DRAFT minutes of the SHINE collaboration board

Agenda

Establishing institutes’ representatives, proxies and quorum
NB: Decision was taken to remove Bari/Milano from the list, as agreed with these groups.
Future collaboration remains open. Twenty (20) institutes were present, represented or
connected out of 24 (a record showing great dedication of SHINE collaborators). Quorum
was reached. See Table 1 below.

Spokesperson report and matters arising from the collaboration meeting (Marek)
The official collaboration account for NA61-SHINE has been created: T299561. NA61
owes about 50 kCHF to the NA49 account. All common fund operations will be moved to
NA61 account.
The actual version of the MOU needs corrections and approval by the Collaboration
Board. It needs update of promises from Coll. Institutions. MOU should be
accepted/signed by CERN as well as by all representatives.
Action: DRAFT MOU to be distributed to the collaboration board. (Alain)
Once the MOU is agreed, we will be able to sign the transfer of detector ownership.
Marek emphasized that the collaboration is geographically dispersed which means that we
need very efficient communication between groups. Working groups will need to be
established. Software, and hardware meetings using EVO already take place every week.
A list of responsibilities taken was established at the end of the collaboration meeting.
(see Table 2 below)
An interactive collaboration web-page is needed. The previous version based on Magnolia
software was not accepted by CERN because of security. Another solution will need to be

Financial status of the experiment (Peter Seyboth, Marek)
The sum of expenses in 2007 amounts to 244.6 kCHF while contributions according
addendum1 is 264kCHF. Contributions from Polish and Swiss groups have been agreed
by funding agencies, but not released yet, but the payment is a matter of weeks.
Operations expenses planned for 2008 amount to 181 kCHF, not including the big
upgrades (TPC readout and PSD). The income for 2008 according to the addendum1 is
120kCHF.
To cover this, it was proposed to increase of CF contributions from 5kCHF to 7KCHF per
institution. The polish groups objected since they had submitted a grant application
foreseeing a contribution 5kCH per institute. It was pointed out that the cost of IT
resources is very high (93 kCHF) and that other cheaper solutions could be sought. The
final decision on common fund contributions was postponed pending clarification of IT
resources. (Action Boris Popov to follow this up)
The reduction of IT resources costs will be discussed during regular software meetings.
The final decision for short and long term storage strategy will also be needed; the need
for a safe repository of SHINE data at CERN was emphasized and agreed.
There was a discussion concerning pool rental fee (13kCHF for 2008). We have bought
70% of the total in 2007. However maintenance costs will be unavoidable in 2008 since
most electronics will belong to us. Even in 2007 plenty of electronic units are property of
coll. institutions and we will have to pay for repair them from our fund.
Negotiations concerning payment of CF have to remain exceptional, and be handled by
the CB chair and the SHINE spokesperson in view of approval by the CB.
2008 TPC upgrade
Total estimated cost was updated recently to 486 kCHF. Planned grant applications by
Budapest, Swiss groups, Karlsruhe and KEK total up to 543 kCHF, although rate of
success is quite uncertain. Half of the funding needs to be available by April 2008. Sandro
and Zoltan pointed out that we will need money several other areas e.g. DAQ of PSD,
TOF, etc. The TPC upgrade is technically on tight schedule but on track for completion
in 2008.
2008 PSD expenses
PSD estimated cost is 1114 kCHF with 2008 cost around 760kCHF
Suggested grant application should provide enough money but they should be submitted
a.s.a.p. because time is short. Moscow representative suggested that cost of APDs could
be probably reduced by 20%.
Marek’s general remark is that PSD is technically under control but it needs more time for
production.
The present status of accounts was reviewed by Peter Seyboth.
FP7 application was not well received by selection board: this committee is not entitled
to support data taking. Private contacts were made to appeal. This network would be very
useful for travel arrangements.

Collaboration bylaws (prepared by Peter Seyboth, enclosed)
The CB began reading of the document. The main comments were as follows:

we have to add Technical Coordinator (Detector Coordinator) in Organisation

because of possible conflict of interests during voting the proxy cannot be given to
Spokesperson, CB chair, or their deputies.

boards were clarified by Marek, Phys. Board for data taking and publications,
Detector Board which work on hardware and Software Board
- A proposal by Sandro to have spokesperson election by all members of collaboration
was not accepted by the Coll. Board.
- Wojtek mentioned the need to clarify the membership in NA61 collaboration: the
definition will be the list of NA61 authors maintained by the spokesperson.
- Marcello suggested that a representative of students attend the Coll. Board. The CB
endorsed this proposal. On proposal of Alain, Marcello was asked to organize this
election among the students.
- It was agreed that conference presentations should be send to all members of coll. at
least 1 week before conference. For new results, or on request of the speaker, a
rehearsal will be organized.
The board agreed to reconvene on 6 November for further reading of the document

Collaboration Meetings
The proposed date May 14-17 2008 at CERN, although we have to wait for final decision
concerning T2K meetings.
There was a proposition of 3 coll. meeting per year (Sandro suggestion) but it was not
clear if that’s really needed. Peter suggested more frequent Technical Coll. meetings.
There was also a proposition to organize a meeting for TPC upgrade in January/February
if that not collide with QM08 and NA49 Analysis Meeting.
