EXHIBIT A
SCOPE OF WORK
1.
General Scope
Contractor to provide all parts, labor, tools, equipment and transportation necessary to
service, repair, test and maintain all sprinkler systems, standpipe systems, fire
hydrants and distribution valves to meet the requirements of the California Code of
Regulations, National Fire Protection Association (NFPA-13 and 25) for Sonoma
Developmental Center (SDC).

Systems
Contractor shall provide maintenance and service:

Reference Documents and Standards
All proposed equipment, materials, and workmanship shall strictly conform to the
following standard in the California Administrative Code Title 19 (latest edition unless
otherwise specified) and National Fire Protection Association (NFPA) Standard 13/25
of which the more restrictive code or standard shall apply.
5.
Test/Notification Service Report
The technician will notify the Fire Chief before conducting an inspection or performing
maintenance on these systems. There shall be a report for all tests, service and/or
maintenance performed on equipment and/or systems, which shall be given to the Fire
Chief with explanation on all work performed.

6.
System Evaluation
Each system (Sprinkler System, Standpipe System, Fire/Wharf Hydrants and
Distribution Valves) shall be evaluated by the contractor in the first quarter, including
all discrepancies found, need for repairs, and the estimated time for repair.
7.
Automatic Fire Sprinkler System Inspection
Contractor agrees to provide a quarterly maintenance inspection in accordance with
Title 19 Chapter 5 and include the following items:
a. Operation and examination of all post indicators, underground gate and O.S. & Y.
valves, all stems on all valves will be greased, all gauges will be calibrated for
accuracy and replaced as needed, conduct main drain test, and record static and
residual pressures.
b. Test all system flow switches and audible flow alarms using inspector test valve,
verify audible alarm within 90 seconds of flow, test all control valve supervisory
devices for response and annunciation (where applicable) to communications
office, and back flush and replace fire department connection as required.
c. All missing signs pertaining to sprinkler systems shall be replaced by the
Contractor. The total count needed will be the responsibility of the Contractor.
d. Maintenance schedule for the Sprinkler System will be in accordance with all codes
and standards (See NFPA 13/25).
8.
Standpipe Class II System Inspection
a. Conduct full maintenance inspection. Conduct flow test, record flow and residual
pressure; maintain required flow from street main for 30 seconds.
b. Verify flow and residual pressure. Meet minimum requirements established in the
Uniform Fire Code, Appendix G, and 2007 Edition. Assure valve is fully operable
with water pressure present and pressure reducing devices in place where
required. Install/replace fire hose. All gaskets will be replaced on 1-½" single jacket
fire hose and fire nozzles.
9.
Standpipe System Maintenance Schedule
Contractor agrees to provide semi-annual maintenance schedule for Stand Pipes.
Schedule will be in accordance with all codes and standards. The contractor shall flush
all wet standpipes, test all valves and nozzles for proper operation and replace any
non-functioning device/part(s).

10.
Hydrant Maintenance Schedule
Contractor agrees to provide annual maintenance schedule for Fire Hydrants.
Schedule will be in accordance with all codes and standards. The contractor shall
service the hydrants annually by exercising, lube all stems, replace packing, painting
top of hydrants with appropriate color after doing test flow on hydrants, and repair
threads on hydrants as needed.
11.
Water System Isolation Valves
a. Annual maintenance schedules for exercising valves will be developed by the
contractor and approved by the Fire Chief or Designee with each valve being
exercised annually.
b. A report with valve identification including the number of opening/closing turns will
be completed and presented to the Project Representative.
c. Water Distribution System Isolation Valves have a blue cover with twenty-six (26)
1-½” round brass tags corresponding to numbered of valve located on our site map
(Exhibit F).
d. There are four (4) Fire System Isolations Valves, which have a red cover with
corresponding tags numbered 101-104 as identified on the site map (Exhibit F).
12.
Back Flow Prevention
Contractor shall maintain and test back flow prevention devices as per Title 19, NFPA
13 and NFPA 25.
13.
Response
a. Contractor agrees to respond to emergency calls beyond normal working hours
seven days a week within two hours of notification by the Project Representative or
Designee.
b. Contractor agrees emergency call hourly rate begins when Contractor notifies our
Communication Department of their arrival on site.
c. Contractor shall provide a 24-hour telephone number and be available for service
24 hours a day, 7 days a week, including holidays.
d. Contractor will apprise Project Representative or Designee of any necessary
repairs that cannot be completed within four (4) hours of the initial notification.

14.
Facility Orientation
Contractor agrees to attend, prior to the commencement of the contract, facility
orientation at no additional cost. Orientation shall consist of an overview of SDC’s
policies and procedures as they relate to the people who reside here. Orientation shall
not exceed four (4) hours. Those employees of the contractor that will be onsite at any
point in time during the contract period will be required to attend.

Contract Extensions
The contract term for this agreement is March 1, 2012, through June 30, 2013. The
State reserves the option to add up to two (2) one-year extensions for this contract at
prices equal to or lower than the original contract prices, as mutually agreed upon
between Contractor and SDC.
