THIRD EXECUTIVE PROGRAMME OF THE JOINT COMMISSION ON
SCIENTIFIC AND TECHNOLOGICAL CO-OPERATION
BETWEEN
THE ITALIAN REPUBLIC AND THE SOCIALIST REPUBLIC OF VIETNAM
FOR THE YEARS 2006 – 2008
Within the framework of the Agreement on Scientific and Technological Co-operation
between the Government of the Italian Republic and the Government of the Socialist
Republic of Vietnam, which was signed in Hanoi on January 5 th, 1992, and as a follow-up
to the Second Session of the Italian-Vietnamese Joint Commission on Scientific and
Technological Co-operation (held in Hanoi on July 11th, 2002, and considering the
recommendations made at the Mid-term Review Meeting of the Italian-Vietnamese
Programme of Co-operation in science and technology for the period 2002-2004, held in
Rome on June 21st, 2004, the Third Session of the Italian-Vietnamese Joint Commission
was held in Hanoi on November 21st – 22nd, 2005 to examine the present state and further
development of scientific and technological co-operation between the two Countries and
define the new Programme for the years 2006 – 2008.
The Italian delegation was led by H.E. Alfredo Matacotta Cordella, Ambassador of Italy to
Vietnam, Ministry of Foreign Affairs.
The Vietnamese delegation was led by H.E. Mr. Bui Manh Hai, Vice Minister of Science
and Technology of Vietnam.
The members of the two delegations are given in Annex I.
The following agenda was adopted:
1. Present state of scientific and technological co-operation
2. New Programme of co-operation
3. Validity of the Third Programme and planning of future meetings
The institutions in charge of the co-ordination and the realisation of the present Program
are:
for the Italian side: Ministry of Foreign Affairs (MAE), Directorate General for Cultural
Promotion and Co-operation.
for the Vietnamese side: Ministry of Science and Technology (MOST).
1. Present state of scientific and technological co-operation
The two Parties have agreed to recognise the growing importance of science and
technology for the economical, social and cultural development of the two Countries.
The two Parties, considering the good relationships between the two Countries, have
remarked the need to develop and further strengthen the co-operation in the fields of
science and technology.
2.
New Programme of co-operation
The Joint Commission discussed the scope and contents of the Third Italian-Vietnamese
Executive Programme of Co-operation in S&T for 2006 – 2008.
The Commission also discussed the financial and administrative provisions for its
implementation.
The Vietnamese – Italian Executive Programme of Co-operation in S&T for 2006 – 2008
includes the following activities:
- Exchange and /or visits of scientists and technical experts;
- Joint research projects (including seminars, workshops and training activities).
In the period 1st of March – 30th of April 2005 a joint call for proposals was launched to
collect bilateral projects in the following priority areas:






Agriculture and Biotechnology (AB)
Information and its Applications (IA)
Basic Sciences (BS)
Energy and Environment (EE)
Medicine and Health (MH)
Conservation and Restoration of Ancient Monuments (CR)
A total number of 21 projects were received by both Parties, plus 8 projects only received
by the Italian party. The two Parties, in deciding which projects should be given priority
financial support, agreed on the following criteria:





scientific relevance of the project;
impact on the bilateral S&T relations;
potentialities for creating R&D;
potentialities of social and economic impact;
quality in the project presentation.
Based on these criteria, 21 projects have been selected to be granted financial support for
the exchange of researchers. The list of the selected projects is given in Annex II.
The administrative and financial provisions for the implementation of the Programme are
given in Annex III.
Among these 21 projects, the Italian party will also consider granting an additional financial
contribution to 9 projects as significant bilateral research projects. A preliminary list of such
projects is given in Annex IV. These financial contributions are intended to partly cover the
research activities of the projects. Financial support will be granted to the Italian partners
of the joint project upon evaluation of the applications to be submitted according to
indications that will be given by the Italian side.
3. Validity of the Third Programme and planning of future meetings
The Third Programme of Co-operation for the years 2006 - 2008 shall enter into force from
the date of signature and will be valid until the signature of the next one, but no longer
than one year after its expiration.
If need be, the two sides may agree through diplomatic channels to hold in Italy a bilateral
Review Meeting of the present Programme.
Any amendment to the text of this Programme must be authorised by the competent
Ministries and agreed through diplomatic channels.
All the initiatives included in this Programme will be carried out within the limits of the
budgets and according to the rules prevailing in each Country.
The two Parties have agreed that, in order to define the Programme of co-operation for the
years 2009-2011, the next session of the Joint Commission will be held in Rome. Details
about the date will be agreed upon through diplomatic channels.
The present document, including the Annexes I, II, III, IV and V, which are an integral part
of it, was signed in Hanoi, on 22 November 2005 in two copies, in the English language.

Annex III: Administrative and financial provisions
Financial Provisions for implementing the joint research projects listed
in Annex II under the III Italian-Vietnamese Executive Programme of
S&T Co-operation for the period 2006-2008.
The projects to be financed within the present Programme are exclusively mentioned in
Annex II.
For each project listed in Annex II, either 2 short term stays (up to 10 days each visit) or 2
long term stays (1 full month, i.e. 30 calendar days each visit) or 1 short term stay plus 1
long term stay will be financed yearly.
The researchers will be entitled to the exchange only if they hold the nationality of one of
two countries signing this Executive Programme, or if they hold a EU nationality and are
legally resident in one of the two Countries.
In order to be eligible to apply for joint activities, the researchers must have a workable
knowledge of English.
The travel expenses between the two capitals shall be borne by the sending party, while
the receiving party shall bear the expenses of lodging and boarding, and local
transportation by means of an all inclusive cash allowance.
The host party shall provide medical insurance coverage, on the basis of the rules in force
in each Country, against accidents and illnesss, excluding already existing and chronic
diseases.
The researchers have to submit to the host Country, within 30 days after finishing their
research, a final report on the activities carried out. The report should be co-signed by
both the Vietnamese and Italian researchers involved in the joint project.
STAY OF VIETNAMESE RESEARCHERS IN ITALY
The application for both long and short term research stays shall be submitted
exclusively through diplomatic channels. These applications shall be received, no later
than two months before the beginning of the research visit, by the Office V – Directorate
General for Cultural Promotion and Co-operation of the Italian Ministry of Foreign Affairs.
The Vietnamese academic and research institutions will transmit the complete
documentation concerning Vietnamese scientists visiting Italy to the Embassy of Italy in
Hanoi, no later than three months before the beginning of the visit. The Embassy of Italy
will forward it to the Italian Ministry of Foreign Affairs (Office V – Directorate General for
Cultural Promotion and Co-operation) no later than two months before the beginning of the
visit.
The application concerning the research stay period shall be completed with the
following documents, in two copies:
1. Letter of invitation from the hosting institutions mentioning the dates and length of
the visit (as reported in the application form);
2. Application Form (Annex V for Vietnamese scientists) undersigned by the
Vietnamese researcher, indicating personal and professional data of the applicant,
title and approved list number of the research project, dates and length of the visit,
list of the institutes to visit (2 original application forms); the Application Form is
available at the following address:

3. Detailed work program (comprising the list of institutes to visit);
4. Short “curriculum vitae et studiorum” (maximum 3 pages) comprising: name and
address, place and date of birth, educational qualifications, foreign languages,
institute or organisation, profession and previous assignments;
5. List of recent publications (maximum one page);
6. Letter of appointment by the Head of the project (if the Head of the project is not
travelling in person).
The above-mentioned application shall be completed with a declaration, in which the
researcher commits himself/herself:
- to respect the indicated period of visit;
- not to receive retributions by other International Organisations or Corporations during
his/her stay;
- not to change work program, destination and not to leave Italy without authorisation
before the approved date of departure;
- to present, after 30 days of completing the research visit, a final report on the
activities carried out;
- to transmit to the INA Assitalia, Lungotevere Flaminio 34, 00196 Roma, notice of any
accidents and/or illness which may have occurred in Italy for insurance purpose.
Cancellations, unless seriously documented, shall prevent the hosting Party from
accepting further applications for related missions.
In order to cover the necessary insurance cost for the Vietnamese researchers during
their stay in Italy, each researcher is requested to send to the Italian party (Directorate
General for Cultural Promotion and Co-operation - Office V, Italian Ministry of Foreign
Affairs. Fax n.: --3906 36917121) a fax on the first day of arrival at the Italian Scientific
Institution to notify his/her presence in Italy.
The Italian party will finance, yearly, each project listed in Annex II, as follows:
+ Short term stays (up to ten days): Euro 93 (ninety three) per calendar day;
+ Long term stays (one full month, i.e. 30 calendar days): Euro 1300 (one thousand and
three hundreds).
The above amounts shall be paid to the Vietnamese researchers entirely upon their
arrival in Italy.
Vietnamese researchers can receive the payments at the Italian Ministry of Foreign
Affairs in Rome or at the nearest Provincial Treasury (Local Branch of the Banca d’Italia).
The preferred place of payment will be indicated in the Application Form.
If possible, the Italian host academic and research institutions will try to help Vietnamese
visiting scientists in arranging the most appropriate and suitable accommodation.
STAY OF ITALIAN RESEARCHERS IN VIETNAM
The Italian academic and research institution will transmit the application form and its
relevant complete documentation concerning Italian scientists visiting Vietnam, to the
Vietnamese Project Co-ordinator, no later than two months before the beginning of the
visit.
The application concerning the research stay period shall be completed with the
following documents, in two copies:
1. Letter of invitation from the hosting institution mentioning the dates and length of
the visit (as reported in the application form);
2. Application Form (Annex VI for Italian scientists) undersigned by the Italian
researcher, indicating personal and professional data of the applicant, title and
approved list number of the research project, date and length of the visit, list of the
institutes to visit (2 original application forms); the Application Form is available at

In order to cover the necessary insurance cost for the Italian researchers during their
stay in Vietnam, each researcher is requested to send to the Vietnamese party
(Vietnamese Project Co-ordinator) a fax on the first day of arrival at the Vietnamese
Scientific Institution to notify his/her presence in Vietnam.
The Vietnamese party will finance, yearly, each project listed in Annex II, as follows:
+ Short term stays (up to ten calendar days): VND 1.000.000 (one million) per calendar
day for the Italian Head of joint project; VND 800.000 (eight hundred thousand) per
calendar day for his/her replacement.
+ Long term stays (one full month): amount to be determined and paid on a case-by-case
basis according to the existing Vietnamese regulations on foreign scientists working in
Vietnam.
The above amounts shall be paid to the Italian researchers entirely at their arrival in
Vietnam by the host institution.
If possible, the Vietnamese host academic and research institutions will try to help Italian
visiting scientists in arranging the most appropriate and suitable accommodation.
JOURNEY OF VIETNAMESE RESEARCHERS TRAVELLING TO ITALY
Vietnamese research institutions will pay travel expenses for Vietnamese scientists
visiting Italy.
JOURNEY OF ITALIAN RESEARCHERS TRAVELLING TO VIETNAM
In order to obtain travelling documentation, Italian researchers intending to travel to
Vietnam for study visits must send a request to the Ministry of Foreign Affairs, Directorate
General for Cultural Promotion and Co-operation, Office V. The request must arrive no
later than two months before the foreseen date of departure to the following address:

The request shall specify:
- name and address of the hosting Institution,
- departure and return travelling dates,
- title of the research project object of the mission.
In the request the researcher must declare his/her availability to:
- refund penalty charges related to travelling expenses (up to the total amount of the
ticket) in case he/she cancels the mission,
- deliver, within 30 days from the end of the mission, a short report on the activities
carried out as well as the original travelling documents (tickets and boarding cards).
Moreover the researcher shall attach to the request the following documentation:
- an invitation letter from the foreign institution (university, body or research centre)
which will host the researcher,
- a declaration of the Italian Project Co-ordinator confirming the participation of the
researcher in the project and authorising the specific mission (only in case the
researcher is not the project co-ordinator him/herself),
- a short curriculum of the researcher.
The supplied tickets will be the most economical ones available for the trip; any additional
cost shall be borne by the researcher.
