APPROVED Physical Education/Athletics/Health/Wellness Division March 17, 2010 Present: Susan Bustamante, Tony Costello, Jason Craighead, William Eddy, Lisa Everett, Elizabeth Hopkins, Dyan Miller, Steve Navarro, Sophie Rheinheimer, Carolyn Smutny, Geoff Smyth Absent: Larry Aguiar Gail Ehrhorn 1. Angela Amaya, Librarian, Las Positas Angela attended the meeting to introduce the Division to some dialogue sessions that are coming up on Information Competency. One of the recommendations that came out of the Western Association of Schools and Colleges (WASC) reports (that the college is under a deadline for) is to address Information Competency on the campus. The goal is to have campus wide dialogue sessions and develop a plan for the campus, followed by pilot programs. Angela encouraged the Division to come to the dialogue sessions to learn more about what Information Competency is all about. An Information literate student is able to: Recognize the need for information Access the needed information effectively and efficiently Evaluate the information and its sources critically Incorporate or synthesize the information Use information effectively to accomplish a specific purpose Recognize the academic, legal and social issues surrounding the use of specific information and use that information ethically Scheduled sessions: March Tuesday 30th 8:30 – 10:30 Library 2014 March Wednesday 31st 2:30 – 4:30 Library 2014 LPC PEAWH Division Meeting, March 17, 2010 If those times do not work for anyone, email Cheryl Warren, Library Coordinator for assistance with other sessions. Lisa Everett stated this subject come up four or five years ago and wondered why it stalled. Angela did not know what may have stalled Information Competency in the past, but because of the WASC recommendation, there is a strong emphasis to do something now and make it a priority. There is a possibility Information Competency may become a requirement at the college. The dialogue is intended to generate ideas of how to address information competency. 2. Committee Reports: Steve Navarro - Facilities Steve advised there was much talk about eliminating trees around the campus due to surface roots, dying or tipping over. Elizabeth Hopkins asked if they would be replaced and Steve said, yes, as long as they did not impede on facilities (i.e. the fountain area where droppings from the tree clog the fountain). Dean Miller advised that the salt from the reclaim water is contributing to the death of the trees. Steve reported the following completion status for: Performing Arts – 95% complete Child Development – 2011 Phase III (Soccer field, Football field, Track) – October 2010 Collier Canyon – April 2010 Science Building – Spring 2013 (conservative estimate) Student Services – Fall 2012 Steve said someone asked if the sleeves were in for the football field and Dean Miller advised she had a conversation with Anne Kroll about that this week and she is looking to see if that has to go before DSA because of the uprights of the goal posts. Dean Miller advised there was interested in renting the Football field to Valley Christian. Dean Miller has had meetings with them. Steve also reported all kinds of changes because of Student Services being taken out and there is discussion of BART going into downtown Livermore. Tony Costello – PBC Tony reported the Division did not get much approved by Instructional Equipment, only swim fins. Lisa Everett asked if the sound system was approved and Tony said no. Lisa asked how faculty were suppose to teach classes without the equipment. Tony advised very few things were approved because items had to reach the 70% range. Dean Miller attended the PBC meeting and suggested requests be approved based on a curve. Her suggestion will be discussed at the next meeting. Tony advised there seems to be a problem in how requests are ranked. Tony suggested this could be because some individuals do not understand the scoring system (scoring high in one area and low in another). Tony advised that Dr. Jones advised the PBC of her recommendation to Dr. Pollard that the Division not get the full-time position to replace Pat Pohl. Instead, that position would be moved to surgical tech as 40% of that position was funded through grant money that is no longer available. The college 2 LPC PEAWH Division Meeting, March 17, 2010 wants that program to get accredited so they are moving the Division’s full-time position to surgical tech. Sophie Rheinheimer asked since the Division is giving up the position now, can we be placed on a priority list and go back to the PBC at a later date for the position. Tony advised the Division was given the option of coming back to PBC with a new faculty request that includes the possibility of another coach/instructor position as previously discussed and demonstrated through the program review. Lisa Everett advised the Division has been asking for a new position for several years and it keeps getting put off. Tony reported the rationale for the decision is that the Chancellor requested that institutions start cutting down on physical activity course and it was recommend we not fund another full-time PE position. Lisa stated she understands their move; her concern is that the Division is already teaching above 13 full-time equivalent with five people and two retired. The Divisions part-time ratio is one of the least balanced on campus. Tony advised there is discussion on a four day work week as a cost savings measure. Lisa Everett – Basic Skills Lisa is excited to report Basic Skills is offering a new learning community: English 1 & 2 paired with Health 1. The committee was able to add two new sections of English 1 & 2 into the Fall schedule. Karen Spurn and Elizabeth Hopkins will work to integrate curriculum for the courses. This will be the first learning community on campus that has both integrated reading and writing. The committee is also working with Student Services to improve the assessment website to ensure students receive the information they need as to what assessment is testing, why is it important. The committee will also review the online student orientation Student Services has been working on for about a year. Lisa reported they want to ‘flip flop’ orientation and assessment. The goal is to switch orientation and assessment so the students get more oriented to the college and know what they need to do all before they take the assessment and then get placed into their classes. There will be both on campus and online orientations. Elizabeth Hopkins - SLOs SLOs are one piece of program review. If you have trouble with worksheet or want to know what data means, Elizabeth is your resource. Dean Miller requested the Division identify one or two individuals for program review for PE. Elizabeth sent the PE data to the PE faculty from Institutional Research. If anyone wants the health and nutrition, she can send that out as well. CCN – Talking Points CCN has funding to send four people to the National Conference on Race and Ethnicity in Higher Education (NCORE) to be held in Maryland in June. The goal is to attend the meeting and return with an institutional project that will be implemented at LPC the following year. More information will be forthcoming and distributed campus-wide. A brown bag will be held March 25th, from 12:30 – 2:00 3 LPC PEAWH Division Meeting, March 17, 2010 p.m. in the staff lounge to discuss the temporary buildings and changes to the facilities on campus. Dialogue will center on how we as a campus refer to temporary buildings, the messages our communication conveys, and the feelings this communication creates for both students and faculty. CCN is one sponsor of the LPC Italian Film Festival, which is Friday, March 26th and Saturday, March 27th. Receptions on both evenings begin at 6:00 PM. The next CCN meeting is Thursday, April 15th from 2:30 to 4:30 in the staff lounge. Please note change to the 3rd week of the month due to spring break. William Eddy – Sustainability Committee This committee will be permanent once it is formed. Bill will represent the Division as we are short faculty to attend all of the committee meetings. Steve Navarro – Faculty Senate Steve advised the faculty would have their own faculty senate time and everything would be covered during that meeting. No report. 3. Dean Miller – Division Updates Dean Miller advised the Foundation approved a portable scoreboard and score table for the gym today. Bullet Points and concerns from Faculty Association (distributed at meeting) Dean Miller began by reading the following Union statement: “Any system whereby a faculty member delegates authority to someone else to approve extra students in a class at opening day is also a mandatory subject of negotiation. I can personally understand why this custom might develop, but it needs to be memorialized in the contract so that it can be applied uniformly and so that faculty can be protected in the event of disparate impacts.” There have been some issues of classified staff or managers signing add cards. Dean Miller, William Eddy, Carolyn Smutny and Susan Bustamante are not authorized and cannot sign add cards at any time. Add cards must be signed by faculty only. Dean Miller wants to make sure this has not and will not happen in the PE Division. Dr. Jones’ second bullet points states Recommendation 3 & 4 of the WASC report are moving forward and LPC wants to let faculty know the library will be holding dialogue session regarding recommendation four that can apply for variable flex. Dean Miller stated we need to find a couple of faculty who need to be in charge of Program Review for PE and that everyone needs to take on an SLO piece part of the program. Dean Miller circulated a form from Chaffey College that she and Steve Navarro discussed during the last Town hall meeting 4 LPC PEAWH Division Meeting, March 17, 2010 regarding SLOs for physical education. Dean Miller stated this type of form might make it easier to assess student learning at the end of semester. Dean Miller asked for interested persons for Program Review. Tony Costello inquired as to what was involved and Lisa Everett advised it included writing the self study piece of Program Review (due at the end of the Spring semester), look at where your current program is, look at your success data, goals, articulate where you need to be, your needs, and your resources. The last time this was done, Lisa did it for the whole cluster. She suggests this time they be separated out – PE and athletics, where they are and how they will get there. Health and Nutrition need to do the same. The self study piece is the first part of the Program Review. Dean Miller asked Steve Navarro if he would be interested in taking the Program Review for the division. Geoff Smyth offered to assist. Steve agreed to take the lead on this with Geoff Smyth and Tony Costello. Dean Miller asked for the status of Lisa Everett’s evaluation committee. Tony Costello and Steve Navarro advised they have all the information they need and are moving forward. Book Requests for Fall 2010 Dean Miller advised Fall would be a good time to incorporate using books (manuals) for PE classes and suggested faculty correspond a book with the class to make sure teaching is taking place and students have a reference to go to. Steve Navarro advised he uses a handout in all of his classes in addition to a mid-term and final. Lisa Everett advised that a small paperback book for the women’s weight training class is about $90. Lisa suggested having a discussion related to the weight training class where there be an optional instructional content whether it covered in a textbook or Blackboard materials. Need to find some way to get consistent information across and group classes to use material in more than one course (i.e. Fitness Center class). Steve Navarro mentioned Ernie Jones puts out a good manual and suggested the division create their own. Copyright issues were discussed. Elizabeth Hopkins advised when she was in college that rather than buy copyright for the printed material, you could go to the copy store where the CD was on file and then you could print it yourself or have it on your flash drive in electronic form. Elizabeth suggested that might be a way to lower the cost to students and also submit to the bookstore that there is a required reader so students will be responsible for getting that from the instructor. Faculty felt this was a viable option to consider, but were also concerned about students not physically having a copy of information with them in class as the instructor is teaching. Steve Navarro said he could put together a manual for swimming even if there were 18 modules to be done a week. This would give students something physical to use. Lisa Everett is using Blackboard 5 LPC PEAWH Division Meeting, March 17, 2010 for weight training this semester, but students don’t have the material in front of them. Steve suggested creating a $10-12 manual with each faculty member writing one section. Dean Miller advised Jessica Halatsis would be sending out book requests in the next couple of weeks and requested faculty start thinking about this or put a group together to create the manual. She likes the idea of women’s weight training and fitness center manuals. She suggests putting something together ahead of time and then possibly a COA manual for PE 16, but would have to look at copyright issues. Geoff Smyth advised that there used to be books for PE at the bookstore. Lisa Everett suggested directing students to a link where they can find rules and regulations on their syllabus. Books may be in the bookstore or online. Required text could be the NCAA manual and provide link. Dean Miller stated this goes to SLOs. When students complete the class and never takes class again, they know the rules and regulations and have something to refer to for information. Students walk away with something instead of just taking a class. Elizabeth Hopkins suggested advising adjunct faculty of this discussion. Priority Registration Dean Miller stated there was not much to report since her last presentation. Dr. Pollard requested Dean Miller follow-up on what Coast Conference teams are doing. She and Tony Costello are attending a Commission on Athletics (COA) meeting, Friday, March 19th. Dr. Pollard would like to know how many colleges in the Coast Conference offer priority registration. Fustol/Indoor Soccer/Clock Damage Bill Eddy advised M&O come to him regarding equipment damages from the classes. The balls damage the equipment. Steve Navarro suggested raising the scoreboards; however, Bill is looking to get netting to cover the scoreboard and shot clocks (like Chabot uses) which will provide more protection. Facility/Fitness Center/Gym/Pool Use Dean Miller stated there is no agreement for faculty/classified/staff/students and/or others to use the facilities, fitness center, gym or pool at anytime without being enrolled in a supervised class. She said some of the classified staff would like to play basketball on Friday’s, but Dean Miller denied the request until it is approved by Dr. Pollard. Dean Miller stated there are liability and workers compensation issues that have to be considered and deciphered. Dean Miller suggested anyone interested in using the facilities enroll in a class. Elizabeth Hopkins stated the Staff Wellness Program is being discussed to go through community education programs or a health pass. Geoff Smyth asked if other campuses allow faculty to use facilities without being enrolled in classes. He finds it discouraging that restrictions are placed on facilities when individuals could twist their ankle using the walking track. 6 LPC PEAWH Division Meeting, March 17, 2010 Dean Miller agrees with some of what Geoff is saying but society is litigious and this is not a recreation center, nor is it set up that way. Dean Miller stated that is why we are creating dialogue about the issue. Jason Craighead said there is too much liability to ever allow use of the pool without being enrolled in classes. He suggested a zero unit class for faculty allowing faculty to use the facilities as long as spots are not being taken away from students. Lisa Everett advised she came from the corporate fitness area and before employees were allowed to use the facilities they were required to complete a pre-assessment/health screening. Dean Miller agreed with Jason’s suggestion of the zero unit class for the Fitness Center, but stated there would be no special keys or hours for anyone to use. We cannot unlock the doors and allow unsupervised use of the facilities. Tony Costello asked Dean Miller if this included his students shooting free-throws in the gym without him or other faculty members being there. Dean Miller stated, yes, that does include his students, they cannot be in the gym unsupervised. Tony asked what the difference was with leaving the spin bikes out in the hall for students to use as those create liability for the college as well. Tony stated he will lose players if they are not allowed to use the gym (unsupervised) for practice. Dean Miller stated if some of Tony’s students are in the gym shooting free-throws and then other students or faculty members come in to do the same, a competition could begin which could create problems. Bill Eddy asked if anyone could be in the gym to supervise the students and Dean Miller stated no, as this was similar to classified/administrators signing add cards. This is not allowed. An instructor must to be present in these areas. Women’s Basketball Update Dean Miller advised Tom Fletcher resigned as Women’s Basketball coach and the position is now posted on Craigslist. Human Resources no longer posts adjunct requests on the district website. The position is part-time and has generated some interest. Dean Miller is working on the schedule and Coach Costello will take the late start class that begins March 23rd. There will continue to be a Women’s Basketball Team. Physical Education/Athletic Position Dean Miller advised the above position has been posted on the district website. This is the second PE/Athletic assistant position and will stagger schedules with William Eddy (who is already in this position) to better assist with class preparation. With the new swim team coming on track, this is a much needed position. Dean Miller advised faculty if, for any reason, Bill Eddy is not here faculty may have to prepare/set-up their own classes. For example, faculty may have set-up Volleyball/Badminton nets, bring down the 7 LPC PEAWH Division Meeting, March 17, 2010 hoops and/or remove pool covers. She stated sometimes we get spoiled and suggested using this time as a teaching tool for students – how to set-up for your own class when the equipment person is not here. Dean Miller advised that Carolyn Smutny no longer has a student assistant due to the budget and Bill Eddy’s student workers have cut hours and are sharing responsibilities. Dean Miller stated setting up for classes is the exception to the rule (if Bill is not here) and to use it as time to be a part of the team, chip in and prepare for your class. Steve Navarro stated that it is critical the pool covers are removed prior to his class. He stated he currently teaches right up instruction time and has no time to remove the covers. He has done plenty of prepping for classes in the past, but believes there is a contractual issue to be considered when requesting this of faculty. Lisa Everett stated, that no, faculty do not want to cut into class times, but as Dean Miller stated, this is in the event that Bill is absent and not the norm. Status of Moving Log-in Computer in Fitness Center Dean Miller advised faculty the log-in computer for students in the Fitness Center has been moved (per their request at the January Division meeting). She thought the move was taking place over Spring Break. There is not an Internet connection on the current computer, but faculty can use iPod’s, MP3 Players or CDs to play music. Diablo Valley College (DVC) Eliminates Six Sports Programs (distributed at meeting) Dean Miller advised DVC cut six sports programs last week and advised “if push came to shove” she would prefer to save a sport and eliminate PE class(es) if necessary. Steve Navarro suggested fund raising as a way of funding sports. Dean Miller advised DVC tried to fund raise, but was unsuccessful in saving some of their sports programs. Jason Craighead advised one of his students from DVC said the same thing, fund raising did not work. Dean Miller suggested to Steve Navarro this may be a good way for him to recruit for the Cross-Country team since DVC cut that sport. Geoff Smyth inquired if the college would consider cutting our sports since there are only eight programs. Tony Costello stated the division needs to be proactive in fund raising. Lisa Everett stated the division may have to give up a couple of activity classes to help with sports, i.e. the swim team. Jack Scott, Chancellor, Memo (distributed at meeting) Dean Miller referred to the above and advised the Chancellor is looking at three key things colleges can consider: Where do colleges draw the line between the three categories and those outside? What course do colleges exclude and what courses do they include? Do colleges discontinue very popular course should they fall outside the designated areas? 8 LPC PEAWH Division Meeting, March 17, 2010 Fall and Spring Semesters Dean Miller advised the Dean’s have been asked to cut 10 FTEF for the year. If the situation gets better, they may build backup for the Spring semester. Dean Miller and Dr. Manwell have the highest number of activity classes, with this division probably feeling the most pain from the cuts. The Dean’s are supportive of every division’s situation. This will be discussed at the CEMC meeting on Friday, March 19th. Dean Miller is reviewing and requested faculty also review the Fall and Spring enrollments for the last three years to consider eliminating low enrollment classes and/or look to multiple section classes. Dean Miller circulated the worksheets Carolyn Smutny and Martha Konrad prepared for the meeting. Lisa Everett inquired about the status of the Quest program and the FTEF. Dean Miller advised the program will transfer to Community Ed beginning in 2011 (Spring) and the FTEF would go to Community Ed/Student Services for them to prepare for the Quest move. Dean Miller advised there is currently discussion about raising fees in the Fall. Discipline Plan (distributed at meeting) Dean Miller stated during a meeting with faculty/coaches on January 27, 2010, she discussed with them that the Rock Climbing and Bowling classes would be eliminated as the cost of the classes is being passed on to the students and the college will no longer offer off-site classes. Dean Miller advised Steve Navarro and Geoff Smyth are on the agenda for the upcoming CEMC meeting and stated the division did not lose any FTEF due to the elimination of the Rock Climbing and Bowling classes. Instead, Dean Miller took the FTEF back for on-campus classes. Golf will be offered for the last time in Fall 2010 and then will be brought to campus. The class may go to a golf course for a field trip, if the instructor decides to do so. Dean Miller stated it is not necessary for students or the college to incur offsite fees when the college has the facilities needed to conduct the courses. Geoff Smyth stated fees for Rock Climbing, Bowling, and Golf classes were passed on to the students and not the college. Dean Miller said the college has a fiduciary responsibility to students, especially with the possibility of increased class fees. Steve Navarro agreed the college has a fiduciary responsibility to students, but that Dean Miller did not follow the decision making process in regards to eliminating classes. Steve stated in the past and in all other divisions, the Dean meets with faculty to advise them of college’s intent and then faculty dialogue as to what classes should be cut. Steve stated since Dean Miller did not follow that process, faculty feel left out and then it makes it difficult when Dean Miller requests Steve be a part of the Program Review process, but he is not a part of the elimination process. Steve stated the contractual process was not followed either. 9 LPC PEAWH Division Meeting, March 17, 2010 Steve advised that Dr. Laurel Jones was inconsistent with the justification regarding no more offsite classes. He stated he attended a meeting where Dr. Jones stated classes may be held at Sandia Labs or the Dublin Hub, which are both offsite. Dean Miller advised the Dublin Hub is the college’s center and is not willing to pay offsite fees or pass those on to the students. It makes more sense to offer more classes here on campus. The bond greatly benefited the PE division with the new and beautiful facilities. Lisa Everett stated Dean Miller is giving faculty the opportunity to help with the program asking where they are willing to make cuts and prioritize classes they want to cut. Sophie Rheinheimer stated faculty are aware of the capacity numbers and went to Dean Miller requesting the cap in her fencing class be adjusted for safety reasons. Sophie stated “we owe it to Dean Miller” to speak up. Steve Navarro stated he did not see the numbers as they were different in the Fall and Spring. He does not monitor CLASS-WEB. Dean Miller suggested faculty look at CLASS-WEB as the semester approaches to look at their enrollments. She considers this part of faculty’s responsibility. Lisa Everett stated fill rates are only one part of the consideration process when it comes to eliminating classes. You also need to look at consistently low enrollments, cost, and breadth of class, needs and wants. Lisa stated it is everyone’s responsibility to look at CLASS-WEB as Dean Miller previously suggested. The PE Division does not have a coordinator as it was given up for the Dean/Athletic Director position. That position currently handles those responsibilities for the division. Lisa stated when instructors look at capacity numbers they need to ask what is a safe number for my class. Steve Navarro asked when the Fall cuts were going to be looked at. Dean Miller advised she spoke with Elizabeth Hopkins and Lisa Everett about cutting a Health 1 (3 unit) class in the Summer, due to multiple sections being offered. The Summer cuts have already been done. Dean Miller looked at the greater good of the division. The division has the same FTEF and needs to look at what we do well, what we can do better and help prepare for the upcoming cuts. Steve Navarro stated that faculty need to sit down and look at the course offerings and decide what they want to push forward. Steve said faculty makes the recommendation, sits in a room and discusses what classes need to be cut. Steve also added that he felt the dialogue is important. Dean Miller stated that during a consultation with the Vice President and herself, it was decided that the Rock Climbing and Bowling classes would be eliminated because they are offsite classes and the college made a decision to no longer offer classes where additional costs are being passed onto the students. Instead, Dean Miller offered more onsite classes and in doing so, did not cut any FTEF. Those classes were added back on campus with swimming, Tae Kwon Do. Dean Miller stated she and Geoff Smyth met in December 2009 to look at course offerings and those courses were place holders for FTEF. Steve Navarro restated that all other divisions follow the 10 LPC PEAWH Division Meeting, March 17, 2010 process previously mentioned when considering course eliminations. Lisa Everett reiterated the PE Division does not have a faculty coordinator as that was given up for the Dean/Athletic Director position. Steve Navarro stated these kinds of things need to be done as a group as in shared governance. Dean Miller suggested the division strategize now as she does not know how deep cuts will be go. March 19th CEMC Meeting Agenda Dean Miller advised Steve Navarro and Geoff Smyth were on the upcoming CEMC agenda and asked them to share what they were presenting on behalf of the division. Steve Navarro advised the division meeting went over and it was time to adjourn for the faculty senate meeting and this topic could be discussed at that time. Meeting adjourned. 11
