gravel belt, excluding barren areas, with a minimum threshold
size for redevelopment in urban areas).being identified as the County Councils
preferred option, to go forward for subsequent formal targeted consultation with the
District/Borough Councils, mineral industry, rail and water authority bodies and
developer representatives such as the House Builders Federation.
Reasons for the decision
Much of Hertfordshire is underlain by sand and gravel resources which could,
potentially, help to meet the future needs for construction materials. Allowing new
building and other development in these areas could ‘sterilise’ the mineral deposits,
either by making them inaccessible for extraction, or by introducing new activities
(such as houses) into the area which would not be compatible with mineral
extraction nearby.
There is a commitment within the newly adopted Minerals Local Plan to produce
Minerals Consultation Areas, within a Supplementary Planning Document. The
purpose of the document is a consultation trigger to ensure that District/ Borough
councils consult the County Council before determining application for development
in mineral consultation areas in order to safeguard mineral resources.
