Module one is an introduction to the program and should be completed first by participants while the remaining seven modules can be taken in any order. An overview of each module is as follows: * Indicates one of the Fourteen Components of an EMS System Module 1 - An Introduction to EMS Management (8 hours) This eight hour module is designed to increase the awareness of the issues involved in the management of EMS organizations. It includes an introduction to the program and each of the modules and the EMS system. A significant portion of the module (4 hours) will be devoted to Leadership & Management. The module includes the following topics: An introduction to the program, including an overview of the other seven modules. The EMS System Integration of Health Systems* Legislation & Regulation* Leadership & Management Module 2 - Human Resources* (8 hours) One of the most common concerns related to EMS management is personnel management, especially the recruitment and retention of personnel. This eight hour module focuses on all aspects of human resources. Recruitment & Retention Personnel policies and procedures Compensation/benefits Job descriptions Development of personnel Management of personnel Module 3 - System Finance* (8 hours) This module will focus on all of the aspects of the financial management of an EMS organization. This module is eight hours. Budgeting Financial Management Financial Reporting Systems Billing/Accounts Receivable Medicare, Medicaid and Third Party Reimbursement Subsidies Grants & Contracts Fundraising Module 4 - Clinical Issues* (2 hours) It is assumed that most managers of EMS organizations are either currently field providers or have clinical field experience. This module focuses on the components of the EMS system related to clinical care. This module is scheduled for two hours. Medical Direction* Evaluation* o Quality Assurance/Improvement o Data Collection Research* Module 5 - Communication* and Information Systems* (2 hours) This module includes all aspects of communication systems and information systems. It includes public access (911). The module is scheduled for two hours. Access* Dispatch Communication Methods & Technology Patient Information Systems Module 6 - Educational Systems* (2 hours) This module focuses on the education and training of emergency service personnel. It includes all aspects of training, including clinical and operational training. This module will be two hours in length. Initial training & education Continuing medical education Operational training Administrative and other training Module 7 - Public Information, Education & Relations* (4 hours) This module will focus on relations with the community and non-emergency service organizations. It may include an established program for public information officers (PIER). The module will be fours hours. Prevention Marketing Media Relations Intergovernmental Relations Module 8 - Nuts & Bolts (4 hours) This module includes a number of topics that have been identified as important yet not addressed specifically in the Fourteen Components of an EMS System. Four hours have been allocated to this module and include: Purchasing and Inventory Control Vehicle acquisition and maintenance Physical plant Scheduling Benchmarking This course will provide the EMS Manager with an awareness of administrative and management topics and tools. Through work done at the federal (EMS Agenda for the Future) and regional (NECEMS) levels participants will have opportunities to reflect on these topics so as to improve their respective organizations.
