A male, age around 25/30 year, height 5’6”, wheatish complexion, medium built, long face, wearing black pant and chackdar shirt and turban, found on 26-62008. 2. A male, age 30/35 year, height 5’6”, wheatish complexion, round face, normal built, wearing white shirt, blue jeans, found on 25-6—2008. 3. Ved Prakash under the supervision of Sh L.N Rao ACP has busted a gang of Cheats. The gang has duped several of innocent peoples of UP, Uttaranchal, Rajasthan, Haryana on the pretext of providing loans from their fake financial companies. One computer with printer, scanner having data base of large quantity of forged Election Identity cards, forged salary certificates, forged university degrees, fake and forged cheques, PAN Cards etc. have been recovered from their possession. On 26.06.08, Shri Sushil Kumar r/o Aligarh UP complained that he saw an advertisement in a leading newspaper of Aligarh on 27.04.08 regarding a company M/s Capital Enterprises, which is providing loans. On 29.04.08, he called the mobile number given in the newspaper which was attended by one Jai Prakash. who asked him to bring original papers of his valuables, property, land and meet him in Ganesh Nagar, Tilak Nagar, New Delhi after contacting him on his mobile phone. After two/three days when Sushil came to Delhi at Tilak Nagar, he handed over the original deed of agricultural land and photocopy of his Ration card to Jai Prakash, who promised him to arrange a loan of Rs. 3 Lakhs within 8/10 days on a commission of 5%, which was to be paid at the time of delivery of cheque of the loan amount. He returned back to his village and also told Hem Pratap, his neighbour about this, Hem Pratap also showed interest in taking the loan. Then he alongwith Hem Pratap came to Delhi and handed over the documents of Hem Pratap to Jai Prakash. On 27.05.08, both came to Delhi and contacted Jai Prakash on his mobile, They were asked to come at Kohat Enclave, Pitampura, Delhi at 2 PM. At Kohat Enclave, two persons Jai Prakash and Rajiv Khurana came on the motorcycle and asked them to wait and called their boss, who came in blue colour Maruti Zen car and introduced himself as Rakesh and took Rs. 15,000/- from Sushil and Rs. 10,000/- from Hem Pratap and gave them cheques of Rs. 3 lakhs and Rs. 2 lakhs of Allahabad Bank, M.I. Road, Jaipur respectively. Both the cheques when deposited in the accounts, were found to be Fake. Both the persons were duped by the well organized gang of cheats. A case of cheating was registered in PS Special Cell, Lodhi Colony, New Delhi. Inspr. Ved Prakash and his team were deputed to apprehend the culprits. Police team posed as customers and contaced Jai Prakash who asked them to come under the flyover of Punjabi Bagh. Police team reached at Punjabi Bagh and laid a trap. At about 2.45 PM two persons came on the motorcycle and asked them to handover the documents required for loan. In the meantime, Jai Praksh and associate got suspicious of police presence and tried to flee on their motorcycle but fell from the motorcycle. They were apprehended by police. They were identified as as Neeraj Jha @ Rajiv Khurana ( aged 23 years ) R/o Uttam Nagar, Delhi and Ashok Tiwari ( aged 25 years ) R/o Uttam Nagar, Delhi. Their houses were raided and One Computer, One high Quality Printer/Scanner, CDs containing forged documents, Fake Cheque Books, Large number of printed forged documents and One Motorcycle was seized. During their interrogation they revealed that Kapil Sachdeva @ Rakesh @ Guru Ji is the kingpin of the gang. His modus operandi is that he has made fake companies in the name and style of M/s Krishna Enterprises, M/s Capital Enterprises, M/s Kohinoor Enterprises, M/s Jindal Leasing Pvt. Ltd., M/s Ujjawal Associates, M/s Mittal & Mittal Pvt. Ltd. etc., and lures innocent peoples for bank loan by publishing an advertisement in leading newspapers in the small towns of UP, Rajasthan, Uttrakhad and Haryana and gives addresses of a fake loan company in Delhi and invited the customers to contact on mobile numbers in Delhi. When customers contacted them , he directed them to send Rs. 500/- as file charges alongwith photocopy of documents of land, property or marksheet etc. and asks them to come after 8/10 days to collect the loan cheques. He asked customers to bring 5% of loan amount in cash as his commission. After taking 5% of loan amount in cash, the gang delivered the fake cheques of Allahabad bank, Jaipur. The innocent and gullible people came to know about fraud only when cheques bounced or returned as fake. In the meantime they used to change their mobile numbers as well as the name of company. COMMISSIONER OF POLICE SPECIAL CELL DELHI SPECIAL CELL DATED 30.6.2008 A team of officers of Special Cell led by Insp. Lalit Mohan Negi under the supervision of Shri Sanjeev Kumar Yadav, ACP has apprehended notorious and desperate gangster Virender Kumar Jha @ Vinay Kumar @ Fannu Jha involved in over 10 cases of murder, attempt to murder, extortion, and Arms Act of Bihar. A Reward of Rs 25, 000/- has been declared by Bihar police for his apprehension. He is wanted by Bihar Police in a sensational case of murder of Akhilesh Rai. An information was received in the Special Cell that a Bihar based gangster is visiting Delhi for managing Railway tenders. Human and technical surveillance was mounted to develop this information. On 29.6.2008 specific information was received that the gangster would be visiting New Delhi Railway Station, Ajmeri gate side. A trap was laid and at about 3 PM Virender Kumar Jha @ Vinay Kumar @ Fannu Jha was spotted and apprehended. He has been arrested under section 41(1) CrPC. Virender Kumar Jha @ Vinay Kumar @ Fannu Jha was subjected to intensive interrogation. He disclosed he began his criminal career in the year 1990 when his elder brother Dhirendra Kumar Jha, District president of Janta Party, was killed by the gang member of Suresh Sahni, Ram Sevak Sahni @ Guruji & Upendra Rai. Virender Kumar Jha planned avenge of his brother’s murder and hence joined hands with Umesh Sharma r/o Samastipur, Ramji Pandey, Arjun Singh, Pappu Chaudhry and formed Fannu Jha gang. In 2001 his brother Shivender Kumar Jha @ Tunnu Jha contested election of Gram Panchayat Mukhia. In the said election his rival candidate was Ram Ashish Rai one of the associates of Upender Rai. On the day of election cross firing took between the both sides in which one person namely Janak Rajat was killed. Both the brothers and their associates were arrested in the said case. 3. On 29.6.08, a secret information regarding supply of illicit liquor in North West District from Chandigarh by one Tempo No. HR-38-S-2133 was received to Special Staff/NWD. EAST DISTRICT 30.6.08 Killer arrested INCIDENT On 29.06.08, late in the evening information was received at police station Mandawali about shooting of a person near H.No. 364, Gali No.3 Railway colony Mandawali. The local police reached at the spot and found Sanjeev @ Koki s/o Jagdish r/o H.No. 364, G.No.3 Railway Colony Mandawali Delhi age around 27 years injured with gun shot. He was taken to hospital where he was declared brought dead. INVESTIGATION A case vide FIR No. 254/08 u/s 302 IPC P.S.Mandawali was registered. During investigation, it was revealed that the deceased and his friend Raja Ram @ Chhota Raja were drinking liquor since evening at the room of Raja Ram. It was also revealed that Chhota Raja shot the deceased in his head following an altercation over some issue. Team was constituted under the overall supervision of Dr. Rajneesh Garg, ACP/Preet Vihar consisting of Inspr. Rajiv Rattan SHO/P.S. Mandawali, Inspr. Keshav Kumar, SI Praveen Kumar, SI Pawan Kumar and other staff. The team raided possible hideouts of the accused. In the early morning hours Ct. Pawan Tyagi and Ct. Desh Pal noticed a person loitering near Railway Track Mandawali. The person was nabbed and interrogated. He was identified as accused Raja Ram @ Chota Raja s/o Late Dhanna Ram r/o Gali No.3 Railway Colony Mandawali aged around 24 years. The weapon of offence i.e. a country made Katta and one spent cartridge was recovered from his possession. INTERROGATION During interrogation, the accused revealed that the deceased was acquainted with his criminal background. Out of fear he used to fulfill his petty demands which were often liquor. On 29.06.08, he asked the deceased to bring liquor for him who obliged. Both of them drank liquor together. The accused asked the deceased to get some more liquor but the deceased expressed his inability to do so. Raja did not like his refusal and in a fit of anger the accused shot the deceased and ran away. PROFILE The accused is early school dropout and fell in bad company at very young age. His father died early. He is previously involved in cases of robbery, snatching and murder. His other involvements are being ascertained. COMMISSIONER OF POLICE EAST DISTRICT, CENTRAL DISTT. 30-6-2008 A NOTORIOUS GANG OF PICK POCKETERS & MOBILES THIEVES BUSTED The Incident :- In the jurisdiction of Sub Division Pahar Ganj comprising P.S. Pahar Ganj , Nabi Karim and D.B.G ROAD , an intelligence input was received that an organized gang of mobiles phone thieves and pick pockets was operating in Blue Line / DTC Buses. These thieves had recently started operating in this area and had committed crimes in several other police stations earlier. The Teams:- On basis of this information, a team was constituted under the supervision of ACP PaharGanj Sh. Veenu Bansal, IPS comprising Inspr. Sanjeev Kumar /SHO.DBG Road , Inspr Ram Avtar Yadav, Inspr Sanjay Singh, SI Maninder Singh, SI Pawan Dixit , HC Arvind Kumar, Ct Suresh Kumar, Ct. Raj Surender, Ct. Rohtash to nab the gang of mobile thieves, who target innocent passengers in Blue Line / DTC Buses The Investigation:- After hard and sincere efforts, clues and intelligence inputs were collected by this police team about the gangs who operate in the buses. Teams were deployed in different locations and at vulnerable points to apprehend criminals. Finally after a sustained drive and efforts of 10 days, accused – Parvez Alam , Sabir Ali @ Gabbar, Amzad , Arif, Mehfoos, Rehber, Amzad, Imran , Nausad, Rehan and Sahil Chaudhary @ Raju @ Dattu were arrested. During the course of investigation, it was revealed that these criminals operate in two groups headed by Mohd. Parvez Alam and by Mohd. Rehan in tha area of Central Distt., North Distt. and in the trans Yamuna area. Modus Operandi:- The Gang members generally operate in the crowded buses and the gang leader who generally carries out the pickpocketing of the mobile/ cash is called ‘Machine’ and is generally the leader of this company. (This group of pickpockets is called the ‘Company’ in their local parlance). The members of the company encircle or “Thek” the innocent passenger / victim immobilizing him in the running bus. At this point the leader or ‘machine’ comes in and very quietly picks out cash and mobile of the trapped victim. The Company normally picks 8 to 10 mobiles apart from cash everyday. The booty is later on distributed amongst the members. Half of the proceeds of the booty is taken by the “Machine” or leader whereas the other half is divided equally amongst the other gang members. The stolen mobile phones were then sold by the gang leaders to Sabir Ali @ Gabbar R/o 994/95 Old Seema Puri Delhi and Khalid R/o Chuna Bhatti Delhi Gate GaziaBad U.P who further sell these mobiles to the members of public contact. Raids are being conducted to arrest Khalid and other members of the gang. The Company is so well organized that the members are treated as PAID employees. Ganga Ghat, District Unnav (U.P.), North District police has solved a blind murder case of Shanti Devi, aged 40 years w/o Uma Shanker r/o Shishodia Market, Shanti Devi Ka Makan, Jharoda Majra, Timapur, Delhi, which took place on 27-06-2008 in the area of P.S. Timarpur, Delhi. The blood stained clothes and key of the lock of the house etc. have been recovered from the possession of the accused. TEAM AND THE INCIDENT A team consisting of Inspr. Rampal Singh, SHO/Timarpur, Inspr. Ram Avtar Meena, Inspr. (Investigation), HC Raj Kumar and Const. Chiranji Lal was constituted under the close supervision of Mrs. Bimlesh Yadav, ACP/Civil Lines, North District. On 27-06-2008, at about 09:35 p.m., a PCR call was received that a murder took place at Shishodia Market, Jharoda Majra, Timapur, Delhi. Immediately, police team rushed to the spot and found that a dead body of a female aged about 40 years stout built body, whitish complexion was lying in the house of Shanti Ka Makan, Jharoda Majra, Timarpur, Delhi. On this, a case of murder was registered at P.S. Timarpur, Delhi. INVESTIGATION During investigation, it was learnt that the deceased was last seen with Bablu (Brother-in-law) at the house of the deceased and he had disappeared since then. On a secret information, he was apprehended and interrogated to ascertain his involvement in this crime. Initially, he did not confess of having committed this murder. But on sustained interrogation, he broke down and confessed to have committed this murder. The accused person disclosed that on 27-06-2008, he went to the house of the deceased at about 5:30 p.m., where he consumed the liquor. After that he had sex with the deceased without her consent. The deceased said that she would disclose this to his brother (husband of the deceased). On this, the accused got enraged hit her fatally on the face and neck with a brick to death. After that, the accused locked the house and flee away with the key of the house. He kept the bloodstained clothes in the go down of a Tent House, Model Town, where he was working as a labourer. On 30-062008, at about 1:00 p.m., when he came at C-4, Model Town-III, Delhi, he was apprehended by the police team. The bloodstained clothes and key of the lock of the house were also recovered from his possession. On verification, it was revealed that accused Bablu had previously also been involved in a murder case of P.S. Ganga Ghat, District Unnav (U.P.). Further investigation / interrogation is in progress. No. 251, B-Block, JJ Colony, Bawana, Delhi, (2) Javed, aged 25 years s/o Mohd Yusuf r/o Village Chandanpur, Mohalla Sarai Rafi, District Bijnaur, UP and (3) Gajendra @ Bahadur, aged 20 years s/o Birendra r/o 1/3, Gol Chakkar, Mori Gate, Delhi, North District police has solved a case of extortion in which the accused persons had extorted Rs 20,000/-. Rs. 5,000/- cash and some documents have been recovered. TEAM AND THE INCIDENT A team consisting of Inspr. Arun Kumar, SHO/Kashmere Gate, SI Kishan Chand, Ct Pawan and Ct Narender was constituted under the close supervision of Sh. Sohanvir Singh, ACP/Sadar Bazar, North District. On 29-6-2008, one Sh. Gunnur Paswan r/o Village Nawahata, Samasti Pur, Bihar reported to the police of PS Kashmere Gate that he works as a domestic help at Brij Vihar, Ghaziabad and his son Sunil and 4/5 people from his native village work as a labourers in a brick furnace at Jhajhar, Haryana and on 23.06.08, they had received their salaries after which they had to push off to their native place. Since they had to board the train from New Delhi Railway Station on 23.06.08 in the afternoon, they reached ISBT Kashmere Gate by bus and were looking for a TSR to go to New Delhi Railway Station. In the meantime, one TSR driver came and offered to take them to New Delhi Railway Station and asked Rs. 60/- as the fare. All of them boarded the TSR. On the way, the TSR driver told them that in view of 15th August Celebrations, checking is going on in the area they should offer all their belongings for checking. He took them to a place near Mori Gate Gole Chakkar where three persons were present who asked them to get their belongings checked. During checking the trio took away Rs. 20,000/- cash and some documents from the son of the complainant by putting them in fear to get them arrested. The extortionists had also given Rs. 300/- each to all of them to buy their ticket for their journey to their native place. On this, a case of extortion was registered at P.S Kashmere Gate and investigations were launched. INVESTIGATION During the course of investigation, the records of the criminals with similar modus operandi were scrutinized. The details of the incident were passed on to the stake holders of the 'Eyes and Ears Scheme'. After a painstaking exercise, the team identified the accused above and apprehended them from M.V. Travels at Mori Gate Gole Chakkar who were arrested in this case. During sustained interrogation, the accused persons disclosed that they run their private business at M.V. Travels, Mori Gate. In order to earn quick money, they in collusion with TSR drivers and rickshaw pullers ferrying passengers between ISBT and New Delhi/Old Delhi Railway Stations target innocent passengers generally hailing from Bihar/U.P. who disembark at ISBT Kashmere Gate to go to New Delhi/Old Delhi Railway Stations for boarding train to their native places and are in possession of their hard earned money. Rs. 5000/- cash and some documents have been recovered from their possession. Further investigation / interrogation is in progress and efforts are being made to arrest the remaining accused. PROFILE 1. Nijam @ Kalwa s/o Shamsher Singh r/o H. No. 251, B-Block, JJ Colony, Bawana, Delhi is 19 years old. He is illiterate and is working as a servant in the shop of Gajender at M.V. Travels. His income is meager and in order to earn quick money, he joined Javed and Gajender in this crime. 2. Javed s/o Mohd Yusuf r/o Village Chandanpur, Mohalla Sarai Rafi, District Bijnaur, UP is 25 years old. He has studied upto class 8th and is in the job of cleaning the vehicles at Mori Gate. His income is meager and in order to earn quick money, he joined Nijam and gajender in this crime. 3. Gajendra @ Bahadurs/o Birendra r/o 1/3, Gol Chakkar, Mori Gate, Delhi is 20 years old. He has studied upto class 10th and is a native of Nepal. He came to India three and half years back and started travel business at M.V. Travels, Mori Gate. No. 5927, Gali No. 15, Singhara Chowk, Nabi Karim, Delhi and (2) Dal Chand @ Suraj, aged 21 years s/o Mahender r/o O-35, Nehru Kutiya, Malka Ganj, Delhi, North District police has solved eleven cases of snatching and one case of robbery committed in the area North and Central Districts of Delhi. Gold jewellery (booty)worth Rs. 1 lac, five motorcycles and deadly weapons used in the commission of crime have been recovered from their possession. TEAM AND THE INCIDENT A team consisting of Inspr. Amardeep Sehgal, IC/Special Staff/North, SI Sanjeev Verma, ASI Dharamvir, HC Brahmdev, HC Rajesh, HC Suresh Kumar, HC Pradeep Kumar, Ct. Manoj Kumar and Ct. Adesh Kumar was constituted under the close supervision of Sh. S.S. Malik, ACP/Operations, North District, Delhi. In view of the increasing incidents of snatching and robbery, the team above was constituted and several sources were deployed. On 28.06.08, information was received that one person involved in several cases of snatchings/robbery in the area shall pass through Qutub Road on a Pulsar motorcycle who may also be in possession of illegal weapons. On this information, a trap was immediately laid at Qutub Road, near the police booth. At about 2 pm, one person was seen coming from Singhara Chowk side on a pulsar motorcycle who was stopped at the instance of the informer. On his cursory search, one loaded country made pistol and a knife were recovered from his possession. He was identified as Dharmender @ Montu. On this, a case of Arms Act was registered at PS Sadar Bazar in this regard and the investigations were launched. INVESTIGATION & INTERROGATION During the course of investigation, the accused was subjected to sustained interrogation and he revealed that he has no means of livelihood. The only source of his income is crime. He further disclosed that Dal Chand is his accomplice and they target ladies in the market areas/open roads for committing the offence of snatching and they use motorcycle for this purpose. At his instance, Dal Chand was also arrested from the area of Subzi Mandi and four gold lockets, two gold chains (one complete and one half), one gold ring, one pair of ear rings were also recovered from their possession. Further, five motorcycles being used by the accused for commission of the crime were also recovered from their possession. Eleven cases of snatching and one case of robbery committed in the areas of North and Central Districts of Delhi have been solved. It was also revealed that they used to carry dealy weapons with them to thwart any resistance at the time of committing the crime. Further investigation / interrogation is in progress.
