Government need to dismantle the university affiliation system completely; it is an obsolete relic from colonial times License Raj or Inspector Raj.” the affiliation system persisted only in India and a few developing countries and these Universities are only affiliating universities with its University professors instead of teaching and research are busy in LIC and heavy preoccupation with bureaucratic procedures and excessive centralization, the affiliation setup was a huge obstacle to the pursuit of excellence in India’s higher education scenario..The university affiliation system and every renewal systems is breeding ground for heavy corruption in University and that is how it is alleged that VC and syndicate members posts are up for sale in University and the colleges which do not bribe are forced to go to courts unnecessarily .For instance, it is alleged that the state legislations on appointment of Vice-chancellors (V-C) in a few states, the chancellor, who is generally the governor, is required to consult the state government in selecting the name of a person from the panel submitted by the search committee. Reportedly it is an open secret in some states that the ministers demand from the persons in the panel to shell out a few crores to be appointed as V-C. Currently, in one state the amount ranges from Rs 5 crore for smaller universities to Rs 50 crore for large universities with hundreds of affiliated colleges.V-C aspirants accept the bait as the amount could later be collected from the affiliated colleges and from the various appointments and promotions in the university. Hopefully, the proposed mandatory accreditation process will help raise the credibility of academic programmes of such institutions. Bangalore University professor’s waist there viable time every year its affiliation process. Bangalore University had 21 local inquiry committees (LICs) which had inspected 542 colleges of them, 49 had applied for fresh affiliation, 493 for renewal of affiliation, and 26 for permanent affiliation. The reports of LICs were presented for discussion . With criticism raised over leniency to erring colleges, the council resolved to make rectification of certain glaring errors time-bound..With many members questioning how some colleges were being allowed to function with no qualified principals, Prof. Thimme Gowda said that such colleges would be given two months to make amends. With respect to postgraduate courses being run by guest faculty, he said: “We will give the colleges three to six months to appoint core faculty members. Colleges will be informed through letters sent along with the affiliation status.” Discussion on LIC: The council members discussed the composition and work of the LICs. When some members raised the issue of each LIC inspecting too many colleges, the Vice-Chancellor said that he wanted to constitute 30 LICs this time, but did not get consensus on it. Council members also asked if there was a provision for Syndicate members to be LIC chairpersons, and why they were not present when their reports were being discussed. However, there was no convincing answer. The Bangalore University approved the new guidelines for Local Inquiry Committees ( LIC) on Monday during its academic council meeting. The move is expected to accord greater uniformity and more qualitative observations by LICs, which grant renewal of affiliations, give approval on the intake of students or additional courses as well as permanent affiliation to colleges affiliated to BU. BU had constituted a committee in June 2013, under the chairmanship of its vicechancellor to suggest a new tool for evaluation of colleges by LICs that grant renewal or new affiliations. B Thimme Gowda, vicechancellor of BU, said LICs will stick to the new guidelines, which include a score sheet and check list. He said 26 LICs will take up the process and start visiting the colleges from next month. According to the new guidelines, 30 per cent weight age for the infrastructure index, 20 per cent for the student performance index, 20 per cent weight age for the process index, and 30 per cent for the faculty index will be given. Also, the minimum score required for renewal of affiliation is 40 per cent, for increase in intake 45 per cent, 50 per cent for sanction of additional course, 60 per cent for fresh permanent affiliation and 65 per cent for renewal of permanent affiliation.
