Grant Program Project Manager Functions under the guidance and direction of the Grant Program Administrator, Department of Emergency Management. Requires an in-depth, working knowledge of federal grants rules, regulations, programs and publications as well as City Fiscal rules, policies and procedures. Requires a familiarity with first responder issues and a close working relationship with police, fire, emergency medical, public works, and security personnel. Description of Duties and Responsibilities %age ot Time Conduct needs assessment of project affected city agencies for areas of identified gaps that are to be improved capabilities in responding to community emergencies, from which grant, private non governmental grant funds, and awards shall leverage city funds in meeting identified needs. 10 Perform comprehensive research on grant program and grant funded project based on timely grant requirement submittals as related to prior identified gaps for city agency(ies). 10 Make project management recommendations as to managing grant funded projects among participating city agencies as to agencies’ resource requirements of staff, time, equipment, training, and other resources as identified, including contracted consultant services as needed within the grant performance period. 10 Develop budgeted costs for grant funded project(s) for which City & County of Honolulu procurement and vendor payments will be implemented in a timely manner for the Department of Emergency Management. 15% Develop short term and long range goals and objectives, including timeframes, costs, project plans and milestones, and measures of effectiveness for achieving and accomplishing a successful project(s). 5 Specific Duties and Responsibilities Facilitate needs of the Homeland Security Grant Program Honolulu Urban Area Working Group (HUAWG) by coordinating regular meetings and meeting fiscal requirements of grant project participants and making periodic reports to HUAWG on project’s milestones and challenges. 15 Track and monitor Homeland Security Grants expenditures and ensure that encumbrance timelines as required by state and city administrative agencies are met. 10 Coordinate purchase orders, procurement procedures, invoicing processes and other fiscal requirements to expedite grant related expenditures and reimbursements, as needed. 10 Prepare grant narrative and fiscal reports as required and requested to State Civil Defense and Department of Homeland Security, in the Department of Emergency Management’s role as the project manager point of contact for the City & County of Honolulu. 15 D:\533566051.doc 3/8/2016 DEM Grant Project Manager Develop, monitor, and maintain reliable vendor relationships for grant related purchases.
