International Regulations for Precenting Collisions at Sea, 1972 History In 1911, as the clouds of war gathered over Europe, a 29 year-old geologist named Douglas Mawson gathered his equipment, supplies, and men for an ambitious and dangerous adventure. Mawson planned to sail the steam yacht AURORA to Macquarie Island where his team would establish a wireless relay station, then continue directly south into the Antarctic pack ice. They would make landfall 3000 kilometres south of Hobart on a patch of bare rock on the Antarctic coast which they later named Cape Denison. There the first Australian-led expedition to Antarctica would make history and give the young Commonwealth of Australia one of its most enduring tales of heroism and survival. Australia will acknowledge the Centennial anniversary of Douglas Mawson’s departure from Hobart by assembling a Flotilla in the Derwent River to ceremoniously parade before the Governor of Tasmania, His Excellency, The Honourable Peter Underwood, AC. This historic event will re-enact the enthusiastic send-off Mawson received from the people of Tasmania at the time. The Flotilla, led by the modern Antarctic ship AURORA AUSTRALIS, will include L’ASTROLABE, the Royal Australian Navy’s STS YOUNG ENDEAVOUR and two other Sail Training Ships, and provide one of the largest assemblies of sail and motor vessels Hobart has seen for many years. At 1100 The Governor of Tasmania, embarked in ML EGERIA seaward of Regatta Point, will take position of honour to receive a 19-gun Royal Salute provided by the Australian Defence Force. Time Check A Time Check will be conducted on VHF Ch 12 at 1005. Time Limit The time limit for the sail past is 1200. Thereafter His Excellency, The Honourable Peter Underwood AC, Governor of Tasmania will repair to shore. PLAN Aim The aim of this Guidance is to ensure that all participants have a clear idea as to where they can actively contribute to the festivities of this gala event. Outline Phase 1 – Preparation The RYCT Devil Cat will set rounding marks as shown at the Attachment. Phase 2 - Form-up Ships and yachts are to assemble in good time such that yachts are clear of the southbound L’ASTROLABE (ex Selfs Point) and Division 1 and Division 2 vessels forming up east of Sullivans Cove (see the Attachment). Eastern (yachts) and Northern (motor yachts) Divisions should be assembled by 1020. Division 1 and Division 2 should be formed up by 1040. ML EGERIA is to sail from Sullivans Cove as required to be in position to take the Gun Salute. Phase 3 – Gun Salute At 1100 the 19 Gun Salute for His Excellency, The Honourable Peter Underwood AC, Governor of Tasmania will commence with a 10 second interval between each shot. ML EGERIA should be stopped in the water in good position for the Governor to acknowledge the Gun Salute. Once the salute is completed, the ML EGERIA should take up position as shown at the Attachment in preparation for the sail past. ML EGERIA should hold position, by anchoring if necessary, pointing north-west with the Governor stationed on a well elevated position at the bow. Phase 4 – Sail Past Vessels are to maintain relative station with the vessel ahead and on approach to the ML EGERIA observe the ceremonial detailed. Vessels are to remain in formation until past Battery Point to sustain the spectacle for shore side viewers and the berthed Cruise Ships – SPIRIT OF ENDERBY, CELEBRITY CENTURY, ACADEMIC SHOKALSKIY, and ORION. Page 3 of 17 Phase 5 – Post Event Passage It is anticipated that AURORA AUSTRALIS, L’ASTROLABE, and STS YOUNG ENDEAVOUR will detach from the formation once abeam Battery Point and continue passage to their next port. Once abeam Battery Point all vessels are requested to proceed independently to lay-up at Mary Ann Bay, Opossum Bay or Richardson’s Bay. Coordination Will be conducted from the Hobart Port Control Tower. Communications A detailed communication plan is at Annex A. PLEASURE CRAFT NOT REGISTERED FOR THE SAIL PAST Pleasure craft not registered in the event are invited to take up a position to view the sail past before 1030 in Ross Bay west of line joining the Floating Bridge Buttress on the western shore, north of the Tasman Bridge and the Cenotaph Obelisk. Pleasure craft should note that ships navigating to maintain formation will require an unobstructed approach to the ML EGERIA, hence the requirement to be established west of the line – early. Pleasure craft taking up position in this area must remain in this area until after the Governor’s launch EGERIA departs station and berths at the Huon Quays. CEREMONIAL Conduct This is a gala event to celebrate the significance of Douglas Mawson’s adventure in the Antarctic. All participants are requested to conduct themselves in a manner that reflects due reverence to such an occasion. When passing, all crews are requested to provide an enthusiastic ‘HURRAH’ for His Excellency the Governor. Flags Event burgees will be distributed to all registered craft before the event and must be displayed to identify registered vessels. Ships and yachts should be fully dressed with all available bunting close-up. STS YOUNG ENDEAVOUR will conduct RAN ceremonial procedures. Vessels should be prepared to dip the Ensign/Club Pennants on approach to the Governor’s Launch, hoisting same once His Excellency, The Governor, has acknowledged the gesture. A salute is made by dipping the ensign to a position two-thirds the way down the halyard from the closeup position. The vessel saluted responds by dipping her ensign then rehoisting it. The saluting yacht then re-hoists her ensign. It is also customary for a Flag Officer to be saluted by a yacht flying the burgee of that club. Sound Signals When passing, all vessels are encouraged to use their vessel whistles in a manner that cannot be mistaken as a signal used for navigating when in sight of one another. Dress of the Day For this gala event, participants are encouraged to dress with splendour, colour and, where possible, bands playing. Period costume dress is most encouraged as is the wearing of as much colour as the participant’s wardrobe permits. The Governor of Tasmania will be invited to judge the most spectacular, gala effort in support of the festivities of the sail past. Page 4 of 17 SAFETY General All those taking part in this event do so at their own risk. Events management does not accept any responsibility for any accident, incident, injury, damage or personal loss (materiel or otherwise) to any vessel, participant, or third party before, during, or after the event. The safety of any vessel shall be the sole responsibility of the participant. Participation in the Mawson Centenary Flotilla implies consent to these conditions. Mechanical Failure Where a vessel experiences a mechanical defect, that vessel should manoeuvre (if possible) to clear the formation into safe water and once clear of immediate navigation danger, effect repairs keeping the Marine Coordinator informed. Power driven vessels should pay particular attention to the wake and funnel for an early indication of potential difficulty in the vessel ahead. Captains, Masters and Skippers Captains, Masters and Skippers are responsible for the safe navigation and conduct of their vessels. Yacht Skippers are requested to appoint a ‘lookout’ crew member. In addition to compliance with all the yacht rules and instructions, yacht skippers shall at all times use their discretion in preserving their own safety and that of their crew when afloat. All yachts should adhere to MaST Regulations which stipulate the carriage of the correct safety equipment and the requirement for a licenced operator on board. Please note that blood alcohol restrictions for coxswains are the same as for drivers on the road. Exclusion Zone The Tasmanian Police will police an exclusion zone of 50 metres from vessels in formation. Notice to Public MaST will promulgate a Notice about this event with additional advice promulgated in the Mercury. EMERGENCY/INCLEMENT WEATHER In the event that yachts encounter an emergency or difficulties where they are unable to cope with inclement weather conditions or other circumstances, they should be guided by detail at Annex C and anticipate further direction from the Commodores of their respective Clubs. Where inclement weather may impact on the event, the Marine Coordinator will discuss event proceedings with ships participating and Commodores of Clubs and advise all participants on VHF Ch 12. The inclement weather plan would include Divisions 1 and 2 sail past only enabling the ML EGERIA to reduce time on station, for the salute, to land VIPs. ADMINISTRATION Vessels that intend participating in the Mawson Centennial Sail Past must register with their parent club or squadron. Vessels that are not registered with any Hobart Yacht, Sailing or Boat Club may register for this event directly with the Antarctic Centennial Year at www.antarcticcentennial.tas.gov.au . Registrations must be completed by the close of business Thursday 24 November 2011. All registered participating craft will receive a Mawson Centenary Flotilla burgee and must display it at all times participating. The Hobart City Boat Ramp will be closed from 0500 – 1600 on Friday 2 December 2011. An alternative boat ramp will be available at the Huon Quays. Page 5 of 17 MEDIA There will be extensive media coverage of this event. All participating organisations will have access to this material. The Mercury will publish a special lift-out series leading up to the event which will include: Antarctic history, including Mawson’s expeditions Science in Antarctica, then and now Tasmania’s leading role in Antarctic support (employment, engineering, supply etc.) Antarctic Tasmania has also organised video and still photography to be taken from a helicopter. The images will be made available to all organisations involved upon request. Media watercraft should be under survey. ACKNOWLEDGEMENT This Guidance will be forwarded to participants at the Distribution List. Commodores of each Club are requested to fully brief Yacht and Motor Boat Crews on aspects of water safety/vessel separation and the contents given at this Guidance. YACHTS RESPONSIBILITIES Sailing Instructions Section 1- Rule 2 is always applicable. These yachts will be included on the handicap sheet posted on the notice board before each race. When these vessels are undertaking official duties they will display Code Flag ‘D’. Group B yachts may be racing but can be used by OICS as and when required and will be equipped appropriately. GROUP C Clubs may appoint Radio Relay Vessels (other than competing yachts) as OPBs to accompany yachts competing in long distance and offshore races OPB EQUIPMENT Required equipment will be specified and shall include a specially sectored area identification chart, (Refer Sailing Instructions – Summer Course Card in Section 2) appropriate radio equipment, green floats for attachment to yachts where it is necessary to rescue crews but temporarily abandon the yacht. Each OPB Skipper will be responsible to see all equipment is aboard and meets specifications prior to going to sea. All OPBs will report to OICS on VHF Channel 9 when leaving shore and will record any rescue activities in their log books. YACHT SEEKING ASSISTANCE A yacht seeking assistance may do so by: 1. 2. 3. 4. 5. 6. 7. 8. Use of radio – CALL on VHF CHANNEL 16. Displaying a standard distress sheet. By a crew member hand signaling by continually raising both arms above the head and lowering to the sides at five second intervals, or a flag or other object on a spar waved from side to side through an arc of 30 degrees either side of the vertical at five second intervals. Use of flares. Crew in water shall signal by one arm raised above the head for three seconds at five second intervals. When a yacht is in difficulty with its sails lowered, some highly visible article such as an orange or yellow garment should be hoisted on a halyard to aid to visibility to rescue crew. REPORTING SAFE RETURN Under some circumstances OICS may require all one design yachts to report their safe return to shore, in which case Committee vessels will fly the answering pennant over Int. Code Flag ‘Y’ and all yachts shall report to the race centre as a matter of urgency when reaching the shore. Failure to do so may result in disqualification. PERSONAL BUOYANCY When Committee vessels fly Int. Code Flag ‘Y’ alone or before or with the warning signal life jackets or other approved personal buoyancy shall be worn while racing by all competitors. Approved personal buoyancy shall be worn at all times by “off the beach yachts”. RESCUE PROCEDURE FOR OPB 1. YACHTS CAPSIZE a. OPB shall report identity and position of capsized yacht and may hoist Int. Code Flag ‘D’ while in attendance or towing. b. Shall when appropriate encourage the yachts to regain safe mobility. c. When yachts cannot regain safe mobility the OPB may commence to tow. Page 11 of 17 d. e. 2. a. When it is necessary to take the yacht crew aboard the OPB and temporarily abandon the yacht a green float shall be attached to the yacht. Make reports to OICS as situation changes. OPB Discretion OPBs shall use their own discretion as to necessary action in rescue operations except when OICS issue specific overriding instructions. LIFE THREATENING SITUATION In the event of a life-threatening situation occurring, the OICS will instruct a patrol boat to drop an anchor at the last known spot where the incident occurred. The OICS shall immediately dial 000 and request to speak to Tasmanian Police Marine Division. After contacting the police, the OICS shall notify the Hobart Port Control of the incident. The patrol boat shall remain on station until instructed to move by the police. The OICS shall keep a log of all calls made by phone or radio during the period of the life threatening situation. Ships are to line up south of STS YOUNG ENDEAVOUR (stopped in the water) at 50 m intervals between STSs/small craft and 150 m between Motor Vessels in order: Division 1 1. STS YOUNG ENDEAVOUR 2. STS LADY NELSON 3. STS WINDEWARD BOUND 4. WESTWARD Division 2 5. AURORA AUSTRALIS 6. GODLEY 7. L’ASTROLABE 8. STORM COVE 9. VANDIEMAN 10. CARTELA L’ASTROLABE is requested to depart Selfs Point Oil Wharf as required to be in formation by 1030. PASSAGE NORTH When the Marine Coordinator calls for Division 1 and 2 to proceed on VHF Ch 12, STS YOUNG ENDEAVOUR will lead the formation north at five knots with ships following in her wake. During this northerly passage ships are to close the gap to 35 m intervals, or as close as each Master feels comfortable, on the vessel being followed. The intention is for AURORA AUSTRLIAS and L’ASTROLABE to maintain a distance of 100 metres between these larger vessels with a highly manoeuvrable tug (GODLEY) stationed between them and another (STORM COVE) following astern of L’ASTROLABE, then VANDIEMAN and CARTELA - as close as Master’s feel comfortable. This closing phase is one of the more challenging aspects of the sail past as each Master adjusts distance between vessels depending on particular comfort levels. APPROACH TO THE WEST Division 2 As the AURORA AUSTRALIS is the deepest draft vessel (8.3m), she will become the guide of the Formation and commence the turn running 250 (Montague F. Bu leading lead light astern); ships astern (GODLEY/L’ASTROLABE/STORM COVE/VANDIEMAN/CARTELA) should follow in her wake. Division 1 STS YOUNG ENDEAVOUR is to turn simultaneously with AURORA AUSTRALIS and shape a westerly course running on the Government House Flag Staff; this to open the separation between Divisions, speed approximately four knots. Ships astern (LADY NELSON/WINDEWARD BOUND/WESTWARD) should follow in her wake. Anticipate that Division 2 will reduce speed to facilitate manoeuvring using bow thrusters; approximately 3 – 4 knots. Page 13 of 17 Eastern Division Without further instruction, the Eastern Division is to form a line with the lead vessel (TBC) to follow close behind, and in the wake of, WESTWARD. Yachts are to use main propulsion and be under as much sail as conditions permit such that the splendour and colour of the occasion does not overwrite prudent manoeuvring requirements while in close quarters. Ships in Division 2 should follow in her wake. AURORA AUSTRALIS should make a position (transit Cenotaph and Southern Huon Quays Jetty/RHE Macquarie wharfs 4/5/6) at 1115. Division 1 STS YOUNG ENDEAVOUR should round the mark then run the transit (south Huon Quays jetty in transit with the Hobart Tower (34)) and judge the distance to CARTELA in Division 2 such that there is a 35 metre separation between Divisions. Division 1 vessels should follow in STS YOUNG ENDEAVOUR’s wake as she follows in the wake of CARTELA. The line reformed, ships should prepare to pass one cable north-east of Macquarie Point on a course of 135. Eastern Division Follow in the wake of the WESTWARD past the ML EGERIA.
