1. PROJECT INTRODUCTION AND OVERVIEW
1.1.
INTORDUCTION
Aramco Gulf Operations Company Limited (“AGOC”) and Kuwait Gulf
Oil Company (K.S.C.) ("KGOC"), jointly operating at and from Al-Khafji,
Saudi Arabia, for oil and gas exploration, development and production
in the offshore area of the divided ex-Neutral Zone between Saudi
Arabia and Kuwait ("Al-Khafji Joint Operations") is located in the town
of Al-Khafji in the north east of the Kingdom of Saudi Arabia about 300
Km from Dammam and 120 Km from Kuwait City.
KJO Hospital’s medical services are characterized by everlasting
modernity and development as the hospital adopts programs of
providing patients with better services and perfect medical care.
The Medical Services Department (MSD), supported by KJO Executive
Management, spares no effort in upgrading the applicable medical
technology so as to create lasting value and reach the aspired goals.
MSD is always seeking upgrading, procuring the most modern medical
equipment so as to meet medical requirements of labs, radiology or
diagnostic services.

PROJECT BRIEF
At present, we have more than 25,000 medical records stored in the
Hospital Management System (HMS). It is difficult and time consuming
to verify patients’ identity every time. The objective of this project is to
implement an automatic fingerprint identification system. This system
will be used to collect, classify and store patients finger prints of
personnel provided with access to Company Hospital. The project shall
build infrastructure for Patient Identification System and shall allow

further upgradability into a complete integrated solution and identity
management system with any HMS being used.
In summary, the following direct benefits were identified for KJO
Hospital, if Patient Identification System was implemented:
1.3.1. To prevent patients’ identity fraud in order to make sure who
receives medical services and medications for the patients
safety
1.3.2. Duplicate medical records should be eliminated on the long run.
1.3.3. Emergency patients can be identified quickly if they arrive
unconscious, therefore the hospital can react quickly in giving
the proper treatment.
1.3.4. The system eliminates the need for the patient to carry ID card
or badges, once they have registered their figure prints into the
system.
1.3.5. This technology increases the efficiency of outpatient
department, emergency department, inpatient departments and
medical records department. Also it reduces the cost.
1.3.6. This technology reduces the cost of medical record errors (in
case of wrong identification), including duplicate medical record
number for the same patient.
1.4.
SCOPE OF WORK
The principal scope of work shall include supply, installation,
interfacing, testing and commissioning of a reliable and flexible
automatic finger print identification system that includes but not limited
to:
1.4.1. Fingerprints desktop scanners
1.4.2. Redundant Servers with clustering
1.4.3. Server software package for easy management of fingerprints
database.
1.4.4. Client Software Package for scanning, storing and reading
fingerprints.
1.4.5. Systems installation, cabling and integration
1.4.6. Warranty
1.4.7. Maintenance and Support
1.4.8. Training

Contractor is ultimately responsible for delivering a fully functional
system that meets all the specified requirements and all applicable
standards. Hence, Contractor shall include all necessary interfacing
equipments/ tools required to integrate and operate all systems.
2. SPECIFICATION AND DESIGN BASIS
2.1.
DESKTOP SCANNERS
Contractor shall supply and install a quantity of fifty five (55) fingerprint
scanners in different locations of Company Hospital and Health Care
Center. Fingerprint scanners shall be of the following technical features
at minimum:
2.1.1.
Fulfils all requirements of FBI EFTS/F standards for plain
fingerprint quality.
2.1.2.
Detection of fake fingers
2.1.3.
Immediate fast capturing - no initialization required
2.1.4.
Latest high quality images - no reference images required
2.1.5.
Best against disturbing light - no side effects through other
light sources
2.1.6.
Excellent quality for both dry and wet fingerprints
2.1.7.
Scan resolution: 500 dpi
2.1.8.
Dimensions: (60 mm x 100 mm x 60 mm) or smaller
2.1.9.
Operations temperature: -10°to + 55° Celsius
2.1.10. Interface: USB 2.0
2.2.
SYSTEM SERVERS
Contractor shall provide and install redundant servers with a cluster
based on windows 2003 server or greater. Servers will be located in
ITD main data center and will be used to manage Patients Fingerprints
Identification system through company network. Each server shall be
of the following features at minimum:
2.2.1. Processors: 2 Dual-Core Intel Xeon Processors 3.0GHz or
above
2.2.2. Memory: 4 GB at minimum

2.3.
SERVER SOFTWARE
2.3.1. 1:1 and 1:N (one-to-many) search manner
2.3.2. For up to 50,000 Persons/ Records (capacity shall be
expandable )
2.3.3. Shall ensure that only the required quality fingerprint template
will be stored into database by using fingerprint image quality
determination during enrollment.
2.3.4. Shall have an effective matching speed not less than 20,000
fingerprints per second
2.4.
CLIENTS SOFTWARE
Contractor shall supply and install 55 Windows based clients to
capture fingerprint image from the USB fingerprint scanner, extract
fingerprint characteristics from the captured image and create a
template which can be used for both registering and authenticating
fingerprints. Moreover, the client software shall be customizable at any
time during implementation as per Company requirements, i.e., to
include necessary fields to link users’ fingerprints with fields like name,
age, gender and medical file number, etc..
2.5.
ELECTRICAL AND LAN CABLING

Contractor is responsible to make sure there are enough
power and outlets for all systems in ECC. Any additional
cables and outlets shall be supplied and installed by
Contractor with no extra cost.
Contractor shall supply and install UTP CAT 6E cables to
interconnect all systems
Contractor shall supply a telecommunication rack to mount
equipments/ servers in Data Room
Contractor shall provide and install patch panels to terminate
UTP cabling in the rack.
All terminations shall be tested end-to-end by the Contractor
using modular-type testing equipment.

2.5.6.
Contractor shall label all Cabling using a stamped metal or
indelible plastic label. All cables shall be labeled within 6
inches from the point where it is de-sheathed
3. GENERAL REQUIREMENTS
3.1.
APPROVED VENDORS
Contractor must be certified partner/ authorized reseller by vendor(s)
for the major elements of the AFIS solution and shall submit
manufacturer certificate accordingly in order to be accepted. For other
systems in the solution, Contractor shall meet the required
specifications at minimum but no specific vendors are required.
3.2.
WORK DURATION
The duration of the work for this Project shall be two (2) months staring
from the Work Commencement Date. The duration of the project
cannot be extended.
3.3.
COMMISSIONING AND EXPERIMENTAL PERIOD
3.3.1. Contractor is ultimately responsible for delivering a fully
functional system that meets all the specified requirements and
all applicable standards. The installation shall comply with
Company standards, Saudi Arabia Government standards, and
international standards as applicable.
3.3.2. Contractor shall provide all necessary personnel, materials, test
equipment etc. required to carry out the commissioning and
acceptance testing.
3.3.3. There shall be an experimental period of thirty (30) days after
successful testing and commissioning of the system, but before
issuance of Provisional Completion Certificate. During this
period, the Contractor shall undertake supervision and
responsibility for operation of the system under actual site
conditions. If any malfunctioning or anomaly noted on the
system during this period, it shall be attended immediately. The
experimental period will restart automatically from the date of
clearing such troubles and start normal operation.
3.3.4. During this period, the Contractor shall fully demonstrate the
system performance under actual operation conditions. This
demonstration is to confirm, to the satisfaction of the Company’s
Representative, that the system is free of remarks and is ready
for provisional taking over. After the satisfactory completion of
this period, the system is to be taken over by the Company, as

per Contract Conditions, whereby the Warranty Period is to
commence.
3.4.
ACCEPTANCE AND TURN OVER
3.4.1. Provisional Acceptance: The Provisional Acceptance Certificate
shall be issued upon:
3.4.1.1. Confirmation of the successful operation of the whole system
and acceptance by Company.
3.4.1.2. All documents set out in Sub-Article 3.5 herein have been
received and approved by the Company.
3.4.1.3. Contractor has no outstanding work/snag items.
3.4.2. Turn Over: Based on the issuance of the Provisional
Acceptance Certificate the Contractor shall turn over the Project
to the Company.
3.4.3. Final acceptance: A final review of the performance of the
Project shall be made at the end of the Warranty period
mentioned in Sub-Article 3.6.3 hereof. If the required reliability
and performance standards are met, a Final Certificate of
Acceptance will be issued by Company.
3.5.
DOCUMENTATION
3.5.1. As-Built Drawings: After the approval of the Performance
acceptance Test for the project by Company, all construction
drawings shall be updated to an as-built status to reflect the
equipment and system configurations as actually installed. All
drawings shall comply with Company drawing standards and
drawing format. The format shall be compatible with the
Company system (Hard and soft copies).
3.5.2. Operation & Maintenance Manual and Other Documents.
3.5.3. The Contractor shall submit operation and maintenance
manuals fully referenced and indexed in a format acceptable to
the Company (Hard & soft copies).
3.6.
WARRANTY
During the Warranty Period, the Contractor shall provide, at its own
cost, all required spare parts, equipment, consumables and labor
needed to replace, test and commission defective components,
software and the like at his cost unless it is proved that the component
to be replaced was damaged by abuse.

3.6.1. Manufacturer’s Warranty: Provide written warranty, signed by
the Manufacturer and the Installer agreeing to replace system
devices and equipment that fail in materials or workmanship
within specified warranty period.
3.6.2. After the satisfactory completion of the Experimental Period set
out in Sub-Article 3.3.3 hereof and the issuance of the
provisional Acceptance Certificate, the system is to be taken
over by the Company, and the Warranty Period is to commence.
3.6.3. Warranty Period: the warranty period is one (1) year from the
satisfactory completion of the Experimental Period and the
issuance of the Provisional Acceptance Certificate. During the
Warranty Period, the Contractor shall undertake Maintenance
actions as briefly set out in section 3.7 hereof and in Exhibit A.
3.7.
MAINTENANCE AND SUPPORT
After the satisfactory completion of the Experimental Period and for a
period of one (1) year after the issuance of the Provisional Acceptance
Certificate, Contractor shall provide as follows:
3.7.1. Support over telephone: twenty four (24) hours per day and
seven (7) days a week telephone support for a period of one (1)
year after the issuance of the Provisional Acceptance
Certificate.
3.7.2. On-site support: Contractor shall provide one (1) support
stationed engineer starting from the date of acceptance of the
project for a period of one (1) year. The scope of the stationed
engineer shall include:

working hours

onitoring of all project systems during company working hours

roviding knowledge transfer to Company personnel
2.5.10.
P
erforming periodic maintenance and data backup
2.5.11.
3.7.3. Software License: software support for bug fixes and upgrades
for a period of one (1) year after the issuance of the Provisional
Acceptance Certificate.
3.8.
TRAINING
3.8.1. Training at Company’s Premises in Al-Khafji: The Contractor is
required to conduct end-user training at Company premises in

Al-Khafji, tailored specifically to Company's particular
requirements to operate and administer system elements.
3.9.
INSPECTION
Company reserves the right to inspect, at any time without prior
notification, Contractor’s work on site to ensure compliance with
International Codes. Company shall have the right to inspect or to
test the items at the time of supply to authenticate their conformity
to the required specifications. The Contractor shall provide all
reasonable facilities and assistance to the Company’s concerned
person at no charge to Company. In case any inspected or tested,
fail to conform to the Technical and/or commercial specifications as
laid down in this contract, Company will have the right to reject the
services supplied/offered by the Contractor and Contractor shall
make all alterations necessary to meet the Technical and/or
Commercial specification as laid down in this Contract free of cost.
Company will be the final authority with respect to all decisions
regarding the satisfaction of the service, and the contractor will
have to necessarily execute all instructions related to
implementation, maintenance and support as per the contract.
3.10. PENAL SECTIONS
3.10.1.
The Contractor shall be liable for all damage or Data loss, if ny,
due to improper procedures. The contractor shall be liable to
pay damages. The quantum of damages shall be evaluate and
fixed by the Company/ Company Representative of the contact
and will be intimated to the Contractor who shall forthwith and at
any rate within 30 days pay the amount so fixed by the
company. The decision of the Company/ Company
Representative of the Contract in this regard shall be final and
binding. The contractor shall not be entitled to dispute the
evaluation or its criteria or quantum fixed by the Company/
Company Representative of the contact.
Nonpayment of
amount so fixed will incur termination of this contract and
forfeiture of amounts.
3.10.2.
Any damage or loss occasioned to the company during the
implementation shall be at the sole risk, responsibility and cost
of the contractor and the company will recover any loss or
damage occasioned to it and the estimation of loss and fixation
of liability by the Company/ Company Representative of the
Contract in this regard shall be final and binding. The contractor
shall not be entitled to dispute the valuation or its criteria or

quantum fixed by the Company/ Company Representative of
the contact.
3.10.3.
If any of the equipment supplied is found to be spurious or
defective or forged or If any parts/components supplied/used in
the systems found to be defective, spurious, bogus,
unauthentic, substandard or not according to the specifications,
if any fraud, misrepresentation or falsehood or misconduct is
discovered on the part of the contractor or its staff or if any loss
or damage is occasioned to the company due to any act directly
or indirectly attributable to the contractor or its staff the
Company may without further notice or judicial proceedings
impose a penalty and or deduct from the money due to the
Contractor any such amount and in addition to the above also
terminate the contract without prejudice to and in addition to the
right to recover any damages and loss it sustains. The decision
of company/ division supervisor regards quantum of loss and
penalty shall be final and conclusive and the contractor shall not
be entitled to challenge the same. These measures shall be in
addition to and without prejudice to the rights of the company to
recover and or forfeit any amount as assessed damages or
penalty. The assessment of damages by the Company/
Company Representative shall be conclusive and final and
binding on the contractor
3.10.4.
The Company representative have all rights to evaluate the
proficiency and working condition of all systems and if it is found
unsatisfactory in any way, the Contractor shall bound to replace
that equipment without any delay and no additional cost. Any
decision relating to the functioning and working condition of the
equipments taken by the Company/ Company Representative
shall be final and conclusive and the Contractor will have no say
on that.
3.10.5.
Any deviation from the finally approved works unless and until
done with prior written approval of the Company’s
representative shall considered as breach of Contract and
appropriate actions at the Company’s discretion will follow
including imposition of penalty or forfeiture of any amounts or
with holding of any amount due to the contractor or even in
termination of this contract.
3.10.6.
That Company has every right to ask for the replacement of a
system which in its opinion is found defective, malfunction,
spurious, improper operation etc. Contractor shall immediately
replace that on a top priority basis.

3.11. PROJECT ENGAGEMENT POLICIES AND PROCEDURES
The purpose of this section is to inform Contractors of the minimum
expectations as they relate to the upgrade exchange storage
system and maintenance and support.
3.11.1.
Coordination of Efforts
Contractor shall be solely responsible for coordinating all
activities and installation work with the Company representative
and provide complete coordination in operation with SUN.
3.11.2.
Compliance with Codes
Contractor shall be responsible for identifying and complying
with all fire, safety, building, and electrical codes with respect to
any portion of the installation. The cost and provision of any
support facilities, equipment, material and labor that are required
to meet any codes shall be the sole responsibility of Contractor.
Company shall not be responsible for payment of any additional
cost associated with Contractor's lack of compliance.
3.11.3.
Company's Provisions
The Company will provide Office space and furniture for the
Contractor's Personnel during his stay in Al-Khafji for
performance of the Service.
3.11.4.
Quality
The installation shall be carried out by fully trained personnel
who are familiar with the systems and equipment and with
installation techniques. Installation work shall be performed in a
workmanlike manner using best practice, and adhering to the
requirements of Company standards.
3.11.4.1. Contractor must provide the plan reflecting the actual
solution that will be workable for Company. The
Contractor shall work side by side with Company to
finalize the final implementation plan.
3.11.4.2. Contractor shall submit profiles (cv’s, certification and
the like) of all his Personnel, including Project
Manager, who will be working on their behalf on this
Project for prior approval from Company.
3.11.5. Contractor Other Responsibilities

The Contractor’s responsible shall include for the following
items.
3.11.5.1. Accommodation, transportation and all necessary
permits, clearances, and protective safety equipment
for their personnel in Kingdom.
3.11.5.2. The logistics associated with in the Kingdom
installation.
3.11.5.3. The provision of all materials, tools, test equipment,
and other items of equipment to effect the installation,
commissioning, maintenance and warranty.
3.11.5.4. Project management.
3.11.5.5. The Works shall be conformed to requirements of
referenced industry standards
3.11.5.6. All Hardware configurations for the Project is in place
3.11.5.7. All Contractors personnel involved in the project are in
place
3.11.5.8. All third party software configurations and
implementation prerequisites are met.
3.11.6.
Licensing Requirements
If the Contractor requires the Company to execute some type of
licensing agreement for hardware & software, such agreements
must not amend, contradict, or delete any terms, conditions of
the Contract.
At all times the terms and conditions of the
Contract shall prevail over that of licensing agreement. All the
third party and associated licensing cost shall be on account of
Contractor and Contractor shall take full responsibility for
configuration/implementation.
3.12. SCOPE OF PROJECT SERVICES
3.12.1. Material & Equipment Inventory
It shall be the responsibility of the Contractor to inventory and
secure all materials & equipments upon their arrival at the Site.
The Contractor will assume the risk of loss and/or damage for all
materials & equipments, while in the possession or under the
control of the Contractor.
All materials at the Site are
considered under the control of the Contractor until final
acceptance by Company.
3.12.2. Equipment Location

The Contractor shall mount any equipment or electronics exactly
as documented on approved plans. In the event any variance is
determined to be necessary, Contractor must secure the prior
approval of Company.
3.12.3. Installation
In accordance with a timeline identified in an Implementation
Work plan mutually agreed upon by Company and Contractor,
Contractor shall unpack, uncrate and install the equipment if
needed at each Installation Site.
3.12.4. Power Requirements
Contractor shall also check power outlet for equipment
necessary in Data Center of ITD,
Voltage available in Company is,
a) 220V 3ph and 60 Hz. Phase-to-Phases 220V and Phase to
Neutral 127V
b) 460 V 3ph and 60 Hz. Phase to Phase 460V and Phase to
Neutral 250V
3.12.5. Provision of Equipment
Contractor shall acquire and convey to Company the Equipment
specified in the Contractor response to this Tender which
Company expressly requests, in writing, to purchase.



3.13.
Contractor shall be certain that all correct parts are ordered,
installed, and tested.
Contractor shall submit a complete parts list and part
number prior to installed equipment.
Contractor shall ensure that the Equipment and all of its
parts and components are new, the latest, and unused.
PROCUREMENT
3.13.1. Quality Assurance
All the Hardware, Software, Materials and equipments to be
incorporated into the System ("Materials") shall be in
accordance with the specifications and requirements stipulated
in the Contract, and shall be new and best of their respective
kinds unless otherwise specifically set out in the Contract.

The Contractor shall inspect and test all the Materials before
such Materials are shipped or transported to the site and shall
submit the inspection certificates.
The Company reserves the right to inspect and examine any
Materials at the manufacturer's factory prior to the shipment,
provided that the Company's inspection or approval of such
Materials shall in no event relieve the Contractor from his
responsibility for quality and quantity of the Materials.
The Contractor shall apply in writing to the Company for
permission to deliver any Materials to the Site. No Materials
shall be delivered to the Site without the Company's written
permission.
The Contractor shall submit to the Company for its approval free
samples of the consumables, supplies or finishes proposed for
the Work prior to actual use in Work.
3.13.2. Incidental Costs and Expenses for Delivery of Equipment into
the Site
The Contractor shall pay for his own account any and all costs
and expenses incidental to bringing of any required materials and
equipment into the Site or other designated places from outside
or elsewhere inside Saudi Arabia whether into the Company's
possession for incorporation into the Facilities, for the
Contractor's own use, or for any other purposes under the
Contract, including, but not limited to, costs and expenses for
loading, transportation, unloading and storage of such materials
and equipment, insurance premiums, brokerage, agent fees, port
dues and charges, and custom duties and imposts that are levied
by any governmental authorities, the Saudi Arabian taxation
authorities in particular.
4. INDEMNIFICATION
That the contractor shall keep Company indemnified against all claims
whatsoever in respect of the hardware, software installed provided by
the contractor. Further, the contractor shall ensure that no financial or
any other liability comes on Company in this respect of any nature
whatsoever and shall keep Company indemnified in this respect.
5. NON-EXCLUSIVE AGREEMENT
This Contract is not an exclusive Contract and the Company may
request similar work and services from others. The Company does not

guarantee any minimum quantity or quality of the work/service which
may be required of the Contractor to perform under this Contract
