The student will be able to summarize the analysis, training, and technology needed to properly plan and implement privacy and security policies. By the end of the semester students should be able to: Understand how to correctly manage patients’ protected health information (PHI) and to comply with all HIPAA regulations, including: o Administrative Simplification o Privacy Rule o Security Rule o Transactions, Code Sets, and National Identifier Standards o Final Enforcement Rule and Compliance to Avoid Fraud and Abuse Student Learning Outcome(s): 1. Define Security policies needed to be compliant with HIPAA regulation 2. Prepare HIPAA policies and procedures containing privacy, security, transactions, code sets and national identifier standards for a selected medical specialty. 3. Identify enforcement rules of HIPAA policy for selected medical specialties. In addition to teaching at Mira Costa I work full time in the bio-pharmaceutical industry. I have been in the bio-pharmaceutical industry for 15 years and have held positions in Clinical Research, Clinical Data Management, Drug Safety, and Information Systems. COURSE MATERIALS To be successful in this course you will need: Textbook: HIPAA for Allied Health Careers – Cynthia Newby; Text ISBN 978-0-07-337412-3. This book available in the campus bookstore. Computer: Access to a computer and internet connection are necessary to obtain assignments, instructor notifications, submit assignments, and take tests. COURSE CONTENT HIPAA Course Routine: Assignments will be posted in Blackboard two (2) weeks prior to the assignment due date. The assignment will be removed from the Blackboard one (1) week after the assignment due date. If a student has not submitted an assignment at the time that the assignment is removed from Blackboard, the student will receive a zero (0) on the assignment. Chapter Assignments: Read the textbook assignment Read/Review the HIPAA Chapter Presentations posted in Blackboard Complete the chapter assignments Submit the assignments via Blackboard Tests: There will be a test for each chapter in this course, the tests will be posted in Blackboard. The final will be posted in Blackboard on May 22, 2010 and will close on May 27, 2010. The final exam will be timed; the student will have 2 hours to take the test. This test may only be taken once. Please note: ensure that your popup blocker is turned off during the test. The pop-up blocker can cause the test to fail. Extra Credit (maximum 15 points): Extra Credit opportunities may arise throughout the semester, notification of these opportunities will be posted in the Announcements section of the course Blackboard COURSE GRADING All assignments submitted in Blackboard will be graded within five (5) school days (Monday-Friday) of the assignment DUE DATE (please note that this may not be the date that you submit the assignment). Grades can be obtained by the student in the Grades tab in Blackboard. The grading scale for the course is noted below: 900-1000 pts 800-899 pts 700-799 pts 600-699 pts 599 pts or less A B C D F Incomplete Grade: Students seeking an “Incomplete” grade must consult with me in person no later than the week prior to finals. Incompletes will only be considered for unforeseeable, emergency and justifiable reasons at the end of the term, and only upon agreement of clear conditions for completing coursework. Incompletes are rarely granted and only if the emergency or other justifiable reason occurs after the date for dropping the class. Pass/No Pass Grading Option: You have the option to choose Credit/No Credit grading for this class. If you choose this option, you must submit a Petition for Credit/No Credit to Admissions & Records by February 20, 2009. This option for grading is nonreversible once selected. The petition form is available online, or from Admissions & Records. Students planning to transfer should consult with a counselor before opting for Credit/No Credit to ensure this option is accepted by their intended transfer institutions. CLASS RULES AND EXPECTATIONS RULES Students are expected to log into Blackboard on a weekly basis to obtain assignments and/or take tests. Students should be aware of the Mira Costa plagiarism statement in the catalog. A submitted assignment, which is determined to be the work of a person other than the student, will receive no credit. EXPECTATIONS Students must show steady progress through the semester by viewing the program orientation, submitting the student contact form, submitting assignments in a timely manner, and maintaining contact with the instructor. Students will be dropped for lack of successful progress. Any student with four (4) zeros (0), on assignments, will be dropped for lack of progress.
