Purpose of RFP Suffolk County Community College (College) invites proposals (Proposal(s)) from qualified companies (Company) to lease to the College a modular classroom building for its Grant Campus, located in Brentwood New York, subject to the requirements set forth below in Section III, entitled “Technical Proposal Requirements.” Each company responding to this RFP should submit two proposals: (1) a proposal for a basic building and; (2) a proposal for a building that is of higher quality and more aesthetically pleasing. 2. 3. Background Information a. The College is a non-resident, public, two-year college with three campuses (located in Riverhead, Brentwood and Selden) and extension centers located throughout Suffolk County. b. The College annually enrolls approximately 26,000 students . Coordinating Departments a. The Evaluation Committee will include, but not be limited to, the Grant Campus Executive Dean, the Grant Campus Director of Facilities, the College Executive Director of Facilities, the College Administrative Director of Facilities, the College Executive Assistant to the President, the LIU Associate Provost and the LIU Director of Facilities Services. 5. Proposer’s Conference A mandatory Proposer’s Conference will be held on October 19, 2012 at 10:00 a.m. at Suffolk County Community College, in the Health Sports and Education Center, Room # MD 105, which is located on the Grant Campus in Brentwood, NY. In addition, Companies are encouraged to visit the site as frequently as necessary to familiarize themselves with this project. 7. Failure to submit copies of Certificate(s) shall be grounds to reject any proposal and disqualify Company as not meeting the necessary minimum qualifications to perform the services required to be performed under this RFP. 10. Selection Process The College will evaluate the submission through a point rating system, set forth below in Paragraph 11. The College may invite firms to make presentations to the Evaluation Committee to demonstrate their qualifications and approach to the project. The final selection will represent the best interests of the College. Proposed Services/Products Ability to meet proposed deadline, responsiveness of proposed strategy, recognition of issues and problems, innovative and creative ideas and effective strategies for input and feedback. The College reserves the right to reject any or all of the proposals, or any part thereof, submitted in response to this RFP, and reserves the right to waive formalities, if such action is deemed to be in the best interest of the College. The College reserves the right to request additional information from any Proposer. The College reserves the right to award negotiated contracts to one or more Companies f. This RFP is not intended and shall not be construed to commit the College to pay any costs incurred in connection with any proposal or to procure or contract for any services. g. The decision to award a contract shall be based on Company’s ability to provide quality services and products and to comply with all applicable laws, rules and regulations, including without limitation the local preference and other Suffolk County local laws set forth in the Section entitled “Legal Appendices/ County Forms.” h. The award of any contract will be made as judged to be in the best interest of the College. The final selection of the company will be made by the College Evaluation Committee, including but not limited to, the representatives set forth in paragraph 4, entitled “Evaluation Committee” of Section I of this RFP. i. The College General Counsel acts as counsel to the Evaluation Committee, but does not vote in the selection process. j. Each Proposal will be examined to determine whether it is responsive to the requirements of this RFP. All responsive proposals will be evaluated in accordance with the criteria set forth herein. k. While the College is under no obligation to contact companies for clarifications, it reserves the right to do so. References must be provided. Each reference description must contain the client name and address, a project description, photographs, location, project cost, completion date, company’s role and contact name with title and telephone number. Each reference description must also identify whether the project was completed within budget and within the agreed upon design and construction timetables. The College reserves the right to contact any client listed. Companies should check the references they submit to ensure that each reference and the associated contact information is current. The entire list of references should be clearly identified and separated in the proposal. An incomplete references section may result in disqualification. 4. 5. b. Describe the qualifications and background of your staff, insofar as they relate to this project. c. Provide the title and role of each team member, including principals. Provide a resume for each team member that includes the team member’s technical expertise and experience on similar projects. d. Any and all subconsultants or subcontractors to be employed must be identified in similar detail. e. Provide a list of all contracts with the College or the County of Suffolk within the last five years (regardless of type of service) and the time period for those services. f. Project Overview a. The College intends to lease a modular unit assembly of approximately 32,000 net square feet for its Michael J. Grant Campus located in Brentwood, New York. The College anticipates the facility will operate approximately 17 hours per school day with high volumes of foot traffic. b. The lease term shall begin upon occupancy and shall continue based on one of the following arrangements: a. A fifteen year lease through August 31, 2028, with one 5-year option to renew. b. A ten-year lease through August 31, 2023, with one 5-year option to renew. c. A five-year lease through August 31, 2018, with one 5-year option to renew. The Company should provide the College with options for the disposition of the modular building at the end of the lease term, together with any associated costs. (See, Section IV.) c. Given these requirements, lease payments will commence no earlier than September 2013. d. The College requires possession and occupancy on or before July 19, 2013, so it can complete installation of equipment, furniture, etc., before the Fall 2013 semester commences. The composite assembly will consist of classrooms, faculty offices, toilet rooms and associated support spaces. Please refer to the sample floor plan, site plan and utility plan provided with this RFP. Proposed modular buildings must be expandable should additional space be required in the future. e. Each Company responding to this RFP should submit two proposals: (1) Option A – a proposal for a basic modular building that meets the minimum requirements listed in the specifications contained in this RFP; and (2) Option B – a proposal for a building that is more visually pleasing and exhibits the appearance of a traditional structure rather than a typical modular building. Proposers are encouraged to include additional alternative designs for the College to evaluate. In all cases, the aesthetics of the proposed modular buildings should blend well with the surrounding architecture, as well as the existing modular buildings on campus. f. Each Company responding to this RFP should submit a proposed warranty plan for the maintenance, repair and upkeep of the modular building during the entire lease term which should address all major building systems, including, but not limited to, mechanical systems, electrical systems, the roof, windows, doors, restroom fixtures, entrances, and the building envelope. Design of a complete modular building that fits well within the proposed site plan limits. Buildings can be single structure, side-by-side structures, two-story structure or any other configuration as designed by the Company. The shape of the building provided in the suggested floor plan is only an example. b. Preparation of complete construction drawings and specifications, stamped and sealed by a NYS licensed architect or engineer; which comply with all applicable local, State and Federal codes; and to be used to obtain a building permit from the Suffolk County Department of Public Works (SCDPW). Submissions for building permits to the SCDPW are also reviewed by the Suffolk County Fire Marshal’s Office, and the Suffolk County Department of Health Services (SCDHS). Approvals from the SCDHS are required for sanitary system connections, domestic water systems and connections and underground and above-ground storage tanks. Approval from the Suffolk County Water Authority (SCWA) is required for any Reduced Pressure Zone (RPZ) installations. Any changes or modifications to the drawings, specifications or any other document preparations and submissions necessary to obtain all applicable permits and approvals shall be performed by the Company at no additional charge to the College. The College reserves the right to request alternate or additional changes to the drawings if the regulatory review process adversely affects its intended purpose or scope. All these changes shall be made by the Company at no additional cost to the College. c. Designs must comply with the 110 mph wind zone specified for the building location. d. Coordination of utility connections with the appropriate agencies, including, but not limited to, the Long Island Power Authority (LIPA), National Grid, SCWA, SCDHS and SCDPW. All utility connections to the modular units will be the responsibility of Company, including, but not limited to, power, water, gas, sewer, storm, phone and internet. The Company will be responsible for connection of the units to associated utilities by licensed electricians and plumbers. e. Clearing of existing site vegetation and any required grading for the modular building and associated pedestrian paths. f. Construction of a guard rail system to be located between the modular building and the Campus Loop Road. g. Any other site preparation required to install the units. h. Design and construction of the building foundation. i. Design, fabrication, delivery and installation of the modular units. Construction of stairs and ADA compliant ramps, all with approved handrails. k. Design and construction of pedestrian paths that permit occupants to access the building safely. All pedestrian paths shall be of concrete construction. l. Design and construction of exterior lighting to illuminate associated pedestrian paths and the building itself. m. Manage and/or perform all necessary inspections and testing required by the applicable codes and regulatory agencies, including special inspections required by SCDPW and SCDHS. Certify, in writing, all test reports and inspection documentation and submit to the appropriate regulatory agencies, as required, with copies to the College. n. Wood frame construction is not permitted. o. The modular unit must be ADA compliant and must have at least one entry door that opens automatically. p. The design proposal may include, but is not limited to, drawings, renderings, three dimensional models or other materials which effectively demonstrate the proposed designs for the building and site. The materials should demonstrate the aesthetics of the proposed designs. q. Prevailing wages, as defined in New York Labor Law section 220(3), must be paid to all laborers and workers performing work on site at the Grant Campus. r. Throughout the project Company shall provide, at a minimum, bi-weekly updates of progress, which can be in the form of emails, faxes, mailings or meetings. Any delays that have the potential to affect the project schedule shall be brought to the College’s attention immediately. The Company shall meet with the appropriate College personnel to review project scope, drawings, timelines, etc. s. At substantial completion, the College will prepare punch-lists of incorrect or incomplete work and perform a final inspection. The Company shall correct all deficiencies and insure that all work has been completed, and that all systems are operational. t. Obtain a Certificate of Occupancy for the building from SCDPW and SCDHS. The College cannot occupy the building until a Certificate of Occupancy is obtained. Please note that the SCDHS requires stamped and sealed as-built drawings of water, sewer and drainage systems for approval. Therefore, these as-built drawings and related documentation must be submitted to the SCDHS as soon as the related construction work is complete and not at the end of the project in order to avoid occupancy delays. The Company shall provide a record set of all construction drawings and agency submissions to the College as well as a set of applicable operations and maintenance manuals for building systems. 3. Specifications a. General The following preliminary specifications were generated by the College to guide any proposed designs for the minimum requirements. All final drawings and specifications are the responsibility of Company and must conform to all applicable codes and regulations. If the applicable codes and regulations conflict with these preliminary specifications, the codes and regulations shall govern. Any changes to the preliminary specifications shall be clearly identified by the Company. All drawings and specifications shall be stamped and approved by a licensed professional engineer, employed by the Company, with the appropriate expertise. Throughout these specifications, any items that would differ between the two required proposed buildings will be labeled Option A or Option B. Any items that are not labeled would be the same in both Option A and Option B proposals. b. Minimum Space Requirements i. A total of 25 classrooms at a minimum of 750 net square feet each. Of these 25 classrooms, 2 will be computer classrooms. Each general classroom will have between 30 and 35 stations. Each computer classroom will have 24 stations. ii. A total of 14 faculty offices arranged in a suite. iii. One administrative office with one adjacent conference room. iv. One student lounge. v. A minimum of 5 miscellaneous storage rooms. vi. A minimum of one secure information technology equipment room and one janitor’s closet. vii. All associated code-required spaces, including adequate toilet rooms with the required fixture counts, and mechanical and electrical closets. viii. Vending machine alcove(s) to accommodate 3 vending machines, with utility service (water and electricity). Architectural Features Option A – rectangular shapes at right angles and flat roofs. Option B – two or more standard rectangular sections with connection links that have enhanced architectural features such as peak roofs, glass walls, etc. d. Foundation Foundation design shall be based on soil bearing capacity determined by borings and analysis. Borings and analysis are the responsibility of the Company. As a matter of reference, the following foundation designs were used on the two existing modular buildings at the Grant Campus: i. Poured concrete footings; 3’ x 3’ x 1’ at a frost depth of 48” to the bottom of footing. ii. Piers, 16” diameter poured concrete to grade, and loose double stack concrete block from piers to module frame. iii. Frame ties and earth anchors to anchor the modular units to the ground. e. Building Insulation Option A – minimum mandated by code Option B – enhanced insulation f. Interior Finishes i. For the floor, use 1/8” vinyl composition tile throughout, with 4” vinyl base except toilet rooms which shall have 6” base. ii. For the ceiling, use Armstrong 2 x 2 acoustic tiles (BP935A08). Tiles to match campus inventory. Ceiling height shall be 9 feet. iii. All interior doors shall be numbered with ADA compliant signage. g. Exterior Walls At a minimum, the exterior wall finishes should blend well with the surrounding architecture, as well as the existing modular buildings on campus. The Sally Anne Slacke modular building has an exterior wall finish of brick veneer. The Asharoken modular building has an exterior wall finish of brick veneer with a cement board skirt. Company shall run one telecommunications (phone and data) pathway from the E-wing in the Health, Sports and Education Center to the modular building via the existing conduit and manhole located adjacent to the proposed site for the new modular building. New conduit will be required between the manhole and the modular building. One cable will be a hybrid fiber cable indoor/outdoor cable 12 strand Multi-mode and 12 strand Single-Mode to be terminated without splice points. The other cable will be indoor/outdoor superior Essex voice grade 100 pair cable to be terminated on lightning arrestor fuse protector panels without splice points.
