AB welcomed members to the meeting and stressed the purpose of the group was to act as a high level
strategic group, to drive performance forward and to update Surrey Criminal Justice Partnership (SCJP) on
progress and initiatives in relation to the Key Priority – Reduce Offending and Re-Offending.
AB explained the SCJP was chaired by DCC Nick Ephgrave with Jaswant Narwal from CPS as Vice Chair.
Within the SCJP Delivery Plan five key priorities had been identified one of which was “Reduce Offending
and Re-Offending”. Within the Reduce Offending and Re-Offending key priority were 3 key deliverables.

• Secure commitment to sustain our approach to reduce offending and re-offending
Key Deliverable: 1.2
• Implement performance management framework (e.g. IDIOM) to firm up KPIs
Key Deliverable: 1.3
• Develop a ‘Through the Gate’ partnership approach across probation services via a target operating model.
AB confirmed she and DP had agreed to co-chaired the meetings going forward.
2.
Terms of Reference
The Terms of Reference were reviewed and the group agreed the 3 key deliverables under the Reduce
Offending and Re-Offending should be added to the TOR.
The group agreed to take away and review further the TOR and also obtain feedback from colleagues within
other departments and organisations such as Housing, Adult Social Care and Children Services.
Action: All to review TOR and forward any feedback/comments to LP via scjb@sussex.pnn.police.uk
GF suggested the “aim” of the group should also be included within the TOR
The group agreed the membership should be kept to a minimum and at high level.
3.
Draft IOM Strategic Guide
The group reviewed the Draft IOM Strategic Guide and also agreed to take way the document for further
review and forward any feedback/comments to LP via scjb@sussex.pnn.police.uk

Update on IOM
DP gave a brief overview of KSS CRC and explained ownership transferred from the Ministry of Justice to
the privately-owned Seetec Group on 1 February 2015, as part of the government’s probation reforms across
England and Wales designed to reduce reoffending and create safer communities for all.
DP reported IOM had not been identified within SEETEC operating model as there had been no obligation
from NOMs as part of the contract for KSS CRC to provide an IOM scheme. However KSS CRC Chief
Executive Nigel Bennett sees the merits of an IOM scheme and has agreed to adopt an IOM approach
across Kent, Surrey and Sussex which has consistency in practice.
DP reported IOM is about working with people who consistently re-offend and who are in and out of the
Criminal Justice System.
DP reported a cohort and scheme in Surrey had been identified using the existing Sussex Matrix but will be
tweaked to cater for the local needs in Surrey.
DP reported a Senior Probation Officer in Surrey will work with the CRC to lead on the scheme.
GL reported NPS would need involvement and consultation regarding risks and content within the Matrix.
DP reported that the SPO (Hans Wieman) had informed her that he had liaised with NPS in Surrey regarding
the matrix, which has been adopted as IOM focus on a wider cohort. DP assured NPS will be involved in
agreeing the Surrey IOM Operational Guidance.
Action: DP to ensure NPS are invited on to the Surrey IOM Working Group
AB confirmed an Operational Guide has yet to be produced but local input will be included.
5.
Performance Product
DP reported performance can be an issue in terms of the 18 month time lag in data being available.
DP issued the group with a performance document created by Kent Police produced from their IDIOM
application system.
The group reviewed the document and agreed it was a useful but it was felt the document was too large to
be really meaningful.
AB confirmed Surrey Police do not currently use IDIOM so therefore the data would not be available for
Surrey at this stage.
The group had a lengthy discussion regarding performance and agreed the following:
Actions: NPS to carry out an Adult and Youth Criminogentic needs analysis across genders.
Action: MB to supply a copy of the performance product issued to the Youth Offending Board to this
group for review and also send a copy to KSS CRC performance analysts.
AB to review arrest data.
AB reporting there was a new initiative in Surrey called Transforming Women’s Justice and suggested the
cohort could be split between men and women.
Action: Luke Burton to carry out a needs analysis on the Women’s cohort in respect of Transforming
Women’s Justice.
DP reported the CRC are moving on to a new IT system in February 2016 so further performance data may
become available in due course.
GL reported unlike the CRC system the NPS system does not flag IOM cases, they still remain flagged as
PPO’s.
Action: DP to provide ROR data (18th month time lag) with analysis of the IOM cohort split across
men and women.
6.
Priority Young Persons
MB reported Priority Young Persons (PYP’s) are not identified in the matrix or those young people on the
edge. There are approximately 11 -12 PYP’s across Surrey.
Some PYP’s are coming through the system quickly and some have not been known before. There needs to
be an understanding of what their issues are i.e. drug related and an understanding of what is making their
behavior change.
MB reported he can report of PYP data and re-offending but the group should be mindful that the PYP could
potentially become a PYO (Persistent Young Offender) when they reach 18 years old.

AOB
AB suggested Wendy Bayley from HMP Bronzfield should be invited to attend future meetings.
Action: LP to invite Wendy Bayley to future meetings.
MB reported the group should be mindful of what offending may look like going forward i.e. cyber crime
which is on the increase.
GF reflected he had attended many meetings in the past and suggested the group should refresh, refocus
and go again.
