Prospective bidders should possess a valid PCAB License applicable to the contract, have completed a similar contract
with a value of at least 50% of the ABC, and have key personnel and equipment (listed in the Eligibility Forms) available
for the prosecution of the contract. The BAC will use non-discretionary pass/fail criteria in the Eligibility Check/Screening
as well as the Preliminary Examination of Bids.
All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference,
Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184
and Its Implementing Rules and Regulation (IRR) as amended.

Note:
1. All envelopes shall be properly labeled and provided with Ear tags/Index tabs for every document submitted in
the Bid documents.
(Non-compliance means outright disqualification of prospective bidders.)
2. All other requirements shall be referred to the Instruction to bidders in the bidding
documents.(e.g.: proper sealing, labeling, marking of bid envelopes, date and submission of bid, etc.)
3. Representative in the submission of bid envelope, eligibility and other documents shall always present a
written authority(SPA) from the licensee/proprietor.
4. All documents submitted shall be in the Standard/prescribed forms. (Non-compliance means outright
disqualification of prospective bidders.)
5. Only contractors with license are eligible/qualified to participate in the bidding.
The BAC will issue to prospective bidders Eligibility & Bidding Documents at Provincial Engineers Office, Wangal, La
Trinidad, Benguet during office hours(8:00AM – 12:00, 1:00PM- 5:00PM) upon payment of a non-refundable
amount(standard rate) at the Provincial Treasury Office (PTO) Cashier as follows:

Prospective bidders shall submit the Eligibility & Bidding Requirements to the BAC at the Provincial Engineers Office,
Wangal, La Trinidad, Benguet at the specified date and time. They may also obtain the results of the Eligibility & Bidding
Result at the same address.
The Province of Benguet assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses
incurred in the preparation of their bids.
The procuring entity reserves the right to reject any or all bids, declare failure of bidding and not to award the contract in
accordance with section 41 of RA 9184.
